INTRODUCTION

Knowledge and information have become most crucialresources of our time. It is said that information is power.People’s access to information determines the level andextent of their empowerment. Information is of vitalimportance to Parliament in carrying out its manifoldresponsibilities of legislation, oversight of the governmentand ventilation of public grievances. It is rightly said that‘Parliament is an information intensive and informationdemanding institution’. It generates as well as requiresinformation from a variety of sources such as thegovernment, media, civil society, etc. To be an effectiveparliamentarian, a Member needs to be well informed aboutnational, regional and international developments in today’srapidly transforming environment. Considering the heavydemand on the precious time of the Member from differentquarters, it is not practically feasible for him or her to accessall the relevant information directly from diverse sources. Itis, therefore, imperative that Members are kept wellinformed of the various developments by providing themobjective, non-partisan and accurate information on a regularbasis. With this objective in view, Parliaments, the worldover, have developed institutional mechanism for managingthe information resources and their timely availability tothe Members for meeting their varied informationrequirements1.

Access to reliable and timely information is essentialfor the proper functioning of modern legislatures. Librariesof Legislatures contribute to the effectiveness of Legislatureby making available authoritative, independent, non-partisanand relevant information on a continuous and regular basis.The unprecedented developments in Information andCommunication Technologies (ICT) over the years haveushered in revolutionary changes in various spheres of lifeincluding legislative libraries to assist legislatures in dealingwith management of information and its availability toMembers for discharging their responsibilities.

INFORMATION NEEDS OF PARLIAMENTSAND PARLIAMENTARIANS

Information is vital to a legislator’s job, more so in thecontext of the widening scope and complexity of publicadministration, the unprecedented technological revolutionand information explosion. Also, it is not a question of lackof information; there is perhaps too much of it on too manysubjects from a wide variety of sources. An average legislatorhas neither the time nor the patience to look into thestaggering amount of paper with which he is flooded. Whata legislator today wants is only the relevant or the right kindof information supplied to him in good time and in preciseform. Each legislator has varying information needs2.

Information is crucial to Parliament. As the supremedeliberative and law-making bodies for their respectivecountries, Parliaments must have unrestrained access toinformation. They have an inalienable right to be informed.To debate, discuss and decide, Parliaments need informationthat is timely, authentic and complete.

If Governments are answerable to their Parliaments andmust provide them the information they require or ask for,Parliaments themselves are answerable to the people theyrepresent, and cannot hope to survive for long if the latterare not kept informed by them, for people have a right to bekept informed by their Parliament. The communication

technology has radically transformed many things but notthe central position of Parliament itself as a powerful mediumfor information dissemination. Situated between the peopleand the Government, as they are, the Parliament and theParliamentarians constitute the best communication linkagebetween them.

Faced with myriad common problems, Parliaments havemuch to share and learn from each other’s experience andknowledge. To discuss possible solutions to their problems,Parliamentarians wish to know how similar problems arehandled in other countries or by other Parliaments. There is,therefore, a growing need in Parliaments for informationregarding other countries and for comparative analysis asthe basis for decision-making. Exchange of informationbetween Parliaments assumes considerable importance inthis context3.

NEED FOR AN INSTITUTIONALISED SOURCEOF INFORMATION DISSEMINATION

The sources of a Parliamentarian’s information are manybut, in as much as a modern government is the greatestsingle monopolist of information, most legislatures andlegislators—more particularly in the developing nations—have to rely heavily on the executive departments for theirinformation requirements. Even though efficiently collectedand processed, this information may, consciously orunconsciously, very often get slanted or biased in favour ofthe ends of government and may not always be consideredfactual or objective. Information from other sources likethe mass media, interest groups or lobbyists, etc., would beeven less so. Hence the need for the legislature developingits own institutionalised sources of information, anindependent information reservoir and specialiseddissemination procedures. This is sought to be achievedthrough the Legislative Library and Research and ReferenceServices and through the enquiries conducted byParliamentary committees. For dissemination of objectiveand unbiased information, the best mechanism thus fardeveloped anywhere is that of Library and Research,Documentation and Information Services (LARRDIS)— withwhatever name called—set up and controlled by theconcerned Parliaments themselves. The LARRDIS is knownby different names in several Parliaments. Historically, asalso conceptually, LARRDIS may be viewed as an outgrowthand an integral and inseparable part of library and committeefunctions. Even organisationally, LARRDIS has been, and in

most of the legislatures still is, a part of the ParliamentLibrary and functions under the same general authority asthe library itself4.

Not all Parliaments, however, can afford to have a wellequipped LARRDIS suitably manned by high quality and welltrained professionals, librarians, information scientists,subject and area specialists, etc. The problem is particularlyacute in several of the new and developing countries. It isnow generally recognised that information is the most vitalresource for development and the information needs oflegislators in developing countries are the most urgent andvital to their effective functioning5.

SCOPE AND AMBIT OFLARRDIS FUNCTIONS

The role of research and information service is concernedwith arranging information through available techniques andtools—mechanised or manual—and managing the flow ofinformation on a chosen field in a manner designed to helpthe user get relevant information, as and when required. InLegislatures, this can be done by a collective, non-partisanand independent LARRDIS which offers its facilities, skillsand amount of information and knowledge freely to any andevery Member. As a source of information, LARRDIS isessentially different from other sources in as much as it isstrictly non-partisan and objective. Legislators can turn toLARRDIS and hope to receive ‘balanced, unbiased and fairpresentation of all the relevant facts’. Also the LARRDIS’approach to retrieval, analysis, organisation and disseminationof information has to be specifically oriented to achievingits distinct objective of tackling the information problem ofParliamentarians. Since present day legislators are hard-pressed for time, information has to be supplied to them inreadily usable form. LARRDIS has to provide relevantinformation within the minimum time and with minimumvolume with the objective of enhancing Parliamentaryefficiency and effectiveness. Objectivity, accuracy,authenticity, precision and promptitude are the five cardinalnorms for all research and reference work done by LARRDIS.

It is often found functionally convenient to divide theLARRDIS into broad subject divisions, with a view to

developing the necessary subject specialisation and expertisein the staff. Thus, there may be separate divisions or unitsdevoted to Constitution and Law, Economics and Finance,Foreign Affairs, Education, Science, etc. Another possibleset-up may be on the pattern of executive agencies orgovernment departments, i.e. for each department or groupof departments there may be a corresponding unit in theLARRDIS.

NATURE OF ENQUIRIES RECEIVED BYLARRDIS—ITS TOOLS AND SERVICES

The information requirements of Parliamentarians aretoo many and their demands on the LARRDIS too numerous.Most of the references are either topical, House- businessrelated or constituency-oriented. The demands on theLARRDIS keep on oscillating caused by the varyingconstituency pulls, sociopolitical factors and predilectionof Members.

Enquiries received in the LARRDIS may be divided intovarious categories, from the point of view of the degree andextent of work involved in each case. Some of the referencescan be disposed of on the telephone or orally on the spot;some others may be satisfactorily attended to with the helpof the reference works or library collections, but there maybe others which require somewhat deeper research whichincludes examination of pros and cons of a proposal,comprehensive study of a problem of national importance,analysis of a Bill or interpretation of constitutionalprovisions.

This leads to the question of LARRDIS tools and servicesdirected to information organisation, storage, retrieval anddissemination. One set of tools consists of the existinglibrary collections and catalogues, and information andmaterials available from government departments andagencies. While the other and the more important set oftools consists of the various LARRDIS Services themselves.These include the documentation materials and equipment;

press clipping folders; reference or subject files; specialised(annotated) bibliographies; abstracts, annotations and indicesof reports and articles; digests of important books, Acts andCourt Judgements; fact-sheets; information bulletins;statistical memoranda; news-digests; analysis of proposedlegislation, monographs and documentary studies on currentproblems, reference notes, etc. [For a summary of theservices rendered by the Parliament Library and Reference,Research, Documentation and Information Service(LARRDIS). DUTIES AND FUNCTIONS OF LARRDIS STAFF—ITS PARAMETERS AND CONSTRAINTS

LARRDIS staff has to perform a delicate and arduoustask. They have to observe strict neutrality between the issuesinvolved and between possible opinions. They have to workmost confidentially and always remain anonymous and behindthe scene, and they have to suppress their urge to expressopinions. Some of the most crucial decisions of nationalimportance may be based on their background work, butthey have to exercise the fullest self-restraint and never tryto claim any credit for themselves. They also have to remainmentally alert all the time and stay up-to-date in knowledgeand techniques in their respective spheres. Besides, theLARRDIS staff works under tremendous and continuouspressure as information has often to be supplied at shortnotice within the specified time-limit to the Members.Serving the supreme representatives of the people and tryingto meet their information requirements is a matter of greatresponsibility. It requires the maximum of honesty, integrity,ability, discipline, institutional loyalty and tact.

The LARRDIS users are generally the individual Membersof Parliament, the Committees, Secretariats and the officersof the Legislature. More often than not, there is a widedivergence between what LARRDIS can do and what theexpectations of Members of Parliament are. On the onehand, very few Members really make use of the existingResearch and Reference facilities while, on the other, someof the Members may be more demanding. The most ticklish

question is that of providing more personalised researchand reference service to the Members, which would meanthat LARRDIS should try to anticipate the need of eachindividual Member and provide information accordingly.Sometimes, demands may even be made for preparingspecialised research studies and notes on specific topicsfor the exclusive use of individual Parliamentarians, forattending to constituent’s queries and correspondence, forhelping the Member in writing books and articles, for advisinghim on legal, political and other - proposals. It is, therefore,considered most advisable to confine LARRDIS to theprompt supply of available factual information in the bestpossible and easily usable form. LARRDIS, howeverefficient, could never become a full substitute for aMember’s own thinking or judgement or for his homework6.

