WHAT IS FAMILY DAY CARE? Family Day Care is a national network of experienced education and care professionals, committed to providing a unique home-based child care service. Family Day Care offers a range of education and care options designed to meet the diverse needs of families.

Bland/Temora Family Day Care currently have registered Educators throughout the Bland and Temora Shire areas that are able to provide families with flexible education and care arrangements, including:

Full time care

Part time care

Weekend/Public holiday care

Casual care

Before and after school care

In addition, a number of places are also available for children who have been identified as being at risk, and for emergency placements, additional needs children or children of additional needs parents or for relief care. The Family Day Care Coordination Unit facilitates the placement of children into care by referring families to Educators that may be able to meet their care needs.

SPONSOR Bland /Temora Family Day Care is a community based non-profit organisation which is sponsored by Bland Shire Council. Educators are self employed business operators working under the licence held by Bland Shire Council. As the approved provider, Bland Shire Council is responsible for the overall running of the service. Family Day Care has been operating in the Bland Shire since 1985 and in the Temora Shire since 1991.

LICENSING Bland/Temora Family Day Care is licensed through the Department of Education.

Registered educators are located in the shires of Bland and Temora. Each educator has been carefully selected and screened and are approved to care for a small group of children in her / his own home.

The Education and Care Services National Regulation, under which the scheme is licensed, permits the educator to provide care for up to 4 children under school age at any one time, plus a further 2 children of school age. These numbers have to include the educator’s own children.

Bland /Temora Family Day Care operates under the Approved Provider, Bland Shire Council and holds the Service Approval Number - SE-00006662.

Bland/Temora Family Day Care participates in the current assessment and ratings process and complies with the Education and Care Services Regulations 2011. The service is currently identified as MEETING –the National Quality Framework.

SERVICE PHILOSOPHY Educators and Staff of the Bland/Temora Family Day Care are committed to provide positive,

quality childcare in a warm, safe and caring home-based environment.

Bland/Temora Family Day Care believes:

Children should be cared for in a welcoming, safe and secure environment. Where children can laugh, play, have fun and 'be children

In creating a sense of belonging, where children can develop self-confidence, feel valued and connected to others and develop relationships. Where each child is acknowledged as a unique and special individual.

In educators respecting children as competent, capable and active participants in their learning.

That children need to be offered opportunities to explore, investigate, experiment and participate in shaping the learning environment

In providing warm, affectionate and responsive relationships that surround all young children to enable children to learn to respect and care for others.

In the provision of a flexible environment which allow us to accommodate for varying needs of children, parents and caregivers.

In embracing family values and differences in families’ cultures and beliefs. Encouraging children, parents and educators to share an understanding and acceptance of other cultures.

Communication is two way and open to allow for positive relationships and interactions with families, children and educators.

That the partnerships between educators and families ensures that each child’s needs are met on a continuing basis and that a parent’s wishes in regard to care are respected and recognised as their right as the child’s primary caregiver. As well as ensuring that the continuity of care from the child’s home to the educator’s home is consistent and smooth.

In providing quality programs that include the current curriculum practises of the Early Years learning Framework.

To provide programs that are stimulating, flexible and contain a mix of both indoor and outdoor environments to contribute to the child’s current ideas, abilities and interests.

In maintaining a professional approach to providing our service and a commitment to ongoing education, through formal and informal training in early childhood education to ensure the highest quality of care is maintained.

That all educators teaching and learning goals come from a combination of their own philosophy, the service philosophy and the Early Years Learning Framework (EYLF).

In being active and involved in the community, to engage and collaborate, share and nurture relationships with community organisations, councils services and other childcare services.

Using this philosophy and working with other Bland Shire Council Children’s Services and service families, we have developed many policies, which provide guidelines for the operation of our service. Policy review and development is ongoing.

FUNDING Bland/Temora Family Day Care is funded by the Commonwealth Department of Education. The Service receives two types of government funding:-

Support Funding - used for employing staff to run the Service and general operational costs including travel, office administration and resources.

Child Care Benefit/Rebate - these funds are used to assist eligible parents in lowering their childcare fees.

The Service also receives supplementary funding through the Administration Levy paid by parents.

