Dr. Kang CHOI is a Professor at the Institute of Foreign Affairs and National Security, Ministry of Foreign Affairsand Trade. Before joining the IFANS, Dr. CHOI worked at the Korea Institute of Defense Analyses (KIDA) fromJune 1992 to June 1998 and from November 2002 to March 2005. When he was at KIDA, Dr. CHOI assumedvarious posts, including Chief Executive Officer of the Task Force on Current Defense Issues, Director ofInternational Arms Control, Director of Security and Arms Control Environment, and editor of Korean Journal ofDefense Analysis. From 1998 to 2002, he served in the National Security Council as Senior Director for PolicyPlanning and Coordination. Dr. CHOI holds various advisory posts, including Presidential Commission forNortheast Asian Peace and Prosperity Initiative, Association of National Intelligence Studies, and Inter-KoreanDialogue Agency, East Asia Foundation, and Institute of Foreign Policy Analysis. Dr. CHOI has conducted morethan 70 research projects in the field of arms control, crisis/consequence management, the ROK-US alliance, andNorth Korean military issues. Professor CHOI has published many articles including “An Approach toward aCommon Form of Defense White Paper,” “International Arms Control and Inter-Korean Arms Control,” “Inter-Korean Arms Control and Implications for the USFK,” “Future ROK-US Security Alliance,” “ A New Approachtoward Inter-Korean Arms Control,” and “North Korea’s Intensions and Strategies on Nuclear Games.” Dr. CHOIreceived his Ph.D. in political science from the Ohio State University in 1991, his M.A. from the University ofWisconsin-Madison in 1985, and his B.A. from Kyunghee University in 1983.

Nick Cull is professor of public diplomacy at the University of Southern California where he directs the master’sprogram in public diplomacy. He is originally from Britain. He has written widely on the role of communication ininternational relations, as a historian. His books include a series of works on the history of US public diplomacy:The Cold War and the United States Information Agency: American Propaganda and Public Diplomacy, 1945-1989(2008) and the forthcoming The Decline and fall of the United States Information Agency: American PublicDiplomacy, 1989-2001 (2012). He has provided training for several foreign ministries around the world includedthose of Mexico, Canada, Switzerland, India and South Africa and is a regular contributor to the StrategicCommunication Symposium offered by the US Navy’s Naval Postgraduate School. He has worked closely with theBritish Council. He is president of the International Association of for Media and History and editor of the Journal ofPlace Branding and Public Diplomacy.

He has written widely on the politics of dictatorship, collective behaviors, and post-communist transition. Hispublications include: “Rationalist Theory of State Building and its Implication for the Korean State Building in theTraditional Era,” The Korean Journal of Area Studies (2010), “A Study of Regime Durability in North Korea,”National Strategy (2009), and “Political Change in Korean Electoral Authoritarianism,” Journal of Korean PoliticalSociety (2009). He is currently working on the authoritarian breakdown process from the perspective of criticalphenomena and its implications for North Korea. Hahn Choong-hee is Director-General for Cultural Affairs at the Ministry of Foreign and Trade. As a careerdiplomat, his areas of expertise include North Korean nuclear affairs, nuclear non-proliferation, regional architecturesurrounding the Korean Peninsula and the Northeast Asia, and ROK-US relations. Mr. Hahn served as the ROKSous-Sherpa and Spokesman for the 2012 Seoul Nuclear Security Summit at the Ministry of Foreign Affairs andTrade. Prior to this position, he served as Director-General for Human Resources (2010), Deputy Director-Generalfor North Korean Nuclear Affairs (2007-2008), Director for North American Affairs (2005-2007), and acting Directorfor Policy and DPRK at KEDO (Korean Peninsula Energy Development Organization) in New York (2002-2005).He also served at Korean Embassies in Washington, D.C. (1991-1994), Lagos (1994-1996), Vienna (1999-2002),and Paris (2008-2010). Mr. Hahn received a M.A. in international relations from University of Pennsylvania, andB.A. in French from Seoul National University. He also studied at University of Paris I (Pantheon-Sorbonne).

Professor Myongsob KIM teaches at Yonsei University. Moon-Hwan Kim(born in 1944) is Emeritus Professor of Seoul National University since 2010. Since 1984 he hasbeen professor of Department of Aesthetics at the Seoul National University. He received his Ph.D. in 1983 at theUniversity of Frankfurt am Main and Th.D. in 2005 at the Sungkonghoe University in Seoul. He has been a visitingand guest professor at the Tokyo University(1991-2002), the Keio University(1999), and also at the RitsumeikanUniversity(2006).From 1986 until 1988 he has been a supervisor for the Opening & Closing Ceremony of Seoul OlympiadOrganizing Committee. From 1989 until 1994 he has been Vice Chairman and Member of the PresidentialCommission for 21st Century. From 1994 until 1996 he has been the Director of Institute for Culture and ArtsResearch at Seoul National University. From 1996 until 1999 he has been the President of Korean Cultural PolicyInstitute(affiliated to Ministry of Culture).He also has been working as a theatre critic. He was the President of Korean Society for Theatre Studies andPresident of Korean Society for Performing Arts Critics.Since 1992 he has taken part in IAA(International Association for Aesthetics) activities as a member and anexecutive member. From 2000 to 2004 he was the President of Korean Society for Aesthetics.He received National Medal for the cultural contribution. H.E. Kim Sung-han has been serving as a Vice Minister of Foreign Affairs and Trade since February 2012. Before he joined the Foreign Ministry, he taught international relations at theGraduate School of International Studies of Korea University. His academic interests range from the Korea-U.S.relations to international security policies. He was a member of the Presidential Commission for National SecurityReview and the Presidential Commission for Defense Reform. He earned Ph.D in Political Science from theUniversity of Texas at Austin, U.S.A.

He has been serving as Managing Director of the East Asia Foundation since itsestablishment in 2005. He is a book review editor for Global Asia. Taehwan Kim graduated from Yonsei University(B.A. and M.A. in Political Science) and received his Ph.D. in Political Science from Columbia University. His recentresearch focus is on comparative political economy of post-socialist transformation and on Korea’s publicdiplomacy. His recent academic works include “Autocratic Resistance to Economic Reforms: Political-EconomicRents and Reform Resistance in Turkmenistan, Uzbekistan and North Korea”; “Impassive to Imperial? Before joining the KCIRI, Dr. Ko was a senior researcher at the SamsungEconomic Research Institute (SERI). Prior to this, he also worked at the Samsung Entertainment Group, as theplanning director. James G. McGann, Ph.D., is the assistant director of the International Relations Program and director of theTTCSP at the University of Pennsylvania. Cheol-Hee Park is professor and associate dean at the Graduate school of International Studies (GSIS) at SeoulNational University, where he teaches Japanese politics, Korea-Japan relations, and international relations in EastAsia. He got a Ph.D. at Columbia University. Before joining a faculty at Seoul National University, Dr. Park was anassistant professor at the National Graduate Institute for Policy Studies in Japan, and also served as an assistantprofessor at the Institute for Foreign Affairs and National Security under the Korean Foreign Ministry. He alsoserved as a visiting professor at Columbia University, Keio University and Kobe University. He authored two booksindependently: Daigishi no Tsukurare Kata (How Japan’s Dietman Is Made)(Bungeishunjyu, 2000); and JamindangJongkwon gwa Chonhu Cheje eui Byunyong (LDP Politics and the Transformation of Postwar System in Japan)(SNU Press, 2011).
