He has had extensive experience in dealing with buildings of the age and condition of those here at Parkfairfax and possesses an excellent knowledge of the build- ing/repair trades. New Maintenance Director HiredAs was announced in our newsletter last month, Maintenance Director Mike Field retired June 25th, 2010 after more than 30 years of service to Parkfairfax. He will be sorely missed.

After an extensive personnel search the Board of Directors has hired Brian Barnard as his replacement. Brian brings to the position an extensive maintenance background. In his current position he is the Director of Maintenance for the Anderson School District One in Williamston, South Carolina. In that capacity he directs a staff of 25 and has an operating budget of over $3 million dollars. He has had extensive experience in dealing with buildings of the age and condition of those here at Parkfairfax and possesses an excellent knowledge of the build-ing/repair trades.

Brian will be reporting for duty July 12th and we are looking forward to welcoming him to the job!

employee Profile: Luis escobar

Luis Escobar is a plumber’s assistant and was hired in February of 2008. Before working at Parkfairfax, Luis’s plumbing experience involved working with outside utilities. Since he started working here, he has learned the complex Parkfairfax plumbing structure. Some of his daily responsibilities include maintenance and repair to water and gas distribution systems, sanitary sewer systems, and storm drain systems. Luis is a very dependable worker, with a high attendance rating, who helps wherever he is needed. He also com-monly helps with any USP overflow.

Plumbing Crew Chief Danny Raiford said of Luis, “He is a vi-tal part on keeping hot and cold water running. He is very de-pendable, very friendly and helps with calls throughout the day.”

Newsletter Distributors and Deliverers Needed

We are looking for a few people to volunteer and help distribute the Parkfairfax Forum Newsletter. The volunteer system saves the Association a lot of money in mailing costs and it also ensures more timely delivery of your newsletter. We need to keep this system running! So please – volunteer!

We need at least 2 distributor volunteers. As a distribu-tor, you will pick up a box of newsletters from the office and drop off bundles at several door steps. There are two areas that need some assistance. They are located on Mt. Eagle Place and Preston Road.

We also need volunteers to deliver to the following build-ings:

Party Room Rental Hours & RatesThe Party Room is located at the Administration Office

in Building 738. The Party Room can be used for recep-tions, dinners, meetings and other activities. Any resident of Parkfairfax may reserve the Party Room and reservations are awarded on a first-come first-served basis.

Hours:The Party Room is available from 7:00 p.m. through 12:00 a.m. Monday through Thursday; 7:00 p.m. through 1:00 a.m. on Fridays; 10:00 a.m. through 1:00 a.m. on Saturdays; and from 10:00 a.m. through 12:00 a.m. on Sundays. The Lessee may begin entertainment preparation after 5:00 p.m. on Monday through Friday, and after 8:00 a.m. Saturday and Sunday. The party room may be used until 2:00 a.m. for New Year’s Eve functions.

Rates: Along with the rental application, a prepaid security deposit of $200.00 and a rental fee of $100.00 will be required for the Party Room along with a copy of insurance coverage of $100,000 at the time of reservation.

This famed group at the request of the State Department has toured Armenia, Azerbaijan, Georgia, Tajikistan, Turkey, Uzbekistan and the Dominican Republic over the past several years and just com-pleted a tour in Africa and now Parkfairfax, thus crowning BHB as America’s defacto Bluegrass Ambassadors. Our next and final event will be July 10th at 7pm celebrating America’s birthday with a night of classical music.

During the intermission of the concert we gave away over $300 worth of gifts that include 2 gift cards ($25) from Ramparts, 2 gift cards ($20) Fern Street Gourmet, 6 CD’s and hundreds of dol-lars worth of free oil changes and state inspection from Lindsey SMART Center!

Board Approves Revised Charter for Communications Committee

At the April 21st Board meeting the Board of Directors ap-proved an amended “Terms of Reference” for the Communi-cations Committee, setting forth the role and responsibilities of the Committee. Central functions of the Committee include:

(1) Providing specifications and proposals for services related to As-sociation communication needs such as newsletters, web site, wel-come packages, information signs, surveys, Association marketing materials, etc.

(2) Developing policies relating to Association communication ve-hicles such as editorial policies, advertising policies, etc.

