National Rural Drinking Water Programm Continuation and

Restructuring

In NEWS:

• The Union Cabinet has accorded its approval for continuation and restructuring of National Rural Drinking Water Programme (NRDWP)

• A sum of Rs. 23,050 crore has been approved for the programme for the Fourteenth Finance Commission (FFC) period 2017-18 to 2019-20.

What is it? • The NRDWP was started in 2009, with a major

emphasis on ensuring sustainability (source) of water availability in terms of potability, adequacy, convenience, affordability and equity. NRDWP is a Centrally Sponsored Scheme with 50: 50 fund sharing between the Centre and the States.

• The aim and objective of National Rural Drinking Water Programme (NRDWP) is to provide every rural person with adequate safe water for drinking, cooking and other basic domestic needs on a sustainable basis, with a minimum water quality standard, which should be conveniently accessible at all times and in all situations. Achieving this aim and objective is a continuous process.

Deen Dayal SPARSH Yojana Ministry of Communications

• The SPARSH stands for Scholarship for Promotion of Aptitude & Research in Stamps as a Hobby.

• The Union Ministry of Communications has launched Deen Dayal SPARSH Yojana, a pan India scholarship program for school children to increase the reach of Philately

• The government has proposed to award 920 scholarships to students pursuing Philately as a hobby.

• Every Postal Circle will select a maximum of 40 scholarships representing 10 students each from class VI, VII, VIII and IX.

• The amount of scholarship will be Rs 6,000 per annum.

• At the time of selection for award scholarship, the candidate must have scored at least 60 per cent marks or equivalent grade/grade point in the recent final examination. There will be 5 per cent relaxation for SC/ST.

• To avail the scholarship, a child must be a student of a recognised school within India and the concerned school should have a Philately Club. The concerned student should be a member of the Club.

• In the case of school Philately Club not being established, a student having his own Philately Deposit Account will also be considered.

• Selections under the scheme would be on the basis of evaluation of project work on Philately and performance in Philately Quiz conducted by the Circles.

• Selections to the scholarship would be for one year and there would be no bar on an already selected student applying for the scholarship next year provided he/she fulfills other criterion.

• The total amount of scholarship will be Rs. 6000/- per annum @ Rs. 500/- per month.

• The department will form a committee at circle level which will consist of postal officials and renowned philatelists. This committee will evaluate the project work on philately submitted by the students.

SHe-box portal Ministry of Women and Child Development

• The Ministry of Women and Child Development (WCD) has launched an online platform to enable women employees working in both the public and private organisations to file complaints related to sexual harassment at the workplace. The complaint management system has been developed to ensure the effective implementation of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act (the SH Act), 2013.

Modus operandi: • This portal will provide a platform to women working or visiting any

office of Central Government (Central Ministries, Departments, Public Sector Undertakings, Autonomous Bodies and Institutions etc.) to file complaints related to sexual harassment at workplace under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

• Those who have already filed a written complaint with the concerned Internal Complaint Committee (ICC) constituted under the SH Act are also eligible to file their complaint through this portal.

• Once a complaint is submitted to the portal, it will be directly sent to the ICC of the concerned Ministry or department.

• Through this portal, WCD as well as complainant can monitor the progress of inquiry conducted by the ICC.

The special drive will focus on improving

immunization coverage in select districts and cities to ensure full immunization to more than 90% by December 2018. The achievement of full immunisation under Mission Indradhanush to at least 90% coverage was to be achieved by 2020 earlier.

• The Intensified Mission Indradhanush drive will run for 7 working days starting from the 7th of every month, for four consecutive months excluding the routine immunization days, Sundays and holidays.

• Inter-departmental, inter-ministerial coordination including convergence with other departments and ministries especially youth affairs, urban development, panchayati raj, women and child development is a distinctive feature of IMI programme.

• For better coordination and implementation of the programme, mechanism for convergence of ground level workers such as the Self Help Groups, Zila Preraks under National Urban Livelihood Mission (NULM), ASHAs, Anganwadi Workers etc,. with the programme has been devised.

• Strategies like rigorous monitoring of the programme and action based review mechanism have been formulated for ensuring that the programme is implemented in an effective and an efficient manner.

• Implementation of the programme will be monitored regularly, at the central, state and district level. It will be monitored at the highest level under Proactive Governance And Timely Implementation (PRAGATI).

• To recognize the districts with 90% coverage, it has designed an appreciation and award mechanism. The Civil Society Organizations or partners will be given the certificate of appreciation.

SANKALP and STRIVE Schemes

• The Cabinet Committee on Economic Affairs has approved two new schemes: Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) and Skill Strengthening for Industrial Value Enhancement (STRIVE) to boost the Skill India Mission

Highlights:

• SANKALP intends to set up Trainers and Assessors academies with self-sustainable models.

• Additional training academies will also be set up under the scheme.

• The focus will be on greater level of decentralization in skill planning through institutional strengthening at state level, that includes setting up of State Skill Development Missions (SSDMs) and allow the states to come up with State and District level Skill Development Plans.

• It aims at improving the inclusion of marginalized communities including Persons with Disabilities (PwD), Scheduled Castes (SCs), Scheduled Tribes (STs) and also women for providing skill training opportunities.

• A skilling ecosystem will be created, such that it will support the country climb up the ladder in the Ease of Doing Business Index.

• STRIVE scheme aims at developing a powerful mechanism

for delivering training for quality skill development by strengthening the institutions like National Skill Development Agency (NSDA), National Skill Development Corporation (NSDC), SSDMs, Sector Skill Councils etc.

• By involving Industrial clusters, business association and Small Scale Industries, the scheme intends incentivize Industrial Training Institutes (ITIs) to improve the overall performance.

• Both the schemes will work towards increasing the aspirational value of skill development programs by increasing the marketability of skills, through better industry connect and quality assurance.

SECURE Himalaya Project

• SECURE Himalaya is a project launched by the Union Government to ensure the conservation of forest resources, land and biodiversity with local and global significance on inaugural day of Global Wildlife Programme (GWP) conference

• It covers the high Himalayan Ecosystem stretching over Sikkim, Uttarakhand, Himachal Pradesh and Jammu & Kashmir. Ministry of Environment, Forests and Climate Change (MoEFCC) has collaborated with the United Nations Development Programme (UNDP) for the launch of this project.

Key Points:

• SECURE Himalayas project is spread over six years.

• The project aims at securing the livelihood of people, restoration, sustainable use and conservation of high range Himalayan Ecosystems.

• The key focus of the project is on improving the enforcement to ensure the reduction in wildlife crime, protection of snow leopard and other endangered species and ensuring a secure livelihood to the people in the region.

• Securing the livelihood of the people of the region is given importance under the project as the relative seclusion and remoteness has made the mountain communities including the tribal communities among the last protectors of their heterogeneous culture and indigenous knowledge which has global significance.

• Strict monitoring and improved enforcement efforts will be taken to control illegal trade in aromatic and medicinal plants that fall in the category of most threatened species in these landscapes, under the project.

• Changthang in Jammu and Kashmir