PRIORITY OF ACCESS Where the demand for education and care exceeds the available Childcare places, the ‘Family Assistance’ legislation requires that education and care services allocate places to families with the greatest need for education and care. Childcare places are filled using their priority of access guidelines. They are at present:-

Priority 1 - A child at risk of serious abuse or neglect

Priority 2 - A child of a single parent who satisfies or of parents who both satisfy, the work/training/study test under Section 14 of the (Family Assistance) Act 1999

Priority 3 - Any other child

Within each category above, the following child are given priority:

Children in Aboriginal or Torres Strait Islander families

Children in families which include a disabled person

Children in families with a non English speaking background

Children in socially isolated families

Children in families whose CCB percentage is 100%

WAITING LIST When all places have been filled, a waiting list will operate. If extra care is required, please contact the Coordinator. If you are on the service waiting list, you will be required to contact the Coordination Unit at least every 6 months to ensure that care is still required and that your care needs have not changed. If you do not maintain contact with the service we will assume that care is no longer required.

STAFF Bland/Temora Family Day Care Coordination Unit currently has 4 staff members. These members of staff hold the roles of Nominated Supervisor/Coordinator, Child Development Officer/Educational Leader and Administration Officer.

THE ROLE OF THE COORDINATION UNIT STAFF Ensure regulatory requirements are met by the service.

Adhere to Commonwealth Government operational requirements, including accountability for Childcare Benefit and Child Care Rebate.

Recruit, train and monitor Educators to ensure a quality education and care service is provided.

Visit Educators place of work regularly to support and guide educators on programming and appropriate routines for your children.

Monitor the development of your child, along with the Educator, through assisting with observing and completing records on the development of your child.

Monitor workplace safety requirements in the Educators home and assist Educators to complete annual Workplace Safety audit.

Provide professional development to educators including both one on one training and group training opportunities.

Provide play sessions for Educators and the children in their care to attend during school terms.

Provide regular service newsletters.

Process Educators Attendance Records.

Assist Educators with questions, complaints and concerns.

Provide Administrative Support.

THE ROLE OF THE EDUCATOR Educators provide and maintain quality childcare in a secure, safe, healthy and nurturing home environment. Each educator with the Service has successfully completed an interview and home safety check, has a current First Aid Certificate, Asthma and Anaphylaxis Management and has undergone a Working With Children Check and an annual medical. All educators are also required to have completed or be enrolled in the Certificate III in Children’s Services. All adult members of an educators home are also required to undertake a Working With Children Check.

Educators operate their business under the Education and Care National Law and Regulation, the same as other education and care services. They must comply with Bland/Temora Family Day Care (as part of the Bland Shire Children’s Services) Policies and Procedures and The National Standards.

Their responsibilities include adhering to current Regulations, Work Health and Safety Legislation, Bland/Temora FDC Policies and Procedures and National Standards Requirements.

Bland/Temora Family Day Care Educators

Nurture each child in a positive, responsive manner, promoting a positive self esteem.

Program to meet the individual needs of the children in their care, including opportunities for outings, physical play, creative and expressive play, language and mathematical experiences according to the current curriculum.

Provide parents with ongoing information about their child’s daily activities and progress in care.

Fulfill administrative and business requirements of a self employed business operator.

Participate in professional development and training.

PROGRAMS Educators provide quality educational programs for children in care based on the National Framework. The Early Years Learning Framework (EYLF) enables educators to extend and enrich children’s learning, provide opportunities for children to develop a foundation for learning and for children to become successful learners, all of which occurs during play. Programs are designed with both individual children’s learning and group experiences in mind and are designed to acknowledge a child’s capacity to initiate learning and to ensure positive learning outcomes. The EYLF is a guide which provides general outcomes for children’s learning and how they may be attained through the Principles, Practices and Learning Outcomes. More information on The Early Years Learning Framework is available from www.acecqa.gov.au

EQUIPMENT / TOY LIBRARY Educator’s have equipment such as cots, car seats and strollers.

Many educators purchase new resources each year to add to their resources. They also have access to a library of stimulating, educational toys, books and music to supplement their own resources.

The service updates these resources every year, using part of the Administration Levy to fund the purchase of new resources for your children to enjoy.

STUDENTS Occasionally Family Day Care is asked to provide supervision of students from University, TAFE or high school, who are undertaking childcare courses. Educators from Family Day Care may agree to provide this supervision. This means that from time to time, a student may also be present in the educator’s home as part of their childcare course. They are not to care for the children themselves, but they are there to observe the children and assist the educator in a learning capacity. Family Day Care, as a professional form of childcare, is pleased to be able to offer this supervision. If you would like to discuss any part of the care that your child will receive, or do not want students at your educator’s home while your child is in care, please talk to the educator or the Senior Coordinator.