(3) Providing advice and assistance to the Newsletter Editor con-cerning newsletter content, design, size, production, frequency, dis-tribution, etc.

(4) Providing advice and assistance in conjunction with the Tech-nology Committee (presently being formed) to the Webmaster re-garding the web site, including design and content of the website;

(5) Distributing information pertaining to city, state, or regional issues impacting Parkfairfax.

(6) In conjunction with the Association’s managing agent, coordi-nating the periodic preparation and distribution of a community directory.

(7) In conjunction with the Association’s managing agent, coordi-nating the preparation and dissemination of communications for community events, such as Annual Meetings, committee meeting schedules, etc.

(8) Providing recommendations to the Association’s managing agent for expenses in the Committee’s area of jurisdiction to be considered for inclusion in the Association’s annual operating bud-get.

Unwind WednesdaysBeginning August 4th and every Wednesday through August, in collobration with Grabielismo Productions, Parkfairfax will provide the soothing sounds of harps and guitars each week at the Coryell Pool from 7pm – 9pm. We will begin our Unwind Wednesday’s with a Harpist, followed by Steel Drums, Acoustic guitar and finish the month with piano. Board Approves specifications for Installing Central HVAC systems

At the March 17, 2010 Board Meeting the Board of Directors ap-proved Specifications for the installation of Central Packaged Split System Electric Heat Pumps utilizing one remote outdoor com-pressor unit and one or more indoor fan coil units. This new pro-gram will allow unit owners to install central AC systems in their units, something not previously possible.

The specifications are available from the management office and on the Association Web Site.

Unit owners will be required to follow the specifications in the in-stallation of these systems and installation will need to be approved in advance by the Covenants Committee.

Bike Inspection and Control, continued from page 1

Phone calls will be made to all owners of the non-compliant bikes asking them to renew their bike decals. A second inspection occurs during July and another round of phone calls are made to the non-compliant bike owners. During the last week of August any bikes found in violation are removed to a secure location in the Parkfairfax maintenance yard for a period of not less than sixty (60) days. There is a $65 fee to retrieve an unclaimed bike and impounded bikes may only be re-trieved during Association working hours. Those bikes which are not claimed are given to a charitable organization in the October time frame.If you haven’t done so already, please see the management office to complete and return a bike registration form (or go the website!).

scheduled Preventive MaintenanceThe Plumbing Crew is scheduled to snake the sanitary sewer

piping from within the building’s crawlspaces. Please do not store anything on top of the building’s hatchwell covers. You may also want to avoid having extensive or valuable plantings in the area adjacent to these hatch well covers - you never know when an emer-gency might occur, or what type of equipment the crew may have to drag under the buildings. The crew is also scheduled to perform storm drain repairs, concentrating on Section 2. This work might impact private patios or plantings and will be preceded by notifi-cation to the affected units. Hot water maintenance will also be performed this month. Residents in all buildings may experience a brief interruption of their hot water supply. There may also be a short period of cloudy water following this work. Simply run an ample amount of water through your bathroom basin faucet to clear this harmless condition.The exterior Crew is scheduled to continue carpentry replace-ments in Section 2 in conjunction with the contracted painting. The Crew has already begun concrete repairs and replacements on the property and some minor pothole patching in the cul de sacs.Contracted work scheduled this month includes:

The contracted exterior painting in section 2 is again being per-formed by Palmer Brothers. As has been the case in previous years, Federal regulations are in effect regarding some specific painting renovation activities in multi-dwelling buildings constructed prior to 1978. The regulations specifically apply to the sanding or scrap-ing of any painted surfaces exceeding two square feet on any single building component. In situations where more comprehensive sanding/paint removal is required, residents will receive an E.P.A. pamphlet, “Protect Your Family from Lead in Your Home.” The regulations require that the contractor provide this pamphlet to each residence and obtain a signed receipt for same, or document the efforts to receive the signed receipt. We know that Parkfair-fax staff and contractors have not used lead based paints for the twenty-nine years since conversion to condos. However, we must assume that lead based paints were used in the years prior to this. Having made this assumption, the contractor will take all required precautions to make sure that the residents and his employees are protected throughout the painting operation.

