The increase was 4.2 percentage points higher than that of the nation. This indicates that the province has maintained a double- digit growth for six consecutive years. Above-scale industrial added value reached 398.79 billion yuan, an increase of 22.6 percent. The increase was 11.6 percentage points higher than that of the nation, ranking the province third in the nation and first in the country’s central region. The whole society of the province completed an investment into fixed assets reaching 926.32 billion yuan, up by 36.2 percent which is more than 6.2 percentage points higher than that of the nation. The total retail sales of social consumer goods accounted for 352.78 billion yuan, an increase of 19 percent, 3.5 percent higher than that of the nation. The province’s fiscal revenue reached 155.12 billion yuan, an increase of 17 percent; the local fiscal revenue growth was 5.5 percentage points higher than the nation’s average, ranking it 9th in the nation and first in the central region of the country. As New Year’s Day had just passed, the provincial Bureau of Statistics released a piece of good news that Anhui’s GDP in 2009 exceeded one trillion yuan. After a few days, a piece of more exciting news came from Beijing: the National Ministry of Science and Technology and the National Commission of Development and Reform had listed Anhui, Zhejiang and Jiangsu provinces as pilot provinces for national technology innovation projects. On January 12, a piece of exciting news came from Beijing: the State Council had officially approved “Plan of Wanjiang Urban Belt Demonstration Area to Undertake the Industrial Relocation”. Sailing in 2010The new year marks the beginning

of the second decade of the new century,and also the last year of the province’simplementation the “Eleventh Five-Year

Plan”. At the recently-concluded ThirdSession of the Eleventh ProvincialPeople’s Congress, Governor WangSanyun called on the delegates of theprovincial congress who represent the 67million people of the province: we shouldfurther unite people of the province,agglomerate their wisdom and strengthwith pioneering and innovative efforts,forge ahead, make great efforts topromote the sound and rapid economicand social development, and strive topush the province to the forefront in thedrive of the rise of central China. Themain objectives of the economic andsocial development of this year are: theprovince’s GDP will grow by more than10 percent, fiscal revenue will increaseby 12 percent, total fixed asset investmentwill increase by 20 percent, total retailsales of social consumer goods will growby 17 percent, per capita disposable

income of urban residents will increaseby 8 percent, per capita net income of theagricultural workers will increase by 7percent, consumer price inflation will becontrolled at 3 percent or so, 450,000 newjobs will be created for urban dwellers,registered unemployment rate in urbanareas will be kept within 4.5 percent,natural population growth rate will bemaintained within 0.75 percent, theobjective set by the “Eleventh Five-yearPlan” for the energy consumption,chemical oxygen demand, sulfur dioxideemissions for each unit production willbe fully completed.

Speed up theConstruction of Wanjiang

City BeltWith the approval of “Plan of

Wanjiang Urban Belt DemonstrationArea to Undertake the Industrial

Relocation”, the curtain of constructingWanjiang city belt has been graduallyopened. Overseas and domestic investors,especially those who are based in theYangtze River Delta and the centralgovernment controlled enterprises areeven more optimistic about investmentinto this piece of prosperous land, havestarted proceeding business in Wanjiangurban belt on a large scale. At present,“an axis with dual-core and two wings”and six industrial bases, including the rawmaterials and equipment manufacturing,on the basis of “Wanjiang Urban BeltDemonstration Area to Undertake theIndustrial Relocation”, have been started.More than 40 central governmentcontrolled enterprises and enterprisesbased Jiangsu Province have signedcooperation agreements with AnhuiProvince, including the China AviationIndustry Group, China Salt IndustryGroup, China Resources Group, NanjingNational Hi-tech Industry zones.

China Salt and Salt ChemicalIndustry Base has been designated inHefei Circular Economy DemonstrationPark, the base construction has been fullystarted. According to the plan, an annualoutput of 1 million tons of compoundfertilizer, soda ash and 300,000 tonschloralkali products will be accomplishedby the year of 2014. When being put intoproduction, the base will become one ofnation’s most important three saltchemical industry bases.

Draw a New Map ofIndependent Innovation

Innovation is an inexhaustible motiveforce for development of a region. Onlyby continuously improving the ability ofindependent innovation can the develop-ment always maintain new advantages.According to the requirements of theNational Technology Innovation Project,Anhui will promote its technology

innovation system with the focus on theconstruction of the Hefei-Wuhu-BengbuIndependent Innovation ComprehensivePilot Zone through speeding upupgrading of industrial technology in“Wanjiang Urban Belt DemonstrationArea to Undertake the IndustrialRelocation”. According to the province’sp r o p o s a l o f p i l o t i n n o v a t i o nimplementation projects, the provincewill achieve to double innovationprojects. That is to say, by 2015, theprovince’s total output value of hi-techindustry will achieve 1 trillion yuan; theamount of patents will exceed 25,000pieces; innovative (pilot) enterprisesabove the provincial level will exceedmore than 300; the total amount of R &D investment by whole society will reach300 billion yuan, about twice higher thanthat in 2009.

The province will arrange a budgetof 500 million yuan each year for Hefei-Wuhu-Bengbu Independent InnovationComprehensive Pilot Area and nationaltechnology innovation special funds of200 million yuan for the pilot project inAnhui, of which, 100 million yuan will

be disbursed from the special funds ofHefei-Wuhu-Bengbu IndependentInnovation Comprehensive Pilot Area.All of the province’s municipalities haveto set up appropriate special funds, mainlyfor incentives for innovation-orientedenterprises, key industrial technologyresearch and development, public serviceplatform construction, the introduction ofkey technologies, R & D institutions andhigh-end talents, and supporting facilitiesfor major national projects.

The province will accelerate thedevelopment of strategic new industriesand cultivate electronic information,energy saving and environmentalprotection, bio-medicine, photovoltaic,new energy vehicles, and cultural creativeand other strategic industry. By 2010, theindustrial output value of new industrieswill reach 300 billion yuan, with anaverage annual increase of 30 percent,accounting for more than 15 percent ofthe province’s gross industrial outputvalue.
