    C O M P L A I N TThe Complainant, being duly sworn, makes complaint to the above-named Court and states that there is probable cause to believe that the

    Defendant committed the following offense(s). The complainant states that the following facts establish PROBABLE CAUSE:

    Complainant, Michael Fossum, of the Minneapolis Police Department, has investigated the facts and circumstancesof this offense and believes the following establishes probable cause:

    On August 10, 2012 at approximately 11:55 a.m., Minneapolis Police Department dispatch received a 911 callregarding an unknown male who was threatening that he had a bomb, was holding two bank employees hostage anddemanded to talk to WCCO reporters or the police. Minneapolis Police Officers responded and found the suspect,PHILIP JAMES PARISO , Defendant herein, inside a bank cubicle with two bank employees. He was clutching alarge bag to his chest. After some conversation, the police were able to get the Defendant to release the employeesand give himself up.

    Officers spoke to both of the employee hostages, a known adult female, referred as Victim 1, and a known adultmale, referred to as Victim 2. Victim 1, who is a personal banker at M & I, and Victim 2 who is a trainee, toldpolice that the Defendant was escorted back to their cubicle after he told the receptionist that he was there to reopena closed account. Once in the cubicle he told them that he had a bomb in his bag and they were his hostages. Hetold both of them that they were not free to leave and demanded that Victim 1 call WCCO TV so he could talk to areporter. He then ordered her to call the police. Both Victims believed that the Defendant may actually have abomb or some other destructive device and were afraid for their lives if they did not comply with his demands. Heheld them for approximately 25-30 minutes before the police talked him into releasing them. At some point whilehe was holding them he jumped up and yelled, Bomb threat!

    The Defendant is in custody.

    That on or about August 10, 2012, in Hennepin County, Minnesota, PHILIP JAMES PARISO confined Victim 1nd/or removed Victim 1 from one place to another without his/her consent, in order to hold him/her for ransom oreward for release or, to hold him/her as a shield or hostage.

    That on or about August 10, 2012, in Hennepin County, Minnesota, PHILIP JAMES PARISO confined Victim 2nd/or removed Victim 2 from one place to another without his/her consent, in order to hold him/her for ransom oreward for release or, to hold him/her as a shield or hostage.

    NOTICE: You must appear for every court hearing on this charge. A failure to appear for court on thischarge is a criminal offense and may be punished as provided in Minn. Stat. 609.49.

    THEREFORE, Complainant requests that said Defendant, subject to bail or conditions of release be:arrested or that other lawful steps be taken to obtain defendants appearance in court; or detained, if already in custody, pending further proceedings;and that said Defendant otherwise be dealt with according to law.