It goes without saying that the LARRDIS ought to beused as the most acceptable source for institutionalised flowof information. To that end, the LARRDIS have to be suitablyequipped for dissemination of relevant information toMembers. Apart from its traditional functions of catering tothe legislators’ reference needs, an ideal LARRDIS shouldinter alia:

(a) Meet the orientation and training needs of newMembers by organising Parliamentary courses ororientation seminars;

(b) Impart necessary training to all new Parliamentaryofficials; and

(c) Organise Parliamentary courses for officers fromthe executive and academics from universitiesduring inter-session periods7.

INTERNATIONAL RECOGNITIONOF THE PROBLEM

In January, 1973, the Inter-Parliamentary Union’s (IPU)Symposium on Information Requirements of Members wasorganised by the International Centre for ParliamentaryDocumentation (CIDP), Geneva. This was the IPU’s thirdsymposium on a major theme of the political situation ofthe world’s legislators. It was said to have provided toparliamentary libraries and librarians the ‘internationalrecognition’8 and was considered ‘the watershed’ in inter-parliamentary cooperation in so far as it recognised theParliamentarians’ need for more and more comparativeinformation9. According to a survey of the symposium itwas to be ‘seen in the context of a virtually universalchallenge to transmit, share and use each other’sknowledge’10.

An indirect outcome of this very CIDP symposium wasthe decision of the IPU to commission a special enquiryinto the needs and practical steps to ensure effectivecooperation between Parliaments in the field of externalinformation, i.e. facts, data, documents and analysisconcerning and originating in one country and required inanother. The results of the enquiry recognised that the

challenge was ‘to locate and then to transmit rapidly andaccurately, pertinent, existing information from one countryto another in an useful form’, so that Parliamentarians had‘an increasingly needed comparative basis for their decision-making’.

The recommendations made in the results of the enquiry,inter alia included:

(i) organised collection and exchange of documentsof central importance obtained during tours byParliamentarians and parliamentary staff asmembers of parliamentary delegations orotherwise;

(ii) establishment of communication links betweenParliaments and international organisations;

(iii) developing a comprehensive cooperative networkof Parliamentary Libraries, Documentation andResearch Services with each Parliamentary Libraryhaving close links with the counterparts in othernational Parliaments; and

(iv) use of diplomatic pouches and the most modernmeans of operational communication for prompttransfer of needed information and exchange ofimportant publications, bibliographies, indexes,legislative calendars, etc.11

The rapid strides in communication and informationtechnologies and their convergence have opened up newervistas of information sharing. Sharing and exchange ofinformation, ideas, experiences, etc. by legislature libraryand research services would certainly enable them to cope

with the challenges which the legislatures and their Membershave come to face in the wake of globalisation. Fastercommunication especially through the Internet has heraldedan era of global information-networking, which has cut downheavily on the cost, time and distance. The new technologies,in fact, have changed conventional methods of informationstorage, retrieval and dissemination. Networking facilitatescommunication through electronic mail, computer/audio/video conferencing in more quick and effective exchange ofviews and information. The aim of these technologies is toavoid duplication of efforts in acquiring information fromvarious sources and making these available to the legislatorsthrough a well articulated information networking of thelegislature libraries. It has made access to data easier andenabled legislators to remain better informed. At the sametime, the information explosion makes the process ofinformation management for legislators more challenginggiven the fact that they need objective, up-to-date andauthentic information.

HARNESSING INFORMATION ANDCOMMUNICATION TECHNOLOGIES

IN THE WORKING OF PARLIAMENTS

Parliaments have made concerted efforts to harnessInformation and Communication Technologies (ICT) in theirday-to-day functioning as a part of their modernizationefforts for the benefit of Members and the public. Thisaspect has been emphasized by the World e-ParliamentReport 2010, which inter alia states: “Parliaments havealways been information intensive institutions. E-parliamenthas created even greater demand for information and hasraised the bar by requiring that information be more current,more complete, and more tailored to the individual needs ofMembers and Committees”. The Report further states: “Asolid ICT infrastructure combined with skilled library andresearch staff can greatly enhance Members’ access to keyinformation resources whether the resources are from insidethe legislature, from other part of the government or froma variety of outside sources”.

It is well acknowledged that there is a strong co-relationbetween interconnectivity and democratisation. It means thatfreedom is promoted when the benefits of ICT are maximisedin the working of the democratic institutions. Citizensequipped with knowledge and appropriate information canadequately exercise their rights or make informed choicesand, therefore, can fulfil their duties towards society andthe nation. It is, therefore, important to ensure thatparliamentary infrastructure is well equipped to meet thedemands of citizens and parliamentarians and informational

sources are objective, non-partisan, up-to-date andaccessible. Harnessing this new technology in aparliamentary democracy will help to enhance the contactbetween Parliaments and citizens and promote thedevelopment of participatory democratic culture. It will alsohelp to reduce the democratic deficit and enhance publictrust in the institutions of democracy. It is, therefore,important for Parliaments to focus on making maximum useof the ICT in their functioning with the objective ofstrengthening and enriching democracy across the world.

Considering the enormous potential of Information andCommunication Technologies (ICT) in diverse areas ofhuman life, our Parliament too has been quite proactive inadopting these technologies to enable Members to utilizethem effectively in their parliamentary work. For example,Members have been provided computer facilities enablingthem to access parliamentary and other relevant informationelectronically and reducing their dependence on paper use.Both Houses of Parliament have their separate well designedcomprehensive websites which contain information ondifferent aspects of their functioning. Information aboutMembers and their participation in the House proceedingshas also been provided on their respective Home Pages withtheir contact details and e-mail addresses. Besides, eachHouse has its own 24x7 television channel which telecastslive proceedings and other important programmes of nationaland international importance. These major steps havecontributed significantly in greater availability ofparliamentary information in the public domain therebyensuring transparency and openness in the functioning ofparliamentary institutions and bringing them closer to theordinary citizens of the country. The detailed informationon these aspects is contained in Annexure.

CONCLUSION

Parliament is a repository of information which is ofseminal significance for the people, polity and society.Information is a critical input for effective decision making.It has assumed greater significance in the context of theright to information given to the people, which serve thelarger cause of promoting transparency and accountabilityin the functioning of public authorities and institutionsincluding parliamentary institutions. As representativeinstitutions, legislatures have to work in a setting wherethere is a free flow of information for arriving at decisionsand assessing policies which aim at fulfilling the hopes andaspirations of the people. Success of parliamentarydemocracy therefore, largely depends upon multi-directionalflow of information. Application of information,communication and digital technologies would be ofimmense help for dissemination of information betweenlegislature and other institutions, media and people whichwill go a long way in bringing the parliamentary institutionscloser to people thereby serving the cause of participatorydemocracy.

As the LARRDIS is entrusted with the mandate to meetlibrary, research and reference requirements of the Membersof both Houses of Parliament, it has to remain well equippedto provide non-partisan, objective, accurate and relevantinformation while keeping pace with the increasing needs ofMembers and their onerous responsibilities in a democraticpolity.

LIBRARY AND REFERENCE, RESEARCH,DOCUMENTATION AND INFORMATION SERVICE*

Objective of the Service

The primary objective of the Parliament Library andReference, Research, Documentation and InformationService, (LARRDIS) is to cater to the information needs ofMembers of Parliament by providing, inter alia, researchand reference material on legislative and other importantmatters coming up for discussion before the two House—the Lok Sabha and the Rajya Sabha. To achieve this objective,the Service, consisting of professional and non-professionalstaff is divided into the following functional divisions:(i) Library Division; (ii) Reference Division; (iii) ResearchDivision; (v) Computer Division; and (vi) Press and PublicRelations Division. The team of officers in each Division isled by an Additional Director/ Joint Director. The SixDivisions function under the overall charge of Directors.Nomenclature and the allocation of work to these Divisionsis subject to change, depending upon the functionalexigencies.

Parliament Library

Parliament Library, with the present holdings of around1.40 million volumes of printed books, reports,Governmental publications, U.N. reports, debates, gazettes,other documents, including periodicals and publications

brought out by the Lok Sabha Secretariat, is one of thefinest and richest repositories in the country. The Library iscurrently subscribing to 86 Indian /and foreign newspapersand 393 periodicals in English, Hindi and a few other Indianlanguages.

The Parliament Library acquires processes, preserves,displays and issues books, periodicals, reports and otherpublished material received from various sources.

Books and publications are also received for addition tothe Library on complimentary basis, or in the form ofdonations from Members of Parliament or other individualsand Institutions. Also books are added on the suggestionsfrom Members of Parliament and others. The AcquisitionSection of the Library gives due consideration to the readers’initiative, past demands forthcoming international, nationaland local events and occurrences, while selecting the books.

Books and publications for the Library are selected fromthe entire field of human activity relating to almost allsubjects with special emphasis on legislative requirementof members, the only exception being books on advancedtechnical, pure science and light fiction.

Rare and Art Books

The Parliament Library possesses a rich collection ofover a thousand rare books on history, art, painting, sculptureand architecture. Books on Indian art cover a broad canvasof Indian history depicting different stages in its evolution.These include the paintings of the Mughal, Rajput, Kangra,Garhwal and other schools of art. Among the books onforeign art include the creations of celebrated artists likeMichealangelo, Leonardo Da Vinci and Raphael as also works

An important rare documentin the possession of Parliament Library is the originalcalligraphed Constitution of India (in Hindi and English).This document is of great value as it contains the signaturesof the founding fathers of the Constitution.

