DEFINITIONS
Architect Services, Engineer Services, Land Surveying Services, Assayer Services, Geologist Services and Landscape Architect Services: Those professional services within the scope of the practice of those services as provided in A.R.S § 32-101.
Branch Office: A geographically distinct place of business or subsidiary office of a firm that has a key role on the team.
Discipline: Primary technical capabilities of key personnel, as evidenced by academic degree, professional registration, certification, and/or extensive experience.
Firm: Defined in A.R.S § 32-101(B.13.).
Key Personnel: Individuals who will have major contract responsibilities and/or provide unusual or unique expertise.
Structure: How a business is organized to accomplish its objectives (ie, Sole Proprietor, Limited Liability Company, Cooperative, Corporation, Partnership, S Corporation).

The Fertizona San Tan facility was a former agricultural chemical distribution facility. As part of terminating their lease on the property, Fertizona hired ACS to manage site assessment and closure activities that included soil sampling (including drilling); ACM and LBP sampling; special building material sampling; selecting an environmental laboratory for specialty soil sample analysis; the demolition and removal of storage structures, concrete pads, and a septic tank; and regulatory classification and disposal of waste streams generated from site activities. ACS also wrote the closure plan and assisted Fertizona with the closure negotiations with the GRIC DEQ and the outside counsel for the industrial park. Relevance: Phase I and Phase II experience, complex environmental project management, solid and hazardous waste experience, and regulatory knowledge.
Apache Junction Intelligent Transportation System (ITS) Strategic Plan – GIS/Utilities City of Apache Junction
2015 – 2016 City of Apache Junction
$17,000 $17,000 As a subconsultant to Kimley-Horn, under contract to ADOT, ACS provided GIS support, data creation and management, as well as mapping products for an Intelligent Transportation System (ITS) Strategic Plan. The City’s current asset management system is not compatible with GIS software and ACS made several recommendations for various solutions to upgrade the current system to one which provides full integration with GIS. the City included datasets for emergency response, evacuation routes, hydrology, stormwater, parks and recreation, utilities, traffic volume, traffic incidents and restrictions, planning and projections, and permitting.
Relevance: Demonstrates ACS’ ability to develop GIS protocols in line with client needs and to create and manage large amounts of GIS data.
Pierce Ferry Road County Rte 25, MP 3 - MP 19, Mohave County
2015 – 2016 ADOT $33,287.00 $33,287.00 As a subconsultant to Stanley Consultants and under contract to ADOT, ACS assessed the potential impacts of a proposed low flow crossing repair project on biological, water, and cultural resources within the project area located near Dolan Springs. A hazardous materials assessment was also conducted. The purpose of the project was to repair extensive erosion at two crossings and to add erosion control measures to prevent further damage. ACS provided NEPA assistance to Stanley, which included creating the project footprint/project area maps, preparing the project description, and preparing and sending public and agency scoping letters. Relevance:
Demonstrates ACS’ ability to efficiently manage multi-disciplinary projects.
APS Palo Verde to Trilby 230/500 kV EHV Loop Transmission Line, near Tonopah, Maricopa County
2013 – 2016 $1,333,410 $559,669 ACS was selected by the BLM and APS (a client since 1977) to provide third-party environmental oversight for the BLM during APS’ construction of a 45-mile transmission line in Maricopa County. ACS’ responsibilities included providing Compliance Inspection Contractor services to oversee the Environmental Inspectors and overall environmental compliance performed by another consulting firm during construction on BLM land. pre-construction cultural and biological survey reports, desert tortoise and invasive weed management plans, and acted as the BLM liaison. The limits of all disturbance were collected using sub-meter GPS units and incorporated into project GIS used to manage progress, tracking, and avoidance areas. Relevance: Project shows ACS’
ability to manage large, diverse environmental projects that involve multiple agencies, contractors, and consultants and to come in well under budget when asked for worst case scenario budget.