EXCURSIONS Part of the educator’s routine will include taking the children out and about (eg on walks in the neighbourhood, to the park, shops and playgroup), either on foot or by car. All care is taken with car safety.

From time to time staff and educators also organise excursions or picnics for the educators and children.

If this happens, you will be asked to fill out an Excursion Permission note, which will allow the educator or staff member to take your child on the excursion.

All excursions are carefully planned and children are well supervised at all times. The excursions usually complement the educators program and are a valuable learning experience for your child.

A risk assessment is conducted by educators before excursions take place.

PLAYGROUP Playgroup is run by Family Day Care staff on a regular basis, in both West Wyalong and Temora. Playgroup sessions are not held in school holidays.

Activities and experiences at Playgroup are carefully planned by Coordinators, in order to help your child learn while they play. The Playgroup sessions also help the educators by providing them with ideas and models for their own program activities at home.

The Playgroup sessions are organised on a “drop-in” basis. Educators are encouraged to come to playgroup with their children regularly or to attend a local playgroup. Parents are also very welcome to come to Playgroup to see their children at play.

Staff may also observe children at Playgroup, in order to be able to help educators with advice on the child’s development. Naturally, parents will be consulted before any action is recommended.

FEES Parents are asked to note the following:-

Educators are self-employed, and as such, are allowed to charge their own fees following the guidelines set out in the base fee schedule. We recommend that you should discuss fees with the educator at the time of your first interview.

All fees for childcare are paid directly to the educator, who will then issue the parent with a receipt.

Fees are payable in full, fortnightly, unless an alternative arrangement has been agreed with the educator.

Full fees will be charged until eligibility for Child Care Benefit/Rebate has been assessed by the Family Assistance Office.

CHILD CARE BENEFIT & CHILD CARE REBATE Depending on your income, how much care you use and how many children you have, you could be eligible for Federal Government Child Care Benefit and Child Care Rebate. Please contact the Family Assistance Office on 136150 for more information.

ADMINISTRATION FEE A levy is charged to parents to cover some of the administrative costs incurred by the Service, to assist in purchasing new resources, and to assist in the costs of running play sessions. This levy is paid to the educator each week and will be receipted by the educator as part of your total childcare fee.

ABSENCES Occasionally your child may be absent from care. In these circumstances, you are still required to pay the educator for the days that your child would normally attend care.

Under the rules for obtaining Child Care Benefit, you are entitled to 42 days Allowable Absences per child for the financial year.

After the 42nd absence, any further absence is not eligible for Child Care Benefit, and must be paid for in full, unless the absence meets the following criteria and is supported by documentation:

Illness (with a medical certificate)

Non-immunisation

Rostered days off

Rotating shift work

Temporary closure of a school or pupil-free days

Periods of local emergency

Shared care arrangements due to a court order, parenting plan or parenting order

Attendance at preschool

Exceptional circumstances

If your child will be absent from care, please let the educator know as soon as possible that your child will not be attending that day or the next day.

If your child is unwell, it is advisable to keep them at home. According to the Family Day Care Sick and Infectious Diseases Policy, children who are sick or infectious will be excluded from care to minimise the spread of infection.

If your child becomes sick while in care, you will be contacted as soon as possible with a request to collect your child from care.

If you are in doubt whether your child should be at home or in care, please check with the educator BEFORE taking your child to the educator’s home.

Child Care Benefit for Absence Days Child Care Benefit cannot be paid for any days after the last day of actual physical care, if a child does not return to the service. This also extends to the first day of care. If a child books in and does not commence care on the agreed day then CCB cannot be claimed and the parent will be charged FULL FEE for this day. In the case of school holiday care, the child is deemed to be in care if they return to care in the next holiday session.

Public Holidays Depending on your educator, care may or may not be provided on Public Holidays. Please check your Educators Fee Schedule for more information as to care availability and fees charged for public holidays. Fees may be charged for booked hours whether your child is in care or not, including Public Holidays and absences.

