    PROJECT INFORMATION TIDEL Park Limited is implementing a state of the art high rise intelligent building for

    Information Technology Park located at Coimbatore, TamilNadu. TIDEL Park Ltd has

    proposed to install Diesel Generating sets and connected works for the building.

    I. TECHNICAL SPECIFICATION FOR DIESEL GENERATOR SET 1.0 SCOPE 1.1 Design, Manufacture, and testing of 5 Nos. 2000 KVA / 1600 KW

    0.8 PF, Diesel Generator set, speed of Diesel engine not exceeding 1500 RPM, four stroke engine, designed for operating on high speed diesel, 415 V Diesel Generator sets consisting of air-cooled engine alternator and engine mounted radiator along with manual control panel with AMF facility having with auto synchronization, auto load sharing & auto changeover control panel along with all accessories and components such as scrubbers, chimney, ventilation system, fuel system etc. at CONTRACTORs and / or his sub-CONTRACTORs works, supply, transport and delivery to site including , insurance, handling, unloading and safe keeping etc. at site complete erection and installation on foundation prepared by another agency, connecting to all completed accessories and components and integrating the performance of all sub-systems, testing and commissioning and performance testing, maintenance of entire installation of the plant system including all connected structural, electrical and minor civil works required for the proper and efficient functioning of DG sets as specified in Specification / Bill of Quantities and Drawings

    The capacity of the DG sets offered should be as specified in this

    document. No credit will be given for any additional (extra) capacity DG set offered. If DG sets of capacity less than that specified is offered the same will not be accepted.

    1.2 Design, Manufacture, Supply, installation, testing and

    commissioning of silencer Exhaust pipes with insulation, wet scrubber including treatment plant for effluent, chimneys as required etc.

    1.3 Design, Manufacture, Supply, installation, testing and

    commissioning of earthing arrangements. 1.4 Design, Manufacture, Supply, Installation, testing and

    commissioning of necessary heavy duty anti-vibration spring type mounts suitable for the DG sets with necessary bolts etc. for satisfactory installation.

    1.5 Design, Manufacture, Supply, installation, testing and

    commissioning of 2 Nos. of 30KL Diesel under ground steel storage tank for 5 Nos. of 2 MVA DG sets including all civil works such as excavation, raft foundation, RCC wall, filling of river sand etc., connected piping works with valves, flame proof fuel pump along with switches, starters housed in a weather proof enclosure, cabling, earthing, fencing arrangement including platform, safety arrangements as required for satisfactory installation and as per the regulation stipulated by various authorities.

    1.6 Design, Manufacture, Supply, installation, testing and

    commissioning of fuel pipe lines from Diesel storage tank to day tank with necessary pumps suitably for the 5 Nos of 2 MVA DG sets, valves etc. as per the drawing enclosed.

    1.6 a. Compressed Air Start-up System Compressed air system shall be used to supply instrument air,

    service air, and for starting air of DG sets. Air starting system is optional to the Bidder.

    Two (2) Nos. 100% capacity air compressors with electric motors

    and necessary controls shall be provided. Each compressor shall be of multistage air cooled type equipped

    with safety valves, air intake filters, etc. The compressed air shall be supplied to an air bottle (one air bottle

    for each engine). The capacity of the air bottle shall be sufficient for six cold starts of the engine at the required air pressure.

    The starting air system shall be complete with interconnecting

    piping, fittings, supports etc. as required. Instrumentation air as required for the plant instrument and control

    system shall be drawn from the above compressed air system through suitable pressure reducing valves and 2 x 100% capacity air drying plants.

    The plant service air requirements shall also be drawn from the

    above compressed air system. Bidder shall provide suitable pressure reducing valves to achieve a service air pressure of 7 Kg/cm2(a). Bidder shall also provide necessary safety valves down stream of pressure reducing valves.

    The capacity of the each compressor shall be sized for the

    following:

    a) Starting air requirement of One DG set, if air start is provided.

    b) Service air requirement of 100 Nm3/hr

    c) Instrument air requirement of DG sets and auxiliaries and FGD plant auxiliaries.

    1.7 Supply, installation, testing and commissioning of 3200 A copper

    busduct from generator to generator control panel.

    1.7 Design and Preparation of the drawings for scrubber, treatment plant for

    effluent, exhaust chimney; provision of sampling ports for all types of stacks, submission and obtaining approval and necessary certificate from Pollution Control Board and other statutory authorities.

    1.8 Design and Preparation of the drawing for Diesel storage tank and

    obtaining approval from Explosive authorities, Fire Service department and other statutory authorities such as Pollution Control Board etc. for commissioning the system including arranging inspection and also necessary approval / safety certificate from authorities etc.

    1.9 Design and Preparation of electrical drawings for generator and connected

    electrical installation work submission, obtaining approval to drawings arranging inspection, obtaining supply certificate from Electrical Inspectorate, Government of Tamilnadu and other Statutory authorities.

    1.10 The Client will render necessary assistance to the successful Tenderer in

    the form of furnishing letters and documents for obtaining such approvals. But the responsibility for obtaining approvals including arrangements for inspections etc. is that of the Tenderer. The necessary statutory fees / charges will be paid by the client against demand advice.