Literature on Indian Languages

The Parliament Library has been laying great emphasison developing its language collection. A separate wingcontaining books on various Indian languages has been carvedout in the Library. The languages covered, apart from Hindiand Sanskrit are: (i) Assamese; (ii) Bengali; (iii) Bodo;(iv) Dogri; (v) Gujarati; (vi) Kannada; (vii) Kashmiri;(viii) Konkani; (ix) Malayalam; (x) Manipuri; (xi) Marathi;(xii) Maithili; (xiii) Nepali; (xiv) Odia; (xv) Punjabi;(xiv) Rajasthani; (xvii) Sindhi; (xviii) Tamil; (xix) Telugu;and (xx) Urdu. Concerted efforts are under way to enrichthis collection by adding more and more basic standard worksin each of these and other Indian languages.

The Parliament Library is at present receiving325 periodicals in English; 40 periodicals in Hindi and28 periodicals in other Indian languages. Prominentperiodicals are displayed on a separate Reading Table in theLibrary Hall, Parliament House and display racks inParliament Library Building.

Location of the Library

At present, the Parliament Library is located in the ‘A’Block of centrally air-conditioned Parliament LibraryBuilding (Sansadiya Gyanpeeth).

Working Hours

Parliament Library remains open on all working daysfrom 1000hrs. However, during the session period, Libraryfunctions from 0900 hrs. to 1900 hrs. or till both the Housesrise for the day, whichever is later. Library also remainsopen from 1000 hrs. to 1400 hrs. on all Saturdays/Sundaysand Gazetted holidays (except National Holidays and Holi),during session period.

Stacking Arrangements

(i) Books on a wide range of subjects are stacked inthe First Basement and First Floor of ParliamentLibrary Building. All the Books by and on MahatmaGandhi and Jawaharlal Nehru have been stacked atGround Floor, as separate sections, viz. The‘Gandhiana’ and ‘Nehruana’.

(ii) Newspapers, Reports of ParliamentaryCommittees, Law Reports, Periodicals, Union/State and foreign government reports, publicationsof United Nations and its allied agencies, literatureregarding public undertakings and otherautonomous and semi-autonomous bodies havebeen stacked in the Second Basement of theParliament Library Building (PLB).

(iii) Reading Rooms are provided in both Ground Floorand First Floor of the Parliament Library.

Issue and Return of Publications

The issue of books from the Library is regulated byLibrary Rules, copies of which, printed both in English andHindi, can be obtained on request from the Library. The

Library Rules

1. Parliament Library is intended for the exclusiveuse of Members of Parliament and other Officersof the Secretariats of both Lok Sabha and RajyaSabha. With a view to facilitate optimum use ofcollection, the Library is also open to mediapersons accredited to press gallery, bona-fideresearch scholars from India and abroad, officersof the Government of India, State GovernmentsPublic Undertakings and Statutory Bodies forofficial purpose.

2. The use of Parliament Library for the purpose ofstudy by personal staff of Members of Lok Sabhaor bona-fide research scholars requires specialpermission in writing from the Secretary-General,Lok Sabha or an officer designated by him for thepurpose. In the case of Members of Rajya Sabha,Secretary-General, Rajya Sabha may grant suchpermission. The Secretary-General, Lok Sabha orSecretary-General, Rajya Sabha, as the case maybe, may grant permission if he is satisfied that aparticular person is actually required to assist amember for collecting information which may helphim in the efficient discharge of his duties as amember. The pass may however be issued for alimited period not exceeding three months,depending upon the nature of project undertaken.

3. Library facility is extended to PAs/PSs to Membersof Parliament for a period of one week only,

subject to its renewal for one more week duringsession period. However, during inter-sessionperiod the Library passes may be issued for amonth. PAs/PSs to members are issued GeneralEntry Passes by Parliamentary Notice Office(PNO) and in order to ensure that only genuinePAs/PSs to members make use of the Library, thefacilities may be extended to only those PAs/PSsto members, who are holding General Entry Passesissued by the PNO.

4. In case of Research Scholars, the application formfor seeking permission to study in the Libraryshould be submitted alongwith the letter ofintroduction from respective University/Guide/Organization and a valid identity proof. In the firstinstance the pass will be issued for one monthafter obtaining the Police Clearance Certificatefrom nearby Police Station for security point ofview. The facility can be extended up to 3 monthon monthly basis, after a written request is receivedfrom the user for the same, provided the Libraryin-charge certifies that the Library is extensivelybeing used by him/her, failing which extension canbe denied.

5. Research scholars who are granted fellowships bythe Lok Sabha Secretariat on subjects ofParliamentary interest may be given access to theparliament Library during session as well as intersession period on a specific request by Bureau ofParliamentary Studies and Training (BPST) to haveaccess to the Parliament Library for consulting

the Parliamentary debates and other relevantdocuments pertaining to their fellowships.

Permission for the use of Library in casesmentioned at (4) and (5) shall be subject to thefollowing conditions:

(i) No books, periodicals or other documentsshall be taken out of the Library and no personshall handle books etc., in stack room, or inalmirahs, racks and book cases etc. The booksrequired shall be supplied by the Library staffand these shall be returned before leaving theParliament Library;

(ii) The issue or withholding of any book, report,record etc. of the Parliament Library even forconsultation shall be at the discretion of theAdditional Director/Joint Director in-chargeof the Library;

(iii) No clerical or typing assistance shall beprovided; and

(iv) Timings for study shall be decided by theconcerned Additional Director/Joint Director.

6. Library facilities may also be provided to the PressCorrespondents accredited to the PressCorrespondents accredited to the Press Gallerysubject to similar conditions as are applicable tothe personal staff of members and researchscholars under Rule 2 above.

7. Former Members of Parliament may borrow booksfrom the Library on depositing a security ofRs. 2500/- with the Bills and Payment Branch ofthe Lok Sabha Secretariat.

8. The Library shall remain open from 1000 hours to1800 hours on all working days during the inter-session period. During the session period, thelibrary will remain open from 0900 hours to 1900hours or till half-an-hour after the rising/adjournment of both the Houses, whichever is later.During session period, Library will also remainopen from 1000 hours to 1400 hours on Saturdays,Sundays and other closed holidays except on threeNational Holidays and Holi.

9. All requisitions for the issue of books and otherpublications shall be made on the prescribed form.Not more than one book/publication shall beentered on each form.

10. Ordinarily, not more than two books and two otherpublications (including volumes of a book or otherpublication) shall be issued on loan at a time to amember.

11. (a) On the termination of a session, books andother publications borrowed by a member shall bereturned to Parliament Library before he leavesthe station. Members staying in Delhi shall be ableto make use of the Parliament Library, as usual.

(b) No book or other publication loaned to amember shall be taken out of Delhi.

12. (a) During the sessions of Parliament, books andother publications borrowed from ParliamentLibrary shall be retained for not more than fifteendays but this period may be extended by sevendays if the request for renewal is made in advanceand provided these are not in demand.

(b) During the non-session period, books and otherpublications shall be retained for a period notexceeding 30 days.

13. In the event of a book/publication on loan beingrequired for any important or urgent purpose, thesame may be recalled at any time and such a book/publication shall be returned by the member within24 hours.

14. Any member requiring a book or other publicationwhich is issued out, may get it reserved for him atthe Circulation Counter and such a book/publication shall be issued to the member in theorder of priority, as soon as it is received back.

15. (a) In no case, shall a member keep any book orother publication for more than 15 days duringsession period or 30 days during non-sessionperiod. No additional book or any other publicationmay be issued to a defaulting member till theoutstanding book/publication is returned toParliament Library. Books may be got reissued, ifthere is no demand from other users of theParliament Library for those books. For thispurpose, the books shall be returned physically atthe books Circulation Counter and got reissuedafter a week.

(b) Books/reports/publications that are requiredby members are kept for them at the CirculationCounter for a period of two weeks only. At theexpiry of the two-week period, these books/reports/publications shall be restored to theshelves, if no further extension is asked for.

numbers), press clipping folders (current and oldones), serials, reports and books in damaged andbrittle condition shall not be issued out. Suchbooks/publications/folders shall be made availablefor consultation in Parliament Library premisesonly.

18. No new book or other publication shall be issuedto members till after a week of their having beendisplayed in a separate shelf marked ‘LatestArrivals’. Each new addition shall bear the date upto which it would remain on display.

19. Marking of any kind, underlining and writing onbooks or other publications is strictly forbidden.

20. Publications pertaining to a Bill or Resolution orany other matter which is either under discussionor is to come up before either House immediatelyshall not be issued so long as the matter is pendingfor consideration before Parliament.

21. From the time books or other publications areissued and until responsible for their propermaintenance and in the event of any damage orloss, the borrower shall be required either toreplace the book/publication or to pay up theirreplacement cost at the rates prescribed in theseRules.

22. Pass Books shall be maintained at the CirculationCounter of Parliament Library in respect ofmembers of Parliament Library for the issue andreceipt of books/publications. When a book/publication is issued, the member shall sign in therelevant column of the Pass Book in token of

23. In case a member is unable to come to theParliament Library himself, he may obtain bookson loan through his Private Secretary/PersonalAssistant subject to his furnishing a letter ofauthority, in the prescribed form. The membersshall, however, be personally responsible for thesafe custody of the books and their return.

24. Users of Parliament Library shall observe strictsilence, while in the Library premises.

25. Smoking in any part of Parliament Library andtaking of meals and/refreshments in the ReadingRooms are strictly prohibited.

26. No stranger shall be admitted into any sector ofthe Parliament Library unless accompanied by amember or an officer of Parliament.

27. Suggestions for the purchase of new books,periodicals and newspapers shall be made on theprescribed form available at the CirculationCounter.

28. Regulation of entry to Parliament Library premisesshall be subject to such orders and instructions asmay be laid down from time to time.

Display of Books/Periodicals

New books added to the Library are on display for aperiod of one week in the Library (Ground Floor), PLB.

Jackets of some of the books both in Hindi and English aredisplayed on board at Members’ Reference Desk, ParliamentHouse. During this period, the books are not issued. However,Members can get these books reserved, by filling in aprescribed form available at the Counter, for issue on theexpiry of the period of display. Besides, newspapers, journalsand periodicals are also displayed in Library.

