The City Bar Justice Center’s mission is to increase access to justice by leveraging the resources of the New York City legal community. Drawing upon our relationship with the New York City Bar, the Justice Center provides legal assistance to those in need; mobilizes lawyers, law firms, corporate legal departments, and other legal institutions to provide pro bono legal services; educates the public on legal issues; fosters strategic relationships; and impacts public policy.

City Bar FundIn addition to the City Bar Justice Center, the City Bar Fund supports the research, educational,

and public service activities of the following New York City Bar programs:

OFFICE FOR DIVERSITY

Created to affirm the commitment of New York City law firms and

corporate legal departments to diversity goals that have specific

time targets and milestones, the Office for Diversity annually tracks

the progress of its 126 signatories to the Association’s

Statement of Diversity Principles, which it adopted in 2003. The

Office designs programs that foster a more diverse and inclusive

legal profession, such as the Annual Diversity Champion Award,

which recognizes individuals who initiate and sustain change within

their organizations and the New York legal community.

NEW YORK CITY LAWYERS ASSISTANCE PROGRAM

The Lawyers Assistance Program provides free, confidential

assistance to attorneys, judges, law students, and their families

who are experiencing problems with alcohol, drugs, depression,

and stress, as well as other addictions and mental health issues.

Evaluation, intervention, referral, outreach, and education is

provided by professional staff and peer support based on the

concept of “lawyers helping lawyers.”

CYRUS R. VANCE CENTER FOR INTERNATIONAL JUSTICE

Working with law firms, bar associations, educational institutions,

and NGOs around the globe, the Vance Center seeks to expand

access to justice in young democracies and developing economies.

Collaborating across borders, the Center’s ongoing work includes

recruiting and supporting volunteer lawyers to work on interna-

tional public interest projects; creating a network of justice reform

advocates in Africa and Latin America; and building VanceNet.org,

a web-based, global community of advocates to promote access to

social justice.

Dear Friends, When the Haitian earthquake struck in January of this year, the City Bar

Justice Center put out the call for pro bono volunteers, and within 24

hours over 150 attorneys volunteered to staff a large-scale legal clinic

to help Haitians in New York City apply for Temporary Protected Status.

The City Bar Justice Center specializes in both innovative pro bono projects

designed to mobilize pro bono lawyers to meet the emerging issues of

our time and long-term projects in areas of persistent need, such as asylum,

homelessness, consumer debt and bankruptcy, domestic violence, and

trafficking. Pro bono efforts such as our entrepreneur project and our

life planning project present opportunities for non-litigators to take on

transactional work and address areas of unmet legal needs.

The Justice Center’s Legal Hotline exemplifies our efforts to make it easy for hundreds of low-income

callers each month to access fast, simple legal advice when appropriate as well as referrals. Our projects

also reach many more needy New Yorkers with education and materials in partnership with effective

community organizations. The Justice Center’s strong relationship with the New York City Bar allows us to

mobilize all segments of the profession, from law firms and corporate legal departments to government

offices, non-profits, and law schools. Together we can represent low-income clients in need, educate the

public on important legal issues of the day, foster strategic relationships, and impact public policy.

In the spirit of our theme for this year, “Partnering for Justice,” we thank you for supporting our work

over the past year. During this recession, the City Bar Justice Center has been able to persevere in our

work to increase access to justice, and we’ve enjoyed some considerable successes. With your help, our

projects have addressed the challenges of our time, and we look forward to building new partnerships

in the future.

Immigrant Women and Children Project Ms. G is a Jamaican immigrant who was the victim of a violent assault and assisted with the investigation and prosecution of the crime. The Justice Center matched her with a pro bono attorney who helped her obtain her U Visa. The volunteer also advocated for months with the U.S. embassy in Jamaica to get appointments for her two children to receive their visas, and they have finally reunited with their mother in the U.S. after eight years of separation. The volunteer is now working with all the family members to extend their status and help Ms. G obtain her green card.

When Mr. Z, a Vietnam War veteran and father of two, came to the Veterans Assistance Project in December 2009, he was only rated at 10% disability for PTSD. Having experienced a worsening of his symptoms, he spoke with a volunteer attorney about his options to receive additional compensation. Less than a year later, his attorney’s advocacy on his behalf resulted in raising his PTSD rating to 50%, a finding of 100% unemployability, and a grant of basic eligibility for Dependents’ Education Assistance. Mr. Z will now receive a monthly award of $2,823, effective back to the date when the claim was filed.

City Bar Justice Center Projects at a GlanceThe City Bar Justice Center’s projects are focused in three areas: economic

justice, immigrant justice, and access to justice initiatives. The projects,

complemented by a high-volume legal hotline and a pro bono program

development clearinghouse, address the unmet needs for civil legal services

in New York City. The Justice Center continues to adapt dynamically to the

city’s evolving legal landscape, evidenced by the creation of a Foreclosure

Project in response to the nationwide mortgage crisis. Our model is efficient

and effective: projects are developed and overseen by an experienced legal

expert, coordinated by a dedicated staff member, and delivered through

pro bono volunteer lawyers and community outreach.

ECONOMIC JUSTICE

The Neighborhood Entrepreneur Law

Project provides legal assistance to low-

income microentrepreneurs in the initial

stages of structuring a company or

strengthening an existing business.

