responses, cost development, contract negotiations, planning, administration, production coordination and quality. Earned Value Analysis was employed to monitor and improve processes and increase workflow. Improvement of cost and quality targets was gained by using Total Quality Management techniques.

Allegheny County Pennsylvania GIS Planning Department required the scheduling of land surveyors aerial photography, and stereo digitizer subcontractors to provide a 5 foot contour map of Pittsburgh and surrounding Allegheny County. Further requirements included overlaying miles of Natural Gas pipelines owned by Equitable Natural Gas Resources Inc. Employing three subcontractor corporations, this project was deployed to two distinct Geographic Information Systems (ERSI and IBM).

US WEST Communication automated mapping of all telephone facilities in several western United States. My unique proposal was the deciding factor critical to the our contract award of this immense effort.

Southern Bell Telephone Utility mapping project employed 200 technicians to convert production work orders to automated facility digital geo-located smart maps. This project converted thousands of records and maintains the client’s system to this day.