CHOOSING AN EDUCATOR All educators are carefully selected and screened before being approved, and where possible, parents are given a choice of educator. This means that parents have the opportunity of choosing the educator with whom they feel most comfortable. The most successful placements occur where parents and the educator have similar ideas on all the important issues like behaviour management, toilet training, sleep, etc. Your child is much more likely to settle well if there is consistency in the way he or she is treated between the child’s home and the Family Day Care home.

The educator also has a choice in which children he or she agrees to care for. In short, agreement is reached when you have discussed what will happen and you both agree that it will suit you and your child/ren well.

Before you make the final decision about placing your child in a Family Day Care home, be sure that:

The educator has a good idea of what she will do with the children during the day, and that she has planned for rest, meals, snacks and play at regular times. (The educator will have a program of activities/experiences displayed for you to see.)

You and your child have visited the home at least once while other children are there.

You like the way the educator works with the other children in the home and how she will work with yours.

Your child will feel welcomed in the home by the other children and by anyone else living in the home.

PLEASE REMEMBER - parents MUST feel confident they have made the right choice for their child.

ENROLLING YOUR CHILD Prior to commencement of care your child will need to be enrolled with our service. You will be provided with an enrolment package which will include an enrolment form.

You will need to provide the completed enrolment form, along with a copy of your child’s birth certificate and current immunisation status, prior to your child commencing care.

You will also need to contact the Family Assistance Office on 136150 to register for Child Care Benefit (CCB) and/or Child Care Rebate (CCR) entitlements.

REACHING AN AGREEMENT Once you and the educator have agreed that the placement is one that will suit you both, you and the educator need to sign and date a Placement Agreement.

This Agreement is a written record of your care arrangements, and it states the days and hours that your child will be in Family Day Care. This Agreement also establishes your care status as either:-

Booked - Regular weekly / fortnightly hours

Casual - Occasional and on call hours

It is important that you think carefully about your care status as Casual status does not guarantee a regular educator and usually incurs a higher rate of fee, regardless of total hours.

Parents are expected to pay the educator in full for the weekly booked hours (as stated on the Agreement) even if their child may occasionally only use part of the care (eg if the child is sick, or away for part of the week for any other reason).

Priority is given to children who are identified as being at risk and those who are to be in care for work / study purposes. In this respect, Family Day Care is no different from any other children’s service.

If the child is not in care at all during the week, depending on the Educators Fee Schedule, either full fees or a holding fee is payable to the educator, so that the educator reserves the place for your child for when he / she returns.

COMMENCING CARE Your child may take a while settling into his or her new routine, especially if he or she has not been used to leaving you. This is perfectly natural.

However anxious you may be feeling about leaving your child, it is important that you try your best not to show it. Even very young children can pick up anxiety from their parents. If your child can sense that you are anxious about leaving him or her, they will feel certain that there must be something to be worried about.

Be positive, cheerful and firm. Place your trust in the educator and say goodbye. A phone call to your educator from work can sometimes ease your mind and reassure you that everything is OK.

NEVER sneak off out the door while your child is temporarily distracted. It may seem to work very well in the short term, but in the long term, your child will feel that you are not to be trusted and will become more dependent and ‘clingy’ around you at home.

Once your child has started attending a educator’s home, allow a little time occasionally at the beginning or end of the day to talk to the educator, so that little problems never become big issues. If you keep the communication lines open, it will be easier for you both to maintain a good relationship based on co-operation and mutual respect.

WHAT HAPPENS IF THE PLACEMENT DOESN’T WORK? If things are not working, the child is not settled or the parents feel that they have made a mistake, please phone the Senior Coordinator. Every effort will be made to ensure that each family receives the best childcare place for them.

Occasionally, children may be moved to another educator who is better suited to their needs. The service has many different educators, and the most suitable educator for a friend’s child may not be the most suitable educator for your child.

The educator also has the right to request that a child be moved to a more suitable educator if there is one available.

REPLACEMENT CARE If an educator is unable to care for your child because of sickness, annual holidays etc., replacement care may be offered temporarily with another educator. As parents often choose to use a friend or a relative to care for their child when their educator is unavailable, replacement care is not organised automatically. Parents will need to advise their educator if other care arrangements are required. Please note that there may be a difference in fees charged when utilising a different educator for care. We recommend that you check the educator’s fees prior to care.

RESPONSIBILITIES OF PARENTS Please note: It is important that you:-

Supply the educator with a change of clothes for each of your children in care, including shoes and jumper, raincoat and boots.

