INtRoDUctIoNINTRODUCTIONOur awards, run in partnership with Hays, are for all organisations involved in commissioning or delivering public services, whether they sit in the public, private or voluntary sectors. As past winners attest, the awards are recognised widely as the gold standard of achievement by public services teams.

As before, in addition to the main team awards there is an additional accolade for citizenship and volunteering, open to private sector organisations that may not be otherwise engaged in public services, and an award for the individual public servant of the year. Never has excellence of contribution, by team or individual, been more worth celebrating.

Our public services are reeling under the impact of the deepest spending cuts in a generation. Yet the spirit of innovation remains as strong as ever and the push for excellence no less relentless. Indeed, the best and wisest leaders of services see these as the twin keys to surviving austerity in good shape.

Since their inception eight years ago, the Guardian Public Services Awards have set out to showcase innovation and best practice across Whitehall, local government, the NHS and beyond. Many remarkable projects have been honoured and much invaluable learning has been disseminated. Now, more than ever, we need to keep up the pace.

Such is the scale of the budgetary challenge facing our public services in this age of austerity that it is all too easy to lose sight of the bigger picture. So we were especially pleased that the overall winner of the Guardian Public Services Awards in 2010 reminded us of a more fundamental and longer-term issue, that of climate change, and showed how it can be tackled even at a time of spending constraint.

The University Hospital of South Manchester NHS Foundation Trust has made striking progress not just in cutting its energy use, thereby releasing more money for patient care, but also in creating an infectious enthusiasm for greener and healthier lifestyles among its staff, its patients and its local community. Allotments, farmers’ markets and (soon) honey bees are just some of the innovations changing the face of the Wythenshawe hospital.

We want to hear about, and acclaim, more of that kind of creative thinking and practice in the 2011 awards. We are delighted to be continuing our partnership with our main sponsor, Hays, which was the first recruitment consultancy to specialise in public services and is expert at leading change and improvement.

I am extremely proud of our country’s public services and of the talented people who work in them. The Guardian Public Services Awards are a good way of celebrating their achievements and I am pleased to have the chance to offer my endorsement.

Modern, world-class public services are vital to the success of our country – whether it’s the schools and universities that educate and train the workforce of the future, or the doctors and nurses that keep people healthy, active and making the most of their lives.

These awards shine a light on some of the creativity and innovation that we need to transform our public services. So I’m particularly keen to see examples of staff taking on the challenges and coming up with new, more effective ways of working to make services more local, accountable and personal, such as taking control of their organisations by setting up mutuals or cooperatives.

catEgoRIESCATEGORIESThe team awards are in two main sections: Service delivery and innovation and progress. Within each section there are several categories. Please read the judging criteria carefully to ensure that you are entering in the correct category.

There is a further, special award for citizenship and volunteering. This is open to teams operating in the private sector, as well as in the public services, and is designed to recognise volunteering and other initiatives that contribute to the community.

One overall winner will be selected from the team category awards. This will be the team judged to have made a truly outstanding contribution in terms of innovation and outcomes.

There is also a category to celebrate an individual who, as a member of a team, makes the difference between a good service and an outstanding one. The public servant of the year award looks to honour such a person.

CHIldReN ANd YOUNG PeOPleIntegration of services is essential to delivery of the Every Child Matters agenda. We’re looking to showcase the work of teams that have risen to this challenge most effectively, and are both safeguarding children and promoting their wellbeing.

COMPlex NeedSGrowing numbers of people of working age have complex needs. They may have a mental health problem, addiction issues or a learning disability. Here’s a rare opportunity to honour innovative work in this difficult field.

CAReRS, FAMIlIeS ANd COMMUNITIeSMany people living with a long-term health condition or disability rely on support from family and friends. But who supports them? What makes an effective partnership between care services, unpaid carers and users of services themselves?

CARe OF OldeR PeOPleWho is making person-centred care and support a reality for older people? We want to find the teams that are doing so and celebrate their success.

HOUSING ANd ReGeNeRATIONEffective neighbourhood regeneration and community cohesion schemes have housing at their core. We want to hear from teams that are going the extra mile in supported housing or general needs.

TRANSPORT ANd MObIlITYMobility, or lack of it, is increasingly seen as a key cause of social exclusion. Tell us about your innovative transport solutions that are meeting needs, complementing other services and respecting the environment.

In this section we have sought to identify core roles that unite all organisations delivering public services: sustainability; transformation; customer service; partnership working; diversity and equality; and skills development.

We will be judging the project less by the scale of what has been achieved than by evidence of progress within the culture of the organisation.

Citizenship and Volunteering

One of our category winners will be chosen as overall Guardian Public Services Awards team of the year. This team will have demonstrated an exceptional level of application, innovation and achievement and will have delivered substantial improvement in a public service that has made a real difference to people’s lives.Past overall winners have reflected the full breadth of the awards. Last year, it was the University Hospital of South Manchester NHS Foundation Trust, for the impressive strides it has made towards becoming a truly ‘green’ hospital. Previous winners have been Birmingham city council and the Heart of Birmingham PCT for their gym for free scheme, Glasgow city council and its partner organisations in the Scotcash social enterprise, Croydon primary care trust, Bristol Community Housing Federation, the former department for Constitutional Affairs, and Blackburn with darwen council. Our public services and a healthy civil society depend on the willingness of people to give freely of their time and skills. And with people’s lives becoming ever more pressured, such willingness is at a premium.This award seeks to recognise schemes that promote good citizenship by employees, whether by volunteering, serving as councillors, school governors or magistrates, or perhaps by helping and representing disadvantaged groups.The award is open to employers operating in the private sector as well as those engaged in the public services. Entrants must be able to give evidence of a clear policy that has been taken up by a number of staff.

Teamwork is the bedrock of effective service delivery. but sometimes it’s the contribution of an individual as a member of any team that makes the critical difference between a good service and an outstanding one. This special award is intended to honour such a person.

that of colleagues or peers in comparable organisations? Bear in mind that your nominee will be judged against other individuals from different areas of public services

• Are there outcomes or a demonstrable impact that can be clearly related to the individual’s role?

HOW TO eNTeRUniquely, nominations for this special award may be made by service users and other members of the public. The nomination process is straightforward and does not follow the full procedure for the team awards. POINTeRSIt is important that your entry is clear and concise and is in the right category. Think hard about how you can grab the judges’ attention by making your entry stand out.
