Chris,

received a few more comments on the proposed scope of services.

Section 1.1

In first paragraph remove all text after the word "accommodation".

1.1.2

The total number of parking spaces should be changed to "Approximately 1,200"

1.1.7

"Rental" should be changed to "Reservation"

Section 2.2 2.2.1

Remove "Conceptual 'framework plan' for Arboretum expansion" from the bulleted list.

There is a desire to begin this project so I would appreciate you submitting the final scope and fee proposal as soon as possible so I can bring it before Park Board.

Thank you!

I know it has been a while, but I understand that no one was able to locate the City's original copy of the contract.

FYI - I have the original contract with our notice to proceed, that we received back from the City. As is standard, that is

the only original we have. Since we have seen and made copies of the original, I think it is okay for me to send it back to you for your use.

I figure this will save you some hassle.

I have made a copy and a scan for our records, and I am going to courier it back to you for your use.

Jared,

Don generated a few good questions regarding Winfrey, that I believe will require input from the Arboretum. Do you

think we should contact John Armstrong on these, or do we need to come up with the answers to these questions as a

part of our plan? We could estimate ridership based upon parking spaces provided.

I have attached some photos below of different style trams to see which one you had in mind. Let me know if you think we should call or email John Armstrong regarding tram style and passenger ridership.

Questions: 1) What type of shuttle / tram vehicle is the Dallas Arboretum envision?

We basically need to get an idea of the tram length and turning radius but that all depends on the vehicle type. This will also affect how deep into Arboretum property can we go into. 2). Do they have an estimate of passenger ridership numbers for events, and headway wait times? This will help define spatial needs for the two boarding areas. 3). One or two, or more trams? Do we design for passing trams going in opposite directions? 4). Should we allow for additional space near the Arboretum NW entrance for a combined service entrance, a potential expansion boarding area for the option of a larger tram vehicle type (Street legal) for the future?

From: White, Jared [mailto:[email protected]] Sent: Tuesday, August 09, 20119:59 AM To: John Armstrong; Winters, Willis Subject: Winfrey Point Tram questions

Good Morning,

The consultants working on the Winfrey Point/East Lawther Study have some specific questions regarding the type of

tram and expected ridership (see below). The answers to these questions will help them determine how much space is needed for the tram, number of travel lanes, passenger boarding areas, etc. They also included a few photos of different tram styles to help identify the type of tram envisioned for the Arboretum.

Please provide a response to these questions and I will forward them to the consultants.

Thank you,

Jared W

Questions: 1) What type of shuttle /tram vehicle is the Dallas Arboretum envision? (We basically need to get an idea of the tram

length and turning radius but that all depends on the vehicle type.

This will also affect how deep into Arboretum property can we go into). We haven't studied tram types but I can tell you

that turning radius would be a challenge. The area we have to work with is very tight so tram vehicles may not be able to

enter the campus but rather drop off at the location of the current service entrance near the concert stage. We may be

Page 13: Park and Recreation...2012/05/08  · Also, can you forward the splash park presentation to me, so that we can have a better idea on how to show the splash park option(s) in the Master

able to manipulate the area to the north side of the concert stage to allow for a very tight turn around. Perhaps your option #2 or #3.

2). Do they have an estimate of passenger ridership numbers for events, and headway wait times? (This will help define spatial needs for the two boarding areas.) During peak events such as Dallas Blooms and Autumn Festival we could easily use all 1200 spaces. I can talk with Tina Roe and get a sense of turn over, trip times, etc. We currently use off-site parking at Gaston I Garland for our peak events.

3). One or two, or more trams? (Do we design for passing trams going in opposite directions?) Given the space

constraints I think we'll only have room for one tram unless there is a "passing / standby" location at a wider point in the route. Or, perhaps if there are two trams one is filling at Winfrey Point while the other is running to the Arboretum. This

sequence would have to be studied closely.

4). Should we allow for additional space near the Arboretum NW entrance for a combined service entrance, a potential

expansion boarding area for the option of a larger tram vehicle type (Street legal) for the future? I would defer to Tina

on this question, but my sense is that the option for a street legal shuttle would be advantageous. This would necessitate having a drop off spot at Lawther.

Thanks for the questions Jared. Let us know if there's a good time to visit next week.

Regards,

John A.

Jared,

Below are the rough quantities for just the trail

"'6500 CY earthwork "8150 LF of 8' wide concrete trail "'860 LF of 8' wide boardwalk "'300 LF of 8' wide drainage crossings (similar materials and finish to the boardwalk)

"275 LF of 8' cantilevered pedestrian walk along the lake wall

"'300 LF of 8' cantilevered pedestrian bridge attached to the existing bridge structure

As far as roug h cost,

Earthwork: $10.00/CY

Trail: $35.00/SY Boardwalk: $1400/1-F (includes piers, railings, boardwalk system) (installed cost per supplier) Drainage Crossing: $1200/1-F (wood posts instead of concrete piers) (installed cost per supplier)

These costs below are yjy rough estimations.....