Parkfairfax’s in-house painters will paint the exterior-facing surfaces of the entry doors to help keep costs down. With door painting being done in-house, the painting staff will be able to use the unit’s convenience keys and this should be much more conve-nient for all residents. Residents living in Section 2 will be receiv-ing more specific information as the work progresses to their units.

Carpentry repairs and replacements in Section 2 will be done in-house this year. There is funding available to supplement this work with contactors if need be.

Casement Window Painting in section 2 - Please note that the Association and Palmer Brothers provide numerous notifi-cations as a part of the exterior painting. Pre-notifications, lead paint notices, door paint scheduling, and window painting no-tices. One additional aspect is the re-glazing of casement windows.

These windows are usually painted in a closed/locked position. When the paint dries, they may be difficult to open later (“painted closed”). Do not put your hand through the glass in attempting to open a window that has been “painted closed”. Do call Main-tenance at 703-998-6508 and we will open it for you, for free.

Scheduled entry stoop replacements and sidewalk re-placements will again be pursued on a larger-scale, contracted work effort. All affected residences will be notified of pend-ing work in the target areas. The in-house Exterior Crew will also be making sidewalk repairs at many locations around the property, and some funding has been established for con-tracted assistance in these other areas should the need arise.

Maintenance Hours - The Maintenance Department begins working at 7 AM and end the day at 3:30 PM. During the summer, this maximizes employee production during the cooler parts of the day and minimizes employee exposure to heat stress. Any resident may take advantage of the convenience of the earlier hours for re-quested inspections and repairs. If this early work in your unit sounds good to you, simply inform the Service Coordinator that you would welcome a start on a scheduled job or inspection prior to 8 AM.

Laundry Room Bicycle storage - If you did not purchase and install a new permit on your bike, it has likely been posted as not be-ing in compliance. You may call the management office at 703-998-6315 to get information on registering your bike. Also, if the bike rack nearest your unit is becoming overly crowded, keep in mind that your Laundry Room key fits all 53 of the Parkfairfax Laundry Rooms.

Resident’s right to know - gas emergency education - State reg-ulations require that residents living in communities designated as “master meter operators” receive information on how to handle gas emergencies. Parkfairfax is classified as a “master meter operator.” Each homeowner is responsible for the upkeep and maintenance of his/her gas stove. Parkfairfax does not perform any services or re-pairs to these privately owned gas stoves. Make sure that your stove is in proper working order. Homeowners should only contract with licensed professionals for any repairs to their stove. If your pilot lights keep going out, or will not stay lit, it is an indication that you require the services of a professional repairperson. If you decide to replace your stove, keep in mind that the Association requires a 10-day advance notice. Normally, the gas supply to the building must be interrupted to accommodate pipe replacements at your stove when it is replaced. A new shut-off valve is highly recommended with every stove replacement. Do not skimp on this important feature.

If you ever smell gas inside your unit, please call Washington Gas at 703-750-1000. The gas company may make very simple repairs to your stove. If any type of significant failure of your stove causes the gas odor, in all likelihood it will be valved off and you will be advised to seek a professional repair. If you are advised that the leak is on the piping leading to the stove, the gas company will shut off the gas supply to the building, and you should call Maintenance at 703-998-6508. If at any time you believe that there is a concentrated build-up of gas in your unit, leave the building immediately. Alert your neighbors of the problem so that they might also evacuate the building. Call the Fire Department at 911 immediately. trees of Parkfairfax: Green AshWe are going to the Parkfairfax woodlands once more for

this month’s tree. The Green Ash has 9 to 12 inch leaves com-posed of 5 to 9 in number, but usually 7. They are 4 ½ ovate or lanceolate leaflets with a tapered point and sharply toothed leaflet edges. Leaves are glossy dark green above and pale green below, turning yellow in the fall. Fruits hang in clusters and are narrow, wedge-shaped with very slender seeds, pointed at both ends. They appear in May, green in color and ripen to pale brown.

The Green Ash is a medium to tall tree, growing to a height of 40 to 70 feet. Young trees have a smooth, somewhat pinkish bark, maturing to gray with diamond shaped furrows. It is a lowland, moist woods tree, as opposed to the very similar white ash tree which prefers uplands. Other names for the Green Ash are Red Ash (formerly considered a separate species), Darling-ton Ash, White Ash, Swamp Ash, and Water Ash. Because the Green Ash tolerates hot, dry winds, wet and dry soils, and high pH environments, it is used in landscaping throughout the eastern half of the country. But, the tree can contract borers and scale. Last year the Emerald Ash borer posed a great threat in Northern Virginia. In order to combat the borer, Landscape staff at Parkfairfax put a box kite-looking trap near our wood-lands where our Green Ash trees can be found to protect them.

