SummaryAfghanistan undergoes aprocess of re-industrializing itseconomy and rebuilding itsenergy infrastructure. RENEWABLE ENERGY PROJECTS AND DEVELOPMENTS IN THE MIDDLE EAST AND NORTH AFRICA|

In the following summary, we look briefly at some of the

notable initiatives under way in the MENA region. The contrast

from when the initial projects began seriously in 2012 is

remarkable. The market is rapidly maturing and the cost of

production diminishing. We look at each country mentioned

to give some headline information.

Algeria

The government objective stated in 2011 of having 380 MW

of PV electricity generation has now been overshadowed by

the statement by the Government to establish 22,000MW of

renewable power generation by 2035-40. This appears to be

a more comprehensive approach than previously and includes

a tender process which reflects other countries approaches in

a way which will give a level of confidence to those proposing

to bid for development of projects there. Three projects were

announced in April 2017 and further projects are in the pipeline.

Announcements of a joint venture between Sonatrach and ENI

for renewable energy projects in Algeria and Sonatrach are on

record as saying it will fund up to fifty percent of the planned

renewable energy projects costs. GE has also made a statement

that it intends to develop 4000MW of solar power in Algeria.

Algeria Ministry of Higher Education and Scientific research has

also signed a joint initative with the University of Sharjah for

development and research in the fields of renewable energy, water

treatment, cooling and food preservation.

Bahrain

Bahrain published its national renewable energy plan in 2016.

The stated in tention is for Bahrain to produce five percent of its

power generation from renewable sources by 2025 and ten

percent by 2035. Reports suggest part of the reason for the

relatively slow progress in Bahrain in comparison to other

countries is the fragile nature of the grid. The focus appears to be

on local and distributed generation sources. However other reports

suggest there is an intention the trade directly on imported power

from other GCC countries to maintain a balance in availability. It

may be a wise choice for Bahrain to be cautious about too

much reliance on external sources though and the government

has introduced a net metering scheme aimed at encouraging

local and distributed generation to meet local demand and

allow large industrial consumers to create their own generation

facilities. For a small country in the GCC region with many

larger partners available this may seem like a good option.

Egypt

The great fanfare accompanying the announcement of the Ben

Ban round one projects is little more than a whimper now. The

disastrous management of the round one scheme and the

failure to transition projects to round two without loses

accruing, is thought to have been a major factor in the

introduction of the new Law providing compensation to those

who have lost out. This is Egypt and things will turn out right

eventually and now with the IMF and World Bank more

satisfied about investment terms there seems to be a more

positive approach. However fears over exchange rates,

inflation and interest rates still feature largely in all discussions

about renewables in Egypt. This fingers that have been burned

will be very careful before placing them near the fire again.

Having all that in mind, Egypt is one of the regions biggest

economies and there are signs of growth and change. Those

with brave hearts may yet make a very good return even with

round one losses. Just as reminder here is what others said

about the position in RE journal in July 2017: "Egypt intends to

supply 20 percent of generated electricity from renewable

sources by 2022, with wind providing 12 percent, Hydro power

5.8 percent, and Solar 2.2 percent. The solar energy plan aims

to install 3.5 GW by 2027; including 2.8 GW of PV

(photovoltaic) and 700 MW of CSP (concentrated solar power).

The strategy also plans to generate 7.2 GW (12 percent of

generated electricity) from wind by 2022. The plan envisions

significant private sector involvement, noting that the private

sector will take the lead on 67 percent of the plan. Over the next

three to five years, the Ministry of Electricity and Renewable

Energy plans to add 51.3 GW to current installed capacity.

The New & Renewable Energy Authority (NREA) plays a

strategic role in the government’s renewable energy plans. It

currently has about 500 MW of wind power plants in operation

and 1340 MW under implementation and development, and is

expected to contribute substantially to the rapid expansion of

wind power capacity. There are also three privately owned

independent power producers (IPPs) with total generation

capacity of about 2.5 GW, which started operations in 2002-

2003 under 20-year long power purchase agreements with

EEHC. The Egyptian government renewable energy plans for

2015-2023 include 3.2 GW of government projects; 1.25 GW

under BOO mechanisms, and 920 MW as IPPs. In January 2017,

Egypt selected 67 companies to take part in developing 4.3

GW of renewable energy projects; currently, pre-qualified

companies are in the land-allocation process."