Cantilevered walk along lake wall: $4000/1-F (this cost needs to be confirmed) Cantilevered Pedestrian Bridge: $3000/1-F (this cost needs to be confirmed)

This gives us a total of:

$65,000.00 for earthwork

$253,555.00 for the 8' wide concrete trail

$1,204,000.00 for the 8' wide boardwalk $360,000.00 for the 8' wide drainage crossings (similar materials and finish to the boardwalk)

$1,100,000.00 for the 8' cantilevered pedestrian walk along the lake wall (this cost needs to be confirmed)

$900,000.00 for the 8' cantilevered pedestrian bridge attached to the existing bridge structure (this cost needs to be

confirmed)

Giving us a subtotal of $3,882,555.00

+ 10% for design, 20% for contingency & mobilization

Gives us a total of $5,047,321.00 (very rough)

This number is just for the trail. It does not include the re-alignment of the existing bridge at Lawther/Garland Road (to allow the pedestrian boardwalk to cross below), erosion control, tree removal/mitigation, parking, trail markers, tram

loop, etcetera.

The $7.5M number might be pretty close, depending on the cost of the pedestrian bridge expansion, cantilevered

system, and the new cyclist bridge at Lawther/Garland Road.

In order to get you a more accurate cost, I will need to talk to a contractor specializing in bridges about the cantilevered

I hope this helps.

I just wanted to check in on the progress for the East Lawther/Winfrey study.

Do you think you will still be ready to present to park board on January 12th? If I am correct we discussed this during out last meeting. I could be wrong though.

2.2.5 Review the last sentence in this section (after deliverables). Is there additional information that needs to be

added?

5.1 and 5.2 The fees do not match

5.2 Is your estimate for plotting enough to cover all expected printing expenses? The current estimate seems low.

5.2.1 the last sentence should read: 'Living and travel expenses shall not apply to local personnel staff.' Local travel is

not reimbursable.

MAN-HOUR BREAKDOWN

Can you please list the specific staff that fill each of the identified positions?

Is it necessary for the Senior Associate Principal to attend all ten meetings? Is this person local? The other staff identified for the meetings may be enough.

Cross Sections: An estimate for three cross sections is given. What specifically are these cross sections for? More may be necessary due to the complexity of the project.

Preparation and Presentations: Additional meetings to the White Rock Task Force and board for the Arboretum may be necessary. It was suggested to raise the hour estimate by 18 to 38 hours. Only PM5 and support staff are needed to attend.

Crawford

Attached is an updated Illustrative Plan for Crawford Park. Please review and let me know what comments you have. downsized the file for email purposes, so let me know if you need a high-res version on CCD or a color plot. I am

reviewing the written portion right now and I hope to have WRT wrap it up by the end of next week for your review.

Winfrey

We have received notice from John Armstrong that Deshazo Tang is supposed to meet with us regarding the Winfrey

project. However, we have not heard from DeShazo or the Arboretum about a meeting time. We feel that the meeting

should include PK, DeShazo, the City of Dallas, and the Arboretum. Please let me know if you have heard of a meeting

time.

I spoke with Chris Jones and we feel that we need to meet with DeShazo to have a better understanding of what is

required for the new option.

We feel that the lighting information and meeting/coordination with DeShazo is covered in our original scope, however, developing a second option at this point is not in our original scope. A meeting with Deshazo will help us to understand

what the Arboretum is looking for in a second option.

[email protected] Subject: White Rock Lake Master Plan Update - Parking Study

Mr. DeShazo, I have reviewed the parking area and come up with a very rough calculation for the various proposed pavements. As we discussed over the phone, a detailed opinion of probable construction cost has not yet been prepared for this project. There are several variables that are yet to be determined/finalized which may affect the project cost. At the completion of our project, we will have a more detailed cost opinion for the proposed project.

Here is what I have:

Paved Parking (5" reinforced concrete pavement) - 177,898 SF - 19767 SY - $30.00/SY - $593,010.00 Permeable Parking (Grasscrete, or another type) - 176,125 SF - 19570 SY - $70.00/SY - $1,369,900.00* Paved Drive (6" reinforced concrete pavement) - 29,616 SF - 3291 SY - $35.00/SY - $115,185.00** Paved Road (8" reinforced concrete pavement) - 24,444 SF - 2716 SY - $45.00/SY - $122,220.00**

Tram Loop/Road*** (6" reinforced concrete pavement) —31,221 SF —3469 SY - $35.00/SY - $121,415.00***

Total (rough estimate) - $2,321,730.00

*The specific product for the permeable parking area has not been selected. Price will vary with the product type.

**The "Paved Drive" is considered the drives in the area of the parking lot, which gives access to the parking lot and tram stop. The "Paved Road" is the portion of Emerald Isle and Lawther that is being re-done/re-routed to a new

alignment.

***The Tram Loop/Road is all of the pavement for the tram to get from the Arboretum area to the parking lot, and back.

As stated above, these numbers are a rough approximation, and may change as the project moves forward.

Please let me know if there is anything else we can do to help. Thanks!
