In June, the in-person NSDAR Conti- nental Congress was cancelled due to the stated deadly virus and re- placed with a virtual Congress. The cancelled State Conference was fol- lowed by the cancellation of the in- person 2020 Summer Meeting and replaced by a virtual KSDAR Summer Meeting. The virtual 2020 Summer Meeting was the very first virtual state meet- ing for KSDAR! It began on August 22 nd with postings on our website of award presentations and speeches that would have been presented dur- ing the cancelled State Conference. Included on the website were three workshops: one for Chapter Treasur- ers, another for those interested in genealogy and Chapter Registrars, and the third for Chapter Regents. Also, there was a PowerPoint presen- tation about the bus trip to Continen- tal Congress and a special video highlighting our 2020 Debutantes! Then in September, KSDAR had its first virtual celebration of the U.S. Constitution. It had all the elements of the usual Constitution Week pro- gram, but it was recorded and placed on the KSDAR website for viewing. Included were posting of the Colors by the KYSSAR and greetings by the KYSSAR State President, patriotic music, remarks by Secretary of State Michael Adams, reading of a Procla- mation, and much more. After the virtual Summer Meeting and the virtual Constitution Week celebra- tion, we anticipated having an in- person Fall Board of Management (FBOM) Meeting. Alas, it was not to be. Cost for extra space needed for social distancing made it prohibitive. Plans for the in-person FBOM had to be nixed, and planning began for the very first virtual (FBOM) state busi- ness meeting. Much business was accomplished during the live Zoom KSDAR busi- ness session for the FBOM on Octo- ber 24, 2020. Until then, KSDAR had been operating under Kentucky gov- ernment pandemic restrictions. Greetings to Kentucky Daughters! We are experienc-ing a historic time of firsts!!! The first eight-and-one-half months of this term were filled with the usual changes of a new

administration. Then the global Coro-navirus Covid-19 pandemic hit Ken-tucky! Our world was turned upside down. Everything changed. In mid-March, the KSDAR State Con-ference was cancelled by a vote of the KSDAR Executive Committee to protect the health and well-being of our members and other participants. In June, the in-person NSDAR Conti-nental Congress was cancelled due to the stated deadly virus and re-placed with a virtual Congress. The cancelled State Conference was fol-lowed by the cancellation of the in-person 2020 Summer Meeting and replaced by a virtual KSDAR Summer Meeting. State Regent’s Report (CONTINUED)

National Covid-19 pandemic. The delegates ap-proved conducting the business of the State So-ciety by permitting the Executive Committee, State Board of Management, Standing Commit-tees, and special committees to hold all meet-ings of the State Society via electronic virtual platform until the National Covid-19 pandemic restrictions are lifted, and we are able to resume regular meetings. In addition, three proposed separate amend-ments to provide emergency electronic platform meetings for the State Society, Board of Man-agement, and Executive Committee were en-dorsed to go forward to the voters at the 2021 KSDAR State Conference for official adoption. Other business presented were financial reports, the “clean” audit report was accepted, and the proposed 2021 KSDAR State Budget was adopt-ed. In addition, it was voted to grant a one-term extension as co-chairmen of the DTHC Gift Shop to Stephanie Griffin and Elizabeth Allison. Then on November 20, 2020, the KSDAR State Officers had a Zoom Executive Committee meet-ing to discuss how to conduct the State Confer-ence scheduled for March 25-28, 2021. A deci-sion had to be made by mid-December, because of the language in the hotel contract. If we wait-ed until later to cancel due to the seriousness of the pandemic, it would have cost KSDAR a sig-nificant penalty based on the hotel’s anticipated gross revenue. The Coronavirus Covid-19 cases were rising in Kentucky, the entire country, and the world. There were and continue to be many uncertain-ties associated with the virus. At the time a deci-sion had to be made, the vaccines were not

available, and we did not know how widespread the administration of vaccinations would be by the end of March 2021. In other words, we did not know when the general population would be vaccinated. And the health, safety, and well-being of our members are always uppermost in our minds. After considering the above and many other fac-tors, the KSDAR Executive Committee voted unanimously to have a virtual State Confer-ence, March 25-28, 2021. Since the State Con-ference was cancelled in 2020 due to the Coro-navirus, the virtual 2021 state meeting will be the 124th KSDAR State Conference. We hope the pandemic will be a memory in 2022, and there can be an in-person State Conference the third year of this administration. Not only will it be wonderful to have an in-person state meeting, but we will be observing the 125th KSDAR State Conference in 2022! What a glorious celebration we will have! As we plan and produce the virtual 124th KSDAR State Conference, we are grateful for the virtual opportunities we have had these past months to prepare for additional interesting challenges. We are, also, grateful that the FBOM approved the framework for KSDAR to move forward in New Paths of Service with a virtual State Conference. United in New Paths of Service, as we Rise and Shine for America!

