Background

• POTF was created under the JGC in January, 2013

• JGC expanded POTF scope in May, 2013• POTF spent significant initial time discussing

several paths and issues with current path operations

• POTF drafted a white paper to record recommendations

• JGC asked the POTF to present recommendations to standing committees to seek “endorsement”

• After several comment periods and version iterations, the POTF approached the OC/MIC/PCC in October, seeking their endorsement vote

Motion

• Resolved, that the WECC OC endorse the POTF whitepaper "A New Paradigm for Path Operations": endorsement means general concurrence with the new paradigm; provided that concerns raised by the OC/MIC/PCC, as provided by OC/MIC/PCC Members by October 18, 2014 to WECC Staff, be addressed when moving forward with the new paradigm.

What does Endorsement mean?• POTF is seeking general concurrence with the direction of the “new paradigm”• Support for moving forward with the POTF Roadmap• We are at the beginning of a multi-year industry transition, no over-night changes

• Vote passed in all three committees• Concerns to monitor over the course of the

new paradigm were recorded and consolidated

• SAR Process for TOP-007-WECC-1 was initiated immediately afterwards

Next Steps

• Continue SAR process for modifying TOP-007-WECC-1 (under WSC control now)

• Revise the RC SOL Methodology (performed by Peak)

• Review historical path operator responsibilities for each WECC Path

• Increase the use of real-time tools over time

What the POTF Wants from the JGC

• Accept the POTF work as completed and disband the POTF

• Create a “shepherding” body under the direction of the OC to oversee the long-term shift to the New Paradigm for Path Operations (will consists of members from all standing committees)

Appendix: POTF Scope

• coordinate with the RC System Operators to understand and review operating guidelines for paths;

• coordinate with the WECC Path Concepts Task Force;• continue to investigate current path operations including

but not limited to paths currently coordinated via contracts / agreements/ etc.;

• identify and analyze all relevant standards, guidelines, etc. (both current and / or being formally developed by a delegated regulatory body) that affect path operations; and

• identify a series of recommendations for improving path operations and present these recommendations to the JGC.