Legislative Papers from the States

In addition, arrangements have been made with the StateLegislatures for the supply of their Legislative papers likethe List of Business, List of Question, Bills etc. These papersare available in the Library for perusal by the members.

Reading Room Facilities

For those Members of Parliament Reading facilities areprovided in Members Reading Room for the Members whodesire to study in the Parliament Library. Members mayalso reserve books to facilitate reference. Research scholarsand others may also use the Library for study for specifiedperiods only.

Catalogue

The activities of Parliament Library have been automatedby using Library Management Software package ‘LIBSYS’during the year 1992. The LIBSYS is an integrated Libraryapplication web enabled software package covering almostall the functions of Library such as acquisition, processing,circulation of books and articles etc. In 2016, upgradedversion of LIBSYS Software, i.e. LIBSYS 7 has been adopted.

The complete bibliographical details of books and reportsare fed on to the Computer in the LIBSYS Software. The

The main objective of the publication is to keepabreast the Members of Parliament and other readers aboutthe new additions to the Parliament Library holdings duringa month. It contains bibliographical details of new additionsi.e. Books (English, Hindi and Regional languages), Reports(Central and State Government), United Nations and ForeignPublications, alongwith General News relating to visitors toParliament Library, Parliament Museum, Children’s Cornerand latest issues of publications, Occasional Papers prepared/Reference Notes/Information Bulletins etc.

Printed copies of the Bulletin are being sent to LibraryCommittee Members through ‘D’ Branch. One copy is alsobeing displayed on the display stand alongwith otherLARRDIS publications.

The electronic version of the bulletin is also e-mailed toSpeaker, Deputy Speaker, Secretary-General, Members ofParliament and Senior Officials of Lok Sabha Secretariatand Chairman, Deputy Chairman and Secretary-General ofRajya Sabha. The Section located at First Basement in Hall No. FB 25of ‘G’ Block of the Parliament Library Building maintains

Original Verbatim reporting of theproceedings of Lok Sabha and bound volumes of PapersLaid on the Table are maintained in the Section. The synopsisof the proceedings of Lok Sabha and Rajya Sabha is alsomaintained. These documents have been stacked in BasementI and Basement II of ‘G’ Block of Parliament LibraryBuilding.

Administration and Preservation Section

The Administration and Preservation Section deals withgeneral administration of the Library, maintenance andpreservation of Library holdings, grant of Library facilitiesto research scholars (Indian and foreign) and personal staffof Members of Parliament, Members and staff of LegislativeAssemblies and Foreign Legislators, Officers and Central/State Government/Public Undertaking and Statutory Bodies,Indian and Foreign Press Correspondents etc. Visits of Indianand Foreign delegations for show round of Parliament LibraryBuilding.

the record of Central and State Acts, Ordinances, Governmentand Private Members’ Bills, Central and State GovernmentRules, Joint Select Committee Reports, Constitution of India,Government of India (Allocation of Business Rules), 1961,Foreign Acts, etc. In addition, the Section also carries outcorrections in Central Acts, Constitution of India andGovernment of India (Allocation of Business Rules), 1961to keep them up-to-date.

Ten copies of all Government as well as Private Members’Bills as introduced in the Lok Sabha/Rajya Sabha are alsoreceived and maintained by the Section to meet the demandsof the Members. At the end of the year, five sets of CentralActs and Ordinances, Government/Private Members’ Billsas introduced/passed in the Lok Sabha/Rajya Sabha, togetherwith lists are got bound and kept in the Library for permanentretention and to meet the future references. Bound volumesof these Bills since 1921 are available in the ParliamentLibrary.

The copies of the Reports of Joint Select Committee(constituted from time to time to review Bills) as presentedto the Lok Sabha/Rajya Sabha since 1921 are also maintainedin the Section. The copies of all the Central Acts since1836 are preserved in the Section and necessary correctionsare carried out regularly as per provisions made in theamending Acts passed by the Parliament and assented to bythe President.

Members’ Reference Service

The Members’ Reference Service organises thedissemination of factual, objective and latest information tothe Members of Parliament within the time stipulated by

them. The subjects on which information is provided areusually varied and have a wide compass covering both theirnational and international dimensions. The subjects usuallycover issues taken up for discussion/deliberation in theParliament through the parliamentary device of Questionsand/or through legislative measures like Government Billsor Private Members’ Bills and Resolutions. The informationrequirement of a Member is in keeping with his/her multiplefunctional role as a legislator, viz. as a Member of aParliamentary Committee or of a Parliamentary Delegationvisiting abroad or as a delegate to any InternationalParliamentary Conference/Seminar, etc. Apart from theSession period, the Service caters to information needs ofMembers during inter-Session period as well.

(i) Organisation

In order to ensure supply of the latest and most authenticinformation to Members within the stipulated time, theMembers’ Reference Service is presently divided into varioussubject desks viz. the Agriculture and Consumer Affairs Desk;Economic and Financial Affairs Desk; Environment, SDGsand Science and Technology Desk; Human ResourceDevelopment Desk; Industry and Investment Desk;Infrastructure and Energy Desk; International Affairs,Defence, Communication and IT Desk; Legal andConstitutional Affairs Desk; Political and ParliamentaryAffairs Desk; Rural Development, Labour, Employment andInformation and Broadcasting Desk; Social Affairs Desk andSocial Welfare Desk. The officer in-charge of each Deskcollects and collates information pertaining to the subjectsallocated to him/her and make available the same to theMembers in the form of Reference Notes, Background

(ii) Facilities

The facilities provided by the Members’ ReferenceService fall broadly under the following categories:

(i) Supply of on-the-spot information to membersfrom published documents;

(ii) Collection and dissemination of latest information,factual data, statistics, etc. in response to members’written reference requisitions;

(iii) Preparation of Reference Notes/Legislative Noteson important topics and Bills coming up/pendingbefore the Parliament respectively;

(iv) Preparation of bibliographies on importantsubjects; Preparation of Background Notes,Information Bulletins, Fact Sheets and InformationFolders on topical issues;

(v) Preparation of bibliographies on importantsubjects; Preparation of Background Notes,Information Bulletins, Fact Sheets and InformationFolders on topical issues; and

(vi) Updating and printing of various regularpublication from time to time.

(iii) Processing of Requests

The scope of material to be collected in response toMembers’ reference requisitions is normally limited to

subjects connected with the immediate business before thetwo Houses of Parliament. Members may hand over thewritten requisitions either at the Members’ Assistance Desklocated in the Parliament House or the one located insidethe Members’ Reading Room in Parliament Library Building,indicating clearly and precisely the specific points on whichinformation is desired by them. They also have the option toconvey their requirements over telephone or direct to theofficers in the Reference Division. One officer is availableat each of the Members’ Assistance Desks to attend to theon-the-spot information requirements of Members and toassist them in filling up the reference requisitions.

The Members’ Reference Service caters to theinformation needs of Members both in English and Hindi asper their choice. The information required by the Membersis culled out from authentic sources, arranged and edited inthe form of notes or tables, as the case may be, and passedon to the Members concerned.

(iv) Analysis of the work handled

(a) The popularity and usefulness of Members’Reference Service can be gauged from the markedincrease in the number of reference requisitionsreceived and handled during the past few years. Asagainst 150 references handled in 1950, 425references were attended in 1960, 700 in 1970,3627 references in 1980, 5167 in 1990, 6508 in2000, 6681 in 2010, 4900 in 2012, 5425 in 2014,5596 in 2015, 5291 in 2016 and 5595 in 2017.

(b) A Session-wise resume of work done by theService reveals that on an average, 44 references

were received and handled per day during thesession periods of the Eleventh Lok Sabha,53 references during the Twelfth, 57 referencesduring the Thirteenth, 67 references duringFourteenth and 55 References during FifteenthLok Sabha. As against this, as many as76 references on an average were received andhandled per day during the Sixteenth Lok Sabha.

(c) A time and motion analysis of references receivedduring the Fifteenth Lok Sabha reveals that as manyas 81 per cent of the references were for the sameday, 17 per cent were required within 2-3 days,2 per cent within 4-7 days and only 1 per centwere for more than seven days. So far as theSixteenth Lok Sabha is concerned, an analysis ofdata shows that, on an average, 91 per cent ofreferences were to be disposed of on the sameday, 8 per cent were required within 2-3 days and1 per cent were required within 4-7 days.

(d) An analysis of subject-wise classification ofreferences received during the Sixteenth Lok Sabhareveals that 42 per cent of the total referenceswere on economic and financial matters, closelyfollowed by 41 per cent on political and socialmatters. The remaining 17 per cent consisted ofreferences on subjects like Legal, Constitutionaland Parliamentary matters (10 per cent), Scienceand Technology and Defence (5 per cent) andInternational Affairs (2 per cent).

As an initiative towards e-Parliament and PaperlessSecretariat, a Members’ e-Portal for the benefit of Membershas been launched on 17 July 2016. In addition to the signedrequisitions, Members can send their queries online throughMembers’ e-portal and get the desired information throughe-resources in the inbox of e-portal.

About 429 references were received online fromMembers during the year 2017.

A large number of occasional papers are now madeavailable on Library website and on Intranet in digital formatfor on-line retrieval by Members of Parliament and for usein the Secretariat. Electronic version of the Reference Notesare also e-mailed to Members of both the Houses ofParliament.

auspices of the Inter-Parliamentary Union (IPU), theCommonwealth Parliamentary Association (CPA), the WorldConferences of Speakers of Parliament, the Association ofSAARC Speakers and Parliamentarians, the Meetings ofWomen Speakers of Parliament, the Conferences of Speakersand Presiding Officers of the Commonwealth (CSPOC),Parliamentary Conferences on specific subjects such asWTO, Cyber-Security, Climate Change, etc. ParliamentaryDelegations from and to India also constitute the core ofparliamentary exchange in India. In connection with theseevents, the Division prepares well-researched Briefs,Background Notes, Speeches, Talking Points, etc. on varioussubjects of discussion for use during these occasions.Besides, draft Resolutions, Memoranda and Declarations ongeneral as well as specific themes discussed/adopted at thesefora are examined and amended as per the declared policyof the Government of India. The Division also providesfactual information on various aspects of parliamentary database maintained by the IPU.

