MEMORANDUM OF UNDERSTANDING RENEWAL Between Educate Girls Globally Foundation ("Organization") and RMSA, "Government" of Uttarakhand (Draft) This memorandum of Understanding made and executed at Dehradun city, Uttarakhand on day of April 2017, by and between RMSA, "Government" of Uttarakhand, represented by Mrs. Shashi Chaudhary, Additional State Project Director, RMSA (hereinafter referred to as the "Government"). AND Dr. Priti Tyagi, State Project Director, Educate Girls Globally Foundation, a Registered Voluntary Organization with its Office based at 79 Chamanvihar, Majara, and Dehradun, 248001, (hereinafter referred to as "Organization". Whereas the "Government" Ihas the obligation of achieving Secondary Education for children who are normally resident in the State and thus the state intends to collaborate with individuals, corporate bodies, trusts and such other entities as are engaged in the implementation of quality secondary education across the state/country. Whereas "Organization" believes in evoking people's participation in the process of educational reform to bring about accountability, equity and quality. The present system has to become more sensitive and responsive to the contemporary needs of the society. "Organization" aims at creating an environment for better educational opportunities through local self-governance. It is a process of people's participation in whole educational reforms with right approach to accountable ownership, democratic decentralization and empowered governance. It targets at evoking a debate on systemic reforms in education and its sustenance, among the people. Focusing at enrolment of all girl children in the school, this programme is targeted to address larger issues of equity, quality and relevance in education. The patties intend by this renewal of MoU to extend the partnership to improve the status of girls' secondary education in Uttarakhand. This MoU will address the basic relationship, roles and responsibilities of the parties and all other precise terms that will constitute the substance of the partnership. The mission of Educate Girls Globally ("Organization") is to promote the primary and secondary education of girls in developing countries through community ownership of "Government" schools. The parties enter into this MoU to develop and test a replicable model for improving girls' secondary education in "Government" schools of Uttarakhand. Whereas the parties hereto have identified some of the key approaches towards achieving the girls education, which address the following issues. Establish reliable data, analyze and identify "critical needs" of the girl child Identify out of school girls in the secondary school age group. Reduce gender disparity in the schools. Reduce drop-outs and enhance enrollment of girls. Ensure retention of girls through quality Improvement in the classroom process & establishing relevance in secondary schools. Therefore, the parties to this agreement have identified such joint actions and roles that would be most conductive to enrollment, retention and achievement of girl children in the schools where such program is implemented.

Educate Girls Globally Foundation ("Organization") and RMSA, "Government" of Uttarakhand(Draft)

The roles envisaged in the MOU are based on experiences of implementing the program in other states.

As an extension of the existing pilot project the program witt be continued in 50 secondary schools (50existing project schools in Udhamsingh Nagar District and 50 existing project school in HardwarDistrict). The concept, details and methodology of the project for 100 schools in total is enclosed inAnnexure I.

ROLES AND RESPONSIBILITIES OF THE PARTIESThe parties intend to undertake the fottowing responsibilities pursuant to this MoU:

• Duration of the Project: The parties intend to continue to work together on this project for theduration of two years to continue to develop a model for improving girls' education in the"Government" secondary schools of Uttarakhand. The project extension start date is May 1,2017 and end date is March 31, 2019.

• Implementation of the pilot project: The project witt be implemented jointly by RMSA and"Organization" under the overall supervision of the steering committee consisting of thefollowing:

- The State Project Director/Joint Director, RMSA, Uttarakhand or their representative.- Nodal Officer, Gender Unit, RMSA, Uttarakhand.- District Girls Education Coordinator/s of selected district/s, RMSA, Uttarakhand.- Executive Director/Director of Programs, "Organization".- State Project Officer, "Organization".

It is agreed by both parties that the steering committee will meet every three months to review theprogress. The State Project Director, RMSA or their representative will convene the meeting.

Nodal Office:I. Considering the potential of the program and its importance in influencing girls' education

across the state, "Government" will appoint a nodal officer of senior rank who willdedicatedly be responsible for the successful implementation of the "Organization" program.

II. Further, such a person will be empowered with the necessary authority, resources andtraining inputs as are necessary to champion the Girls Education in Uttarakhand. This nodalofficer will be allocated a team of officers who are competent to enable effectiveimplementation and monitoring of the program.

III. "Government" will provide for a life skills training period in the school time table whichwould be notified to all the selected schools.

iv. "Organization" will appoint a dedicated team including One State Project Officer, Two AreaProject Officers, School Coordinators (as required), and Master Trainers for training of lifeskills, work skills and creative learning staff especially for girls' education.

Collaboration with Gender Unit: The parties intend to work together and operate under theofficial establishment of the gender unit in State Project Office of RMSA. This unit which shallbe responsible for gender affairs, shall comprise of senior officers and coordinators appointed byRMSA, Department of Education and experts drawn from "Organization". For the duration of thepilot project, "Organization" staff and the "Government" staff will facilitate the planning,functioning, monitoring and evaluation of the pilot project.State Project Office agrees to provide space at the State / District level to the "Organization"staff in the official premises to ensure better coordination with the gender unit/RMSA.