Under our on-call contract with the District, ACS conducted a Class I cultural resource literature review and Class III survey of 1,622 acres, and then under a competitive award conducted eligibility testing at nine identified sites, and phased data recovery on two sites, in advance of the reconstruction of several flood retarding structures. ACS developed a Programmatic Agreement and Historic Properties Treatment Plan for the project, which received concurrence from multiple state and federal agencies. ACS also conducted site avoidance flagging, archaeological monitoring, and cultural sensitivity training during the construction phase. All project data was entered into a project database or collected in the field with highly accurate GPS units, incorporated into the project GIS to be used for all project mapping and GIS analysis. Relevance: This project demonstrates ACS’ ability to conduct a large-scale, multi-phase project involving federal, state, tribal, and municipal agencies. Also shows ability to capture, manage, and reproduce GIS data and deliverables.

Attachment 3-E Israel Boycott Form
All materials submitted as part of a response to a solicitation are subject to Arizona public records law and will be disclosed if there
is an appropriate public records request at the time of or after the award of the contract. Recently legislation has been enacted to
prohibit the state from contracting with companies currently engaged in a boycott of Israel. To ensure compliance with A.R.S. §35-
393.01. This form must be completed and returned with the response to the solicitation and any supporting information to assist the State in making its determination of compliance.
As defined by A.R.S. §35-393.01:
1."Boycott" means engaging in a refusal to deal, terminating business activities or performing other actions that are intended to limit commercial relations with Israel or with persons or entities doing business in Israel or in territories controlled by Israel, if those actions are taken either:
(a) In compliance with or adherence to calls for a boycott of Israel other than those boycotts to which 50 United States Code section 4607(c) applies.
(b) In a manner that discriminates on the basis of nationality, national origin or religion and that is not based on a valid business reason.
2. "Company" means a sole proprietorship, organization, association, corporation, partnership, joint venture, limited partnership, limited liability partnership, limited liability company or other entity or business association, and includes a wholly owned subsidiary, majority-owned subsidiary, parent company or affiliate.
3. "Direct holdings" means all publicly traded securities of a company that are held directly by the state treasurer or a retirement system in an actively managed account or fund in which the retirement system owns all shares or interests.
4."Indirect holdings" means all securities of a company that are held in an account or fund, including a mutual fund, that is managed by one or more persons who are not employed by the state treasurer or a retirement system, if the state treasurer or retirement system owns shares or interests either:
(a) together with other investors that are not subject to this section. (b) that are held in an index fund.
5.”Public entity" means this State, a political subdivision of this STATE or an agency, board, commission or department of this state or a political subdivision of this state.
6. ”Public fund" means the state treasurer or a retirement system. 7. "Restricted companies" means companies that boycott Israel. 8. "Retirement system" means a retirement plan or system that is established by or pursuant to title 38.

Mr. Scoular has 38 years of technical and project management
experience in hazardous materials and waste management,
environmental and safety compliance, hydrogeology, site assessments