Briefs, Background Notes, Speeches and Talking Pointsare also prepared for use at the Annual Conferences ofPresiding Officers of Legislative Bodies in India, the IndiaRegion Commonwealth Parliamentary AssociationConferences, Conferences of Chairpersons, programmesorganised by the Indian Parliamentary Group (IPG) and theBureau of Parliamentary Studies and Training (BPST). Onthe occasion of various Conferences by the Parliament ofIndia, Daily Bulletin Desks are set up by the Division inorder to prepare and circulate daily bulletins about theConference related news, proceedings, schedules, etc. tokeep the delegates and participants informed/updated. Reportson important Conferences carrying select photographs and

(c) Publications/Periodicals

The Division brings out a number of books, booklets,brochures, monographs, pamphlets, etc. from time to timeon various aspects of parliamentary functioning, practicesand procedures, and other relevant subjects. The Divisionperiodically revises and updates several importantpublications such as Kaul and Shakdher’s Practice andProcedure of Parliament, Members of Lok Sabha: A Briefintroduction and Who’s Who containing biographicalinformation about the Members of Lok Sabha when a newLok Sabha is constituted after general elections. The Divisionmaintains and updates in coordination with Computer(Software) Unit/ NIC the Members Homepage on the website(www. parliamentofindia.nic.in/www.loksabha.nic.in).

With a view to reviving the memory of eminentparliamentarians who played a distinguished role in country’sfreedom struggle and/or contributed substantially for thedevelopment of our parliamentary democratic systempublications are brought out under the EminentParliamentarians Monograph Series/CommemorativeVolumes. Besides, brief profiles of national leaders including

The Journal of parliamentary Information is alsopublished by the division (Quarterly) containing thedevelopments in practices and procedures, parliamentary andconstitutional developments, sessional review, and importantparliamentary events and activities that have taken place inIndia and foreign Legislatures. The journal also includesarticles on issues of parliamentary importance from Membersof Parliament and experts. The Secretary-General’s sessionalD.O. Letter covering important rulings from the Chair,significant events and developments of constitutional andprocedural importance, important business transacted inLok Sabha during the session, etc. for circulation to theSecretaries of State Legislatures and others, is also broughtout by the Division at the conclusion of each session. TheIPG Newsletter (Quarterly) is brought out as a source ofinformation about various events and activities of the IndianParliamentary Group (IPG) such as exchange ofParliamentary Delegations, IPU, CPA and the Association ofSAARC Speakers and Parliamentarians Conferences,Seminars, Symposia, Meetings, etc.

Copies of the periodicals brought out by LARRDIS aremade available to members free of cost on request. Otherpriced publications, including books brought out by theLok Sabha Secretariat, can be purchased by Members ofParliament at a special discount of 50 per cent of the saleprice of the publication.

Digitisation Unit

Parliament Library is one of the richest repositories ofbooks and parliamentary documents in India. Although theLok Sabha website launched in 1996, provides variousdatabases, including database of Debates and CommitteeReports from 12th Lok Sabha (1997) and 13th Lok Sabha(1998) onwards respectively, but a large volume of Debates(1st to 11th Lok Sabha), Parliamentary Committee Reports(1st to 12th Lok Sabha) and other important parliamentarypublications are available in physical form only in theParliament Library. Realising the archival as well as referencevalue of all such parliamentary documents, a step was takento digitise and provide online access of such rich repositoryto the parliamentarians, researchers, media, and other users.

The main aim of the project of digitisation is to createa single window for all information needs on parliamentarydocuments. The project was initiated in July 2012. A webportal of Parliament Digital Library has been developed athttp://eparlib.india.nic.in.

The major component of the project is to digitiseLok Sabha Debates from 1st to 11th Lok Sabha covering the45 year period (1952-1997). The second component of theproject is to digitise Reports of all ParliamentaryCommittees from 1952 to 1998. The third phase involvesdigitisation of the important publications of Lok SabhaSecretariat and historical debates of: (i) ProvisionalParliament (1950-1952); (ii) Constituent Assembly of India(Legislative) (1947-1949); (iii) Central Legislative Assembly(1921-1947); (iv) Council of State (1921-1946) and(v) Indian Legislative Council (1858-1920). In addition,Presidential Addresses to Parliament, Budget Speeches and

Select Lok Sabha Secretariat publications are also part ofthe project.

The project has been undertaken by the Lok SabhaSecretariat in collaboration with Centre for Development ofAdvanced Computing (C-DAC) for scanning purposes/backup of scanned data and, with NIC officials for developmentof Parliament Digital Library (PDL) Website.

When launched, the PDL website will give open accessto all parliamentary documents to the users from 1st to16th Lok Sabha. The twin objective of digitisation are toprovide archival debates anytime anywhere to the users andto preserve the physical copies of debates. Not only thisprocess is eco-friendly, it is also a step towards a paperlessSecretariat besides being cost effective.

Computer facilities for Members of Parliament

Keeping in view the immediate information requirementsof the parliamentarians and to automate their offices,computer equipments are made available to the Membersthrough a ‘Scheme of Financial Entitlement of Members ofLok Sabha for Purchase of Computer Equipment’. Underthe Scheme Members are entitled to purchase any or all ofthe items of computer equipment [Desktop Computer, LaptopComputer, Pen drive, Printer (DeskJet/LaserJet/Multi-function/portable), Scanner, UPS (with desktop only),Handheld Communicator/ Computer Data Internet Cards,MS Office Suite]. This helps the Members to get instant andup-to-date information on a wide range of activities throughInternet; to organise their office work; receive/sendelectronic mail; have a quick and accurate information onlegislative and parliamentary matters, etc. on their desk.

A Digital Library has been set up in the Computer Centre,Lok Sabha Secretariat to cater to the needs of Members ofParliament. The collection of DVDs, CDs, tapes and floppiesis being developed keeping in view the core area of interestof Members of Parliament and the latest technologicaladvancements. A CD containing Constitution of India,Constituent Assembly Debates was released by the Hon’blePresident of India on 15 March 1996. A Member is entitledto borrow two DVDs/CDs at a time for his/ her ownreference for a period of one week.

Documentation Service

The Documentation Service is located in Room No.G-59, Ground Floor, “I” Block of the Parliament LibraryBuilding. It was set up in 1975 and presently responsible forindexing the articles published in various national andinternational periodicals being received in the ParliamentLibrary that may be of interest to the Members ofParliament, Officers of both the Secretariats, researchersand other users. The articles selected during a particularfortnight are suitably indexed, annotated, assigned subjectheadings and fed into ‘LIBSYS 7 Software’. The text of allthe articles are also linked with indexing since January, 2017.The indexed articles are retrievable author-wise, title- wiseand subject-wise through the website http://parliamentlibraryindia.nic.in/under the icons:‘Parliamentary Documentation’ in English and ‘SansadiyaPralekhan’ in Hindi.

The electronic version of ‘Parliamentary Documentation’and ‘Sansadiya Pralekhan’ is e-mailed to the Members ofParliament, Journalists, Researchers Officers of theLok Sabha and the Rajya Sabha Secretariats who opted for

From January1989 onwards, it is being published as ‘ParliamentaryDocumentation’ and ‘Sansadiya Pralekhan’ in Hindi fromAugust, 2008 onwards. Since the Documentation Service isavailable on the Parliament of India Home page, only alimited number of computer generated copies of bothpublications are brought out for the use of Members ofParliament. Bound volumes of the publications are availablefor reference in the Parliamentary Library.

Reprography Service

The Reprography Service of Parliament Library, set upin 1975, caters to the urgent official photocopying needs ofMembers of Parliament, ex-Members of Parliament,research scholars, media persons accredited to the Lok Sabha,Rajya Sabha Galleries and officers and Branches of theSecretariat for photocopying of the important press clippings,Parliamentary questions and debates, articles fromnewspapers, periodicals, extracts from books and otherdocuments.

The Service has three distinct Units:

(a) Members’ Reprography and Typing Unit,Parliament House Located at 045, Ground Floorin Library Reading Hall, Parliament House providesfacilities of photocopying (Rs. 1/- per page) andtyping in Hindi and English (Rs. 6/- per page forsingle space, (Rs. 5/- per page) for double spaceand additional copy (Rs. 1/- per page) of personalcorrespondence/documents of Members of

(b) Members’ Reprography Unit, Parliament LibraryBuilding (PLB) Located at Room No. G-037 inthe Ground Floor, PLB provides the photocopyservice to Members of Parliament, ex-Membersof Parliament, Press Correspondents andresearchers against payment.

(c) Research/Reference Reprography Unit, ParliamentLibrary Building Located at Room No. FB 54 and54 A, PLB, the Unit exclusively meets thephotocopying needs of Officers, Branches of theSecretariat and Offices of the Chairmen ofCommittees.