    1.11 The scope shall include fabricate, supply and install FIVE numbers of 990 Ltrs. capacity day M.S. tank with the building to serve the D.G sets. For 5(five) Nos. of D.G sets of 2.0 MVA capacity will be provided with 990 Litres day tank each. The scope shall include all supporting frame work, anticorrosive treatment and connected pipe line and valves. The quoted rate shall include first filling of H.S.D. in day tanks after commissioning, at the time of handing over. Similarly, first fil of lube oil for the engine shall also be included in scope.

    1.12 Design, manufacture, supply, installation, testing and commissioning of water line B class G.I pipe with necessary coupling valves, taps etc. for radiator cooling and for scrubber.

    1.13 Water and Power for construction purposes will be made available by the

    Main Contractor at a point inside or near the Service building. The tenderer shall extend the power and water as per the requirements for execution of the work. In respect of permanent service connection for Water and Power to the Plant and Machinery coming under the scope of this tender, the responsibility shall be that of the successful D.G. Contractor to ensure that the entire Electrical System and Water distribution system required for the operation of the D.G. Sets with all its components and accessories as well as sub-systems shall be part and parcel of the D.G. Contractor. As such quoted rates shall include the entire Power distribution system and Water distribution system, both being made available by the Owner at a point inside / near the Service Building. Beyond this point of interface, the successful tenderer shall be responsible for execution of Electrical and Water Distribution system.

    1.14 The scope of package for DG set tender shall include the tenderer to

    design, fabricate, supply, install, test, commission, hand over and maintain, during the guarantee period all required accessories and components that are required for a fully functional power generating station. Such accessories and components shall include all the following but not limited to:

    a) Two sets of wet scrubbers, one connected to three-DG sets and the other

    connected to the remaining. The wet scrubber shall be of suitable design and capacity to perform satisfactorily treating exhaust from all DG sets either working individually or collectively. Each of the two scrubbers shall have a minimum capacity to handle flue gas emitted from three numbers of 2000 KVA D.G sets.

    b) Exhaust Chimney out of scrubbers to suitable heights conforming to the

    statutory regulations by Environment Authorities. The height of the Chimney shall take into account the location of air-conditioning air cooled chiller plants on the terrace of the service building. The height of the Chimney should not be more than 20 Mtrs. and lightning arrestor shall be 0.5 Mtr. above Chimney with reference to Ground level. The Chimney shall be self supporting type and shall include necessary holding down bolt arrangements. However, civil works for foundations of Scrubber and Chimney is not in the scope of the D.G. Set tender.

    c) Effluent Treatment Plant (ETP) to treat effluent including So2 component

    from the exhaust The Plant shall be compact and self contained taking into account the space restrictions for which the tenderer shall carefully study all relevant drawings and the site conditions. In the design of Chimney and ETP, the tenderers shall include all costs during design as well as redesign if required, so as to conform to all statutory environment and local authority regulations as well as new amendments applicable at the time of commissioning. No additional claim for extra payment will be entertained on account of tenderers failure to take into these aspects. The tenderers shall furnish with the tender all technical data, design calculations with supporting drawings and diagrams to explain and justify the design and equipment for Scrubber, Chimney and ETP.

    d) The Owner / Architect reserves the right to scrutnise and call for any modifications in the design of any components, if required such change in design is handled to meet the Owners requirements as well as statutory requirements. In such a case, tenderers shall be required to incorporate the changes without any claim to extra.

    e) Vibration Isolation Mounts All generators shall be resting on

    foundations, which will be constructed by the Main Contractor. All necessary Design, data to be furnished by the tenderer facilitate design and construction of foundation through other agencies. The tenderers shall however include necessary bolts, insert plates, connectors etc. as may be required and supply of such interface components shall fall within

    the scope of the tenderer. The successful tenderers technical personnel should be available at all time during the execution of connected civil works and certify important construction parameters such as alignment, levels including cut outs etc. If any interrelated civil works have to be carried out for which necessary technical support from successful tenderer is not available in time, any cost incurred by the Owner in rectification / remaking of such interface items will be to the account of successful tenderer for the DG Set package.

    f) All water circuits for the Scrubbers including circulating pumps, circulating

    lines, connected electrical installation and piping shall be within the scope of the DG Set Contractor.

    g) The scope shall include design and installation of efficient acoustic

    treatment to the D.G sets as well as to the building in such a manner that the sound levels with all the D.G sets operating will be within 105 dBA at 1.5 metres from the DG sets and less than 70 dBA at the nearest boundary of the site during night time and less than 75 dBA at the nearest boundary of the site during day time. All necessary measures to attain this, shall be indicated separately by the tenderer. Tenderer shall note that the specified acoustic performance shall be guaranteed by him. Such measures involving civil works will be implemented by the Owner. Other measures involving mechanical items (such as ducting, hoods, canopies, silencers etc.) will be implemented by the D.G Contractor. Cost of all such measures, (i.e. other than civil works) to reduce noise levels shall be indicated by the tenderer separately. Measures recommended by the DG set tenderer involving civil works shall be listed separately.

