MEETING SUMMARY Commissioners Present Cheryl Wagner, Nancy Way, Sid Gupta, Sheila Sappington, Loreen Leo, Kathe Low, Hank Klein, Doug Eglington Commissioners Absent Stephanie Hibner Staff Present Angie Feser, Anjali Myer, Chris Jordan, Elby Jones, Becky Smith, Kelsie Crawford-Clippinger, Derek Allen, Belle Stanley Call to Order 6:45 p.m. Approval of Summary The meeting summary for June 7, 2017 was approved as presented. Approval of Agenda The September 6, 2017 agenda was approved as presented. Public Comment Sharon Stebbins had a few comments in response to the previous meetings PRO Plan presentation including the Emerald Necklace should be included in the PRO Plan, that city Stormwater ponds should have park amenities using Lancaster Pond as an example and the City should provide a greenhouse or plant holding/potting area for Native Plant Stewards work such as plant salvages, bare root replanting and holding transplants. YMCA Report - Dave Mayer, Executive Director Dave presented an overview of the programming offered by the YMCA affecting youth, adults and senior populations. He shared ways the Sammamish Community Center at the YMCA is making efforts to hone programming to fit the needs of the City. Volunteer Program Presentation – Elby Jones, Volunteer Coordinator Angie introduced Kelsie Crawford-Clippinger and Derek Allen, the Parks Stormwater Interns.
Parks Commission Meeting Summary Wednesday, September 6, 2017 2 o f 4 Elby introduced herself and provided an overview of her tasks with the volunteer program including native plant stewards, stormwater stewards, trail stewards, eagle scout projects, community garden, food bank partnership, plant salvages, adopt-a-road, Sammamish walks and blood drives. The volunteer events occur nearly every weekend and include invasive plant removal, native plantings, park clean-up activities, trail work, and special event volunteer opportunities. Kelsie shared her experiences through the summer, supporting volunteer events, native plant stewards and stormwater stewards. She has participated in maintaining and facilitating the establishment of plants at Lancaster pond. Kelsie and Derek had the opportunity to create the stormwater restoration plan at the triangle on Inglewood Hill Road. Derek introduced himself and offered his experience this summer. Derek said it was a “boots on the ground” program through plant restoration, Sammamish walks and connecting with community. Land Acquisition Strategy and Capital Projects Updates Anjali Myer presented the Draft Land Acquisition Strategy Program. Anjali asked for concerns or comments back to Belle or Anjali within a two-week period. Anjali introduced Becky Smith to present the construction project updates: Sammamish Landing ADA Access Improvements Becky provided a recap of the completed work including construction of structural earth walls, installation of pre-fabricated restroom and repairs to a residential driveway. Still in progress are the railing and chain link fence installation, construction of pedestrian access ramps and stairs, right of way modifications with ADA parking and turning lane and refuge island. There is also a planting plan including hydro seeding the slope in the fall and additional plantings in the spring. Synthetic Turf Replacement at Skyline High School Fields The Skyline project was completed in August. The project included the removal of existing synthetic turf, irrigation modifications, drainage improvements, E-layer pad installation, new synthetic turf installation, replacements of chain link fence sections and soccer goal installation. Drainage Improvements at Klahanie Park Fields The Klahanie drainage project has been awarded to Ohno Construction. The project includes removal of the existing natural turf sod and a portion of the infield soils, modifications to the irrigation system, construction of a crushed rock outfield warning track, installation of new sod at the outfield areas and installation of new bases and plates. Becky recapped her internship for the summer which included working on Sammamish Landing, Skyline Turf Replacement, Klahanie Turf Aeration, Klahanie Park Drainage Improvements, Beaver Lake Preserve Trail and Overlook, Park Signage, City Standard Plant List, Big Rock Park Trail Mapping, Fourth on the Plateau, KC Summer Program, and much more! Director’s Report included - Staffing Changes Part-time Office Assistant, Belle Stanley transitioned to the Parks & Recreation Administrative Assistant position. Annelise Diers was hired as an Office Assistant working .75 for facility
Parks Commission Meeting Summary Wednesday, September 6, 2017 3 o f 4 rentals in Parks & Recreation and .25 time as passport and front counter support for Community Development. Chris Jordan joined the department as the Recreation Manager and the Arts Commission will be transiting to Parks & Recreation. Staffing level is making progress but there are still two Park Planner vacancies. Project Updates Angie reported with the vacancies of two park planner positions some projects have been lower priority and placed on hold: Beaver Lake Master Plan, Big Rock Master Plan, Lower Commons Master Plan in conjunction with Town Center and the Green Spine. The Commissioners were provided two opportunities to contribute to two significant Parks & Recreation Planning documents. The first, review the draft Land Acquisition Strategy (LAS) and Implementation Plan and the second, review and comment on the 2012 PRO Plan goals and objectives. The LAS document was distributed via hard at the meeting and electronic copies of both will be provided via email from Angie within a few days. A two week deadline was requested by staff. Park Commission Liaison Reports Sammamish Friends – Sid Sammamish Friends did not have much news over the summer. Planning for the 2018 Kids Mud Run will be starting soon. Sid to thanked Dave Mayer and the YMCA for their partnership and continued support. Sammamish Community Wildlife Habitat – Kathe 40 – 45 visitors to the table at Farmers Market; 250 homes and Eastlake HS are designated wildlife habitats; native plants acquired and given for free; volunteers needed at Lancaster event. Native Plant Stewards – Cheryl and Sid Rain is needed! Trail Stewards – Nancy Way Report Attached. Parks Commission Meeting Summary Wednesday, September 6, 2017 4 o f 4 Liaison Report Trail Stewards - Nancy Way WTA is having three work parties Sept 8, 9 and 10 in Beaver Lake Preserve and Shelby has work party planned with volunteers to finish some trail work there on the 15th, so hopefully we’ll get Beaver Lake Preserve trails all finished up before fall!