Microfilming Unit

The Unit, set up in 1987, maintains documents inmicrographic form for archival preservation and usage. TheUnit has prepared microfilm rolls of Debates of CentralLegislature (1858 onwards); Reports of variousParliamentary Committees; Reports of Department- relatedParliamentary Standing Committees; Papers Laid on theTable; Presiding Officers’ Conferences (Agenda,Proceedings, Resolutions, Minutes); Constitution of India(Hindi and English calligraphed copy of the original);Decisions from the Chair; Observations from the Chair;Directions by the Speaker; Souvenirs of ‘Parliament of India’;Library Records; select rare books and several historicaldocuments; important publications of Lok Sabha and RajyaSabha Secretariats; private papers of eminentparliamentarians, etc. At present, work in the MicrofilmingUnit has been stopped by the orders of the Competent

Press Clipping Service

The Press Clipping Service was started on a modest scalein the year 1956 with the objective of speedy disposal ofreferences on current topics received from Members ofParliament and others. The scope of the Service hasconsiderably increased over the years. It collects allimportant, relevant and up-to-date news items, editorialcomments and articles on developments in the legislative,political, economic, socio-cultural, scientific andtechnological fields. The clippings are taken from 11 Hindiand 18 English Newspapers published from various parts ofthe country. Hindi newspapers are – Business Standard, DainikJagran, Economic Times, Hindustan, Jan Satta, Nav BharatTimes, Rashtriya Sahara, (all from New Delhi), Aaj (Varanasi),Lokmat Samachar (Nagpur), Punjab Kesari (Panipat),Rajasthan Patrika (Jaipur). Press clippings are used extensively by Members,Research and Reference staff as also by different Branchesof both the Lok Sabha and the Rajya Sabha Secretariats,research scholars visiting the Parliament Library andaccredited press correspondents.

Press clippings are maintained chronologically in subjectfolders and stacked in a proper sequence according to aspecially devised classification scheme based on the DeweyDecimal Classification System. These folders are not issuedout but can be consulted in the Reading Rooms of theParliament Library and the Press Clipping Section. Atpresent, the Press Clipping Section is housed in the firstbasement ‘K’ Block of the Parliament Library Building.

The scrutiny of old press clippings is carried out regularly.Most of the press clippings are retained for five years.Important clippings of archival value and those having abearing on constitutional, parliamentary and legaldevelopments are retained permanently after scrutiny.

In line with the on-going process of computerisation ofvarious activities of the Parliament Library, the digitisationof the Press Clipping Service has been initiated from June,2011. Selected Images of important press clippings on topicalinterest both in Hindi and English taken from e-Newspapersare being prepared/scanned and uploaded on the Lok SabhaIntranet using “e- News Clippings Service’’ Software designedand developed by NIC. Since January, 2017 the Service isfully computerised and all the important press clippings aresaved in PDF format from e-newspapers. These clippingscan be retrieved through classification number, subject andkeywords, newspapers and date-wise from the computersconnected in Local Area Network (LAN) in the ParliamentHouse Complex.

Audio-Visual and Telecasting Unit

In the light of advancement made in the electronics mediaand need to make the citizens aware of the deliberations in

Parliament, Rajya Sabha and Lok Sabha Secretariats havetaken several steps to record and telecast/broadcastproceedings of the Parliament. A beginning was made in thisdirection, when for the first time, the President’s Address toMembers of both Houses of Parliament was telecast ‘live’on 20 December, 1989. Subsequently, an Audio-VisualLibrary was set up in 1992 for viewing and keeping theavailable records of the proceedings.

The proceedings of the Lok Sabha were recorded inU-matic cassettes/Betacam tapes till 22 March, 2006.However, after that, the Lok Sabha proceedings are beingrecorded on DVC Pro cassettes. Members can obtain copiesof the video DVDs containing recordings of proceedings ofLok Sabha, Parliamentary events and programmes ofLok Sabha Television Channel by contacting the Audio Visualand Telecasting Unit, which processes such requests.Members may, however, utilise these recordings strictly forpersonal use.

The Unit with a viewing room was set up in 1992 inParliament Library, Parliament House. With the shifting ofParliament Library in the year 2002, Audio-Visual andtelecasting Unit is now functioning in Room No. G-140(Ground Floor) with a ‘Viewing Room’ and an ‘Editing Room’in Parliament Library Building. This Unit looks after thework of collection of material, accessioning, preservationand preparation of computerised database for quick retrievalof cassettes of the parliamentary proceedings and otherevents like Conferences, Seminars, Symposia, Workshops,Telefilms on different aspects of parliamentary practicesand procedures and Lok Sabha Television Channel (LSTV)Programmes. Facilities for viewing/listening to video records

and language courses are available to Members of Parliament.Arrangements have also been made for supplying copies ofspeeches of Members of Lok Sabha into DVDs for use bythem. The Unit also provides blank cassettes/DVDs/VCDsto Channel for recording the programmes and also keepsthe recorded cassettes for preservation.

Audio-Video Library is preserving selected recordingsof Lok Sabha proceedings since 1992 and entire recordingssince 1994 in video cassettes of broadcasting quality. TheUnit also preserves recordings of Rajya Sabha proceedingsin VCD/DVD format since 1992.

Language Courses for MPs

The language courses (audio and video cassettes) availablein the Unit include the following:

Televising of select parliamentary proceedings wasinitiated on 20 December, 1989 with the live telecast of theAddress by the President to the Members of both Houses ofParliament. Subsequently, President’s Address was beingtelecast/broadcast live on regular basis. With a view to expandthe scope of telecasting and in accordance of therecommendations made by the General Purposes Committee,proceedings of Question Hour in both the Houses ofParliament were recorded and telecast the following morning.The Question Hour in Lok Sabha was first time telefilmedon 2 December, 1991 and telecast the following morningi.e. 3 December, 1991. Similarly, the Question Hour of theRajya Sabha was telefilmed for the first time on 9 December,1991 and the recording was telecast the following morning.Later, the presentation of the Railway and the GeneralBudgets were televised ‘live’ for the first time on25 February, 1992 and 29 February, 1992 respectively.Further, important speeches of the Prime Minister, Leaderof the Opposition and leaders of various other parties inLok Sabha during the discussion on the Motion of Thanks tothe President’s Address, General Debate on the Budget anddiscussions on the Demands for Grants of various Ministrieswere telecast in capsule form in order to project the views

of various parties for the benefit of viewers. In the beginning,only selected proceedings of the Lok Sabha were recorded.Since 18 April, 1994, complete proceedings of the Lok Sabhahave been telefilmed.

As a major step to telecast the Lok Sabha proceedings‘live’, a Low Power Transmitter (LPT) was set up inParliament House on 25 August, 1994 to make telecastavailable within a range of 10 to 15 kms. from ParliamentHouse. With the installation of another Low PowerTransmitter, the Rajya Sabha proceedings were also telecastlive since 7 December, 1994. Since then, the proceedingsof the ‘Question Hour’ of both the Houses had also beentelecast live on alternate weeks throughout the country onthe National Channel of Doordarshan. All India Radio, too,broadcasts the recording of Question Hour of both theHouses on alternate weeks on their National Channel sameday. With the launch of DD-News Channel, Doordarshan hasbeen telecasting ‘live’ the Question Hours in both theLok Sabha and the Rajya Sabha simultaneously on nationalChannel and DD-News Channel of Doordarshan on alternateweeks since the Winter Session of Parliament in 2003.

Two separate dedicated satellite channels were set up on14 December, 2004 by the Doordarshan in coordinationwith Audio-Visual Unit for telecasting ‘Live’ the proceedingsof the Rajya Sabha and the Lok Sabha. Since 24 July, 2006,LSTV Channel has been telecasting ‘live’ the proceedings ofthe Lok Sabha. The 24 - hour channel is being run, servicedand financed by the Lok Sabha Secretariat. Besidestelecasting the proceedings of the Lok Sabha live duringsession period, channel also produces and telecast severalprogrammes on subjects of topical interest which haveconcern for the masses of the country.

The guidelines for recording, telecasting, webcasting andbroadcasting of the proceedings of the Lok Sabha and otherparliamentary events and activities and supply of cassettesor discs thereof to Members of Parliament, Media and otherswas published in order to ensure that such telecast/broadcastis as per established norms and standards. The guidelinesare updated periodically as per requirement.

Audio-Visual and Telecasting Unit coordinates withDoordarshan/ All India Radio for telecasting/broadcastingof proceedings of national and international conferences/seminars besides other important parliamentary functionsheld in the Parliament precincts and elsewhere. The Unitmakes all necessary arrangements for effective anduninterrupted telecast/broadcast by providing infrastructuraland other assistance to all concerned agencies. The Unitalso coordinates with Doordarshan/All India Radio for livetelecast/broadcast of proceedings of the ‘Question Hour’,in both the Lok Sabha and the Rajya Sabha.

As an extension of telefilming and televising ofparliamentary proceedings, video films were prepared ondifferent parliamentary practices and procedures and otherrelated topics for use of Members of Parliament, and others.Six Parliamentary films have so far been prepared, viz ,“Private Members’ Bills”; “Parliamentary Questions”;“Parliamentary Etiquette and Manners”; “FinancialCommittees”; “Enriching the Debates in Legislatures”; and“How to be an Effective Parliamentarian”.

Press and Public Relations Wing

The Press and Public Relations (PPR) Wing of theLok Sabha Secretariat was set up in April 1956 to provide

facilities to the media persons to enable them to cover theproceeding of the Lok Sabha, and to establish liaison withparliamentary correspondents and various Governmentorganisations for publicity of parliamentary and otheractivities of the Lok Sabha. The Wing also deals with mattersrelating to the Press Gallery of the Lok Sabha (with a seatingcapacity of 123), including the issue of Press Gallery passesand provision of functional facilities to correspondentscovering the proceedings of the House.

The facilities provided include supply of parliamentarypapers, daily agendas, Committee reports, other Papers laidon the Table of the House etc. to all accreditedcorrespondents of Parliament who are provided photolaminated passes for a year by the Lok Sabha Secretariat.Photocopying and local fax facilities are extended to themfree of cost on request. They can also consult books,periodicals, reports and other literature available inParliament Library. Facilities available to MPs for viewingrecordings of parliamentary proceedings in the Audio-VisualUnit and to take footage of debates, etc. have also beenextended to media persons.