    1.15 Battery Limits :

    The Electrical source & water supply will be located at site:

    The Successful Tenderer shall extend the supply for water and electrical power supply in one location.

    Effluent disposal will be made by the other agency. 1.16 Site and Building Space Restriction: In the attached site plan and building drawings, space allocation has been shown

    for the D.G sets as well as all accessories. The Tenderer shall ensure that all equipments are fitted within the space earmarked. No other space will be made available. In case any Tenderer indicates that space within the D.G plant building is not adequate for the engine, alternator and radiator or indicates that for the D.G offered by him radiators have to be placed outside the building, his offer will not be considered further.

    2.0 GENERAL SPECIFICATIONS FOR DIESEL GENERATOR The diesel generator set shall consist of diesel engine coupled to alternator having

    self brushless excitation system and including all necessary accessories and the

    control panel. The engine and alternator shall be mounted on the single robust fabricated steel frame. Required set of anti-vibration pads should be supplied.

    3.0 CODES AND STANDARDS FOR DIESEL ENGINE The Diesel Generator Set with all its components shall comply with latest

    applicable standards, regulations and safety codes in the locality where this equipment will be installed. The equipment shall conform to the following standards with latest additions. The DG set shall be tested as per ISO 3046.

    BS : 5514 or ISO 3046 - Diesel engines for general purposes. IS : 10000 - Method of test for I.C. engines.

    IS :10002 - Performance of constant speed compression ignition engines for general purposes.

    IS : 1460 - Specification for diesel fuels. IS : 4722 - Rotating Electrical Machines.

    IS : 4889 - Method of determining efficiency of rotating electrical machines.

    DIN: 6271) OR - Over load capability. BS : 5514) VDI : 2063 - Limiting vibration of the engine. The fuel analysis of HSD shall be taken from IS : 1460 1995. 4.0 GENERAL SPECIFICATION FOR A.C. GENERATOR This specification cover the minimum technical requirements for the design,

    manufacture, testing and supply of self excited, brushless generator with automatic voltage regulator and other accessories as a part of diesel generator set.

    5.0 CODES AND STANDARDS FOR ALTERNATOR 5.1 Alternator shall be designed, manufactured and tested as per currently applicable

    statutes, regulating and safety codes in the place where the equipment will be installed.

    5.2 The equipment offered shall conform to the following codes/standards.

    Unless they are in variance with the clause of this specification, the synchronous generators and their components shall comply with the latest edition of the applicable standards listed below:-

    BS-2613 : The Electrical Performance of Rotating Electrical Machinery. IEC-34-1 : Rotating Electrical Machines. IS-4722 : Specification for Rotating Electrical Machines. BS4999/ 5000 : All applicable parts of BS-4999/5000 IEEE115 : Test procedure for synchronous machines.

    VDE 0530 : Rotating electrical machine 5.3 Any other recognised International Standard may be used in lieu of the above,

    subject to the approval of the Owner. 5.4 Alternator shall also conform to the latest editions of standards including all

    revisions and addenda currently applicable at the time of placement of order. 6.0 A.C GENERATOR - 2000 KVA DIESEL GENERATOR SET 6.1 The alternator offered shall be suitable for the site conditions indicated in the

    project information data sheet. 6.2 The generators shall be of Brushless EXCITATION 2000 KVA, 415 volts, 0.8 PF,

    3 phase, 50 Hz. and should be of Double bearing type. 6.3 The degree of protection shall be IP-22 & method of cooling IC-01 7.0 INSULATION 7.1 The alternator stator windings shall be of Class H insulation temperature rise

    limited to Class 'B' insulation. The windings and overhangs shall be braced to withstand the temperature and short-circuit forces. The windings should be, vacuum pressure impregnated (VPI)and treated with Epoxy gel coating.

    7.2 The field windings shall have Class 'H' insulation.

    8.0 VOLTAGE / FREQUENCY VARIATION 8.1 The generator shall be capable of satisfactory continuous operation at rated KVA

    and power factor at any voltage from 90% to 110%. Rated voltage and with a frequency range of 47.5 Hz to 51.5 Hz.

    8.2 The transient voltage dip should not exceed 20% for rated load and should be

    restored within 0.8 Second. 9.0 OVERLOAD AND SHORT CIRCUIT The alternator shall also be capable of withstanding without any damage a 10%

    overload for a period of one hour in every twelve hours of operation. The alternator should be capable of delivering 3 to 4 times the full load current for a period of 3 seconds.

    10.0 SPACE HEATERS Suitably rated space heaters shall be installed within the generator. Location and

    maximum surface temperature of the heaters shall be such that no damage is caused to the insulation. The leads of the space heater should be brought to a separate terminal box. Heaters shall be suitable for single phase 240 V AC. 50 Hz with Auto Cut off feature.

    10.1 Winding temperature sensors :

    These should be provided in each phase for monitoring the temperature (2 Nos. of RTDs per phase) platinum RTD of 100 ohms at 0C as per IS 2848 shall be used.