Jordan

Since 2012 Jordan has demonstrated the best approach to the

commercialisation of the renewable energy market. Based on

the new law introduced to specifically implement the transition

from reliance on external sources of power towards a more

independent energy generation mix the cost of generated

power from renewables in Jordan has fallen significantly. The

competition for the four solar and two wind plants to produce

around 1600MW is well underway with the next steps

expected in September 2017. The Masdar 200 MW project is

also progressing and there is now increasing interest in private

developments which can feed into local networks and

maintain grid stability. The long awaited decision on the

Jordanian nuclear programme suggests that the future for

renewables as a primary source of power may be bright and

the inclusion of storage into new projects suggests the

government is listening to the market place and seeing he

potential to harness renewables as a potential base load.

Kuwait

The on and off approach has been a bit frustrating for the

developers who are interested in Kuwait. The opening of the

Sidrah 500 in October 2016 perhaps marks a change and the

current tender for the Al-Dibdibah project. This is avery large

and ambitious project but based on the successful completion

of Sidrah and the involvement of KPC with a stated intention

to begin operation in 2020. The project has the objective of

meeting the stated requirement of the Amir to have fifteen

percent of energy generation from renewable sources by 2030.

The method of procurement is sensible and should give those

interested confidence in the process but this is Kuwait and

flexibility is imperative building a plant to generate

2500GWh/yr is a daunting test in what is still an emerging

country in the renewables area.

Oman

With 200MW of renewables projects being planned for

commencement of operation in 2020 the prospect for

participation is encouraging. The need to have an Omani partner

remains a necessity where decision making can be frustrating if

you are not aligned to the needs of the government. The

government has approved multiple renewables projects,

ranging from a 50 mega-watt wind power project partnering

with Abu Dhabi’s renewable energy company Masdar, to a 200

mega-watt solar power and photovoltaic project pegged for

the Dakiliyah Governorate in central Oman. In 2015, over 100

stakeholders from the energy industry, academia, and

government gathered to draft the ‘Oman Energy Master Plan

2040,’ which recommended “establishing a dedicated energy

ministry that is responsible for renewable energy.” While the

ministry is not yet active, plans are underway to broaden the

remit of Oman’s Ministry for Oil and Gas to include renewables,

which currently fall under the Authority for Electricity and Water.

Qatar

A new project with construction starting in June 2017 will be

developed by Siraj Power, a joint venture of Qatar Electricity

and Water Company and Qatar Petroleum. Siraj Power, which

has a capital base of $500 million, is owned 60% by QEWC

while Qatar Petroleum owns the 40% balance. Qatar has

already announced plans to set up 1,800 MW of solar power

capacity by 2020, which is expected to contribute up to 16%

of total power generation. The country has expressed its

intention to hold auctions for solar power projects on multiple

occasions, however, these intentions have not yielded any

substantial results so far. Under a long-term program, Qatar

plans to set up 10 gigawatts of solar capacity by 2030.

Interestingly, however, these targets — or any other

renewable energy targets, for that matter — are not listed

under Qatar’s commitment to the United Nations through the

Intended Nationally Determined Contribution (INDC). Historic

plans to develop renewable energy projects through the

involvement of the Qatar Foundation seem to have been

delayed which may be associated to recent events. Undoubtedly

Qatar is a potential market of interest but with the huge gas

reserves and capacity to manage independently it may be that

Qatar proceeds at its own pace on renewable projects.

Saudi Arabia

The government has said it plans to generate 9.5 gigawatts

(GW) of electricity from renewable sources a year by 2023

through 60 projects, involving an estimated investment of

between $30 billion and $50 billion. Some of these projects are

already in process and others are in the procurement stages. The

two projects are a 300-megawatt solar facility at Sakaka in the

country’s northern Al Jouf province and a 400-megawatt wind

plant at Midyan in north-western Tabuk province, according to

the statement. France’s EDF Energies Nouvelles, Japanese

companies Marubeni Corp and Mitsui & Co and Saudi ACWA

Power are among the firms which have qualified to bid for the

300 MW solar PV project in Sakaka, the al-Jouf Province in the

north of the kingdom. The kingdom also plans to launch a

second bidding round for 400 MW of wind power at a project

in Domat al-Jandal in al-Jouf Province by the fourth quarter of

this year, which will be followed by 620 MW of solar power,

Turki Shehri, head of the renewable energy project development

office at the energy ministry told reporters on Monday.

