Building Strong, Vibrant, Sustainable Communities

Mayor’s Message

The Maranoa Community Plan 2020 – Pathways to our future is a plan which identifies community needs, long term visions, aspirations and priorities. The plan has been developed by the community for the community and sets the strategic direction for the Maranoa Region for the next ten (10) years.

This plan is a whole of community plan, which provides direction for Council, the community, government, stakeholders, non-government organisations, business and industry to strategically plan for the future. It sets the pathways by which together, we can achieve the community’s vision, goals and aspirations for the future which have been identified through an extensive and rigorous community engagement process.

As a community we value the lifestyle, cultural heritage and natural environment of our region, but also acknowledge the need to embrace and plan for the future, building strong communities which are resilient and able to capitalise on opportunities for sustainable growth and development.

The Maranoa Community Plan 2020 – Pathways to our future identifies several key strategic themes which translate into actions to achieve the visions, needs and priorities identified by the community. These strategic directions and actions will form the basis of Council’s Corporate and Operational Plans and directly link to the shorter-term Local Plans.

Maranoa Regional Council is committed to working with the community and other stakeholders to realise the visions and deliver the outcomes identified in this plan. To achieve success it is paramount that we work collaboratively and continue to maintain an open dialogue through a meaningful process of engagement. Together we will deliver a great and positive future for the Maranoa.

Maranoa 2011 – Our Place & LifestyleOur Place The Maranoa is a dynamic vibrant region comprising of a range of family friendly townships and ‘village style’ communities. Whilst the unique and individual character of each community is celebrated, all have a common characteristic of a welcoming and strong community spirit which is inherent throughout the region.

The Maranoa Region covers an area 58,817 km2 and is located in Queensland’s south west approximately 480 km west of the state’s capital, Brisbane. The Maranoa Region embraces the major centres, townships and communities of

Our Lifestyle Residents of the Maranoa enjoy an enviable relaxed lifestyle in a clean, green and safe environment. Our residents value the wide open spaces, diverse range of sport and recreational activities and inspiring arts and cultural opportunities which the Maranoa offers.

Residents are passionate about preserving the unique character and country atmosphere of the communities in which they live and display a keen sense of place, belonging and connectedness. They actively participate in community life with many residents freely volunteering for community organisations, events, activities and causes.

Our short work commutes and no traffic congestion affords workers the opportunity to maintain a healthy work life balance, thus enabling residents to spend precious time with family and friends, enjoying personal interests, recreational and leisure pursuits.

Achieving the Vision & Embracing the FutureMaranoa Community Plan 2020 – Pathways to our future is a plan which has been developed by the community for the community. It outlines the community’s vision for the future and maps the pathways which we as a community must follow to arrive at our visionary destination. This Plan and subsequent amendments shall remain in place for the ten (10) year period spanning the financial years of 2011/2012 to 2020/2021 or until the adoption of a new long-term Community Plan.

Identifying the VisionTo identify the community’s vision for the future, the Maranoa Regional Council undertook an extensive program of meaningful community engagement and rigorous research. The development of the Maranoa Community Plan 2020 – Pathways to our future progressed in several phases.

Phase 1 – Desktop AuditPhase 2 – Meaningful Community EngagementPhase 3 – Data Collection and CollationPhase 4 – Community Verification and ValidationPhase 5 – Release and Implementation

Phase 1 - Desktop Audit

Mindful that residents may have been experiencing ‘consultation fatigue’ resulting from recent extensive community consultation activities associated with the development of other planning programs with state government agencies, industry organisations and our own planning strategies, Council’s first phase was to undertake a desktop audit of existing community consultation research data, documents and planning instruments.

Phase 2 - Meaningful Community Engagement

The next phase of this process was to undertake a program of extensive and meaningful community engagement. It was imperative that input was sourced from all sectors of the community particularly those who generally, for whatever reason, are not afforded an opportunity to voice their ideas, needs and aspirations. To obtain balanced and comprehensive information, researchers actively sought the views, visions and suggestions from community members living on rural properties and in our townships.

The community engagement process was undertaken in accordance with Council’s Community Engagement Policy and based on the International Association of Public Participation (IAP2) five levels of community engagement. The community engagement process provided numerous avenues through which residents and organisations were encouraged to provide input into the future direction and shaping of their community. To ensure that Council captured the ideas and suggestions from as many residents and organisations as possible, Councillors and staff undertook extensive engagement activities throughout the region over a six month period.

An extensive communications plan and promotional campaign was implemented to promote the community planning process and the various community engagement activities that residents could access as outlined in Diagram 1 Community Engagement Activities.

A series of community workshops were

facilitated by Council staff to identify the

common challenges and visions of community

members throughout the region.

Council staff recorded issues, ideas and suggestions which arose

during informal conversations and general everyday discussions with residents during the course

of their day.

One-on-one informal conversations were held

between Council staff and those community members who

generally are under-represented in traditional community consultation activities.

All children throughout the Maranoa were invited

to draw their vision of how they would like their community to look in ten

years.

telephone interview.

Reply paid surveys were mailed to all Maranoa residents

inviting them to submit their ideas and suggestions. The survey could

also be completed and submitted online.

Phase 3 – Data Collection and Collation

Once the data collection and community engagement phases were complete, all the information was collated into two planning instruments. The regional strategic planning information was compiled into a draft Maranoa Community Plan 2020 – Pathways to our future whilst short-term planning information relating to specific communities within the region were compiled into six Local Plans.