To see two of our Green Ash trees, look at the woodlands that border Gunston Road and Valley Drive. At the intersec-tion a young Ash can be found on Gunston Road side, adjacent to the leaning black cherry. The other Green Ash is around the corner on Valley Drive. Look for a somewhat older tree with clusters of fruit dangling on the branches over the walk.

Gas leaks are a very serious matter. Any malfunction of your stove, or of the piping in and around your building, should be cor-rected immediately. Make sure that only qualified people work on your gas appliances. Make sure that the Association procedures are followed should any work on your stove require an interruption of the gas supply to the building. Only the Association is allowed to valve the gas supply off and back on. This ensures that all affected appliances in neighboring units are checked and in safe condition to resume normal operations. Some unlicensed contractors might propose a “quick change” (under pressure) of the gas piping in your unit to avoid the 10 day notice and Association fee. This is not al-lowed! If the pilot lights in the neighboring units flicker out, they will not relight themselves. Make sure that the work is done prop-erly and safely.

Please do not place household trash bags and household trash in the dog waste receptacles. This causes an unsanitary and unsightly overflow issue. These are not emptied by our trash removal service, but rather by Parkfairfax staff on a less frequent basis.

Please only utilize these receptacles for pet waste bags and small individual trash items such as coffee cups, water bottles, soft drink cans etc. Regular household trash is picked up by our trash removal service 5 days a week and recycling is picked up once a week.

7. You must take a cleansing shower before entering the pool or after us-ing the toilet. No one will be allowed to swim who has a cold, inflamed eye, a cough, infection, or is wearing bandages. Only swimming suits may be worn in the pool. Cut-off jeans and similar clothing may not be used.

8. Glass containers and breakable objects are not permitted in the pool ar-eas. Non-alcoholic beverages in non-breakable containers (plastic bottles, cups made from paper, plastic or Styrofoam, or metal cans) in sizes not larger than sixteen ounces (16 oz) will be allowed in the pool area during regular pool hours. Containers for the storage of such beverages (such as portable coolers) are permitted. Intoxicated persons will be denied access to the pool area at all times. No facility to prepare or serve food is allowed on the pool deck.

9. Street shoes are not permitted on the pool deck.

10. No pets will be permitted in the pool or on or within the pool area.

11. Trash must be placed in approved containers. Please keep the pool, deck and bathhouse areas clean.

12. No running, pushing, dunking, rough play, or profane language will be allowed in the pool area. Standing or sitting on someone's shoulders or spouting water and similar unhygienic actions are not permitted.

13. The use of kickboards, tubes, water wings, balls, or other items will be allowed only if the lifeguard determines that such use will not endanger the users of the pool. Only the lifeguard can make this decision, based on the size and character of the crowd.

14. Suntan oil is not permitted in the pool. Please use a towel to cover your lounge chair, especially if you are using tanning oils or sunscreens.

15. Anyone who is asked to leave and does not is guilty of trespassing and subject to prosecution.

16. Any person who continues to violate a rule after being warned by a lifeguard is subject to having their facilities pass withheld by the lifeguard and forwarded to the General Manager, who will return it only after the matter of the offending resident is discussed with the General Manager. The rules and regulations of the Association will be enforced by the Man-ager, violators will be subject the enforcement authority of the Associa-tion.

1. The swimming pools are for the enjoyment of the residents and oc-cupants of Parkfairfax, who have a current facilities pass. The Association accepts no responsibility for any accident of injury in connection with such use or for any loss or damage to personal property.

2. By using the pool, you agree not to hold the Association liable or responsible for any damages or injuries which you might sustain and, fur-thermore, hereby agree to indemnify, reimburse and hold the Association harmless from any and all costs, expanses, damages, or injuries sustained by you or incurred by the Association as a result of your use of the pool. Pool users agree to be bound by all provisions of the Association, includ-ing those related to the use of the pool, and subject to the Association’s enforcement authority. All owners, residents, and guests are responsible for their behavior and that of their tenants, residents, occupants, lessees, invitees, children and guests.