Continuation of program in existing Project Schools: The parties also agree to continueworking jointly in the existing 50 schools of Udhamsingh Nagar district and 50 schools In

Hardwar district.Up-scaling of the project can be done anytime by mutual agreement of both the parties.

Developing the Model: The parties intend to work together to establish reliable data, analyzeand identify the critical needs of the girls studying in the "Government" Schools as well as theout of school girls. To facilitate successful completion of this project, "Organization" willmodify and adapt the model as needed. "Organization" also agrees to provide training to the"Government" staff as an ongoing process.

Monitoring and Evaluation: "Organization" agrees to undertake the responsibility of regularmonitoring and evaluation of the project and to suggest corrective measures of improvement."Organization" further agrees to provide the quarterly technical report (monitoring andevaluation) to the State Project Director, RMSA, Uttarakhand. Both parties agree to conductplanning, meetings and joint monitoring visits on a quarterly basis for the purpose of impactassessment and progress of the project. Annual report will be developed and submitted by"Organization" at the end of each project year.

Replicating the Model: "Government" agrees to replicate this model to other districts in theState after ensuring satisfactory progress in the project. "Organization" agrees to continue itsSUpp0l1 in training, monitoring, evaluation and refining of the project.

TRAINING AND CAPACITY BUILDINGThe main purpose of the pilot project is to train the "Government" staff, teachers and communitiesso that they are able to support the expansion of this model to rest of the schools of Uttarakhandafter two years.For this, the "Organization" staff will implement the project in 100 project schools with the help ofthe Head Masters, teachers, department officers, and community and will develop the projectfurther in these schools for next 2 years then set the system for transferring the ownership to theschools, SMC and relevant communities.To ensure sustainability, "Organization" staff will complete transferring the project ownership ofthe 50 project schools in Udhamsingh Nagar to the school authorities, SMC and community byMarch 2019. Transfer of program ownership in Hardwar will begin in April 2017 and continue.Expectations from "Government";

1. "Government" agrees to facilitate and organize covering all administrative arrangementsfor the process of convening training programs for teachers, headmasters, departmentofficers and other academic support staff within the district.

2. "Government" agrees to facilitate participation of schools and implementation of theprogram in these schools.

3. "Government" agrees schools to be provided with necessary academic support to reinforcethe activities discussed with teachers during the program by "Organization".

MOTIVATION OF SCHOOLS, TEACHERS AND STUDENTS:I. AS. the program is directed to motivate the schoolytQ...,ensure achievement of criteria on

enrolment, retention and achievements, it is ctitical to motivate such schools thatactually achieve criteria.

ii. Towards this, the "Government" agrees to constitute rewards for the best teachers,schools, Cluster Resource Persons and parents of the girl child in collaboration with"Organization" .

BUDGET AND RESOURCES:I. "Government" agrees to provide and allocate necessary resources and budgets as per mutual

discussion during the next two years of the program as also in the subsequent years.II. "Government" agrees to provide necessary office space (such as cabins/work stations,

furniture, filling, storage etc.) and essential infrastructure such as telephone and internetfacility for the members of "Organization" to facilitate the implementation of the programalong with the members of "Government" education department.

iii. "Government" agrees to provide the cost of training of "Government" staff and teachers toimplement the project.

iv. "Government" of Uttarakhand agrees to bear transportation, boarding and lodging of theirstaff, teachers and participants of the training and girls for enrollment camp/Girls Parliamentconference.

v. "Organization" agrees to finance the cost of its staff, experts and trainers (their travel,boarding & lodging, etc) deputed for the development of the model.

Vl. "Organization" agrees to finance the cost of ongoing refinement and improvement of themodel, training and material cost, monitoring, support and interventions to solve specialproblems that arise in relation to it.

The "Government" and "Organization" agree to share the cost during the two years of its intervention asper the enclosure in Annexure II (Draft attached).

The activities timeline for two years of the program are enclosed in Annexure III.The list of 100 schools where the project will be implemented in 2017 to 2019 is enclosed in AnnexureIV.

PRIMARY CONTACTS:The parties intend that the work under this MoU shall be carried out in the most efficient mannerpossible. To that end, the parties intend to designate individuals that will serve as primary contactsbetween the parties. The parties intend that, to the maximum extent possible and unless otherwiseapproved by the other party, all significant communications between the parties shall be made throughthe primary contacts. "Organization" agrees to provide its State Program Director, Uttarakhand asprimary contact and "Government" agrees to provide . :,i .as primarycontact.

TERMINA nONThe terms and condition contained in this Memorandum of Understanding are purely voluntary in natureWhen necessary the parties to this MOU shall enter into further and fresh Memorandum ofUnderstanding to achieve the purpose set forth herein by mutual consent and understanding. The terms ofthese presents shall bind the successors of each of here in and the terms being voluntarily acceptedbetween the patties are subject to such changes as each of the parties may feel necessary however withnotice to the other party concerned which includes recession of these presents if so desired by eitherparty. The responsibilities and obligations of the Organization are commitment of voluntary nature andhence are not open for contest in the COUttsof lawUnless extended by a written agreement, executed by both parties, this MoV shall terminate exactly twoyears from the date upon which this MoV becomes fully executed by £Sign~tories.