    10.2 Bearing temperature sensors:

    These should also be provided for monitoring temperature of bearings.(1 no BTD per bearing) platinum BTD of 100 ohms at 0C as per IS 2848 shall be used.

    11.0 EXCITATION SYSTEM The generator shall be provided with a brushless excitation system capable of

    supplying the excitation current of the generator for any change in output between no load and full load at any power factor between 0.5 and unity, lead and lag for an engine speed variation of 4%.

    Rotating AC exciter shall have stationary field circuit powered by tapping off from

    the stator or by a PMG.

    12.0 AUTOMATIC VOLTAGE REGULATOR (AVR) 12.1 The AVR shall control the generator voltage under steady state load conditions

    and over the whole of the operating range of the exciter within +1.0% of the setting value without hunting.

    12.2 All the potential free contacts required for REMOTE OPERATION & INDICATION

    ETC shall be provided. 12.3 The automatic solid state voltage regulator shall be provided with the following

    features as minimum

    a) Short-circuit protection b) Voltage build-up circuitry c) Over voltage protection d) Under and over excitation. e) Nos. AVR with auto change over facility shall be incorporated. f) Loss of Excitation g) Diode Failure detection h) Field forcing 150% for 10 Secs. i) AVR 1 failure Alarm Signal j) AVR 1 & 2 failure Trip Signal.

    13.0 OTHER TECHNICAL REQUIREMENTS The alternator shall be mounted on a common base frame together with prime

    mover unless otherwise agreed upon. The alternator shall be provided with necessary lifting hooks.

    14.0 PROTECTION Each generator shall be provided with the following minimum protection and as

    shown in SLD. However, other protections as considered necessary by the generator manufacturer shall be included.

    1. Differential protection (High impedance type).

    2. Voltage controlled over current IDMT protection

    3. Over Load Alarm

    4. Under/over frequency Alarm

    5. Earth fault IDMT protection

    6. Under voltage / over voltage protection.

    7. Fuse failure protection.

    15.0 TERMINAL BOX Terminal box shall be fabricated out of cold-rolled steel sheet and shall be

    complete with an access cover. The bus bar material used in the terminal shall be electrolytic copper sleeved with

    flame- retardant insulating material. Bus bars shall be supported on fiberglass insulators at regular intervals to withstand short-circuit forces arising out of specified fault level.

    16.0 RATING PLATE

    A rating plate of corrosion-resistant metal shall be fixed on the generator

    frame and shall give the following information:

    1. - Manufacturers Name 2. - Serial Number, Type and frame reference. 3. - Rated output in MVA and MW. 4. - Rated power factor 5. - Rated frequency 6. - Rated voltage 7. - Rated stator current 8. - Rated speed in Rev/Min 9. - Class of insulation 10. - Phase rotation (CW or CCW) 11. - Rotor current and voltage at rated output 12. - Customers indent number 13. - Year of Manufacturer 14. - Weight of alternator in Kg.

    17.0 TESTS & INSPECTION

    17.1 The Client/Consultant/ his authorized representative may visit the works during

    manufacture of equipment to assess the progress of work as well as to ascertain that only quality raw materials are used for the same. He shall be given all assistance to carry out the inspection. Detailed quality assurance plan shall be furnished to the Client.

    17.2 Detailed test procedures along with the facilities available at CONTRACTORs

    works shall be submitted along with the bid. Owners representative shall be given minimum four weeks advance notice for witnessing the final testing. Test certificates including test records and performance curves etc, shall be furnished by the supplier.

    17.3 TESTS

    Generator set with all auxiliaries and controls shall be assembled and tested to verify compliance with the guaranteed technical particulars and for satisfactory performance. Relevant standards shall be followed as guideline for testing. All the tests shall be witnessed by customer or his representative.

    Following minimum tests shall be carried out on the generators for all DG sets as

    per IS 4722.

    1) Measurement of cold resistance.

    2) Remnant voltage measuring.

    3) Voltage balance.

    4) Rotating field control.

    5) Load characteristic of p.f = 0.1

    6) Vibration

    7) Excitation system

    8) AVR

    a) Adjustment of voltage regulator

    b) Under speed protection adjustment.

    9) Short-time overload with p.f. = 0.1 or SC.

    10) Winding test.

    11) Over speed test at 120% rated speed.

    12) High voltage test

    13) Measurement of insulation resistance

    14) Adjustment of additional units for voltage regulators.

    a. Type Test

    The following type test shall be conducted for 1 No. 2000 KVA generator set as per IS 4722. a. Open Circuit characteristic test

    b. Short Circuit characteristic test

    c. Temperature rise test

    d. Over load test

    e. Over speed test

    f. Vibration measurement test

    The tenderer shall submit authenticated test certificate for the type test carried out

    by them and if required the Client / Consultant can insist for a type test to be carried out on the Generator in the presence of Client / Consultant.