Since the Parks, Recreation and Open Space (PRO) Plan was first adopted, Sammamish has experienced annexation and rapid growth. It’s time to update the plan to ensure the community’s evolving priorities for parks, open space, and recreation facilities and programs are accommodated.

Seeking New Parklands
As Sammamish develops and acquisition opportunities diminish, the City will need to be prepared to take advantage of acquisition opportunities in strategic locations to better serve City residents.
Securing future sites will improve park distribution, while promoting active-use recreational spaces that can accommodate field sports, court sports and open play.

The proposed trail routes are intended to illustrate general alignments, which will be contingent upon future design studies and successful negotiations with property owners for access and use.
Expanding Recreation, Cultural & Arts Programming
The City’s approach to providing recreation programs and services is dependent on other organizations being the primary provider for most services.
In 2016, the City hosted or co-hosted 67 special events – most between May and the end of October.
Expanding to manage additional programs and services will likely require increased staffing levels.
There are a strong number of programs being offered in six program categories (see to the right).

Re: Urban Forestry Management Plan Update Report The UFMP is being managed by the City’s Community Development Department and the following is an update written by the project manager, David Goodman. Community Development anticipates that the City will enter into a contract with Davey Resource Group (DRG) at the October 3 City Council meeting. (Results to be reported by Angie Feser during October 4th Parks & Recreation Commission meeting) In addition to the previously discussed scope of work, the revised contract includes advanced GIS analysis of the City’s canopy cover, ‘out‐of‐the‐box’ public engagement methods like the pop‐up studios used in the Transportation Master Plan process, and additional meetings with the Planning and Parks & Recreation Commissions and City Council. 2017 Work Plan For the remainder of 2017, DRG will perform a review of Sammamish’s existing policies, management practices, and plans, host a public educational workshop on urban forestry, and hold kick‐off meetings with the Planning and Parks and Recreation Commissions to clearly establish project goals and objectives. 2018 Work Plan In the first half of 2018, DRG will complete their GIS analysis, host internal (City departments) and external (home‐builders, non‐profit groups, etc) stakeholder engagement meetings, and establish a web presence for the project. In the second half of 2018, DRG will conduct community engagement sessions to identify the public’s priorities for the urban forest, and commence drafting the final plan.