Professional Background
Ms. McCarthey has over 27 years of broad wildlife management experience
including 10 years with the Arizona Game and Fish Department (AGFD),
where she gained extensive experience in coordinating biological issues with
federal, state, and tribal governments and reviewing biological assessments
and evaluations. At AGFD, Ms. McCarthey was the Field Supervisor for the
Arizona Breeding Bird Atlas Project and was the Southwestern Willow
Flycatcher Project Coordinator for six years. Ms. McCarthey is the principal
permittee on ACS’ Threatened and Endangered Species Permit with the U.S.
Fish and Wildlife Service (USFWS). At ACS, Ms. McCarthey has completed
or overseen the completion of biological clearances for hundreds of projects,
and has served as NEPA planner on numerous NEPA compliance projects.
Currently, Ms. McCarthey is the Director of ACS’ Environmental Division.
Relevant Experience
ADOT On-call Biological Clearances: Responsible for biological
compliance on ADOT statewide roadway projects as subcontractor for
Jacobs, Stanley, TY Lin, Stantec, AECOM, and PB on various ADOT on-call
contracts. Ms. McCarthey has completed or reviewed hundreds of biological
compliance documents under these contracts.
Northern Peoria Community Park: ACS Senior Biologist on this proposed
City of Peoria park project. Responsible for project oversight of the biological
assessment and review of the Biological Evaluation report. This project
included evaluations of burrowing owl and Sonoran desert tortoise.
Subcontract to J2 Engineering and EPG.
Buckeye Area Drainage Master Plan (ADMP). ACS teamed with Dibble
Engineering on this multi-disciplinary project. Ms. McCarthey conducted a
biological evaluation of the 153 sq mi study area, evaluated proposed
alternatives, and provided input about potential biological impacts for the
preferred alternative. Ms. McCarthey has also attended all scoping and
project meetings, representing ACS for all project components.
Tres Rios Safe Harbor Agreement. ACS is teaming with Kleinfelder to
write a Safe Harbor Agreement (SHA) for the City of Phoenix and the US
Fish and Wildlife Service. Ms. McCarthey is responsible for completing all
the research and writing the biology sections of the SHA.
New Bridge Over Tonto Creek: Responsible for the project management
and supervision of the preparation of a Biological Assessment report for the
final design of a new bridge over Tonto Creek at Punkin Center, Arizona.
This project included southwestern willow flycatcher surveys and assisting
ADOT and Gila County with formal USFWS consultation. Ms. McCarthey
also completed subsequent willow flycatcher surveys for Gila County in this
project area. ACS has completed five years of surveys/population monitoring
of this project area for willow flycatchers.
Shea Tunnel Access Shared Use Pathway, Scottsdale, AZ: Senior NEPA
Planner/Senior Biologist for this multi-use path project in accordance with
FHWA and ADOT NEPA requirements. Responsible for oversight of the
ADOT NEPA process and review of the NEPA and biology reports. The CE
was approved by ADOT in October 2015. Subcontract to AECOM.

Professional Background
Ms. Gregory has 18 years experience in archaeology, including 15 years
supervisory experience at ACS and serves as Director of Cultural Resources
and lead for ACS’ Paleoenvironmental Studies (PES) and Historical Services.
Ms. Gregory meets/exceeds the Secretary of the Interior’s Standards and
Guidelines for both Archaeology and History. In addition to analyzing faunal
and shell remains, she maintains comparative collections, including the only
federally permitted private comparative collection of faunal materials in
Arizona. Ms. Gregory also supervises a variety of survey and testing/data
recovery projects, assists with the preparation of environmental assessments
and agency consultation, develops work plans and budgets, drafts and reviews
Programmatic Agreements and Memoranda of Agreement, peer reviews
technical reports, and coordinates PES out-service projects. As Historical
Services Lead, Ms. Gregory supervises and conducts historic building and
property inventories, archival research, and cultural landscape reports, and
provides eligibility recommendations, Section 4(f) analyses, and impacts
assessments. Ms. Gregory is the Chair of the Tempe Historic Preservation
Commission where she reviews local nominations and considers other local
historic preservation issues.
Relevant Experience PVR FRS Class III Survey and Testing/Data Recovery Program (2012–
present). Principal investigator for Class III survey of 1,622.5 acres for a
dam rehabilitation analysis of the Powerline, Vineyard Road, and Rittenhouse
Flood Retarding Structures in Queen Creek, AZ on behalf of the Flood
Control District of Maricopa County. ACS prepared a treatment plan and
programmatic agreement for the project, and is conducting archival research
and phased eligibility testing and data recovery at 10 sites, as well as
archaeological monitoring, cultural sensitivity training, and public outreach.
SCIDD Joint Works Rehabilitation (2009–present). Principal investigator
for a 10-year rehabilitation of SCIDD’s historic irrigation system in north-
central Pinal County, assisting Reclamation with administering Section 106
compliance. Through multiple task orders under our Reclamation on-call
contract, ACS compiled a comprehensive Class I literature review of the
entire 8,000-acre Joint Works system in 2009, surveyed 450 acres at the
Ashurst-Hayden Dam in 2010, developed and implemented a treatment plan
for phased data recovery at two sites in 2011, surveyed 22 miles along
Reaches 1 and 2 of the Florence Canal in 2011, surveyed additional right-of-
way for Reaches 1 and 2 in 2013, and conducted eligibility testing and phase
1 data recovery investigations at six sites in 2014. Survey of Reaches 3 and 4
and preparation of an addendum treatment plan is currently underway.
US 70 Widening (2012–present). Principal investigator for historic building
inventory and Class III cultural resource survey along US 70 between Safford
and Solomon, preparing historic property inventory forms for approximately
50 properties as well as monitoring plan. ACS is also in the process of
preparing a programmatic agreement for the project.

