    PART A

    FACILITIES FOR THE ENGINEERA.1 REQUIREMENTS

    A.1.1 Offices and Laboratories for the Engineer

    1. The Contractor shall provide and maintain field offices and testinglaboratories, including all the necessary electricity, water, drainage andtelephone services for the use of the Engineer and his staff. The offices andlaboratories shall have at least the floor area prescribed on the Plans and shallcontain the equipment, supplies and furnishings specified in the Contract.

    Testing equipment supplied in accordance with the Special Provisions shall belocated in testing laboratories as required by the Engineer. All offices andlaboratories shall be ready for occupancy and use by the Engineer within two (2)months of the commencement of the Works. Their location and final plan shallrequire the approval of the Engineer prior to the start of construction. It is theintent of this Specification to locate the field offices and laboratories ingovernment owned lots so that the use by the government of these facilities canbe maximized even after the completion of the project. However, if nogovernment lot is available, and these structures are to be erected on privateproperty, it is the responsibility of the Contractor to make the necessaryarrangements with the landowner(s) regarding the use of the lot for the

    Engineers office and laboratories and to remove and/or transfer, if so requiredunder the Contract, the improvements thereon, including all appurtenances uponcompletion of the Works.

    All facilities provided by the Contractor shall be near the job site, wherenecessary and shall conform to the best standard for the required types. Oncompletion of the Contract, the facilities provided by the Contractor includingutilities and communication facilities shall revert to the Government includingoffice equipment, apparatus, pieces of furniture, laboratory equipment, etc,unless otherwise specified in the Contract documents.

    The Contractor shall be responsible for raising the ground (if necessary),grading and drainage in the vicinity of each facility with suitable accesswalkways, seeding and sodding of the ground around as directed and approvedby the Engineer. Also, the Contractor shall construct a parking area for thecompound near the buildings and a satisfactory access road to the parkingareas.

    The Contractor shall be responsible for the maintenance and protection ofall facilities to be provided during the duration of the Contract, including providingadequate stock of all expendable items, such as light bulbs, light tubes,laboratory equipment and supplies at all times to ensure proper and continuousfunctioning of all the Engineers facilities.

    The whole area of the Engineers compound shall be fenced with barbedwire (or equivalent) with necessary gates as directed by the Engineer.

    The Contractor shall provide suitable utilities and services, such aspotable water, electricity, sewerage and security on a 24-hour basis.

    2. The Contractor shall provided qualified and experienced laboratory staffto carry out all the materials quality control and all the tests specified in theContract and required by the Engineer. The person so appointed by theContractor to mange the laboratory shall be well experienced in the type of work

    to be undertaken and shall be subject to the approval of the Engineer. He shallwork full time and shall be responsible to the Engineer for all works carried out.

    3. The telephone service, if required in the Contract shall have a separateconnection direct to the telephone companys telephone exchange simgle line forthe exclusive use of the Engineer and his staff.

    4. The Contractor shall provide, if required in the Contract, a two-wayradio communication service.

    5. Any portable offices required in the Contract shall be dismantled,moved and erected from time to time as directed by the Engineer.

    6. All offices, stores and testing laboratories shall be proficiently guardedat all times of the day and night, regularly and properly cleaned, adequatelysupplied and maintained for the duration of the Contract.

    A.1.2 Vehicles for the Engineer

    The Contractor shall provide within thirty (30) calendar days after notice tocommence work, the vehicles listed in the Special Provisions for the exclusiveuse of the Engineer. The vehicles to be provided by the Contractor shall be tothe satisfaction of the Engineer. All vehicles shall comply in all respects with allrelevant Philippine national or local laws statutes and regulations. All vehiclesshall carry or be fitted with the accessories as may be prescribed by laws andhave comprehensive insurance. The vehicles on delivery shall be new and shallbe driven by a competent qualified and experienced driver who shall be underthe direct order of the Engineer.

    The contractor shall maintain the vehicle in first class condition and shallbe supplied with appropriate fuel and lubricants al all times

    He shall provide equivalent substitute vehicles during any period when thespecified vehicles are taken out of service for maintenance, repair or any otherreason. Unless otherwise specified, the vehicle shall at the end of the Contract

    become the property of the Government.