The Consumer Bankruptcy Project is

one of only two pro bono bankruptcy

projects in New York City providing legal

assistance to low-income consumers with

outstanding debts, assisting debtors filing

pro se bankruptcy petitions, and providing

pro bono representation to debtors in

contested matters.

The Elderlaw Project maintains the dignity

and independence of elderly people by

training pro bono attorneys who counsel and

represent seniors in a variety of legal areas.

The Cancer Advocacy Project provides

cancer patients, survivors, and their families

with legal information and pro bono legal

assistance on issues relating to discrimination

in the workplace, health law, insurance

issues, access to public benefits, advance

directives, and wills.

The Foreclosure Project includes the

Lawyers Foreclosure Intervention Network,

co-sponsored by the Federal Reserve Bank of

New York, and additional efforts supported

by the New York State Banking Department

and New York State Housing Trust Fund

Corporation. We recruit, train, and mentor

pro bono attorneys to assist distressed

homeowners in an effort to preserve homes

and minimize damage to creditworthiness.

The Legal Clinic for the Homeless

provides advice, advocacy, and represen-

tation to residents of homeless shelters on a

variety of matters related to public benefits.

The Project sponsors legal clinics at homeless

shelters, with services provided by a partner-

ing law firm or corporate legal department.

The Veterans Assistance Project recruits,

trains, and mentors volunteer attorneys to

provide pro bono assistance to veterans in

connection with the filing of disability benefit

claims before the New York Regional Office

of the Veterans Administration.

IMMIGRANT JUSTICE

The Immigrant Women and Children

Project assists survivors of violence, abuse,

and human trafficking in legalizing their

immigration status. Project staff also trains

law enforcement, community-based

organizations, and NGOs about the legal

remedies available to these crime victims.

The Refugee Assistance Project represents

individuals who have suffered torture and

other forms of persecution in their home

countries and who are seeking asylum in the

U.S. The project also assists with filing relative

petitions and obtaining asylum-related

benefits such as employment authorization,

refugee travel documents, and green cards.

The Immigrant Outreach Project is a

collaboration of the Justice Center and

community-based organizations, including

the South Queens Boys and Girls Club and

Children’s Aid Society. The project provides

accurate information about immigrant rights

and options, as well as assistance in the

preparation of naturalization applications.

The NYC Know Your Rights Project is

a partnership between the Justice Center,

The Legal Aid Society, American Immigration

Lawyers Association, and the private bar

that provides advice and legal information

to immigrant detainees.

ACCESS TO JUSTICE INNOVATIONS

The Legal Hotline is the largest free general

civil legal hotline in New York City, providing

assistance to low- and moderate-income

callers on a variety of legal issues.

The City Bar Public Service Network

serves as a clearinghouse for pro bono

opportunities throughout New York City

and develops innovative legal and non-legal

volunteer placements for attorneys.

Foreclosure Project Mr. and Mrs. H worked hard to run their small family business, but it failed following a death in the family. They suffered a loss of income, and, unable to make the payments on their subprime mortgage, their home went into foreclosure. Mr. H then suffered a massive stroke. The Foreclosure Project assisted the family in obtaining a permanent HAMP modification of the first mortgage and obtained funds from The New York Times “Neediest Cases Fund” to completely pay off their second lien mortgage. As a result, Mr. and Mrs. H were able to keep the home, where they live with their two sons.

The City Bar Justice Center’s mission is to increase access to justice by leveraging the resources of the New York City legal community. Drawing upon our relationship with the New York City Bar, the Justice Center provides legal assistance to those in need; mobilizes lawyers, law firms, corporate legal departments, and other legal institutions to provide pro bono legal services; educates the public on legal issues; fosters strategic relationships; and impacts public policy.

City Bar FundIn addition to the City Bar Justice Center, the City Bar Fund supports the research, educational,

and public service activities of the following New York City Bar programs:

OFFICE FOR DIVERSITY

Created to affirm the commitment of New York City law firms and

corporate legal departments to diversity goals that have specific

time targets and milestones, the Office for Diversity annually tracks

the progress of its 126 signatories to the Association’s

Statement of Diversity Principles, which it adopted in 2003. The

Office designs programs that foster a more diverse and inclusive

legal profession, such as the Annual Diversity Champion Award,

which recognizes individuals who initiate and sustain change within

their organizations and the New York legal community.

NEW YORK CITY LAWYERS ASSISTANCE PROGRAM

The Lawyers Assistance Program provides free, confidential

assistance to attorneys, judges, law students, and their families

who are experiencing problems with alcohol, drugs, depression,

and stress, as well as other addictions and mental health issues.

Evaluation, intervention, referral, outreach, and education is

provided by professional staff and peer support based on the

concept of “lawyers helping lawyers.”

CYRUS R. VANCE CENTER FOR INTERNATIONAL JUSTICE

Working with law firms, bar associations, educational institutions,

and NGOs around the globe, the Vance Center seeks to expand

access to justice in young democracies and developing economies.

Collaborating across borders, the Center’s ongoing work includes

recruiting and supporting volunteer lawyers to work on interna-

tional public interest projects; creating a network of justice reform

advocates in Africa and Latin America; and building VanceNet.org,

a web-based, global community of advocates to promote access to

social justice.