Mr. Mitchell has over 37 years of experience in the field performing all
aspects of cultural resource management required by federal, state, and civic
law, including archaeological and historical archival research; site file
research; archaeological survey, testing, and excavation; artifact analysis and
curation; cultural resource assessment recommendations; and report
preparation. He is thoroughly versed with Section 106 regulatory compliance
procedures, NEPA studies, permitting requirements and has been trained in
project management business practices. He has worked closely on cultural
resources issues with various Arizona agencies and personnel in the City of
Phoenix, Maricopa County, State Historic Preservation Office, Forest
Service, Bureau of Land Management, Bureau of Reclamation, Bureau of
Indian Affairs, Fish and Wildlife Service, Army Corps of Engineers, National
Park Service, Arizona Dept. of Transportation, Arizona Game and Fish Dept.,
and Tribal governments. He has been involved in City of Scottsdale projects
through ACS’ on-call contract with the City, which has involved surveys and
report reviews.
Mitchell’s experience includes work in England, Mexico, the midwestern US,
and the Southwest. His Southwest experience includes work on a number of
Arizona data recovery projects including the Ironwood Village site in the
northern Tucson Basin, a portion of the historic town site in Prescott, and the
Hohokam village of Los Guanacos in Tempe. In addition, recent projects
have cultural compliance for transportation projects that have involved NEPA
studies.
Selected Project Experience Adero Canyon Trailhead Survey (2016): ACS conducted archaeological
survey for the proposed Adero Canyon Trailhead facility in Fountain Hills,
adjacent to the McDowell Sonoran Preserve. No cultural resources were
found and no further cultural resource work was recommended. Client: J2
Engineering and Environmental Design, LLC
Lindo Park Testing and Monitoring (2016): Project included testing within
an existing City of Phoenix Park known to contain prehistoric remains.
Monitoring was also conducted. No significant remains were found and
clearance was recommended. Client: City of Phoenix.
Site Reconnaissance in the McDowell Sonoran Preserve (2015): ACS
conducted archaeological reconnaissance of four sites within the Preserve to
assess their integrity and to determine possible management strategies for
protection of or public access to them. Client: City of Scottsdale.
I-11 Tier 1 EIS Cultural Support (2015-present): Study includes compiling
data for an Alternatives Selection Report (ASR) and a Class I for selected