3. A current facilities pass is required to use the pool. Unaccompanied guests must also present their sponsor’s facility pass to gain access to the pool.

4. Lifeguards are in charge of the pool and pool area at all times when the pool and pool area is open and/or operational. All persons using the pool must obey the lifeguards at all times and comply with all instructions, directions, orders, and commands issued by the lifeguards designed to promote the health and safety of the pool users or to enforce compliance with the Associations rules and regulations. Non-compliance with the life-guards or violation of the Association’s rules and regulations shall subject any pool user to immediate ejection from the pool and pool area. There may be other enforcement actions by the Association. The pool is open for use only when the lifeguards are on duty and at their stations. Pool users are to stay clear of the guard stations, and should not lounge around the stations or obstruct the guard station or the check-in desk.

5. If you cannot demonstrate to the lifeguards that you can swim, you will not be allowed in water over your head. The lifeguard may test your swimming ability.

6. For safety reasons, children under the age of twelve (12) years of age must not be left unattended while at the pool or in the pool area. Children under twelve (12) years of age must be accompanied by and supervised by a resident sixteen years of age or older with a valid access card. Diaper age children must wear plastic pants to be permitted in the pools.

(Parkfairfax photo access cards are required to enter the pool. If you don’t have a card, you may obtain one from the Association Office. Access cards may not be active for accounts with outstanding balances).

ANNUAL BIKE REGISTRATION FORM

Parkfairfax Condominium maintains 53 common element laundry rooms throughout the community. There’s a bike rack in each laundryroom. Resident unit owners and residents are permitted to secure their bikes to the common element bike racks in these common element laundry rooms according to the following terms and conditions:

1. Registration. Each bike must be registered annually using this Annual Bike Registration Form (‘registration form”). The annual registration fee is $5.00 per bike, paid by check or money order only. Each year payment must accompany a completed copy of thisregistration form returned to the Management Office at 3360 Gunston Road, Alexandria, VA 22302.

You may hand deliver your completed registration form to the Management Office during Management Office open hours and receive your current bike sticker(s) while you wait. You may also either hand deliver your completed registration form to the drop box located to the right of the front door at 3360 Gunston Road or you may mail your completed registration form to the Management Office; in either of these two (2) latter options, allow two (2) weeks for the delivery by mail of your bike stickers good for a respective bike registration year.

2. Time of Registration. Any bike secured to a common element bike rack must be registered by June 1st of each new bike registration year. The bike registration year runs from June 1 to May 31. Bike stickers are issued as a part of the bike registration process. Bike stickers for the upcoming bike registration year are available on April 1. Any bike sticker issued prior to April 1 for the then current bike registration year must be updated during the following April or May for the succeeding bike registration year that commences on June 1st.

3. Bike Stickers. Affix a current bike sticker to each bike you secure to a bike rack. Each bike sticker should be affixed to the post beneath the riding seat (saddle) so that it is clearly visible. Use of any particular bike rack is on a space available basis.

4. Other Rules. (a) A bike must be secured to a bike rack with a lock or a chain/cable and a lock; otherwise, bike storage in a laundry room is prohibited; (b) gas powered bicycles, mopeds, scooters, etc., are prohibited in laundry rooms and will be removed immediately without prior notice.

5. Notice. Parkfairfax is not responsible for damage to bikes or the theft of bikes from common element storage areas.

Enforcement. A street Called Preston RoadOur streets are named for people and places that helped shape

Virginia history. This column appears monthly to shed a little light on the lives and significance of these once famous, but now some-times forgotten, people and places. The streets that are so common to us here are all related in one way or another to George Washing-ton, this region’s most famous native son.

William and susannah Preston. Many of the people whose name are given to our streets are somewhat familiar to us. But who were the Prestons, a family whose name has been given to one of the busiest Parkfairfax thoroughfares? The story of this family proves to be one of the most interesting chapters in the legacy of Parkfairfax personalities.

William Preston was descended from a prominent Scotch-Irish Protestant family in northern Ireland. He chose to settle on the rugged frontier rather than in the tamer parts of the American colo-nies. He and other Scotch-Irish were indomitable colonists who became staunch fighters for our independence.