    17.4 FINAL CHECK

    General check and test of assembled parts, wiring, labels, connection diagram,

    rating, heater, etc. 18.0 GUARANTEE DURING DEFECTS LIABILITY PERIOD

    The Supplier shall have final and total responsibility for the design and

    performance of all equipment supplied under this specification. Tenderer shall guarantee that the equipment shall satisfy the requirements of its intended use and be free from latent defects. Contractor shall repair and replace any equipment, which proves to be defective within 12 months from the date of commissioning and handing over the installation. If any defect is noticed during the guarantee period it shall be rectified/replaced at no extra cost. The guarantee period will again commence from the date of such rectification / replacement. Penalty shall be levied if the Contractor fail to meet the performance in the second time also. 10% value of the work ordered value will be deducted towards penalty. If the defects are not rectified the same will rectified by the client at the cost of Contractor.

    The following performance guarantee parameters shall be furnished along with the

    tender :

    a) Net electrical output on battery limit after deducting excitation power, all electrical losses and auxiliary power consumption.

    b) Specific fuel consumption (SFC) at 100%, 75%, 50% load.

    c) Specific lube oil consumption.

    d) Over load test.

    e) Noise level.

    f) Vibration as per standard.

    18.1 PERFORMANCE GUARANTEES AND TESTS

    The items listed below shall be guaranteed at site performance test for the site conditions as indicated in project information of the specification, under correction. The performance test shall be conducted separately for each diesel generator and each FGD plant. The actual value of power output of each diesel generator, sulpher capture, effluent discharge quality and auxiliary power consumption of FGD plants and for other items listed below for performance guarantee shall be indicated by the BIDDER in the performance guarantee schedule.

    18.2 The CONTRACTOR shall demonstrate successful operation of diesel generators

    with specified fuel on automatic / manual control called for in the specification. Only measurement tolerances shall be applicable during the performance testing. No other tolerance will be entertained.

    18.3 The performance test results shall be reported as computed from the performance

    test observations, with corrections for ambient temperature, relative humidity and instrument calibrations. No additional allowances for errors in measurement are permissible. Tolerance on the performance test guarantee values, reported on the basis of above test shall not exceed the limits indicated. Should the performance

    test results deviate from the guaranteed values including the specified tolerance the CONTRACTOR shall correct his equipment at no extra cost to the OWNER and repeat the performance tests within the period agreed mutually between the OWNER and the CONTRACTOR. If, however, the CONTRACTOR fails to meet the guarantee values in the 2nd test also in regard to the items under correction the CONTRACTOR shall replace the equipment with one which shall meet the guaranteed values with out any additional cost to OWNER within the mutually agreed time period.

    18.4 All instruments and accessories used in performance tests shall be calibrated and

    be guaranteed for the accuracy traceable to National level / standards.

    19.0 SPECIAL TOOLS

    The Supplier shall supply all special tools required for field inspection and

    maintenance of the complete generator package.

    20.0 SPARES(DELETED)

    20.1 All start up and commissioning spares as required till handing over the plant shall be supplied by the CONTRACTOR.

    20.2 Bidder shall furnish a list of recommended spares with unit prices for all the

    equipment / systems being supplied by him. Bidder shall note that these spare parts (both essential and / or recommended) would be purchased either fully as per the list or partly as decided by the OWNER. The purchase of these spares would be done either along with the main order or by a separate order or an amendment to the main order. CONTRACTOR shall furnish complete information such as instruction manuals / general arrangement and spars identification drawings, etc. for the equipment to enable the OWNER to finalise the exact requirements. Subsequent to placement of order for recommended spares, CONTRACTOR shall furnish details / dimensional drawings for all such spares.

    20.3 The CONTRACTOR shall guarantee to the OWNER that before going out of

    production spare parts for the equipment furnished he shall give at least twelve (12) months advance notice to OWNER so that the latter may order his requirement of spares in one lot if he so desires.

    21.0 PAINTING Internal and external parts of the casing and all metal parts likely to come in

    contact with the surrounding air shall be protected with anti-acid, anti-alkali Epoxy paint to resist corrosion under specified atmospheric conditions.

    22.0 List of data/drawings to be submitted by the tenderer along with the tender.

    The list shall essentially include the following: a. P & I drawing of the entire system envisaged. b. Over all dimensions and major parameters of the diesel engine and balance of plant system along with technical literature. c. List of sub-CONTRACTORs for major equipment and system. d. Bar chart and network schedules covering all milestone activities. e. Technical parameters and other relevant data of all equipment offered

    f. Overall layout. g. Equipment layout.

    23.0 DEVIATION:

    Deviations from Commercial and Technical aspects of this Bid Documents are

    discouraged. No deviation from Commercial aspects will be accepted and if any, stipulated may either render the Bid to be rejected or cause suitable financial loading to the Bid value as deemed reasonable by the Owner. In all such matters, the decision of the Owner shall be final and binding on all the Bidders.