Tunisia

Tunisian government will put forward 70 megawatts of solar and

140 megawatts of wind energy projects in an auction set for

November 2017. The auction will mark the first major expansion

into renewables for Tunisia. The auction will cover large and small

projects. Ten megawatts of capacity is reserved for projects of up

to one megawatt in capacity each while the balance of 60

megawatts would be spread over projects of up to 10 megawatts

each. The wind energy capacity on offer will also be distributed

into small and large-scale. A total of 20 megawatts of capacity

will be offered in the size of up to 5 megawatts each, while 120

megawatts of capacity will be auctioned in project sizes of up to

30 megawatts each. All projects will sell electricity to the state-

owned power utility through long-term power purchase

agreements. The tariff is not yet known.

UAE

The market in the UAE is growing quickly and diversification

into distributed and local generation together with a much

closer focus on energy management and electrification of

industry suggests a strong future for renewables. Focus on

projects which are about to go into procurement seems to be

the order of the day where some project announcements have

a long lead time before they get to early stage procurement.

More diverse and structured approaches to funding projects

may also be helpful to including international players who

keep the leading edge of the market in mind. Use of storage

in UAE as elsewhere is a major consideration and brining

about a balance in the generation mix which gives long term

security to the UAE and its neighbours is a key part of the

initiatives which are under way.

Investment opportunities in solar energy might not be the first

thing that pops into your mind when you think of Afghanistan.

But apart from its many challenges, the country is currently also

facing a challenging energy situation: Electricity consumption from

the national grid is mainly covered by imports from neighboring

countries. Additionally, a large share of the Afghan population,

especially in rural areas, still has no access to electricity.

To overcome these issues, the government of Afghanistan aims

to increase domestic electricity generation by 2032 with a share

of 5,000 MW of renewable energy, equivalent to 95% of the

electricity supply in that year. According to the governmental

“Renewable Energy Roadmap” (RER2032), which specifies the

actions needed to reach the renewable energy targets by 2032,

the share of solar projects should be 1,500 MW. Nevertheless,

according to the Afghanistan Renewable Energy Union (AREU),

solar projects could cover 30% of the electricity demand by

2032 with 3,000 MW.

According to a recent profitability analysis of off-grid solar by

the German Solar Association, large scale power purchase

agreements (PPA) and rooftop net-metering business models

as well as PV projects with a short payback period are only

attractive if they have high investment subsidies and no debt

service. Such conditions, unfortunately, are unrealistic. Support

from the Afghan government in the form of support

mechanisms and improved banking conditions are needed and

is given to close the viability gap of PV projects. Additionally,

the high level of customs tariffs on PV products, currently

affects the profitability of PV projects.

The government of Afghanistan is aware that foreign investors

in PV are not exactly lining up to enter the market. Because of

this awareness, the Afghani government is very committed to

providing an environment friendly to such investments. The

private sector could hardly be more open to cooperation with

international partners.

Pakistan is a federally organized, parliamentary republic and

with a population of 190 million the sixth most populous

country in the world. As many growing countries, it is facing

challenges in its energy sector. In the last two years, there have

been power shortfalls in the league of 5 Gigawatts and load

shedding in rural areas across the country for several hours a

day. The Government of Pakistan (GoP) has taken a

considerable number of incentives in its energy strategy to

overcome these energy challenges. These include the promotion

of both large-scale grid-connected PV projects as well as

smaller-scale projects. Furthermore, in September 2015, a net

metering scheme was introduced.