KSDAR Travel Committee Report Presented by Carla Lamar Ray

and Karen Wallace KSDAR State Tour to the 130th NSDAR Continental Congress

Challenges that began in 2020 continue into 2021. However, we are going ahead with our plans for a bus trip to DC in June. With the promise of a vaccine soon, this has our hopes rising!!!

We have plenty of seats on the bus and need YOU to sign up to go with us. Rest assured that if Congress is cancelled or if the climate is not satisfactory by the end of March, the tour will be cancelled and no money will be lost!

This year will be a very exciting year with Con-gress ending on July 4!!! We have added an ex-tra day to the trip so we can stay over in DC and enjoy the celebrations!

All information, contracts and forms are on the KSDAR website along with a Powerpoint about the bus. Share this with your chapters and let’s

fill the bus!

We will be staying at the Hyatt Place Hotel, our new home for the Kentucky Delegation. We have side trips planned to the Old Guard, Arling-ton House and Arlington Cem-etery. We hope to have a tour of the Capital. We will stop at Mount Vernon on the way home for a meal, a mansion tour and a wreath laying cere-mony.

Reading is More Than Fundamental

According to the most recent National Assess-ment of Adult Literacy, conducted by the U.S. Department of Education, as many as 1 in 7 adults in the United States cannot read at lev-els necessary to succeed in today’s society. Across the country, Daughters are meeting the challenge and helping those with significant literacy needs to learn to read, to gain self- re-spect and confidence, and to reach life goals that otherwise would not be obtainable (from the Literacy Promotion Committee webpage.) Children of adults with low literacy skills are 72% more likely to be at a low reading level in school, according to ProLiteracy. Some 34% of students are below the basic reading level in the fourth grade, according to the U.S. National Center for Education Statistics (NCES). About 27% of eighth grade students are below the basic reading level, per NCES. Let’s Shine a Light on Literacy! Join the Con-test! KSDAR’s first Chapter Donations of American Spirit State Literacy Promotion Contest. For 2021, any chapter may enter this contest to promote literacy by donating a subscription of American Spirit. By partnering with the DAR Magazine Committee, you can help improve literacy in your communities, and each chapter will raise its subscription percentage. A Win-Win for all!

One way to do so is to purchase gift subscrip-tions for local libraries, schools, senior citizens’ centers, adult education centers, etc. American Spirit appeals to many readers, and it is our responsibility as members to promote it to the public. Choose a place for children (readers at least 4th grade or up) or adults to help encour-age them to improve reading. Contact the in-tended recipient first to confirm the donation will be welcome.

Only one entry per Chapter will be consid-ered for this contest.

• Use the same form (LP-1004) for this con-test that may be found on the Literacy Pro-motion Committee Contest page. Be sure to include the contest title, Chapter Dona-tions of American Spirit State Literacy Promotion Contest, in the “Explanation of Outstanding State Service” section of the form to be counted as part of the statewide contest.

• Chapters must sponsor one or more new donations (renewals in 2021 will be consid-ered as a new subscription) in 2021. For the purpose of this contest only the total number of paid subscriptions in 2021 may be counted. Include this information on the contest form.

• Donations may also be made by individu-als within a chapter on behalf of their Chap-ter. (The guideline for the number of paid donations by a chapter apply to individuals. Please include this information on the con-test form).

• Include a statement on the form as to why

your chapter chose the recipients of the magazine and how it will improve literacy.

Deadline for entering the contest is Decem-ber 30, 2021, to your KSDAR Literacy Pro-motion Chairman. As a state, we will submit the total number chapters participating and the number of American Spirit donations for the purpose of this contest as a state spon-sored Literacy Promotion contest.

Another way to promote literacy, give a Literacy Champion Award at any time throughout the year. This is not a contest, but a way to honor those in your community or chapter who is a Lit-eracy Champion. The certificate template is found on the Literacy Promotion Committee webpage and can be downloaded, no purchase necessary.

The individual(s) must have contributed within her/his community or state in an outstanding manner through service or by organizing or par-ticipating in community activities that promote Literacy. The achievements must have taken place within the past five years. Check the webpage for more clarification on awarding a Literacy Champion.

Support a Literacy Promotion Proclamation on November 1, National Family Literacy Day. A proclamation template and the full set of guidelines are on the Literacy Promotion Com-mittee webpage. Contact the mayor’s office, county administrator, or state governor at least 30-90 days (requirements vary) in advance to allow for the approval process and the produc-tion of the document itself. And do not forget to record any proclamations on the CMR.