Simultaneous interpretation of proceedings of Parliamentare available to the media persons in the Press Gallery. Largescreen television sets are kept in Press Gallery as well as inthe Press Rooms to enable them to watch proceedings ofthe House. Canteen facilities are provided in Room Nos. 54and 73, Parliament House. Three well-furnished Press Roomshave been provided to representatives of media in ParliamentHouse near the Lok Sabha Press Gallery. There is a Mediaworkstation with television, telephone and 10 computerswith internet facility in the Parliament Library Building to

A Press Advisory Committee of the Lok Sabha,comprising 27 members, is appointed every year by theSpeaker, Lok Sabha, from amongst senior representatives ofthe Media accredited to the Lok Sabha Press Gallery.The main functions of the Committee are (i) to recommendthe issuance of temporary passes to the representatives ofthe Newspapers/News Agencies/Media intending toattend and cover the proceedings of the House from theGallery and/ or any other Parliamentary event or activity;(ii) to recommend the issuance of permanent passes to therepresentatives of the Newspapers/News Agencies/Media intending to report the proceedings of the House;(iii) to examine the complaints made against therepresentatives of the Newspapers/News Agencies/Media andto recommend to the Speaker, Lok Sabha for appropriateaction; (iv) to recommend to the Speaker, Lok Sabha, thekind of facilities that may be given to them to dischargetheir duties; and (v) to do such other things which are relatedto their functions.

Press Releases on all matters connected with the sessionsof the Lok Sabha and meetings of Parliamentary Committees,visits of foreign Parliamentary Delegations to India and ofIndian Delegations to other countries and national andinternational parliamentary functions taking place inParliament House/Parliament House Annexe, are issued bythe Press and Public Relations Wing. Special arrangementsare made for wider coverage of important ParliamentaryConferences by setting up media centres to cater to theneeds of the print as well as electronic media.

All Press Conferences of Speaker/Deputy Speaker/Chairmen of Parliamentary Committees are arranged by thePPR Wing. Meetings of Speaker/Deputy Speaker/Secretary-General, Lok Sabha, with correspondents accredited to thePress Gallery are also arranged by this Wing.

Photographs for inclusion in the Lok Sabha ‘Who’s Who’containing biographical sketches of Members are collectedby this Wing soon after the constitution of new Lok Sabha.For this purpose, a temporary studio is set up to takephotographs of newly elected members.

For an easy identification of a Member in the House bythe Speaker, a Chart showing Members’ photograph and theirnames, Party affiliation and Division number is prepared bythis Wing which is placed on the Table of the Speaker in theChamber. This is also made available for use by Officers ofthe House.

A set of handy Information Folders on various aspects ofparliamentary practice and procedure and other activities isbrought out in Hindi and English for distribution amongstMembers of Parliament and other dignitaries, Presscorrespondents and visitors to the Parliament, with theobjective of wider dissemination of knowledge about theworking of parliamentary institutions.

Thematic Calendars of various facets of Indian Parliamentand parliamentary functions/events are brought out everyyear for distribution amongst Members of Parliament,dignitaries, Presiding Officers of State Legislatures in India,Officers and staff of the Lok Sabha Secretariat, media personsand others.

In order to keep Members informed on the latestdevelopments in the country and abroad, particularly duringthe Sessions of Parliament, English, Hindi and Urduteleprinters, serviced by national news agencies, have beeninstalled in Parliament House/Parliament Library Building.Important news items received on these teleprinters arecollected, scanned and brought to the notice of the Speakerand the Secretary-General, Lok Sabha immediately. Suchnews items are also displayed on a News Display Boardlocated near the Reading Hall in Parliament House at regularintervals during the session.

The Wing also acts as a Nodal Agency for alladvertisements issued by different Branches of the Lok SabhaSecretariat for publication in newspapers. In its efforts toreach out the media persons and others instantaneously, theBranch issues press releases, photographs, etc. through socialmedia platforms, such as Twitter and Facebook.

Who’s Who Cell and Ad-hoc Publications Unit

The Who’s Who Cell and Ad-hoc Publications Unit isentrusted with the task of collecting the biographicalinformation about the newly elected Members after everyGeneral Election and the constitution of a new Lok Sabha.The information furnished by Members or obtained fromofficial sources is edited to prepare bioprofiles and bringout biographical publications. The Cell brings out threepublications on a regular basis. They are:- (i) a bilingualpublication containing brief biographical sketches of theMembers of the new Lok Sabha with permanent address;(ii) Revised edition of the same publication with DelhiAddresses and Division Numbers in Lok Sabha; and(iii) ‘Who’s Who’ of the Lok Sabha, (Hindi and English

The Cell edits the information published by theMembers, cross–checks it from authentic sources and getsit authenticated from the concerned Members.

The Cell also brings out ‘Profiles Handbook’, as assignedfrom time to time, during the National and InternationalConferences and Seminars for the use of the Delegates. Inaddition, the Cell examines various requests received underthe RTI Act, 2005 and furnishes information concerningMembers of the Lok Sabha, from the first Lok Sabha to thelatest, with regard to, their bio-profiles and statistical dataas sought by the applicants. The Cell also brings out suchother publications/and attends to ad-hoc items, as assignedfrom time to time, the last such publication was bringingout the updated Hindi and English versions of theConstitution of India in both Hard bound Deluxe and Pocketsize editions.

Children’s Corner

Children’s Corner in the Parliament Library is a uniquearrangement in so far as legislature Libraries is concerned.Such kind of arrangement for children exists only in theNational Diet Library of Japan, it is housed in Room No.G-131, Ground Floor, ‘E’ Block, PLB.

The Children’s Corner was inaugurated by the Hon’bleSpeaker, Lok Sabha, Shri Somnath Chatterjee on 21 August2007. His concept to establish a ‘Children’s Corner’ inParliament Library is an initiative towards easy access of

Decorated in a befitting manner, the Children’s Cornerhas in its holdings about 2400 books in English, 1700 booksin Hindi and 100 books in Regional languages besides anumber of CDs and DVDs pertaining to different subjects.Eleven periodicals/newsletters of children’s interest in Hindias well as in English are being regularly subscribed for theChildren’s Corner. The documents/CDs/DVDs available inthe Corner are for consultation/use in the Library only andare not issued. The Children’s Corner also has a well-developed Multimedia Centre equipped with computers withinternet facility. Children are encouraged to make use of thecomputers as an educational tool.

Special events like drawing and essay writingcompetitions are being organised from time to time to makethe Children’s Corner an interactive hub of activities. TheChildren’s Corner has been established as a branch libraryof the main Parliament Library. Small groups of childrensponsored by the recognised schools and registered NGOsare making regular use of the Children’s Corner.

The Children in the age group of 8 to 17 are eligible tobe the members of the Children’s Corner. Membership ofthe Children’s Corner may be extended to (a) Children/grandchildren of Members of Parliament and ex-MPs who haveobtained membership of the Parliament Library; (b) Childrenof the permanent employees of Lok Sabha/Rajya SabhaSecretariats and Ministry of Parliamentary Affairs;

Other useful links on the Lok Sabha Webpageallow users to get access to the websites of differentnewspapers, Election Commission of India, States and U.T.s,State Legislatures, Parliaments of other countries, Inter-Parliamentary Union and other such bodies.

The overall emphasis has been to use the Internet fordisseminating essential information about the Lok Sabha tothe world at large and at the same time provide easy accessto Members to all the Information available on the WorldWide Web.

A portal specially dedicated to Members has also beenprovided on the website. Moreover, the details about theofficers and sections of the Lok Sabha Secretariat with theirrespective responsibilities and address and contact numberare also available on the web page for direct sharing ofinformation, quicker contact and effective response.

Archival photos of Parliament House with importantinformation are put in the photo album giving the viewer a

Speaker’s Research Initiative (SRI)

Speaker’s Research Initiative (SRI) is the brainchild ofthe Hon’ble Speaker, Smt. Sumitra Mahajan, which wasinaugurated by Hon’ble Prime Minister, Shri Narendra Modion 23 July, 2015. It seeks to assist Members of Parliamentin playing a more effective role in law-making, parliamentarydebates, oversight of governance and to respond to the everincreasing, ever more complex issues of national andinternational importance. It is an organ of the Lok Sabhathat works under the guidance and supervision of the Hon’bleSpeaker. At present, SRI has nine members, with each beingan acknowledged expert in his or her field.

The objectives of the SRI are as follows:

1. To identify major areas/issues of long term,strategic policy significance as well as of topicalimportance;

2. To generate high quality research inputs and makeavailable latest critical knowledge and expertise

SRI covers the following four broad areas of work:

1. Organises workshops for Members of Parliamenton issues of national and topical importance;

2. Organises events like National Conference ofWomen Legislators;

3. Conducts an internship programme for youngscholars in the country; and

4. Conducts a fellowship scheme for scholars withoutstanding academic record or for experts in theirrespective domains.

In keeping with the need for computerisation of variousservices of the Rajya Sabha Secretariat, action was initiatedin December, 1987 to automate various activities of theSecretariat, viz. Questions, Members’ Salary and Allowances,Pay and Accounts, etc. Almost all the activities of theSecretariat have been automated. IT Sections and NICComputer Centres, one each in Parliament House (PH) andParliament House Annexe (PHA) have been set up to providenecessary hardware and software support to various branchesof the Secretariat and to the Members of the Rajya Sabha.

