PART 1: EARNED VALUE MANAGEMENT SYSTEM (EVMS)

Lockheed Martin Mission Systems & Training (LM MST), the offeror for GSA Alliant 2 GWAC, ispleased to provide evidence of an approved Earned Value Management System (EVMS) in ac-cordance with sections L.5.4.4 and M.5.3 of the RFP. Approval of the EVMS is shown in Part2A, EVMS Approval Letter, on page 1, paragraph 1 of the approval letter and specific refer-ence to the approval of the EVMS ANSI/EIA Standard-748 is shown and highlighted in Part 2B,Official Audit Report, on page 2 of that agreement, paragraph 2D.

Lockheed Martin’s EVMS is fully compliant with the American National Standards Institute(ANSI)/EIA-748 Standard for EVMS (Current Version) Department of Defense (DoD) Regulation5000.2-R and the Lockheed Martin Corporate Policy Statement (CPS-026), Program Perfor-mance Management. Lockheed Martin’s EVMS has been deemed compliant to the ANSI/ EIA-748 standard via signed Advance Agreements with the DCMA and the U.S. Government Intelcommunity.

LMC is the parent company of LM MST. Therefore, LM MST has a meaningful relationship withLMC. LM MST operates under common LMC policy and corporate guidelines. On September5th, 2016, Lockheed Martin Mission Systems and Training (LM MST) changed its name to Lock-heed Martin Rotary and Mission Systems (LM RMS). The relationship between LM RMS (for-merly LM MST) and Lockheed Martin Corporation as the parent company and legal entity re-mains unchanged. The required Meaningful Relationship Commitment letter can be found inVolume 1, file name LM.VOL1.MRCL1.pdf.