Ms. Stewart has 15 years of professional experience in the fields of biology
and wildlife management. She has extensive experience conducting biological
research and working with special status species. Ms. Stewart received her
M.S. from Texas A&M University where she served as lead on two research
projects and contributed to numerous collaborative studies. Ms. Stewart has
also contributed to a number of research studies for organizations including
Michigan State University, the Michigan and Texas DOTs, the Bureau of
Reclamation, and Arizona State University. During her five years at ACS, Ms.
Stewart has successfully completed dozens of biological clearances as well as
Clean Water Act permits, NEPA documents, and protocol surveys for listed
species. Through these experiences, Ms. Stewart has gained a broad skill set
that includes study design, field methodologies, partnership development,
avian, arthropod, and plant identification, acoustic analysis, statistical analysis,
spatial analysis using GIS, and the ability to communicate results at
conferences and via peer-reviewed publications.
Relevant Experience
On-call Biological Clearances, ADOT (2012 – present): Ms. Stewart is
responsible for biological resource assessments, CWA permitting, and NEPA
analysis of statewide roadway projects under multiple on-call ADOT
contracts. Past projects have required detailed consultation with USFWS due
to potential impacts to federally listed species, preparation of Individual CWA
Sec. 404 permits, and contributions to Environmental Assessments. Ms.
Stewart has worked closely with ADOT and applicable federal, state, and
tribal entities to develop measures to mitigate the impacts of project activities.
Tonto Creek Bridge Yellow-billed Cuckoo and Southwestern Willow
Flycatcher Surveys, Gila County (2012 – present): Ms. Stewart has
conducted surveys for the federally endangered southwestern willow
flycatcher along Tonto Creek annually since 2012 and began conducting
annual surveys for yellow-billed cuckoo in 2016. Ms. Stewart’s
responsibilities include conducting surveys to USFWS protocol, territory
mapping, nest monitoring, and the preparation of annual reports.
Sunnyside Exploratory Drilling Project Biological Assessment and
Evaluation, CNF (2014): Ms. Stewart completed a Biological Assessment
and Evaluation for a proposed exploratory drilling project on the CNF. Five
federally listed species were analyzed in detail: jaguar, lesser long-nosed bat,
ocelot, MSO, and yellow-billed cuckoo. Informal consultation with USFWS
was undergone for these species; the USFWS concurred with the report’s
determinations. The project report also included analyses of USFS Sensitive
species, migratory birds, and CNF MIS.
Native Plant Fee Assessment, Holbrook Potash Mine, TetraTech: Ms.
Stewart assessed fees for the clearing of vegetation associated with a large-
scale mining project on State Trust Land. Successful completion of the project
required sampling design, coordination of field work, plant identification,
adherence to ASLD sampling protocols, data analysis, map creation using
GIS, report compilation, and coordination with the client and the ASLD.

construction project, located within one-quarter mile of an impaired
water.
Arizona Department of Transportation, Phase I ESA, State Route Loop 303, State Route 30 to Interstate 10, 2016. Responsible for
conducting a Phase I ESA for a roadway construction project located
southwest of Phoenix. Completion of the ESA included analysis of three
proposed alternative within a study area, and recommendations for
further action where potential hazardous materials concerns were
identified.
City of Phoenix Camelback Pointe Affordable Housing Project, Phoenix, AZ, 2016. Assisted in completing an Environmental
Assessment pursuant to the Housing and Urban Development (HUD)
regulatory requirements for a HUD-funded housing project. Performed
the necessary environmental reviews under HUD review guidelines to
fully assess, determine, and document regulatory compliance with
applicable federal, state, and local regulations and to identify required
mitigation measures.
San Bernardino Associated Governments, Corridor Analyses and

