ABOUTUS
ThePhilippinesAustraliaStudiesCentre(PASC)atLaTrobewasformallyestablishedatameetingon8October,2003.PASC isa jointventurebetweenLaTrobeUniversityandAteneodeManilaUniversity(Ateneo)inthePhilippines,andstemsfromtheMemorandumofUnderstandingsignedbetweenthetwouniversitiesinMarch2000andrenewedforafurther5yearsinJune,2005.Wehavehadastudentexchangeagreementsince2007andwerenewedourMOUin2010.Wehavehad four bilateralmeetings: three inManila (January, 2000; February, 2005; June, 2007; June,2011);andtwoinMelbourne(April,2001,July,2009)andoneeach inBangkok(June,2007)andPerth and Mildura and Bendigo (July, 2009). In addition in June, 2011 an Ateneo delegationattendedtheFestivalofIdeasonPopularPrintandVisualCulturesorganizedbytheThesisElevenCentreforCulturalSociologyandhostedbyLaTrobeUniversity inMelbourneandBendigo.ThePhilippinesAustraliaStudiesNetwork(PASN)officeisestablishedatAteneodeManilaUniversitywithmatchingresources.BothPASCandPASNarecommittedtoextendingtheresearchnetwork.To thatendLa TrobeUniversity signedanMOUwith theUniversityof thePhilippines (January,2010).Thisour9threportcoversthe2012academicyear.

OBJECTIVES
TheCentrehas9mainaims,assetoutinitsConstitution:
1. ToencouragethedevelopmentandapplicationofFilipinoandAustralianresearchthroughpublishingandpresentingmaterial inprintedandelectronic formandthroughdeliveringeducationalworkshops,forumsandconferences;
2. To facilitate exchanges between Philippines and Australia of Filipino and Australianscholars;
3. To encourage Filipino students to enrol in Australian postgraduate programs and viceversa;
4. TopromotestudiesofthePhilippinesandAustraliainregionalandglobalsettings;5. To co‐operate and collaboratewith the Philippines‐Australia Studies Network (PASN) at
AteneodeManilaUniversity;6. ToencouragestudentexchangeprogramsbetweenthetwonationsthroughtheUniversity

ADMINISTRATION
PASCLaTrobewasestablishedthroughaseedinggrantfromLaTrobeInternationalandishostedby the School of Social Sciences. The Centre relies on the goodwill and initiative of interestedpartiesacrosstheUniversity.Weareparticularlyindebtedtothehardunsungworkofitsmembersandin2012weespeciallythanktheinitiativeandenterpriseofChristineEllem,VinceAlessi,Paul

Northam, Neil Fettling, Peter Beilharz, Darwin Manubag, Augustine Doronila, and MinervaChaloping‐March.In2011wereceivedtwoboosts:PASCwasaffiliatedwiththeInstituteforHumanSecurity.TracyLee provided her usual efficient and good humoured administrative support to the CentreespeciallyinorganizingitsfinancialmattersandlogisticalsupporttothePSLPprojectand itskeyofficer,DrMinnieChaloping‐March.Second,PASCwasmadeacentreoftheFacultyofHumanitiesandSocialSciences.Itnowhasamodestthreeyearworkingbudgetandadministrativestructureinplace.GRANTSMANAGINGMININGANDDEVELOPMENTINTHEPHILIPPINESPASC put in for a large AusAID ADRAS grant with our visiting research fellow, Dr MinervaChaloping‐MarchasChiefInvestigator.Wewereshortlistedbutafteranerve‐wrackingsummerofwaitingwe received the heartbreaking news inMarch that wewere close but no cigar in thisround.Therehasbeennoannouncementyetofasecondround.Theprojectisalive(seevisitingfellows’ report) butwewill be seeking injection of funds in 2014. FOR a longer report on thisprojectproposalseetheAppendix.
Ourintrepidresearchersfrom4universities(UniversityofthePhilippines,AteneodeManilaUniversity,UniversityofMelbourneandLaTrobeUniversity)seekingalightattheendofthetunnelforfuturegrantforthisproject,BenguetProvince,CordilleraMountains,Philippines,January,2012.