Phase 4 – Community Verification & Validation

Upon completion, the draft Maranoa Community Plan 2020 – Pathways to our future and draft Local Plans were released for public consultation. Feedback was sought to confirm that the challenges, opportunities and visions as identified by the community, stakeholder groups and government agencies had been accurately captured and reported. The draft plans were refined and amended in response to the feedback provided.

Phase 5 – Release & Implementation

The final drafts of the Maranoa Community Plan 2020 – Pathways to our future and Local Plans were adopted by Council and distributed for implementation.

Planning LinkagesThe Maranoa Community Plan 2020 – Pathways to our future is a long-term, overarching vision which is intentionally broad in scope. This Plan sets the foundations from which all Council’s strategic and integrated planning instruments are based as outlined in the Planning Model Diagram. It can also be utilised by other community stakeholders, e.g. government agencies, community organisations, business and industry, as a foundation planning document. Actions detailed herein which identify the Lead Agency as a Government Agency, are aspirational and Council will be endeavouring to advocate or partner with Queensland and Australian Governments for their delivery.

Theme 1Community Life

The Maranoa community values and respects the cultural richness that people from all backgrounds and with different life experiences bring to our community. We are a region that is acknowledged for our friendly, welcoming community spirit and our relaxed lifestyle. Residents and visitors feel valued, respected and safe. They are encouraged and supported to actively participate in community life and to have a voice in shaping their future.

We celebrate and share the rich cultural diversity of our community with residents and visitors. Our new residents are warmly welcomed and embraced into the community thereby feeling a sense of belonging and a strong desire to call the Maranoa home.

Our region boasts many gifted artists and crafts workers who willingly share their skills and talent, inspiring creativity in others. We celebrate and support the wealth of local talent within our community which is on display throughout the region in our galleries, art precincts, public spaces and landscapes.

Whilst we look forward with great enthusiasm and excitement toward the future, we are also keen to preserve and share our heritage, historical sites and treasures from the past. Residents and visitors are encouraged to reconnect with our history, participate in community life and feel a sense of place and belonging.

Community Life – A Sense of Belonging

Success Pathway – A Place to Call HomeWe respect and value our older people and will ensure that they can be comfortable, safe and cared for in their retirement. The Maranoa Community will provide our older people with access to a range of accommodation and care options to suit their individual needs and lifestyle choices ranging from supported independent living in their own homes and transitional aged care residential options, through to high care residential facilities.

The residents of the Maranoa have a holistic approach to their healthcare, which focuses on preventive health programs and active, healthy lifestyles. A wide range of sporting and recreational opportunities are available to local residents and visitors. Sporting and recreational facilities and open spaces have been developed and are maintained to high standards.

To enhance health and fitness levels of our residents and visitors, all people are encouraged to be actively or passively involved in some form of sport or recreational pursuit. Communities within the Maranoa are clean, safe, well planned and evoke a sense of ‘place’ whilst respecting and preserving the unique character of each community. Although geographically located in Queensland’s south west, approximately 480 kms west of the state’s capital, Brisbane, the Maranoa’s residents and visitors have access to efficient, sustainable and interconnected transport networks. These networks enable residents and visitors to move freely and efficiently within the community, throughout the region and further afield.

The Maranoa Region covers a vast area of 58,817 km2 and is serviced by a road network of 6,756 kms, a rail network which provides connections to Brisbane to Charleville, and air services which provide connections to intra-state, inter-state and international destinations. Our well serviced and maintained transport network system plays a pivotal role in our region’s economy and transportation flows of both people and products.

Residents living in our communities have access to transport options which extend beyond the use of a private car. The region’s bikeways and walking paths provide residents with an easy, efficient and environmentally friendly alternative to move about their local community. Such alternatives provide additional benefits to commuters such as health and fitness, social interaction and positive environmental outcomes.

The Maranoa provides an environment, infrastructure and services that encourages innovative, lifelong learning programs and access to quality education programs for residents, particularly our children and young people.

The region is rich in natural assets with significant natural gas reserves and good agricultural land suitable for grazing, broad acre farming and cypress timber production. The recent rapid expansion of the natural gas extraction industry has significantly impacted on our economic landscape and the region’s development.

Such growth is effectively managed in order to maximise the positive returns and benefits to the local community. Clear direction and forward planning of economic growth is essential to securing a sustainable and prosperous future for our entire region. Through effective management and genuine stakeholder engagement and partnering, positive economic growth stimulates positive community and social growth and enhances the wellbeing of the regional community. Additionally, creative and non-traditional business initiatives are also encouraged.

Underpinning our prosperous local economy is a local labour force which is highly skilled, educated and motivated to sustain our diverse and specialised industries and businesses. As a region, we are committed to ‘growing our own’ labour force, providing local jobs for local people. We achieve this by supporting, educating and skilling our young people and training and up-skilling existing employees to fill local employment opportunities across a diverse range of industries, businesses and vocational occupations. Lifelong learning is encouraged and available to all community members.

Monitoring ProgressThe Maranoa Community Plan 2020 – Pathways to our future is a living planning document which underpins Council’s strategic management operational plans. Maranoa Regional Council will review the Maranoa Community Plan 2020 – Pathways to our future on a regular basis to ensure that the identified objectives and performance targets are being met.

Regular progress monitoring reviews will be conducted annually in line with Council’s annual operational reporting. Major reviews of the plan will be scheduled every five years. Council will provide the community with regular progress reports in line with annual progress monitoring reviews. Major progress achievements and successes will be shared and celebrated with the community.

As the Maranoa Community Plan 2020 – Pathways to our future belongs to the Maranoa regional community, Council invites community involvement and feedback regarding the progress of implementation and its effectiveness.