Reviews, City of Phoenix, Arizona. Currently managing ACS’ three-year HUD

Proposed Sloan Hills Competitive Mineral Material Sales EIS, Clark County, NV. Served as EIS manager for this high-profile open pit mine. Responsible for
daily administration, technical guidance during development of the EIS, and
development/implementation of the public outreach program. A Record of
Decision (ROD) was issued by BLM in May 2013.
Categorical Exclusion, 43rd Avenue and Peoria Avenue Bicycle and Pedestrian
Rest Area and Gateway Project, Glendale, AZ. Served as project manager for this
CE of a Federal Transit Authority (FTA) funded rest area and gateway project. She
was responsible for overseeing the environmental analysis, including completion of a
hazardous materials site assessment, a biological evaluation, and a cultural resources
survey.
Shea Tunnel Access Shared Use Pathway, Scottsdale, AZ. Prepared the ADOT
Group 2 Categorical Exclusion (CE) for this multi-use path project on behalf of the
City of Scottsdale and ADOT. Ms. Jones served as ACS’s project manager and was
responsible for the Section 4(f) analysis, public and agency scoping, preparing the
environmental clearance memorandum and project administration. The CE was
approved by ADOT in October 2015.
Confidential Proposed Solar Tower Project, Environmental Consulting
Services, La Paz County, AZ. Served as project manager for the fatal flaw
analysis of a proposed solar tower project and conducted preliminary
environmental analysis to identify potential impacts and permitting requirements.
Carson City Airport Capital Improvement Plan EA, Carson City, NV. Scoped, budgeted, and managed the preparation of this EA for proposed
improvements at the Carson City Airport, including reconstruction of the North
Apron and an asphalt concrete overlay of the existing perimeter road. Key issued
addressed analyzed in detail included cultural resources, biological resources, water
resources, air quality and noise. The EA was prepared on schedule and on budget
and approved by FAA with few modifications to the Draft EA. Ms. Jones was
responsible for oversight during the NEPA analysis, agency consultations, public
outreach, and project management.
Clark County Multiple Species Habitat Conservation Plan Amendment EIS,
Clark County, NV. Served as project manager for this third-party EIS prepared on
behalf of the U.S. Fish and Wildlife Service (USFWS), which analyzed the impacts
of issuing an amended incidental take permit and implementing an amended habitat
conservation plan. Ms. Jones was also a significant contributor to the EIS and
responsible for coordination with the permittees and co-operating agencies,
including BLM.
Environmental Reviews for HUD-Funded Activities on a Site-Specific Basis,
Phoenix, AZ. Between 2008 and 2014, managed an on-call HUD NEPA
environmental reviews contract with the City of Phoenix’s Neighborhood Services
Department. She supervised well over 2,500 site-specific reviews in addition to
several EAs for various HUD-assisted community projects, such as housing and
public facilities acquisitions, rehabilitations, and demolitions, throughout Phoenix.
Ms. Jones was responsible for oversight of the environmental review process and

Mr. Dilli has 29 years of experience in GIS, database design, and
archaeology. As Director of ACS’ Information Services Division (IS), he is
responsible for ensuring that ACS’ in-house cultural resource and
environmental projects, as well as the stand-alone GIS projects ACS
undertakes utilize the latest in database, GIS, GPS, and surveying technology
as required to meet the client’s needs and project data and cartographic
deliverables. Mr. Dilli has been instrumental in developing ACS’ GIS
services into a stand-alone service we can offer our clients. He is
knowledgeable in ESRI GIS software packages (including Arc/Info, ArcGIS
and modules including ArcEdit, Spatial Analyst, and 3D Analyst)) and in the
design of MS Access databases, geodatabases and data entry modules.
Relevant Experience US Army Corps of Engineers, Forest Management Plans for Local
Training Areas (Ongoing). Project Manager. As a subconsultant to
Advanced Environmental, Mr. Dilli worked with the team to prepare and
process field collected GPS tree location, tree stand, environmental sample

(SDSFIE) Version 3.1 compliant geodatabases. Additionally, Mr. Dilli

GRIC: Database Management Assistance (2013). Under ACS’ on-call with
GRIC, Mr. Dilli has been providing database management support, which has

manipulation macros, numerous data entry modules.
ADOT/Various Engineering Primes: Various On-call Contracts (2000–
present). Mr. Dilli is responsible for overseeing mapping data manipulation,

Responsible for the design, deployment, and administration of the ACS
Windows-2008 Terminal Services based computer network at ACS, which
consists of 4 servers and 35 workstations.
Designed complex relational data model for upgrade of the legacy
archaeological site database within the Heritage Services Branch (HSB) of
AAV.
Designed new archaeological site recording forms and a new reporting

Responsible for maintenance and upgrade of the GIS Display/Query system,
which required the ability to program and analyze using ARC/Info Advanced

HSB GIS section. Unofficial network administrator for the NT server and

recommendations based on U.S. Federal criteria, and prepared reports for