Preston first met Washington many years before the Revolution. The frontier of the Shenandoah Valley in which Preston lived with his wife and family had been thrown into jeopardy in 1755 dur-ing the French and Indian Wars (1755-1763). In that year, near the present day Pittsburgh, British General Braddock was surprised and killed and his forces were soundly defeated by a French gar-rison and its Indian allies. Washington was a part of this ill-fated Braddock mission and filed a famous report upon his return.

From this initial contact, Preston and Washington were to meet time and again. In 1765, Preston, Washington, and Patrick Henry were all elected to the House of Burgesses for the first time. Serving together in legislative sessions in Williamsburg, they would have certainly relived the war on the frontier.

In 1756, Washington went West for the Governor of Virginia to inspect the forts in this part of Virginia. On this trip, he met and was guided by William Preston. In one letter he reported, “I set out immediately attended by Captain Preston, who was kind enough to conduct me along.” What he saw disturbed him and he reported, “a rich and once thickly settled country is now quite deserted and abandoned from the Maryland to the Carolina line.”

In 1774, in the frontier world of the Prestons, hostilities were still raging. Preston wrote to a friend that “there is nothing but war, confusion and consternation in the country, the inhabitants flying in crowds, leaving their farms in ruins and desolation.” It was remarkably like Washington’s report of twenty years before. Pres-ton gave this vivid account of one of these Indian attacks that was causing the exodus: “They scalped the children, all but one, and mangled them in a cruel manner. Three boys were made prisoners, two of whom made their escape… The Indians were immediately pursued by several parties of the militia, but they took such precau-tion in traveling that it was impossible to find their track.”

With over twenty years’ experience in frontier fighting, Preston was a natural choice to command the western frontier when the Revolution came. Although none of the major battles against the British occurred in this westernmost part of Virginia during the War, the British and their Indian allies did pose a serious threat to the western borders of all states touching on the Allegheny Moun-tains.

Under Preston’s command, the war on the frontier was fought decently. He wrote in 1780 that he hoped those under his direction would “proceed with caution that the friends of American liberty may be distinguished from its enemies and even to the latter. I hope no cruelty or unnecessary outrage may be committed upon them or their property. True bravery and humanity are inseparable. Your company exercising the latter will convince Mankind they are pos-sessed of the former.” It is somewhat remarkable that a man who had seen so much brutality could write these words as a code of conduct for his forces.

Preston’s harsh life on the frontier was lightened greatly by his wife, Susannah, who bore him a dozen children. They called their home “Smithfield” after his wife’s maiden name. The house still stands near Radford, Virginia on the New River and looks a bit like the Raleigh Tavern in Williamsburg.

William Preston died in 1783, at the age of 53, while Susannah was pregnant with their fifth child. Relatively few Americans have left such a distinguished legacy. His son, James Patton Preston, be-came Governor of Virginia. Other children achieved distinctions as a Congressman, a Virginia State Senator, a State Treasurer and a general. One of his daughters married John Floyd who was later elected Governor of Virginia. One grandson was also elected to the governorship. Preston family public service stretched on into the 19th century, too. President Lincoln’s Postmaster General, Francis Preston Blair, Sr., was a descendent and owner of the famous Blair House across from the White House. In fact, it was this official who, at Lincoln’s behest, unsuccessfully offered Robert E. Lee com-mand of the Union Army on the eve of the Civil War. In the first national election after the Civil War, the Democrats picked Francis Preston Blair, Jr. for their Vice Presidential candidate.

The Prestons were surely a remarkable family. Although their contacts with George Washington were infrequent, the use of their name in our community is an appropriate way to honor them and their contributions to securing our liberty.

To the Editor:

The residents of the so-called “Spanish Steps” thank the Board for their enlightened vote allowing lighting along the many steps leading from Mt. Eagle to Preston Rd. At long last, we can see the steps at night!

The relatively inexpensive lights are not related to the recent condo fee increase.

We commend the Board for allowing a 21st century solution to the need for exterior lighting instead of orange crime lights that disturb nighttime living spaces. The low-level, low voltage landscape lights draw very little electricity. They are more befitting a historic community. This is a work in progress as we seek an appropriate brightness level.

