Non-Federal Project Implementation Pilot Program
• ASA(CW) “to identify project delivery & cost-saving alternatives”; – “reduce backlog of authorized projects”;

• “Alternatives for the decentralization” of project management/design/construction”

partners;
•$125M additional funds authorized to be appropriated to the Secretary to carry out the pilot program ($25M for each of FY14 – FY18.

An increase of .06 cents/gal on diesel fuel consumed by commercial vessels while operating on the inland waterways of the United States. (consistent with Rep. Lipinski/Whitfield’s H.R. 1149 WAVE 4 legislation)
• U.S. Senate Finance Committee – “Tax Extender”Request: Include an Increase of .09 cents/gal
(adopt user fee increase as proposed in Sec. 8 of S.407, RIVER Act)