Provide your child with a broad brimmed hat, 30+ sunscreen and clothing which will provide adequate sun protection.

Supply the educator with an adequate amount of nappies, creams etc. or pants as necessary.

Let the staff and your educator know if your workplace, home address or telephone number changes.

Let the staff and your educator know about any change to your marital situation and/or custody and access.

Let the staff and your educator know about any change to your child’s health, including any medication that your child is required to take, or changes to any medical condition.

Give the educator 14 days notice of your intention to cease care.

Enter and initial the time your child/ren arrive and leave the educators home, and sign the declaration at the bottom of your child’s attendance sheet. Please be aware that failure to do so will make you ineligible for Child Care Benefit and Child Care Rebate.

Where an absence has occurred, and Child Care Benefit is to be claimed, provide a reason for the absence - eg sick, holidays, shift, RDO, flexi-day, exclusion of non-immunised child, occasional - across the Comment section of the timesheet, and then initial the first and last day of the absence. Please note if an absence occurs prior to physical commencement of care and after the last day of physical care if the child does not return to the service, CCB does not apply. These days will be charged at full fee.

MEALS Parents can either choose to send their child with everything he or she needs for the day - eg lunch, morning and afternoon tea, drinks - or can choose that the educator supplies the food, or a mix of both.

This is negotiable between the parent and the educator. If the educator supplies the food, the meal charges are applicable (ask the educator about these charges).

PARENTS - please think wisely about your food arrangements with your educator.

You may choose to provide a lunchbox for your child each day of care, containing sufficient food and drink for your child for the day.

You may wish to provide your educator with a weekly supply of: fruit, dried fruit, cheese, yoghurts, juice, milk, bread, sandwich fillings, savoury biscuits and other healthy foods that your children may prefer. The educator can then prepare meals, saving you precious time in the morning, and this will also allow her to share similar foods with the children in care.

If you do not send enough food for your child, the educator will provide extra food, which will be charged at the meal rate on their current Fee Schedule.

TRANSPORT Some educators are available to transport children to and from Preschool and Playgroups etc. which are a part of the normal routine of the pre-school child. Where necessary, staff will also assist an educator to transport children safely.

Please note that transport arrangements for children to and from their home and to and from school are the responsibility of the parent and not the Family Day Care service. Therefore, you will need to discuss your child’s transport needs with your educator first.

INSURANCE / ACCIDENTS Bland/Temora Family Day Care ensures that a Public Liability Insurance policy is taken out by each educator in the service. This policy provides indemnity of $10 000 000 against the educator being sued by the parent if a child is seriously injured while in care.

The educator is obliged to call medical advice in an emergency, and this cost is to be borne by the parent.

HEALTH Most educators are prepared to continue caring for a child if he or she is just a little ‘off colour’ (i.e. teething, or getting over a cold).

However, educators are not permitted to care for a child who is really sick (i.e. running a temperature, or if the child has an infectious disease). You will be contacted at work if your child becomes ill during the day, and you will be expected to collect your child as soon as possible.

The National Health and Medical Research Council has a guide, which we have included with this handbook, entitled “Some Infectious Diseases of Children”. This pamphlet lists many diseases which affect children, with details about each disease, including the exclusion period. The exclusion period is the length of time that the child/ren will spend at home, instead of in care. This will minimise the spread of the infection.

If you need the educator to administer medication to your child during the day, you must sign the authorisation form (obtainable from the educator), stating the dosage and time the medication is to be given. The medication must also be supplied in its original container, with the name of the child to whom the medication is to be given on the container.

We also ask that you contact your educator and/or the Coordination Unit staff to advise if your child has contracted an infectious disease. This will allow us to advise the families of other children that may have been exposed.

IMMUNISATION The NSW Health Department requires all children’s services to have on record proof of immunisation against preventable diseases. You are required to provide this information when you enrol your child in Family Day Care and advise the Family Day Care office of any updated immunisation details. Immunisation is also linked to Child Care Benefit payments.

Acceptable proof of immunisation is a statement from the Australian Childhood Immunisation Register (blue books cannot be accepted). For more information go to: http://www.humanservices.gov.au/customer/services/medicare/australian-childhood-immunisation-register

In the event of an outbreak of a vaccine-preventable disease, children who are not immunised may be excluded for the duration of the outbreak.

MEDICAL HISTORY When enrolling your child into Family Day Care, you will be asked for your child’s medical history, so that the staff and the educator will be aware of any ongoing medical conditions, such as asthma, allergies, etc.