    In respect of deviations of Technical matters, the Bidders are required to list in a

    separate Annexure, titled, Technical Deviations and enclose the same in the first sealed Envelope superscribed Technical Bid . This statement shall not be enclosed with the Price Bid as the Owner would like to evaluate the Technical Deviations first before opening the Price Bid. Owner reserves the right to reject the Bids of such Bidders whose Technical Deviations are not acceptable to the Owner, or to ask the Bidder to comply without any deviation to the Tender Specification, without any change in the quoted rate / value in the Price Bid.     24.0 DELETIONS

    Owner reserves the rights to accept any tenders or reject any or all tenders without assigning any reasons. The Client further reserves the right to alter the scope of the work at any time to any extent due to which there shall be no change in accepted rates. Such changes in scope may include deletion or addition of any item, as considered necessary by the Owner and the same shall be informed to bidder.

    25.0 EVALUATION OF ELIGIBILITY CRITERIA:

    Tenderers shall be required to submit fully authenticated documents in support of their capability to satisfy the eligibility criteria specified in the Notice Inviting Tender. All supporting documents shall be enclosed in a separate cover superscribed Eligibility Criteria (Part : C) and shall be placed in the envelope containing (Part : A) and (Part :B) of the tender documents.     V. TECHNICAL SPECIFICATION FOR SANDWICH COPPER LT BUSDUCT

    1.0 SCOPE

    This specification covers the technical requirements of design, manufacture, test at works, supply, installation, testing & commissioning of 433V LT, Non-segregated SANDWICH copper busducts and accessories for efficient and trouble free operation. The busduct shall be erected from DG set to Breaker control Panel & from Auto Synchronisation & Load sharing panel

    This specification covers

    Sandwich type busbar trunking for use as feeder busbars for interconnection between separate electrical equipment / load centers, and for use as plug in

    busbar risers.

    2. System details The busbar shall be suitable for operation in a 415 V with operating frequency of 50 Hz. & System non-effectively earthed system.

    3. Standards The busbar shall be designed and manufactured in accordance with the following

    international standards for busbar trunking:

    BS 5486 Part 2: Particular requirements of busbar trunking systems IEC 439 2 : Particular requirements of busbar trunking systems IEC 529 : Degree of protection IEC 60331 : applicable for the cast resin busbar fire rating

    Where required and specified, the busbar shall conform to IEE, NEMA BU1, JIS, Seismic protection certification.

    The busbars shall be type tested at a reputable international test laboratory (ASTA or CPRI) for short circuit withstand. The test shall be for a minimum duration of 1 second. Tests shall be performed over a range of current ratings, covering the different frame sizes of the manufacturer.

    Degree of ingress protection (IP rating) shall also be tested at any reputed independent laboratory. This test shall be for IP68 in the case of cast resin busbars, and for IP42/ IP55/IP66 for sandwich busbars

    750 degree C fire test (for cast resin busbars) at an independent laboratory 5. General

    The busbars shall be of sandwich construction, non-ventilated design. It shall be possible to mount the busbar system in any orientation, without affecting the current rating. The sandwich busbar configuration must be compatible with the cast resin busbar, and must allow for interconnection of the two types, wherever required.

    6. Busbars

    The busbars shall of high conductivity Copper, as specified in the tender. Where an earth conductor is required, it shall be a separate, integral earth

    conductor, of the same high conductivity material as the phase conductors, and

    at least 50% cross section of the phase conductor. GI body / GI strips will not be

    acceptable as earth conductors.

    It should be possible to provide a 100% Neutral where specified. 7. Insulation

    The busbars shall be insulated throughout their length by epoxy coating. The insulation material used shall be of Class H (180 deg. C). The insulation should be 100% water resistant even for IP 42 trunking. The insulation must comply to UL 94 V-O..It shall be Halogen Free.

    8. Housing

    The housing shall be made of 1.6mm electrogalvanised sheet steel, with an epoxy powder coated paint finish. The housing shall be profiled, to provide higher strength and efficient heat dissipation. The width of the housing shall preferably be the same for all ratings of busbars, in order to provide interchangeability of tap off boxes.

    9. Joints

    The joints between sections shall be made so as to provide flexibility during installation and expansion / contraction of busbar during operation. The joints shall be of the single bolt type

    The joint construction must have the following features

    Heat expansion of at least 3mm per joint. The joint insulation must be of one piece molded design and not have any cut

    edges which can absorb moisture.

    The joint construction must allow a +/- 14mm adjustment at the time of installation, for ease of adjusting to site measurement variations.

    The joint bolt must be insulated with a bolt insulator. The bolt insulator must be of molded one piece.

    The joint system must be designed in a way that the installer cannot insert the busduct length too far and damage the bolt insulator.

    The busbar ends shall not have holes or slots at the joints the electrical continuity shall be through pressure plates, achieving a high area of joint cross

    section and expansion capability.

    It shall be possible to install and remove the joints without disturbing the busbar run.

    10.0 Accessories

    A full range of accessories like bends, end flanges, end feed units, support brackets etc. shall be available.

    11.0 TESTS

    Bus bar trunking shall be completely assembled, adjusted and tested for operation under simulated conditions to ensure proper functioning of all equipments. a. Type Tests

    The Bidder shall furnish two (2) sets of type test certificates for all the tests

    conducted on similar equipment. The temperature rise test shall be conducted

    on atleast one section of the straight runs of each rating specified in the

    Schedule of Quantities will be witnessed by Client/Architect.

