Partnership Programme of Europe, Asia and the Pacific on realization
Astana “Green bridge” Initiative
Speaker – Mr. R. Bultrikov, Vice-minister of Environm ental Protection of the Republic of Kazakhstan

• catalysing high-level, high-visibility policy dialo gues on emerging and persistent issues;
• undertaking research on emerging and cutting-edge p olicy solutions and tools;
• building the capacity of policymakers to further de velop, adopt and implement green-growth policies, while taking stock of best p ractices/methodologies and legislative and economic instruments;
• developing new and strengthening existing mechanism s for technology transfer that will contribute to the preservation o f European, Asian and Pacific ecosystems of global environmental significance;
• developing mechanisms to attract green investments and innovative environmental management approaches, including cros s-border adjustments and the application of economic incentives, taxes and f ees.
The Initiative is aimed to stimulate regional, tran s-regional and interregional cooperation with use of following approches
Partnership Programme to implement the Astana “Green Bridge” Initiative
Overall aim of Partnership programme “Green bridge” is creation
conditions for partnership between countries and sectors of Europe, Asia
and the Pasific on achiving environmentally sustainable and prosperous
future for these regions.
Partnership Programme implementation process will
include: short-term, medium -term and long-term tasks.
Set aim will be achieved by transfer experience, investments,
technologies, intellectual and other resources, creation networks and
exchange knowledge and experience in frame of national , regional
and interregional projects.

• «Regional Strategy on Sustainable Development. Con tribution to the Earth Summit (1990, Bangkok, Thailand);
• «To the model of sustainable development in Asia a nd the Pacific" (1995, Bangkok, Thailand);
• «From the capacity to concrete actions" (2000, Kit a-Kyushu, Japan);
• «Environmentally safe development -"Green Growth" (2005, Seoul, South Korea);
• «Building Bridges to the Future - The Pan-European Programme for Environmental Protection (2006, Belgrade, Serbia);
• «Extension of Green Growth" (2010, Astana, Kazakhs tan).
The ideas of consolidating the efforts of countries in Europe, Asia and the Pacific to address the pressin g issues of environmental protection and sustainable developmen t are reflected in these topics of Ministerial Conference s on Environment and Development:
�Eco-efficient use of natural resources and investment in ecosystem services
�low-carbon development and adaptation to climate change will focus on technologies and
methods to reduce greenhouse gas emissions, low-carbon "green " economic development,
adaptation to climate change.
�Promotion of sustainable urban development will promote best practices for planning
sustainable urban development, such as: wastewater treatment, the organization of traffic
flows, "green homes", the management of domestic waste.
� “Green” business and “green” technology will include the development of tools for
promoting eco-efficient innovations and the introduction of environmentally sound
technologies, including the reform of taxes (taxes on pollution and resource depletion).
�promotion of sustainable lifestyles and improvement of quality of life includes the exchange
of experiences and technologies for sustainable production and consumption between the
countries of Europe, Asia and the Pacific.

� Collection and analysis of the best examples;
� Development and implementation of pilot projects;
� Formation mechanisms for implementation, coordinati on,
management and financing of the Program;
� Development of proposals to increase the ratio of " green"
investment to "brown" Investment in Europe, Asia an d the Pacific.
Steps of Programme realization:
Medium term perspective 2011-2015
•Development and implementation of recommendations a nd mechanisms
to create sustainable partnerships for the "green g rowth ".
•Pilot projects realization:
- on conservation and restoration of ecosystems and sustainable use of natural
resources;
- on technology transfer;
- implementation the principles of "green" growth in strategic planning in
Europe, Asia and the Pacific.
Steps of Programme realization:
Long term perspective 2011-2020
Realization of large and transboundary projects on :
� reduce the rate of degradation and environmental rehabilitation;
� optimal use of natural resources due to the "green" policies and new approaches;
� attract investment for the development of "green" economy.
Organization of political consultative forums.
Organization of a conference on implementation and dissemination of
experience on implementation of the Partnership Pr ogram.