It is important that you update this as necessary, so that staff and educators are aware of any medical issues that affect your child. This may also include any medical conditions that are no longer relevant.

Regular medication that your child may be required to take will need authorisation from you each day that your child is required to take the medication.

CHILD PROTECTION Family Day Care has many policies outlining areas in which the safety, welfare and wellbeing of children is paramount.

One of our important policies concerns Child Protection.

Our Child Protection Policy is designed to protect the children in care from risk of harm. To this end, the policy states that:

Educators and staff are mandatory reporters of child abuse and MUST report any current concerns that they may have regarding abuse and/or neglect, sexual or otherwise, to the Department of Education and Communities.

Information provided in this way will be kept confidential.

An educator who is suspected of abuse and/or neglect of a child will be suspended from duty and the children removed from her / his care.

A member of an educator’s family who is suspected of abuse and/or neglect of a child should be removed from the educator’s home while an investigation of the allegation takes place, OR, if that person is not removed from the home, the educator will be suspended from duty.

A staff member who is suspected of abuse and/or neglect of a child will be reported to the Licensee of Family Day Care.

CONFIDENTIALITY AND FREEDOM OF INFORMATION Bland/Temora Family Day Care collects, stores and uses personal information for the purposes of administering the service. In order to provide the highest standard of service, our organisation is required to collect personal information about children and families before and during the course of a child’s enrolment in our service. We are committed to privacy and as a government service, Bland/Temora Family Day Care is obligated under the Freedom of Information Act to allow clients access to their personal records, upon request. The information is confidential and will not be disclosed to third parties without prior consent, except in specified law enforcement or public health and public safety circumstances.

To ensure that staff and educators of Bland Shire Children’s Services are aware of medical

conditions, management plans and treatments for children who may require emergency

medication

To protect the health of children in care by preventing the misuse of medication and through

the monitoring of children’s health.

Policy Statement:

Medical conditions both diagnosed and undiagnosed, need to be effectively managed to

ensure that staff are able to adequately care for the needs of children. The management of

such medical conditions needs to include the child, the parents, the staff and medical

professionals. With effective management of medical conditions children will be able to

participate in all aspects of quality care and education.

Education and Care Services National Regulations 2011: 90-91 Definitions: In this policy “staff” refers to staff employed by Bland Shire Council Children’s Services and educators registered with the Bland/Temora Family Day Scheme. Recommended Practices:

Identifying children with medical conditions:

At time of enrolment parents will be asked to identify if their child has a medical condition,

including the diagnosis of diabetes, asthma or anaphylaxis.

Where the parent indicates either a diagnosed or undiagnosed medical condition the parents

will be required to work with the service to develop a risk minimisation plan, communication

plan, and an emergency treatment plan. If the medical condition has been formally diagnosed,

this plan is to be developed by a medical professional.

Parents will be provided with a copy of the services Medical Conditions Policy.

Parents are required to complete on enrolment a list of foods and food substances that

children are to avoid.

Where the details of known allergens change or there is a change in the medical condition

parents will be required to notify these changes to the service Nominated Supervisor as soon

as practical, using methods identified in the communication plan.

Where a child already enrolled in a service subsequently falls into this category then the

parents will also be required to follow these procedures as detailed above.

General: Parents need to be aware that whilst all care is taken to reduce a child’s exposure to any Asthma triggers, allergens or potential allergens the service can not guarantee that exposure will not occur. Whilst the service will implement a range of specific procedures and risk minimization strategies to reduce the likelihood of common allergens within the service staff and parents need to be aware that it is not possible for a child care service to remain totally allergen free considering the nature of such a service and the involvement with a large number of children, parents, staff and community members. Parents are asked not to bring trigger foods into the services to reduce the risk of exposure to peanut products. The service does not provide products made of peanuts, however does purchase and will offer to non allergic children, or those children who’s risk minimisation plan allows “food that may contain traces of nuts” unless specified as an allergen for the child upon enrolment. Common allergens and triggers for asthma and anaphylaxis: Peanuts, Eggs, Tree nuts (cashews), Cow’s milk, Fish and shellfish, Wheat, Soy, Sesame, Some insect bites, Dust mites, Chemical Perfumes, Exercise, Air pollution, Emotions ……….. The service will: Display each affected child’s Emergency Action Plan within each playroom or designated eating area of the service. Ensure that all staff and volunteers are aware of any child enrolled in the service who has been identified as having an allergy or as anaphylactic, a diagnosis of Asthma or any other medical condition. This will occur during enrolment and orientation. Ensure that permanent staff have received training in Anaphylaxis and the Epi-Pen delivery and emergency Asthma treatment where appropriate Where a child is enrolled with other medical conditions the service will endeavour to have staff trained in any emergency response first aid that may be relevant and appropriate. Ensure that all staff are aware of where any medication for the treatment of allergies, such as antihistamine or an Epi-Pen is stored, asthma medication or other emergency medication Ensure that a child’s medication or Epi-Pen is taken with the child should the child leave the service for an excursion Ensure that there is signage to indicate where each child’s medication is stored Implement the Emergency Action Plan in the event of an medical emergency. Where a child enrolled in the service has a specific health care need or other relevant medical condition, parents will be with copies of the relevant policies.