    15. Acceptance tests - As per IEC 6.0 AIR CIRCUIT BREAKERS 6.1 General

    Air circuit breakers shall be of 3 pole / 4 pole 100% coated neutral and shall have

    Over load, short Circuit and Earth Fault protections wherever specified. They

    shall be complete in all respects having the following minimum requirements.

    Shall comply to IEC 60947-2 / IS 13947 2.Confirming to test sequence I,II,&III. Should be suitable for Isolation as per standard. Shall have the Isolation between power circuit and Control circuit. Shall have Micro Processor trip-release with EMC compatibility, thermal memory,

    contacts for ZSI, true rms sensing and trip unit self diagnostics.

    Facility to change setting in ON condition. Breaker Capacity should be Ics value only. Should have short time withstand capacity [Ics=Icw / 1Sec]. Shall have in built current display and have the facility to read the % of loading on

    each phase for incomer Breakers.

    Should have facility of local fault identification (OC, SC, EF wherever E/f is specified) microprocessor failure alarm indication.

    The circuit breaker shall be fully draw out type. Suitable guides shall be provided to facilitate easy withdrawal of the trolley. All identical feeder compartments shall be inter-changeable.

    All current carrying contacts of the breaker shall be silver plated. Contacts subjected to arcing shall be tipped with suitable arc resisting material. - Shall have facility of O/C Pre-Trip alarm at set current.

    The contacts shall be self-aligning, plug-in type, designed to ensure adequate contact pressure on the main busbars and requiring minimum maintenance.

    - ACB shall have Line and Load Reversibility. - Should have the Anti-pumping feature.

    6.3 Operating Mechanism

    The operating mechanism shall be trip-free. Failure of spring, vibrations or

    shocks shall not cause un-indented operation of breaker or prevent intended

    tripping operation. Closing of breakers shall be prevented unless the spring is

    fully charged.

    6.4 Interlocks

    - Should be suitably of Isolation as per standard.

    The breaker shall be provided with all necessary interlocks to prevent inadvertent

    operations and to ensure safety of operating personnel and also the equipment.

    It shall not be possible to push in a drawn out breaker in closed condition or

    withdraw a breaker in closed condition. Compartment doors shall be interlocked

    against opening when breaker is in Closed condition. It shall not be possible to

    operate the breaker in intermediate position while inserting or withdrawing a

    circuit breaker.

    7.0 MOULDED CASE CIRCUIT BREAKERS

    - The MCCB upto 630A shall be current limiting category A and 800A and

    as per IEC 947-3 with possibility of fixing NO/NC, S/T, auxiliaries, as required.

    Each contactor shall be provided with 2 N/O and N/C aux. contacts.

    Contactor coil rating shall be minimum pick up of 85% of rated voltage and

    minimum drop out of 75% rated voltage.

    Type-II co-ordination shall be followed for MOTOR feeders.

    9.0 PUSH BUTTONS Push buttons shall be generally shrouded. Each push button shall be provided

    with 1 N/O and 1 N/C aux. contacts. "Stop" push button shall have, 'stay-put'

    feature. Colour code shall be as per IS-6875.

    10.0 INDICATION(ACB/MCCB) 10.1 Indication lamps shall be provided in each feeder with indicate 'ON' / 'OFF' /

    TRIP.

    10.2 Potential free contact shall be provided for monitory ON / OFF / Trip status for remote operation & indication etc..

    11.0 SPACE HEATERS

    Anti-condensation space heaters, with thermostat suitable for 230 V, 1 Ph supply

    along with a switch / fuse shall be provided in each panel.

    12.0 CONTROL SWITCHES A general purpose control switch shall be provided for selection of "Auto" &

    "Manual". The switch shall be provided with engraving plate in the front with "Auto", Manual" & "Off" inscription. This switch shall be normally of the fixed-control bar type heavy duty unit.

    All the Switches shall be lockable in all position.

    13.0 MEASURING INSTRUMENTS

    Ammeters and Voltmeters shall be of digital type. They shall be industrial grade

    and shall have means of zero adjustment from the front without dismantling

    them. They shall be capable of carrying the normal full load current (via CTs) and

    shall not be damaged by effects of rated fault current. The instruments shall

    have an accuracy class of 1.0 as per IS - 1248.

    14.0 CONTROL WIRING

    Panel shall be supplied with all internal wiring comprising of PVC insulated 1.1

    KV grade, multi-stranded flexible copper conductor of 2.5 Sq.mm / 4.0 Sq.mm

    cross section.

    Wiring associated with a particular phase shall be the colour of that phase viz.

    Red / Yellow, or Blue, wiring associated with earthing shall be with green colour

    insulation and for neutral it shall be with black colour insulation.

    Wiring shall be neatly laid and run on insulated cleats of limited compression type

    insulated straps.

    All cables shall have crimped terminations and shall be identified by means of

    glossy plastic ferrules at both ends, showing the wire number as indicated in the

    schematic diagrams. The ferrules shall be indelibly marked.