READING AWARDS AND AUTHOR TALK WORKSHOP AT STATE CONFERENCE TO FEATURE MARIE MITCHELL

Jhumpa Lahirir: “That’s the thing about books. They let you travel without moving your feet.” As the current reading contest has closed, I hope that you have learned a lot and visited many places through your reading for this contest. I am very excited about the awards that will be given to individuals and chapters. Since the state conference for this year will be virtual, we are offering a workshop, “Reading Awards and Author Talk.” We did not have a presentation last year for the reading contest be-cause the state conference was cancelled due to the coronavirus pandemic. Thus, at the work-shop we will present the top winner for each category of the reading contest for both 2019-2020 and 2020-21. The awards are divided by the size of the chapter: 1-25, 26-50, 51-100, 101-150, and 150+. The categories are: chapters with the most members participating, chapters with mem-bers reading the most books, and persons reading all twenty of the books on the list. We have a very special speaker for the workshop. Au-thor, journalist, and professor Marie Mitchell will speak on “Everybody Has A Story to Tell.” Many people in the Central Kentucky region will recognize her voice as the long-time news director for the WEKU-FM radio station in Richmond. The winner of many awards for her broadcast reporting as well as for her teaching at Eastern Kentucky Univer-sity, Ms. Mitchell is the author of essays, short stories, and plays, sometimes written with her husband Mason Smith. Also, with Hal Blythe, Charlie Sweet, Rick Givan, and Mason Smith, she has written ten mystery/thriller adult novels set in a fictional south-eastern Kentucky County called Clement. In the workshop she will explain to Daughters how they can tell their own stories. This is a talk you shouldn’t miss! Melba Hay, State Librarian

Kentucky Cameo Society Virtual meeting this year Monday, March 22, 2021 7:30 PM The Kentucky Cameo Society is a club of DAR mothers, daughters, granddaugh-

ters, sisters, aunts, and nieces. We will be meeting virtually this year; I hope many will come and at least see some of your friends. Anyone interested in the Society is welcome to join us. Our dues are very minimal $5.00 a year or $15.00 for 3 years. There is an initial $8.00 fee to become a member. To be a member, you must be an active member of the National Society in conjunction with a daughter, granddaughter, sister, aunt or niece. Members can be from different states. This year our virtual meeting will be before the state conference on Monday, March 22 at 7:30 PM to include those that work. Send your dues to the address below by March 12, 2021. Kentucky Chapter Regents Club Tuesday Evening, March 23, 2021 7:30 PM EST/6:30 CST

The Chapter Regents Club is made up of members who currently serve or have previously served a KSDAR Chapter as Regent. We provide sisterhood and support at our annual meeting (held during State Confer-ence). The club traditionally hosts the Friday luncheon at State Conference. Members may join the club at our annual meeting or any time during the year by contacting the club Treasurer. We pay one-time life mem-bership dues of $5.

This year, our Chapter Regents Club will be meeting via Zoom, and in order to facilitate the work week and still allow ample time for our DAR State Conference and workshops, we will meet on Tuesday, March 23, 2021. We will start at 7:30 PM EST/6:30 PM CST. Be sure to register so we may send your zoom link via your email!

We look forward to a little business as well as some casual meet and greet afterwards. You may want to bring your own refreshments or dinner while we enjoy one another’s company and look forward to a Virtual State Conference.

Standing Rules for the One Hundred and Twenty-Fourth Annual State Conference

"Undivided Attention is the First Rule of Procedure"

