Yasuhi ro Nakasone, Secretary-General of the L ibera l -Democrat i c Par ty , issued a statement of his Pa r t y on the m o r n i n g of January 9 expressing deep con­dolences on the death of Premier Chou. The statement sa id : "Despi te P remier Chou's death Japan remains determined to cont inue to develop f r i e n d l y re lat ions w i t h China. I t w i l l w o r k w i t h more posi t ive enthusiasm to conclude the Japan-China peace and f r i endsh ip t r ea ty at the quickest possible speed.";

Recal l ing the scene i n 1972 w h e n he signed together w i t h Premier Chou the Japan-China j o i n t statement on res tor ing d ip lomat ic re lat ions between the t w o countries, f o rme r P r i m e M in i s t e r K a k u e i Tanaka sa id : " I t h i n k tha t the norma l i za t i on of d ip lomat ic re lat ions between Japan and China is t h e greatest happy event f o r the peoples of Japan a n d Ch ina . " "P remie r Chou , " he added, "was wel l -versed i n Japan t h r o u g h the prewar , w a r t i m e and postwar eras, and understood her. The loss of such a great f r i e n d is a great loss to Japan and her people."

I a m p r o f o u n d l y saddened b y the death of Premier Chou En- l a i . O n l y a h a n d f u l of m e n i n the 20th century w i l l ever m a t c h Premier Chou's impac t i n the h is tory of the w o r l d . Of the more t h a n h u n d r e d heads of gov­ernment t h a t I have had the pr iv i l ege to meet i n the past 25 years, there is none w h o surpassed h i m i n the keen inte l lect , ph i losophica l b r ead th a n d the exper i ­enced w i sdom w h i c h made h i m a great leader.

I t is l a rge ly because of Premier Chou and Cha i rman Mao's v i s ion and sense of h i s t o r y t ha t the People's Re­pub l i c o f Ch ina and the U n i t e d States of Amer i ca were able to come together i n the w i n t e r of 1972 to end a generat ion of con f ronta t i on and beg in a per iod of nego­t i a t i o n a n d reconc i l ia t ion between our two nations.

D u r i n g m y v i s i t to the People's Republ ic of China, P remier Chou said i n a toast, " T h e s t reng th of the people is p o w e r f u l and t h a t whatever the zigzags or reverses' there w i l l be i n the development of h i s to ry , the general t r e n d of the w o r l d is de f in i t e l y t o w a r d l i g h t and no t darkness."

Chou En- la i 's legacy w i l l be t h a t he helped end the darkness.