    Wiring to items mounted on hinged doors or wiring that is subject to movement,

    shall run in helical binding. The binding shall be securely anchored at both ends

    and sufficient slack provided to prevent any strain being imposed on wiring.

    15.0 EARTHING

    All the metal parts of all equipment supplied with in the panel (including doors

    and gland plates) other than those forming part of all electric circuit, shall

    be connected by means of two independent earth conductors to continuous

    copper earth bar of size 25 x 3 mm running along the full length of the panel.

    The panel shall be provided with two brass earthing stud terminals, with

    suitable nuts, washers etc. for connection to ground bus.

    16.0 TERMINAL BLOCK

    Terminal blocks shall preferably be grouped according to circuit functions and

    each terminal block group shall have atleast 10% spare terminals. Terminal

    blocks for control circuit shall be of 650V grade with contact ratings not less

    than 10A and stud/clamp type.

    Not more than two wires shall be connected to any terminal block.

    17.0 LABELS

    Labels shall be provided to describe the duty of or otherwise identify every

    Instrument, or other item of equipment mounted internally and externally. Switch

    positions shall be fully identified. Wording shall be clear, concise and

    unambiguous.

    Each label shall be permanently secured to the panel surface below the item to which it refers.

    The labels shall be engraved plastic (4 mm THICK) with white letters in black background.

    In addition to component labels, each cubicle door shall bear a large

    identification labels and the panel shall include large, prominent overall

    identification label.

    18.0 PAINTING:

    Care shall be taken in workmanship and selection of materials to prevent the

    occurrence of any form of damage or corrosion due to damp or highly humid

    conditions.

    The panel shall be prepared, primed, filled and painted to the highest standards.

    All items shall be cleaned and deburred after fabrication and welding is complete.

    External surfaces shall be filled and rubbed down as necessary to obtain a

    perfectly flat smooth surface free from blemishes and imperfections and the

    whole shall be Powder Coated with Epoxy paint and the shade shall be

    indicated later.

    The panels shall be fabricated at such work shops where the following facilities are available.

    19.0 TESTS

    The panel shall be completely assembled, wired, adjusted and tested for

    operation under simulated conditions to ensure accuracy of wiring, correctness

    of control scheme and proper functioning of all equipment.

    conducted on similar panel.

    BRIEF DESCRIPTION AND PHILOSOPHY OF OPERATION FOR 5 NOS. OF 2000KVA DG SETS

    1. There are Five DG sets of each 2 MVA,415V,0.8 pf rating and these are named

    as GEN-1 to GEN-5. 2. These sets are AMF and Auto Synchronizing type.

    3. All these sets Generate Power and feed to 415V switch board named DG

    Synchronizing Power Panel.

    4. The detailed bill of materials cum specification is given separately.

    Operation Philosophy

    1. There will be System Auto / Manual /Semi-Auto Mode Selector switch. 2. With this selector switch in Auto mode the complete system will be in Automatic

    mode. 3. Events like DG Set starting, ACB closing, ACB tripping, DG set stopping and

    Synchronizing with the running machine will happen automatically. Manual Mode:

    1. In Manual mode the events like DG Set starting, ACB closing, ACB tripping and DG set stopping and Synchronizing with the running machine can be carried out manually by actuating the respective pushbuttons/Switches.

    2. In manual Mode each set can me made to feed individual outgoings by operating

    all the sets on no parallel mode by tripping the bus couplers.

    AUTO MODE: Master Selector Switch: Since there are Five DG sets and only one set can be made to start first in the event of Grid failure. Therefore with this switch any one of the sets 1-5 can be selected as master. Subsequent sets will be started depending on load on the set already running. Example: Supposing the Set No 2 selected as Master. On Grid failure the Set 2 will start and the ACB will get closed. The load on this set will be monitored and in the event the load exceeds 80% of rated capacity (1.6 MVA) the set 3 will start and gets synchronised with the running machine Set 2.Even after synchronization of sets 2and 3,incase the load on set 3 exceeds 80% of the rated capacity (1.6 MVA) the next set in the queue set 4 will start and gets synchronised with the running machines.( 2 and 3) and so on. The sequence of sets to be started will be as follows. set 1 as master: 2-3-4-5 set 2 as master: 3-4-5-1 set 3 as master: 4-5-1-2 set 4 as master: 5-1-2-3 set 5 as master: 1-2-3-4 After start of the first set and closure of the its ACB all the Bus coupler ACBs will get closed automatically. On restoration of Grid supply the ACBs will get tripped in reverse order and the sets will get switched off. Semi Auto Mode: The bus couplers can not be closed. All the five DG sets will get started when there is grid failure. All the sets will feed the load independently through the out going ACBs and there will not be any parallel operation. On restoration of Grid supply the Outgoing ACBs and incoming ACBs will get tripped and sets will get stopped. Interlocking: The Bus couplers should not be possible to close when two sides of the bus coupler breaker is live. It can be closed only on dead bus. Similarly the incoming ACBs can be closed on dead bus. if the bus is live this can be closed only with the help of synchronizing relay and not directly.