(a) Parliamentary Information available on the RajyaSabha Website

Websites of the Rajya Sabha are available on Internetwith the NIC support in English and Hindi and the same canbe accessed at the website address http://rajyasabha.nic.inand http://rajyasabhahindi.nic.in. These are two separatewebsites exclusively dedicated to the Rajya Sabha and canalso be accessed through Parliament of India website (http://parliamentofindia.nic.in). The Rajya Sabha websites, atpresent, contain information regarding various aspects ofthe functioning of the House and its Committees includingQuestions, Bills, Assurances, Debates, Committee matters,Members’ bio-data etc. Most of the information is supportedby online databases. The website includes the followinginformation

The Official Debates consists ofthe digitised version of edited debates of the Rajya Sabha.At present the Debates Portal contains degitised officialdebates from 1st to 234th Session. The portal providesadvanced search for easy retrieval of information fromDebates.

Members: Databases about Members contain informationabout sitting, nominated and former Members. Their Homepages provide information about their Parliamentaryactivities, MPLADS fund usage, etc. Extensive search facilityon various parameters has also been provided.

Committees: Database of meetings, engagements,recommendations and membership of various Committeesof the Rajya Sabha, as well as complete Committee Reports

(b) Publications and Who’s Who Unit

A major task is to bring out various publications on behalfof the Secretariat, including the Who’s Who of the RajyaSabha, containing the biographical sketches of Members,after every biennial election to the Rajya Sabha. Publicationsand Who’s Who Unit brings out on behalf of the Secretariatall routine and other publications from time to time andalso undertakes the task of their circulation and distributionas per the mailing list. While some of these publications areone-time, others are regularly updated.

Who’s Who, Rajya Sabha

The Unit attends to the work relating to compilation ofthe Who’s Who, Rajya Sabha. It is brought out every twoyears after new Members are elected in the biennialelections. Standard Biographical Sketch Forms are sentto the newly elected Members for collecting theirbiographical details, along with their photographs, forinclusion in the Who’s Who, Rajya Sabha. Similarly, tear-off sheets of the biographical sketches published in theprevious edition of the publication are sent to thecontinuing Members and to those Members who haveretired but are re-elected, for updating. The BiographicalSketch Forms duly completed by the Members arereceived, processed and compiled as per the approvedformat. In case of a query/clarification, the Member iscontacted either in the Rajya Sabha Lobby (duringsession) or through written communication (during inter-session). The biographical sketches as prepared in theapproved format are sent to the Member for vetting andreturn by a specified date, after which the manuscript issent to the Printing Section for printing.

In addition to the biennial publication Who’s Who,Rajya Sabha, a consolidated Who’s Who giving briefbio-data of all Members of the Rajya Sabha sinceinception is also compiled by the Unit.

(c) Digitisation of Debates

Parliamentary debates are repository of information,discussion and deliberation held on the floor of the House.These debates are of paramount importance in understandingthe role played by the House in shaping the destiny of ournation. These documents are of immense national importanceand provide documentary record of the history and legacyof our Parliamentary process.

All the official debates in printed format are availablesince the inception of the Rajya Sabha i.e. 1952. Copies ofthese debates are often required by Members, researchscholars, policy makers, journalists and even ordinarycitizens. A need was felt to digitise the debates and makethem available electronically for quick access and reference.One can easily locate the desired and relevant portion fromthe parliamentary debates as per his/her convenience by justvisiting the Parliament Debate Portal of the Rajya Sabha(http://rsdebate.nic.in).

At present, the Debate portal in the Rajya Sabha websitecontains digitised form of the official debates from the1st Session to the 244th Session. Availability of debates inelectronic form, with a very advanced search engine, on theinternet, is enabling people to easily explore the treasure ofinformation contained in them. Archiving of digital assets indemocratic institutions and its availability in public domainhas assumed critical importance for reaching out to thepeople.

(d) Audio-Visual and Telecasting

The proceedings of Rajya Sabha were recorded live onU-matic cassettes till 29 July, 1998. With thecommencement of TV coverage through the robotic camerafrom 30 July, 1998, the proceedings are being recorded onBetacam cassettes. The proceedings recorded on Betacamcassettes are transferred to Video CDs for supply toMembers on demand on payment basis. Members can obtaincopies of the Video CDs containing their speeches, bycontacting the Lobby Office which processes such requestsfrom Members. However, copy of the video film should beutilised strictly by the members.

(e) Media, Education and Audio-Visual Unit

The Press and Media Unit was created on 17 November,2003 to facilitate better coverage of the Rajya Sabhaproceedings by the media. This Unit was renamed as ‘Media,Education and Audio-Visual Unit’ on 19 September, 2008,as part of the restructuring of Library, Reference, Research,Documentation and Information Service (LARRDIS),Rajya Sabha. The Unit acts as the nodal Section to liaisewith press persons and other media agencies to ensure thatthe proceedings of the Rajya Sabha are reported adequately.For facilitating this, a Media Advisory Committee, consistingof accredited press persons, was constituted in 2008 toadvise the Rajya Sabha Secretariat regarding admission ofvarious media persons and organisations to the Press Galleryof the Rajya Sabha.

For admitting media persons to the Press Gallery of theRajya Sabha, three types of passes viz., permanent, sessionaland temporary are issued. Permanent passes having one year

validity are issued to the journalists against the quota ofnewspapers/news agencies/electronic media admitted to thePress Gallery of the Rajya Sabha, whereas permanent passes,having two years validity, are issued to the journalistsindividually who come under Long and Distinguished Servicecategory. Sessional passes are issued to journalists againstthe sanctioned quota of admitted newspapers/news agenciesand are valid for a Session. Temporary passes are issuedweekly on the recommendation of one member of MediaAdvisory Committee and one journalist having permanentRajya Sabha Press Gallery pass. Besides, Central Hall facilityis also extended to the senior journalists. To avail thisfacility, a journalist has to bring a letter from the Editor/Chief of Bureau recommending his/her name.

For obtaining these passes to the Press Gallery, the Editor/Chief of Bureau of a newspaper is required to send a formalrequest to the Media Unit on the official letterhead enclosing(i) a Circulation Certificate issued either by the Registrarof Newspapers for India (RNI) or Audit Bureau of Circulation(ABC); and (ii) a letter from the Directorate of Informationof the State in which the paper has its principal office. Thequota of a newspaper is fixed on the basis of its dailycirculation. A similar procedure is followed in case ofmagazines also.

Official media agencies, namely, Doordarshan, All IndiaRadio and Press Information Bureau (PIB), have a fixedquota of passes for their representatives to cover theproceedings of the House. However, a formal request isreceived by the Unit from the competent authority of theseagencies recommending the names of representatives forcovering the Rajya Sabha proceedings.

Similarly, the Unit also issues passes to the non-governmental Indian electronic media telecasting 24-hournews and current affairs programmes, includingcomprehensive parliamentary coverage for at least three yearsprior to the date of application for admission.

The Unit also manages a Press Counter near the PressGallery of Rajya Sabha. This Press Counter makes availableParliamentary papers such as Bills, List of Business, Listsof Starred and Unstarred Questions, Statements made by theMinisters, Reports of the various Parliamentary Committees,Special Mentions, etc. to the media persons covering theproceedings of the Rajya Sabha. This Counter works duringthe Session periods. Press Releases are also supplied to themedia persons issued by the Rajya Sabha Secretariat throughthis Counter.

Media Unit also arranges interaction of Chairman andthe Deputy Chairman, Rajya Sabha with the senior journalistsfrom time to time. It also organises Press Conferences forthe Chairmen of the Department-related and otherParliamentary Committees on requests received fromrespective Committee Sections. It issues Press Releasesrelating to the Committee Reports both in Hindi and Englishto Print and Electronic Media for wider publicity. The Unitprepares and issues Press Releases for a number of events/programmes such as Call on of the Hon’ble Chairman andDeputy Chairman by Foreign Parliamentary Delegations,Oath-taking Ceremonies of elected/ nominated Members ofthe Rajya Sabha in the Chamber of Hon’ble Chairman,Orientation Programmes for newly elected/nominatedMembers, farewell function of retiring Members of theRajya Sabha and several other functions held from time totime.

Unit also organises Orientation Programmes for themedia persons admitted to the Press Gallery of theRajya Sabha with a view to equipping them with proceduraland other aspects of the functioning of the Rajya Sabha.

(f) Rajya Sabha Television (RSTV)

Rajya Sabha Television (RSTV) has come into being asa 24x7 parliamentary TV channel fully owned and operatedby the Upper House of Parliament of India i.e. Rajya Sabha.The channel is aimed at providing in-depth coverage andanalysis of parliamentary affairs especially the functioningof and developments related to the Rajya Sabha. Duringsessions of Parliament, apart from telecasting live coverageof the proceedings of Rajya Sabha, RSTV presents incisiveanalysis of the proceedings of the House as well as otherday-to-day parliamentary events and developments. Whilefocusing its attention on current national and internationalaffairs, RSTV also provides a platform for telecastinginformation and knowledge based programmes for itsdiscernible viewers. Simultaneous webcast of the channelis available on the homepage of the Rajya Sabha(www.rajyasabha.nic.in), RSTV (www.rstv.nic.in) as well asYou Tube.

The channel has endeavored, for the first time in India,to offer deeper insights into the functioning of ParliamentaryCommittees to the general public. Moreover, it focusesspecial attention on the legislative Bills, upcoming as wellas the ones under consideration of the Parliament. RSTVintends to cover several other aspects of the functioning ofParliament of India with special focus on the Rajya Sabhafor the benefit of its viewers as it evolves in the days tocome.

Conscious of its role as a responsible and responsivepublic broadcaster, RSTV has conceptualized its programmesand shows on the basis of a vibrant relationship between theParliament and the people that exists in the largestdemocracy of the world. As a matter of fact, it seeks to actas a bridge between the elected and the electors.Simultaneously, it is also aimed at providing an objectiveperspective on national and international affairs to the people.On the one hand, it tries to touch upon almost all the aspectsof political, economic, social and cultural life of the peopleand on the other it makes a sincere attempt at projecting thediversity and vibrancy of Indian society through itsprogrammes and shows based on art and culture.