Parents of a child with diagnosed and/or undiagnosed allergies or children with anaphylaxis, asthma or other medical conditions will: Inform the service Nominated Supervisor on enrolment of the child’s diagnosed and/or undiagnosed medical condition Develop an Emergency Action Plan for the child in consultation with the service Nominated Supervisor and the child’s Doctor or in the case or an undiagnosed medical condition, with the parent of the child. The parent will assist in the completion of a risk minimisation plan that will be conducted in consultation with the Nominated Supervisor to identify any perceived risk and determined strategies to reduce this risk. Develop a communication plan with the Nominated Supervisor to determine the most appropriate means of communicating about the child’s medical condition Give permission for the centre, or educator to display the Emergency Action plan, containing a picture of the child, and parental contact phone numbers, within the centre/home. Parents are to acknowledge that this will be visible to staff, other parents and community visitors within the centre. Provide any medication including an Epi-Pen (if required), asthma relieving medication and spacer to the service. Medication provided must be in date and have a printed prescription label identifying that it has been prescribed for the particular child for a stated time period; if instructions or medication labels are written in language other than English, the family must obtain an English version from a doctor or pharmacist. No unidentifiable medication will be given. Regularly check the expiration date on any medication Inform staff of any changes to the status of the child’s medical condition General risk minimisation strategies for children with allergies or at risk of anaphylaxis

Children will be taught not to share food and the service will be ‘nut free’ on specific days where children are diagnosed as having an allergy. Children will wash their hands regularly throughout the day and prior to and after meal times Staff will supervise meal times to reduce the risk of ingestion or cross-contamination of foods The Nominated Supervisor in consultation with staff will discuss and inform parents of any observable change to any individual child’s reaction or perceived allergic response to a possible or known allergen in order for them to review or develop a specific health management strategy or Emergency Action Plan. The service will endeavour to ensure all children have access to the daily experiences and activities within the centre bearing in mind the potential risk that such an activity may present to children with identified allergies and anaphylaxis. In the event a particular activity may present the risk of an allergic reaction to any identified child consideration will be given as to its overall developmental merit. If still determined to be beneficial and deemed as able to be contained that child may be provided with an alternative experience whereupon all would be closely monitored.

With permission, educators may write comments on behalf of families to help with evaluations of the program and encourage further family input. Families are provided the service’s email address and phone details at orientation. Families will be encouraged to converse with educators at pick up and drop off times, and may email or call throughout the day. Feedback from families is encouraged and educators and staff will take this feedback into account in ongoing planning and quality improvement. Families will be informed as to how their feedback has contributed to improvements in the service through information noticeboard displays, emails, and/or newsletters. HEALTH AND SAFETY – Sun Protection

POLICY ADOPTED: 17 June 2014

Policy Objective: Bland Shire Children’s Services will follow best practice guidelines to protect children, family members and staff from the damaging effects of sun exposure. Our service will continue to remain a SunSmart service. Policy Statement: Australia has the highest rate of skin cancer in the world. Research has indicated that young children and babies have sensitive skin that places them at particular risk of sunburn and skin damage. Exposure during the first 15 years of life can greatly increase the risk of developing skin cancer in later life. Early childhood services play a major role in minimising a child’s UV exposure as children attend during times when UV radiation levels are highest. Statutory Legislation & Considerations

Education and Care Services National Regulations 2011 Definitions: In this policy “staff” refers to staff employed by Bland Shire Council Children’s Services and educators registered with the Bland/Temora Family Day Scheme. Recommended Practices: Our sun protection strategies are: Outdoor Activities The service will use a combination of sun protection measures whenever UV Index levels reach 3 and above. This will include:

From October to March sun protection is required at all times. Extra sun protection is needed between 11am and 3pm and during this period outdoor activities should be minimised. Minimising outdoor activities includes reducing both the number of times (frequency) and the length of time (duration) children are outside.