The Spanish Steps are a pathway for many Parkfairfax residents, dog walkers, runners and commuters walking to/from buses. Parkfairfax as a whole will benefit from the reduced opportunity for injurious falls and potential liability. For this and basic visibility, we thank the Board.

We recently were levied with a 10 % increase in our condo fees. I am worried about the fiscal direction that we are heading.

The board has approved $4K to install lights on the “spanish steps” ( the double stairs that connect Mt. Eagle to Preston). Looking up from Preston Rd. at night, the area now looks like a landing strip at national airport. The Woods family, who own at least 5 of the units along the steps has been on a singlular mission to light up these steps since they moved in approx. 30 years ago. No previous board has seen fit to spend this money until Robin Woods and friends lobbied hard in 09 to fill the open board seats with their friends.

In April 2010, Robin Woods became one of the newly elected board members (elected by default, unopposed). On the agenda of her first meeting was “community lighting”. Now it seems, her personal agenda is being forced on the whole community. Do we really want to spend our condo money to light up every step and nook and cranny in Parkfairfax? Consider the cost of installation, the unsightly nature of these lights and the cost of electricity.

Robin and her small group of supporters will tell you that we need these light for safety. Cars get broken into under street lights – people trip on steps in daylight.

It’s time time for the board to stop assuming that personal issues are the political will of the community. And most importantly, it’s time to rein in spending.

The future of Parkfairfax under the direction of CMC/George Gardner and current board is very scary. George Gardner is spending our money like a drunken sailor and the board is going along with it. Without a system of checks and balances, this community has 10 % condo fee increases to look forward to each year. We will likely see a huge sell-off of properties.

I am a former board member who voted to change management companies. I thought that the budget could be managed better and that we needed new blood. George Gardner and CMC gave the corporate buzzword speech about how they could save us money with “economies of scale”. Nothing could be further from the truth. George has the kid in a candy store syndrome who has never managed a property this large and seems hellbent on frivolous and unwise spending.

Take the new glossy two-color newsletter as a case in point. We do not need this extra expense. Or how about the 5 brand new trucks that were just purchased. These could have been stage over several years with the reserve money invested and making money for us.

Citizens of Parkfairfax – I beg you to soulsearch and talk with your neighbors. We need free-thinking, smart and savvy residents to run for every avail-able board seat every year. Don’t waste your time at the committee level. The only effective way to serve is at the board level.

It’s time to look at the next management company on the list and make a change.

A fun, highly informative summer program – with a range of creative, attention‐grabbing activities & projects – on the basics of Financial Literacy grades 3‐6.

Do your children continually ask  for money—though gain‐fully employed with part‐time  jobs or are paid to do chores around the house? Have you ever heard yourself reply, “Do I have the Bank of  America  stamped  across  my  forehead?”  Well,  it’s  time  to  enroll  your  child  in  a  highly informative,  fun‐filled,  three‐week  course  in  the  basics  of  financial  literacy.  Your  “shopping maven” will  learn how  to: better manage  their  income;  strategies  to make  their money “grow” and work for them; “stretch” their monies and buying power; best management and  investment practices; make sound  investments; cultivate healthy  long‐term financial goals to  increase future monetary wealth – at an early age! – and much, much more…  

The financial literacy curriculum focuses on activities for students in grades 3‐6—even youngsters with cases of “mathophobia”! The three‐week class meets four‐days‐a‐week; begins on Tuesday, July 13 and concludes with a graduation/awards ceremony on Friday, July 30. Instruction begins at 8:30 am and ends at 12:30 pm daily 

The program  includes all curricular and  instructional resources, snacks and refreshments, weekly field  trips, prizes and awards, and even  includes an assortment of  fun; entertaining “camp‐like” activities as well. Local financial  institutions host the Financial Literacy Program’s   field trips. The class  has  a  1  to  10  teacher‐student  ratio  and  is  taught  by  licensed,  highly  qualified  Parkfairfax resident teacher. Her credentials  include a doctorate  in Curriculum,  Instruction, and Supervision, published  author,  and  is  a  cognitive  style  and  literacy  specialist,  among  other  qualifications. Further,  the  instructor meets all mandated No Child Left Behind  [NCLB] standards. Her  teaching motto is: powerful teaching methods ensure powerful learning experiences.