‘The Project Team collaborated with the Cordillera Studies Centre (University of thePhilippines‐Baguio)andAdeMU’sEnvironmentalScienceDepartment inorganizingtheworkshopwith the theme ‘Fostering Collaborative Actions Towards A Sustainable Post‐Mine Future’. Theworkshopwasaninauguralonebecauseitwasthefirstformaloccasionformultiplestakeholdersof mining to come together for discussions on rehabilitation of mining landscapes in thePhilippines.Akeyinputintothethree‐dayworkshopwasthepresentationofthenationaldirectoroftheMinesandGeosciencesBureau,Mr.LeoJasareno,onthestateofaffairsofrehabilitationofmined lands in the country. Dr. Chaloping‐March of PASC talked about ‘Life‐of‐mine and mineclosure: international trends’. Similarly, Dr. Augustine Doronila, PASC honorary research fellow,provided a presentation on ‘phytoremediation & rehabilitation of mined lands’ The fieldwork,formal discussions, and correspondences with many individuals and organizations in varioussectorsculminatedinamulti‐stakeholderplanningworkshopon24‐26January2012.Theplanningworkshop was attended by 101 participants, exceeding 60 which was the target number ofinvitees.Theparticipantsrepresenteddiversebutimportantsectorsandperspectives:

DrJohnTebbutt(MediaStudiesandJournalism),aspartofhisoverseasstudiesprograminwhichheisundertakingresearchonradiojournalisminAsia‐Pacificregion,spenttwomonthsattheAsianCenterforJournalismatAteneodeManilaUniversity.17SeptemberAneightpersondelegationfromCentralPhilippineUniversity,ledbyitsPresident,Dr.TedRobles,wasformallyreceivedbytheuniversity.CharlesMottrepresentedPASC.

PROJECTS‘AfterMining’PublicSectorLinkageProgram
PASC implemented and completed the ‘AfterMining’ Public Sector Linkage Programduring theperiodApril2011toMarch2012.FundedbyAusAID,theprojectwasspearheadedbyDr.MinervaChaloping‐March(PASCHonoraryResearchFellow)asProjectManager.Minervaisadevelopmentanthropologistspecializingonminingandsocialsustainability,socialimperativesofmineprojects,and post–mine scenarios. Dr. Augustine Doronila (also a PASC Honorary Research Fellow), arestoration ecologist based at the School of Chemistry, University of Melbourne served asco‐manageroftheproject.The Project aimed to bring together and reinforce community based efforts in the Philippines,usingAustralianexperiencesaslearningcases,toredressdegradationofminedlandsparticularlythose associated with large‐scale mining. The Project initiated and established linkages withorganizationswhosemandate or function and interests are associated– directly or indirectly –with mining activities. Fieldwork in Australia consisted of visiting a number of mines whoseexperienceswithactualorfuturemineclosurecanserveaslearningcasesforthePhilippines.TheAustralianminesinclude:
a) WoodcuttersMine(operatedbyNewmontMining),whichdemonstratesthecloseworkingrelationshipoftheminingcompanywiththeWaraiandKungarakanpeopletoachievethesocial,economicandecologicaloutcomesdesiredbystakeholderfamiliesaroundtheminearea;
b) RumJungle,whichprovidesavaluablecaseforrehabilitationactivitiescarriedoutsincetheearly1990sandthepolitical‐economicissuesandcontroversiessurroundingitatpresent;and
c) Ranger Uranium mine (operated by Rio Tinto’s Energy Resources Australia), whichmaintainsexperimentalsitesforecologicalrestorationandwaterconservation.
TheProjectTeamalsobenefittedfromdiscussionswith:
a) Dr.HowardSmith,ProjectOfficeroftheNorthernLandCouncilwhosemandate includesprotectingthelandoftheAboriginalpeopleintheNorthernTerritory;
b) Mrs.LenoreDembsky,arepresentativeoftheKungarakanandWaraiAboriginalpeople,ontheirworkingwithNewmontMining in rehabilitating landsusedbyWoodcutter’smine;and
c) Mr. Geoff Kyle and other officers of the Gundjeihmi Aboriginal Corporation on theexperiencesoftheMirarrAboriginalpeoplewithERA’sRangermine.
In the Philippines, the Project Team carried out interviews and focus‐group discussions withindividualminingcompanies,andtheChamberofMinesofthePhilippines.Dr.Chaloping‐Marchand Geoff Araula, a PASC affiliate researcher, undertook the same activities with nationalgovernment agencies such as the Mines and Geosciences Bureau, Ecosystems Research andDevelopment Bureau,National Commission on Indigenous Peoples;Department of Science andTechnology,and theCommissiononHigherEducation.Theyalsometupwith local governmentunits (province, municipality and barangay levels), community organizations, and academic