From April to September (excluding June and July) outdoor activity can take place at any time. However, between 10am and 2pm sun protection is required.

In June and July when the UV index is mostly below 3, sun protection is not required. All sun protection measures (including recommended outdoor times, shade, hat, clothing and sunscreen) will be considered when planning excursions and activities. Shade All outdoor activities will be planned to occur in shaded areas. Play activities will be set up in the shade and moved throughout the day to take advantage of shade patterns.

The service will provide and maintain adequate shade for outdoor play. Shade options can include a combination of portable, natural and built shade. Regular shade assessments should be conducted to monitor existing shade structures and assist in planning for additional shade. Hats Staff and children are required to wear sun safe hats that protect their face, neck and ears. A sun safe hat is a:

Legionnaire hat, or

Bucket hat with a deep crown and brim size of at least 5cm (adults 6cm), or

Broad brimmed hat with a brim size of at least 6cm (adults 7.5cm).

Please note: Baseball caps or visors do not provide enough sun protection and therefore are not recommended. Children without a sun safe hat will be asked to play in an area protected from the sun (e.g. under shade, veranda or indoors) or can be provided with a spare hat. Clothing When outdoors, staff and children will wear sun safe clothing that covers as much of the skin (especially the shoulders, back and stomach) as possible. This includes wearing:

Loose fitting shirts and dresses with sleeves and collars or covered neckline.

Longer style skirts, shorts and trousers. Children who are not wearing sun safe clothing can be provided with spare clothing. Please note: Midriff, crop or singlet tops do not provide enough sun protection and therefore are not recommended. Sunscreen All staff and children will apply SPF30+ broad-spectrum water-resistant sunscreen 20 minutes before going outdoors and reapply every 2 hours or as required by product recommendation. Sunscreen is stored in a cool, dry place and the use-by-date monitored. Babies Babies under 12 months will not be exposed to direct sunlight and are to remain in dense shade when outside. They will wear sun safe hats and clothing and small amounts of SPF30+ broad-spectrum water-resistant sunscreen may be applied to their exposed skin. Role Modelling Staff will act as role models and demonstrate sun safe behaviour by:

Wearing a sun safe hat (see Hats).

Wearing sun safe clothing (see Clothing).

Applying SPF30+ broad-spectrum water-resistant sunscreen 20 minutes before going outdoors.

Using and promoting shade.

Wearing sunglasses that meet the Australian Standard1067 (optional). Families and visitors are encouraged to role model positive sun safe behaviour. Education and Information Sun protection will be incorporated regularly into learning programs. Sun protection information will be promoted to all staff, families and visitors.

EXCLUSION GUIDELINES

RECOMMENDED MINIMUM EXCLUSION PERIODS FOR INFECTIOUS CONDITIONS FOR SCHOOLS, PRESCHOOLS AND CHILD CARE SERVICES

Children, educators and staff who are unwell should stay home from child care services. Even if they do not have a

condition that requires exclusion, the best place for an ill child to rest and recover is with someone who cares for them.

Herpes simplex (cold sores, fever blisters)

Exclusion is not necessary if the person can maintain hygiene practices to minimise the risk of transmission. If the person is unable to comply with these practices (e.g. because they are too young), they should be excluded until the sores are dry. Sores should be covered with a dressing where possible.

Human Immunodeficiency Virus (HIV/AIDS)

Exclusion is NOT necessary. If the person is severely immune compromised, they will be vulnerable to other people’s illnesses.

Varicella (Chickenpox)

Exclude until all blisters have dried. This is usually at least 5 days after the rash first appeared in non-immunised children, and less in immunised children.

Any child with an immune deficiency (for example, leukaemia) or receiving chemotherapy should be excluded for their own protection as they are high risk for developing severe disease. Otherwise, not excluded.

Viral gastroenteritis (viral diarrhoea)

Exclude until there has not been a loose bowel motion for 24 hours
