Mul$-‐Level-‐Governance in Mari$me Spa$al Planning
Background, Outputs, AcDviDes
Background
5th call BSR Programme
• EUSBSR AcDon Plan horizontal acDon
• Strengthen MulD-‐Level-‐Governance in MSP
• Establish a dialogue amongst MSP actors at ALL LEVELS - AuthoriDes ( local…to…EU) - Stakeholders from different sectors at all levels
( cross-‐sectoral approach) - Coordinated approach of MSP support funcDons at all levels
( natural science, socio-‐economic, climate change research, data providers & networks)
• Demonstrate in MODELS how mulD-‐level governance could work in MSP
Background II
• BaltSeaPlan / BaltSeaPlan Findings: – 8 MSP Pilot Projects: Stocktake, Conflict Analysis, Planning Tools, DraV Plans, etc. – Policy Analysis, Pan-‐BalDc Trends Gaps in MariDme Policy – Special Reports & Tools: Models, Data, Fishery, Stakeholders in MSP
• Countries: – Sweden: CreaDon of Swedish Agency for Marine and Water Management – Lithuania: Extension of the Lithuanian General Plan to EEZ – Latvia: LegislaDon on MSP passed
• Pan-‐Bal$c Developments: – BaltSeaPlan Vision 2030 & Data RecommendaDons – Necessary Common Minimum Requirements for MSP in the BalDc Sea (Plan Bothnia) – ConDnuous work of HELCOM-‐VASAB cooperaDon – VASAB Ministerial Conference September 2014 – Bonus MSP Research Call 2013
• EU Ini$a$ves BSR reac$ons? – MSP DirecDve & Blue Growth – New programming 2014-‐2020
Application – Basic Facts
• DuraDon: Sept 2012 -‐ Sept 2014 • Budget: 1.043.015 €
• 11 Partners: – MariDme InsDtute Gdansk (PL) – MariDme Office n Gdynia (PL) – MariDme Office Szczecin (PL) – VASAB Secretariat (LV) – BalDc Environmental Forum (LV) – Latvian InsDtute for AquaDc Ecology (LV) – Klaipeda University – Coastal Research and Planning InsDtute (LT) – Region Skane (SE) – Swedish Agency for Marine & Water Management (SE) – Federal MariDme and Hydrographic Agency (DE) – InsDtute of Marine Research (NO)
Problems to be adressed
• Lack of cross-‐sectoral thinking in some sectors (i.e. like shipping) -‐ feel threatened by MSP establish dialogue
• Topics missing on current MSP agenda and/or no appropriate instruments (i.e. cultural heritage, fishery, combined uses with wind farms) dialogue, research, tools
• Pan-‐Bal$c perspec$ves in naDonal mariDme policies on *environment, *fisheries, *mariDme transport & *energy Related structures (i.e. SuperGRID, Ports & Motorways of Sea, Blue corridors) to be planned on a transnaDonal basis pan-‐BalDc dialogue on transnaDonal prioriDes
• Streamline Transna$onal MSP consulta$ons Gain pracDcal experience & develop & test instruments
• Ecosystem based approach in MSP – accepted but hampered unless good knowledge of the sea, trends and combined impacts Strengthen cooperaDon with research and among data networks
PartiSEApate Aims....
Communicate “Findings / Recommendations” • involve stakeholders around the BalDc Sea Region • move outside MSP expert circles -‐ dialogue with
- Sectors (shipping, fishery, offshore wind, aquaculture, etc.) - Nature ProtecDon - Researchers, data experts / holders / networks - Local / regional level -‐ all BSR
Build on “Findings / Recommendations” • Develop / agree on possible soluDons:
- Methods & Tools for MSP consultaDons processes - At all levels, esp. local-‐naDonal, cross-‐border - Pilot Projects: Pomeranian Bight, Lithuanian Sea, Middle Bank - Sectors, Data, Research
Create Basis for Political Processes / Decisions • MSP insDtuDonal & governance model
for transnaDonal cooperaDon & data exchange
Project Structure
BSR Wide MSP Planners Working Group
Overview: Activities - Outputs
Model Case 1: Lithuanian Sea (LT – RU – LV) Model Case 2: Middle Bank (PL – SE) Model Case 3: Pomeranian Bight (DE – SE – PL)
Update of BSR Compendium on MSP Systems = MSP Info Website
Outputs: MSP Structure & Governance Model: Recommendations for Transnational MSP Consultation (VASAB) / Handbook for Multi-Level MSP Consultation Process / Compendium
Pan-Baltic Stakeholder Workshops • Shipping / Ports • Offshore Wind Energy • Cultural Heritage • Aquaculture / New Uses • Nature Protection • Research • Climate Change • Date Network
Cross-Sectoral Dialogue
MSP Expert Group
Topics: • Intercultural environment; e.g. planning cultures / comprehension of MSP task • Streamline MSP preparaDon with cross-‐border impacts
– Topics with transnaDonal impact, comparable legends, zones/areas, restricDons, ways of sea space prioriDsaDon, etc.
– Strategic Environmental Assessments, ESPOO convenDon • PracDcal ways of cross-‐border MSP consultaDon, e.g. when-‐at which stage, with whom, how, how much Dme, what can one expect, which language, etc.
• Stakeholder involvement processes e.g. stakeholder mapping, pracDcal communicaDon methods, transnaDonal stakeholder processes
• MSP data issues e.g. data availability / gaps / exchange and hierarchy / planning in case of non-‐availability of data
Tasks / Aims: • Give input / discuss outputs of Pan-‐BalDc Stakeholder meeDngs & MSP Pilot Cases • Update of MSP Compendium • Prepare ground for VASAB RecommendaDons • Jointly prepare Handbook on MSP ConsultaDons
Pilot Cases MSP Case
1) Lithuanian Case: • across sectors (stakeholder interviews): idenDfy problems related to current & future sea
space use and promote MSP as conflict management & development tool • verDcal governance line (two workshops): connect local county and naDonal authoriDes
about targets & aims related to marine uses (port faciliDes, wind energy) • with neighbouring countries Russia & Latvia (three workshops): content / topics with
transnaDonal implicaDons
2) Pomeranian Bight: • test transnaDonal MSP minimum requirements • regional-‐naDonal consultaDon with & within the SE part of the Pomeranian Bight • develop / organise appropriate stakeholder awareness raising workshops • develop / test transnaDonal stakeholder involvement & workshops • further enhancing planning methods for integraDng fishery into MSP
3) Middle Bank: • test transnaDonal MSP minimum requirements • develop appropriate stakeholder involvement strategy for future formal MSP processes
to come within PL and SE
Transnational Stakeholder Topics
Aquaculture / New Uses • SpaDal implicaDons of new uses, i.e.
mussel & algae farms and/or IMTAs • overall space needed, specific locaDons,
conflicts & synergies with other uses • “SUBMARINER” & “Aquabest”
Climate Change • Necessary consideraDons for planning into the future • Which uses might be most effected? • BaltAdapt