institutionsparticularlythosewithresearchandextensionprograms inenvironmentandnaturalresourcemanagement.Thefieldwork,formaldiscussions,andcorrespondenceswithmanyindividualsandorganizationsinvarioussectorsculminatedinamulti‐stakeholderplanningworkshopon24‐26January2012.TheProjectTeamcollaboratedwiththeCordilleraStudiesCentre(UniversityofthePhilippines‐Baguio)and AdeMU’s Environmental Science Department in organizing the workshop with the theme‘FosteringCollaborativeActionsTowardsASustainablePost‐MineFuture’.The workshop was an inaugural one because it was the first formal occasion for multiplestakeholdersofminingtocometogetherfordiscussionsonrehabilitationofmininglandscapesinthe Philippines. A key input into the three‐dayworkshopwas the presentation of the nationaldirector of the Mines and Geosciences Bureau, Mr. Leo Jasareno, on the state of affairs ofrehabilitation of mined lands in the country. Dr. Chaloping‐March of PASC talked about‘Life‐of‐mine and mine closure: international trends’. LUMA and Ateneo Art Gallery continued its strong arts linkage partnership in 2012. AfterpresentingtheLUMAexhibitionMeHereNow inManila in2011,Ateneoagreedtocontinuetheexhibition exchange project by committing to curate and forward an exhibition toAustralia forLUMA’s2013exhibitionprogram.
ThetwoinstitutionscontinuedtheirpartnershiparrangementfortheAteneoArtAwards,themostprestigiousawardforFilipinoartistsundertheageof35,byawardingaresidencytooneofthewinning artists in Australia. In April 2012 the VAC | La Trobe University Visual Arts Centre inBendigohostedKawayandeGuia.Duringhis residencyKawayancreatedanewwork,Lolong,atwelvefootcrocodilemadeofcheapleatherwalletsacquiredfromthechaoticDibsoriamarketinManila. Thework,whichwas initially inspired by Kawayan’s association of themovieCrocodileDundee with Australia, commented on the nature of cash driven societies and the Philippines’long‐standingtroubleswithcorruption.Thework,created inninedays,wasshownattheVisualArtsCentrebeforebeingshippedtoManilaforaviewinginthatcity.

She also has a Master of Arts in Social and Development Studies at theUniversity of the Philippines‐Baguio where her thesis was entitled: Sustainability of HouseholdWell‐Being:GoldpanningandRiceFarminginDalupirip,Itogon,Benguet(Philippines).DrAugustineDoronilaisresearchfellowfromtheSchoolofChemistry,UniversityofMelbourne.HewasawardedBalikScientistgrant(anexpatriateFilipinoScientisttravelgrantinFebruaryandJuly2009).HewashostedbytheEnvironmentalScienceDeptofAteneodeManilaUniversityandthe Institute of Chemistry, University of the Philippines, Dilliman College. He is an expert onrestorationecology,mine site restoration,andbiogeochemistryof toxic traceelementswith 20yearsexperience in the field,havingworkedon different restoration research projectsonminesites fromWestern Australia and Victoria Australia. Augustine (a LaTrobe University alumnus)shared his expertise as a Restoration Ecologist to the PASC partnerAteneo deManilaDepts ofEnvironmental Science and Sociology and Anthropology. It was also an opportunity for him toengageotheracademicsfromtheUniversityofthePhilippinesaswellasofficialsofthedifferentenvironmental agencies and representatives of the mining industry in order to face a realchallengetohaulthePhilippineminingindustryfromahighlydestructiveandalienatingscenariotoonewherestewardship,responsibilityforthistemporarylanduseandjustrelinquishmentarestandardoperatingproceduresandanonnegotiablemindset.