Further steps are being taken to reduce bureaucratic procedures

for installing PV and providing grid access. The GoP has also

encouraged ‘large-scale’ grid-connected PV projects through

the introduction of a feed-in tariff (FiT). In order to encourage

leading solar companies to increase their participation in

Pakistan’s emerging solar market, the government has taken

steps to increase the access to finance for PV. The State Bank

of Pakistan has a financing scheme for PV. Loans are being

offered at 6 percent interest rate for PV projects up to 50 MW.

All factors for a strong market are there in Pakistan: a good

regulatory framework, high irradiation, incentives and there is

even financing available in country. We expect to see positive

development in this emerging PV market.

The Middle East is one of the sunniest and hottest region in

the world, so a special focus on module reliability and durability

in such a climate should be considered. In the ITRPV*

(International Technology Roadmap for Photovoltaic) the actual

and future technology development of the important

parameters can be found.

The surface materials of the module meeting the harsh

environment is made of glass for the front and different kinds of

plastic covers for the back side. The most used back cover

material now is TPT (Tedlar-Polyester-Tedlar) but it is forecasted

that in future glass will be increased in the market share. Glass

for the encapsulation and the frame need a high mechanical

strength, high stability and durability under different conditions

like blowing sand and dust as well as extreme temperature cycles.

The use of antireflective (AR) coatings has become common in

recent years as a means of improving the transmission of the front

cover glass, with market shares well above 90%. It is important

that the AR coating remains effective and stable under various

outdoor conditions during the entire lifecycle of the module,

especially with the soiling problem in desert areas. It appears that

not all AR coatings on the market meet this requirement yet, even

for a 10-year period. However, there is a clear trend indicating

that the average service life of these coatings will improve over

the next seven years to a level in the range of the anticipated

module service life (as can be seen in Fig. 1).

For large PV power plants the module sizeis increasing from a 60-cell module to 72-cell module, also the system voltage isincreasing from 1000V to 1500V. Especially for the hot climate, the attention should alsobe focused on the temperature coefficient of the cell type. The temperature coefficientwill affect the power output of solar panels. For high temperature coefficient, solar panelpower output will drop with temperature increase. Another effect to focus in suchclimates is the PID (Potential-induced degradation) The effect occurs particularly at hightemperatures and high levels of humidity, it may cause loss in power of up to 80 %.

Intersolar’s host city, Dubai, is quickly becoming a regional

leader for the adoption of EVs. A new incentive programme was

launched by the Ministry of Energy in May. It will encourage

motorists to buy new zero-carbon-emission electric vehicles

through green bank loans, green insurance plans, attractive EV

prices and green registration of vehicles.

“We are working on a road map to expedite a 15% reduction

by 2020 of carbon emissions,” said UAE Minister of Energy

Suhail Mohammad Faraj Al Mazroui, whose plan also includes

10% and 20% targets for EV adoption within the government’s

own fleet. Al Mazroui was present for the signing of 10 new

agreements that will support the UAE in reaching this ambitious

goal. “The new platform is also good news for consumers,”

added Al Mazroui, “because it is cooperating with banks, car

companies and insurance firms to help educate potential electric

vehicle buyers on the benefits of going green to reduce

greenhouse gases in the UAE.”

Shaikh Ahmad Bin Saeed Al Maktoum, Chairman of Dubai

Supreme Council of Energy, also met with council members

who together ratified a similar incentive program to promote

the use of electric cars in Dubai specifically. Crucially, the Dubai

Electricity and Water Authority (DEWA) will double its electric

vehicle charging stations to 200 across Dubai to complete the

second phase of their Green Charger initiative. "Through this

initiative, Dewa aims to encourage people to use sustainable

transportation of hybrid and electric vehicles, to help reduce

carbon emissions in the transport sector, which is the second

highest contributor of greenhouse gas emissions in Dubai,"

explained Saeed Mohammed Al Tayer, MD & CEO of Dewa.

These programs have already sparked the interest of the private

sector. Tesla is set to open its first service center in Dubai, after

taking an order for 200 Model S and Model X electric vehicles

for the city’s taxi and government fleet. The police department

there has commissioned a fleet of BMW i3 electric cars, while

Volkswagen, Toyota, Renault and Lexus are actively testing zero

emission vehicles in the region.

All the pieces of the UAE’s EV puzzle are falling into place and
