FRA objective: Ensure safety compliance of all passenger rail operations.
Today, we’re here to:
• Listen to your concerns and achieve a better shared understanding of the policy, regulatory, safety, and enforcement issues related to state-supported intercity rail services.
• Exchange ideas and views to clarify expectations, enhance communication and promote continuous cooperation.

Context
Implementation of PRIIA §209 has led some States and other public entities to become more active in funding, managing, organizing, performing, or contracting for intercity passenger rail corridor services.
Some sponsors of State corridors have explored, or would like to explore new contractual arrangements for providing certain elements of their service. These changes have important safety implications.

Ensuring Safety
Whatever entity--be it a State, local agency, joint powers authority, or private entity--sponsors commuter, intercity, or other passenger service on the general railroad system of transportation, is ultimately responsible to ensure the safety of that service.
FRA will work with sponsors to identify appropriate
methods for sponsors to provide safety oversight.

Ensuring Safety
FRA is primarily concerned with all activities or requirements that are within FRA’s safety jurisdiction (i.e. those functions involving the operation or maintenance of infrastructure and equipment, but not those such as food and beverage or other non-safety services).
FRA needs a single point of contact who can speak for the sponsor to address safety issues.