NETWORKSRAFIL:ASIANLITERATURENETWORKThere was no RAFILmeeting in 2012 but ADMUmay see fit to hold one in 2014 as that theMalaysianofferhasnotcometoanything.ThepaperIgaveatthe2011RAFIL3ConferencehasrecentlybeenpublishedinMalaysia:“The English Language and Global Literary Influences on theWork of Shahnon Ahmad,”MalayLiterature,Vol.20,No.1,2013,pp.18‐37.In 2012 I was Keynote Speaker at the Conference entitled "Travelling Texts: Translation andGlobalization",heldattheAteneodeManilaUniversity,30‐31August2012. (Theotherkeynotespeaker was Vicente Rafael.) BarangayAustraliahasbeenanetworkofFilipino(Pinoy)studentsaswellasalumniandfriendsacross the State of Victoria. It animates the community spirit ofbayanihan (heroic duties) andpakikipagkapwa (fellowship) commonly found in thebarangay (village) combinedwith learningandfun.While“BarangayAustralia”wasonlycoinedin2005inconjunctionwithitsfirstgeneralassembly, it traces its beginnings with scholars from the Philippines who would exchange tipsaboutlifeinAustraliaandoffertheirsupport.Today,BarangayAustraliaaspiresbea cultural bridge between local Filipino studentsand theirinternational counterpartsandaunifying force across the stateof Victoria. ofanelementaryschool,thefirstschoolbuildinginInug‐Ug,Pagalungan,Maguindanao,aconflictaffectedcommunityinMindanao.InManilathereareseveral longrunningprojectsassistinglocalbarangaysnotablytheprojecttoassistchildrentoreturntofulltimeeducationasanalternativetoekingoutaprecariouslivingonthestreets.TheSchoolofSocialWorkandSocialPolicyatLaTrobeandtheCommunityandFamilyServicesInternational continue tohaveamutuallyproductiveworking relationship.Now in its12thyeartheMemorandumof Agreement has theUniversity sending socialwork students toManila fortheir 14week professional placement. Thisresearchinvestigates:a)thesocialdevelopmentmanagementplan(SDMP),mandatedbylawbythePhilippineGovernmentin2000andtodevelopcriteriaforevaluatingtheimpactsofSDMPcapacity‐buildingprojectsonmining‐affectedcommunities;andb)thehistorical,political,economic,culturalandenvironmentalmilieuxofsmall‐scalemining(SSM).ItwillproduceacomprehensiveoverviewoftheSSMsectorandidentifykeyorganizational,planning,andotherformsoflogisticalsupport.Theprojectaimstoestablishcollaborativeactivitiesbetweenlarge‐scalecorporateminingcompaniesandsmall‐scalemininggroups,linkingthemwithintheframeoftheSDMP.

TheresearchprojectisimportantbecauseitaddresseskeyprioritydevelopmentthemesofAusAIDsuchas:a)promotingopportunitiesforall,b)sustainableeconomicdevelopment,c)improvingincomes,employmentandenterpriseopportunitiesforpoorpeople,andd)improvinggovernanceinthePhilippinestodeliverservices.TheSDMPisacriticalsupportforpoorcommunitiestoenhancetheirsocialandeconomicwell‐being.Withnostudyatthisstagetodemonstratethattheschemedeliverstangibleresults,theresearchproject–beingthefirsttodoso–isvitallyimportantandtimely.Policy‐makingbodiesandlocalgovernmentunitsareseekingmoreindependentinformationtowardsbetterunderstandthecomplexityofinterwovenissuessurroundingdevelopmentofcommunitiesandminingactivities.

Theresearchwillgenerateinformationtohelpminingcorporations,especiallyhome‐grownFilipino companies, raise their standards of corporate ethics of quality and integrity. TheSDMP can be developed into a Framework that articulates strategic commitment ofindividual companies, and the broader Philippine minerals industry, to higher levels oftransparencyandaccountability.Theresearchwillproduceinformationneededtosupportinitiativestowardsprovidingopportunitiesforall.Manysmall‐scaleminerscarelessabouttheir“illegal”statusbecausetheyfeelthereisnoremedytochangeit.Enhancingtheircapabilitiestouseavailableorganizationalandlegislativetoolstowardslicensingwilldissuadethemfromremainingillegal.