    A.1.3 Assistance to the Engineer

    The Contractor shall at all times during the duration of the Contractprovide for the use of the Engineer all equipment, instruments and apparatus, allinformation and records and qualified chainmen and laborers required by theEngineer for inspecting and measuring the Works. Such equipment, instrumentsand apparatus shall include those listed in the Special Provisions.

    A.1.4 Photographs

    The Contractor shall provide record photographs taken as, when andwhere directed by the Engineer at intervals of not more than one month. Thephotographs shall be sufficient in number and location to record the exactprogress of the Works. The Contractor shall provide one proof print of eachphotograph taken, and the negative and ten copies, not less than 254 mm x 203mm and printed on glossy paper, of any of the photographs by the Engineer. Thephotographs retained by the Engineer will become the property of theGovernment and the Contractor shall supply approved albums to accommodatethem. Two copies are to be signed by the Contractor, one of which will be signedby the Engineer and returned to the Contractor.

    A.2 MEASUREMENT AND PAYMENT

    A.2.1 Measurement

    1. Lump-sum items shall be provided for the provision of:- Office building for the Engineer including pieces of furnitures,

    appliances and equipment.- Laboratory building for the Engineer including furnitures,

    appliances and equipment.- Survey equipment for the Engineer.

    2. The quantities for the maintenance of the office and the laboratory forthe Engineer shall be for the time the Engineer occupies the office and thelaboratory respectively. The unit of the measure is month.

    3. No separate payment shall be made in respect of consumablematerials as this is deemed to be included in the pay item for maintenance of theEngineers facilities.

    4. The quantities for the provision of vehicles for the Engineer shall be thenumber of each type of vehicle supplied. The unit of measure is each.

    5. The quantities for the operation of vehicle for the Engineer shall be for

    the time the Engineer is supplied with each vehicle prior to their finally becomingthe property of the Government. The unit of measure is month.

    6. The quantities for progress photographs shall be the number ofphotographs selected and provided as progress photographs. The unit ofmeasure is each.

    A.2..2 Payment

    The quantities determined as provided above shall be paid for at theappropriate contract unit price, for each of the particular pay items shown in the

    Bill of Quantities which price and payment shall constitute full compensation forfurnishing and maintaining such items.

    OTHER GENERAL REQUIREMENTSB.1 OFFICES, SHOPS, STORES AND WORKMENS ACCOMMODATION FOR

    CONTRACTOR

    The contractor shall provide and maintain such offices, stores, workshopslatrines, housing and messing accommodations as are necessary. These shouldbe located in the Contractors compound, distinct and separate from theEngineers compound. The location, dimensions and layout of such buildings andplaces shall be subject to the approval of the Engineer. The Contractor shall notbe permitted to erect temporary buildings or structures on the site without the

    specific permission in writing of the Engineer including approval of thedimensions of such buildings or structures. Before the commencement of theperiod of Warranty, the Contractor shall fence of the Contractors store area fromthe rest of the Site. By the end of the Period of Warranty, the Contractor shallremove this fence and all buildings shall be cleared and the area shall be gradedas required by the Engineer.

    B.2 MEDICAL ROOM AND FIRST AID FACILITIES

    1. The Contractor shall provide and maintain throughout the duration ofthe Contract, a medical room together with all necessary supplies to be sited inthe Contractors main area. The medical room shall be waterproof; it could be abuilding or room designated and used exclusively for the purpose and have afloor area of at least 15 square meters and a glazed window area of at least 2square meters.

    2. The Contractor shall employ permanently on the site a fully trainedMedical Aide who shall be engaged solely from medical duties.

    3. The location of the medical room and any other arrangements shall bemade known to all employees by posting on prominent locations suitable noticesin the Site.

    4. The Contractors arrangement to comply with this Section shall besubject to the approval of the Engineer and also to the approval of any qualifiedMedical Officer designated by the Government to supervise medicalarrangements on the Site.

    B.3 MEASUREMENT AND PAYMENT

    Work prescribed in Section B.2 shall not be measured and paidseparately, same shall be deemed to be included in pay items for other items forwork.