Rule 1. The live business session of the Conference shall begin promptly at the hour indicated in the Patriot Express. Rule 2. Each registered member will be sent the appropriate links to the awards session, work-shops, the live business session, and the Memorial Service. These links are not to be shared with others. Rule 3. A committee of three State Board of Management members appointed by the State Re-gent shall approve the minutes of the State Conference. Rule 4. Reports of state officers, state chairmen and chapter regents shall be in duplicate and typed. One copy shall be filed with the Recording Secretary and the other with the State Regent. Reports may be sent electronically prior to the Conference. Rule 5. Courtesy and emergency resolutions may be introduced at the end of the Conference business session. Rule 6. Only registered delegates and other voting members of the conference shall be entitled to make motions, second mo-tions, debate and vote. Rule 7. No Voting member shall speak more than twice to the same question during the same session, nor longer than two minutes at one time, without consent of the Conference granted by a two-thirds vote without debate. Rule 8. All members shall register their attendance at State Conference with the Credentials Committee by March 8th. Rule 9. A voter temporarily leaving the business session may not relinquish her voter ribbon to an alternate or any other mem-ber to vote in her stead. No alternate or other person can substitute temporarily for a voter who remains registered. Rule 10. A delegate or an alternate shall have been elected as such by her Chapter in accord-ance with the bylaws of the NSDAR and KSDAR and her name shall appear on the Chapter Cre-dentials Form received by the Chairman of Credentials Committee by the deadline date. Rule 11. A registered alternate, to become a voting member of the Conference in the place of her absent chapter regent or delegate, shall have been elected as such by her chapter, and her name shall appear on the official list in the hands of the Cre-dentials Committee. Alternates present will be seated as voters according to their position on the Chapter Credentials Form if they have reg-istered and contacted Credentials Committee no later than 8:00 a.m. on day of business session. Rule 12. Only awards initiated by KSDAR or by special permission of the State Regent shall be presented or awarded during the Conference. Rule 13. No literature, aside from DAR material, shall be promoted or sold at State Conference without the approval of the State Executive Board or the State Regent. Rule 14. No merchandise or voices shall be promoted or sold at State Conference without con-sent of the State Regent or the State Executive Committee. Rule 15. The most recent edition of Robert's Rules of Order Newly Revised shall be accepted as the parliamentary authority where not in conflict with NSDAR and KSDAR bylaws. Rule 16: For the live business meeting, members shall identify themselves as required to sign into the Internet meeting service and shall maintain Internet and audio access throughout the meeting whenever present but shall sign out upon any departure before adjournment. Rule 17. The presence of a quorum for State Conference shall be established by the report of the Credentials Committee at the beginning of the meeting by audible roll call at the beginning of the meeting. Thereafter, the continued presence of a quorum shall be determined by the online list of participating members, unless any member demands a quorum count by audible roll call. Such a demand may be made following any vote for which the announced totals add to less than a quor-um.

Rule 18. Each member is responsible for his or her audio and Internet connections; no action shall be invalidated on the grounds that the loss of, or poor quality of, a member’s individual connection prevented participation in the meeting. Rule 19. The chair may cause or direct the disconnection or muting of a member’s connection if it is causing undue interference with the meeting. The chair’s decision to do so, which is subject to an undebatable appeal that can be made by any member, shall be announced during the meeting and recorded in the minutes. Rule 20. To seek recognition by the chair, post the request in the Chat section located at the bot-tom/top of the screen. The chair shall assign the floor to a member based on the order shown in the Chat section. Time limits for the State Conference will be enforced as currently set forth in State Conference Standing Rule 7. Rule 21. A member intending to make a main motion, to offer an amendment, or to propose in-structions to a committee, shall, before or after being recognized, post the motion in writing to the online area designated by the Recording Secretary for this purpose, preceded by the member’s name and a number corresponding to how many written motions the member has so far posted during the meeting (e.g., “SMITH 3:”; “FRANCES JONES 2:”). Use of the online area designated by the Recording Secretary for this purpose shall be restricted to posting the text of intended mo-tions. Rule 22. The Recording Secretary and her assistants shall make all motions or pending questions visible to the members by using the screen share function. The motion or pending question shall remain displayed while the motion or pending question is before the assembly. Rule 23. Votes shall be taken by the anonymous voting feature of the Internet meeting service. If required or ordered, other permissible methods of voting are by electronic roll call or by audible roll call. The chair’s announcement of the voting result shall include the number of members vot-ing on each side of the question and the number, if any, who explicitly respond to acknowledge their presence without casting a vote. Business may also be conducted by unanimous consent. Rule 24. The chair, the Recording Secretary, or their assistants shall cause a video of the chair to be displayed throughout the meeting and shall also cause display of the video of the member cur-rently recognized to speak or report.

124th KSDAR State Conference INSTRUCTIONS

We are so excited for you to join us at the State Conference. Below are some basic instructions to make it an enjoyable experience for you.

1. Print the Registration form and fill it out COMPLETELY. Make sure your EMAIL ad-

dress is correct since this is how you will receive access to the conference.

2. Total your registration (remember to include the $10 conference fee that ALL participants pay) then make out a check payable to KSDAR State Treasurer and send to Amelia Wis-ner, 557 Hopewell Park, Lexington, KY 40511-8853.

3. Add the following email address to your contacts list on your computer/phone (however

you will view the conference). This is to ensure that the conference emails do NOT go to your SPAM folder.

4. What is a link? It is a shortcut to the website where you will view the conference videos. They usually show up on your screen in a different color. Here is an example of a link:

When you move your cursor/mouse over the link sent to you for state conference and click, it will take you to the correct website to view the state conference video.

5. Beginning March 25th, members will receive a link for each workshop for which she paid.

For example, if a member registered for 5 workshops, she will receive 5 separate emails each containing a link to a different workshop. Emails may not arrive on the same day – see the schedule. When you receive the link, it will be working/live link. That means you will be able to view the video as soon as you receive the link.

6. All registered members will receive information on viewing the Reports/Awards on Wednes-

day, March 24th and viewing the live business session that will take place on Saturday, March 27th and the Memorial Service video.
