AMENDMENT OVERVIEW

Pilbara Ports Authority (PPA) currently holds a prescribed premise licence L8937/2015/1 (LS937) for the export of bulk ! material (Iron ore, Manganese o~ and Chromite ore) from the Utah Point Multi-User Bulk Handling Facility (Utah Point :

Faclli1y) in Port Hedland. I In order to facilitate trade from junior minors through the Utah Point Facility, PPA is proposing to amend ~s operating

licence to:

1. Increase the permitted total export volume by 2. 75 million tonnes per annum (Mtpa). from 21.35 Mtpa to

24.10 Mtpa; and 2. include Spodumena ore as an approved bulk material with a permitted export volume of up to 3 Mlpa.

i The Spodumene ore wtll primarily be provided as a run-of-mine (ROM) lump product (crushed to -50mm). however is i also available in a fin,;,r product (predominantly -1 mm) sourced from tailings. PPA notes that the tolal trade through the Port of Port Hedlaoo was approximately 4€0 million tonnes in the 2015-16 financial year. PPA's proposed increase ofZ.75 Mtpa to the permitted total export volume at Utah Facility constitutes a little over 0.5 per cent of tolal port throughout.

PPA wtll continue to implement ell approved material handling and dust management practices al the Utah Point Facility. PPA also proposes to implement the following conttols to minimise dust emissions as a reS<ilt of this amendment;

Consistent -..;th the risk assessment ronducted by DER for the Utah Point Facility licence applicatjon, PPA hes undertaken a risk assessment of the proposed amendment aocording to the "Ha~ard - Pathway- Receptor' model (see Table 1).

PPA considered the folloV>ing emissions for the risk assessment:

• Dust emissions from handling and movement of Iron ore, Mengenese ore, Chromite ore and Spodumene ore. • Noise from infrastrvclure and operations. • Discha'9e to water from conlaminated stormweter and material spills. • Discharge to land from contaminated stormwater and material spills infiltrating to groundwater.

PPA notes that no additional wastes are to be stored or generated as a result of this amendment.

j PPA notes that all existing Infrastructure and equipment controls as detailed in Schedule 3 or L8937 will continue lo be 1·
