    Foreword

    Dear Parents / Guardians

    A strong partnership between parents and the child

    care centre is important as it has positive effects on ourchildrens development during their years in a child carecentre. We believe that the quality of this partnership isgreatly enhanced when parents have access to appropriateinformation on child care matters. The Family ServicesDivision is therefore pleased to publish this guide to assistyou in the fostering of this parent-centre partnership, byproviding information on common topics of concern when

    your child is admitted in a child care centre.

    This guide serves as a practical resource on child caresubsidy and operational matters including safety, healthand hygiene, illnesses, and administrative matters suchas the refund of deposits. In addition, the Annex in thisguide also provides information on the relevant agenciesand authorities you may approach for advice or assistanceon specific matters related to child care.

    Understanding each of our roles will help us work towardsthe best level of care and education for our children. Wehope that you will find this guide useful as we continue towork hand in hand in the best interest of our children.

    The Ministry licenses child care centres in Singapore underthe Child Care Centres Act (Cap 37A) and Regulations. Allchild care centres are required to obtain a licence before

    commencing operations. This licence states the tenure forwhich the licence is valid and it should be displayed in thecentre.

    The Ministry conducts regular unannounced visits to ensurethat child care centres meet acceptable standards of carein the following areas:

    Physical environment Safety, health, hygiene and nutrition Staff training, qualifications and requirements Programme and curriculum Administration

    A licensing checklist is used to assess the quality andstandard of care in the centres. A copy of the licensingchecklist is given to all child care centres for self-evaluationas part of their efforts to upgrade the quality of care onan on-going basis. We also provide all centres with acopy of the Good Practices Handbook, which highlightscommendable practices in all aspects of child care.

    The Ministry strictly prohibits any form of inappropriatepractices on children in child care centres. Appropriateaction may be taken against any child care centre which

    contravenes the Child Care Centres Act and Regulations.

    tres A child care centre has an important role in your childs

    developing years due to the length of time he spends in thecentre. Significant developments in your childs physical,

    intellectual, emotional, social, aesthetics and creativedomains occur while he is at the centre. Hence, child carecentres are encouraged to maintain open channels ofcommunication and develop frequent formal and informalinteractions with parents.

    They should also ensure that their rules and regulations areexplicit and clearly explained to parents. Centres should

    employ staff who are appropriately trained and professionalin their conduct. Overall, centres should ensure that goodstandards of care and education are in place.

    As parents, you too have important roles to play. Buildinga positive relationship with the staff of the child carecentre is always in the best interest of your child. You

    may volunteer time and expertise in supporting the childcare centre for various activities. These may include storytelling, sharing sessions, craft work, participation in fieldtrips, festive celebrations, seminars, talks, workshopsetc

    This guide serves as a supplement to the centreshandbook which you would have received upon admitting

    your child in a child care centre. It is very important foryou to familiarise yourself with the child care centreshandbook on rules and regulations and philosophy ofcare as it will assist you in understanding and knowingwhat to expect from the child care centre.

    As supervisors and teachers in thechild care centre are your childsprimary caregivers, you are stronglyencouraged to discuss or clarify anyconcerns you might have with themon matters relating to your child.

    Administrative Matters

    Q1. What is a child care centres operating hours?

    Most child care centres open from 7.00am to 7.00pmfrom Mondays to Fridays and 7.00am to 2.00pm onSaturdays. Work place child care centres may follow theworking hours of the respective organisations they arelocated in. Some workplace child care centres open from7.30am, some close at 6.30pm or 7.30pm, while othersmay operate a 5-day week.

    Q2. Is a child care centre allowed to close or

    additional days apart rom the gazetted public

    holidays?

    A child care centre should be open throughout the yearexcept on Sundays and gazetted public holidays. The childcare centre may close for an additional 5 days annually

    for activities such as staff training and development,workshops and spring cleaning. In addition, the centrecan observe half-days on the eves of Christmas, New

    Year and Chinese New Year. However, the centre isrequired to give parents at least 2 months notice priorto the closure.

    Child care centres may organise field trips as follow-upactivities to extend childrens learning experiences. Childcare centres are required to arrange for programme staffto look after children who are unable to participate in fieldtrips.Behaviour Management

    Q1. I notice bruise marks on my childs arm when I

    arrive to etch him home rom the child care centre.

    The child care centre sta did not inorm me about

    any incident. What action should I take?

    You should speak to your childs teacher immediately tofind out how the bruises came about. Discuss with yourchilds teacher on some ways to prevent a repeat of theincident.

    Q2. My child is requently bitten by a classmate.

    The centres supervisor has already spoken to the

    classmates mother but he continues to bite. What

    should I do?

    Raise your concern with your childs teachers or thecentres supervisor. You may request for the centresaction plan in handling this matter. The centre shouldalso prepare an individual plan to help the other child curbhis biting behaviour.

    Q3. I hear teachers shouting and screaming at thechildren in my childs centre very oten. Who should

    I approach concerning such child management

    methods?

    Discuss with the centres supervisor and clarify whethershe is aware of this issue. Ask about the centres childmanagement methods. If the situation does not improve,approach the Ministry who will investigate accordingly.

    Financial Matters

    Q1. What should I do i the child care centre reuses

    to reund my childs deposit ollowing my childswithdrawal rom the centre?

    Child care centres are private business entities withtheir administrative policies on financial matters such ascollection of child care fees, deposits and procedures forrefunds. The Ministry does not intervene in any financialtransactions or contracts signed between a child care

    centre and parents. Parents should read and understandthe terms and conditions stated in the child care centreshandbook before they sign to agree to abide by them.Parents are advised to approach the child care centredirectly for disputes on financial matters. However, shouldboth parties fail to resolve the financial issue, either partymay then choose to settle it at the Small Claims Tribunal.

    Q2. My child sustained an injury while in the child

    care centre. I decided to withdraw my child rom

    the child care centre without giving the required

    one months notice. As a result o this, the childcare centre reused to reund my deposit. Can the

    Ministry assist?

    You are advised to settle issues regarding monetaryrefunds directly with the child care centre. The Ministrydoes not intervene in any financial disputes between theparents and centres.

    Q3. My childs centre has requested that I pay or the

    mattress, mattress covers and the uniorms etc. Do

    I have to pay or these?

    Child care centres may charge for items such asmattress, mattress covers and uniforms. These itemsmay be brought home upon the child leaving the childcare centre. They may also request that you purchaseannual insurance coverage for the period that your childis admitted in the centre.

    Child care fees are inclusive of toiletries, stationery,activity sheets and readers. Parents may provide special

    toiletries for medical reasons. The provision of diapersand milk powder for infants / toddlers is usually discussedand agreed between the centre and the parents at thetime of registration. In most centres, the parents providethe diapers and milk powder as individual infants havedifferent needs.F

    Q5. My childs centre has requested me to pay or

    the school ees termly instead o monthly. Is this an

    acceptable practice?

    Child care centres are required to collect child care feeson a monthly basis. Centres may make provision for otherpayment terms, for example, a bi-monthly fee or termlyfee but parents must be given the option to pay fees ona monthly basis. All modes of payment must be statedclearly in their Parents Handbook and parents may selectany payment mode which suits their needs.

    Q6. I am rom a low income amily and I need nancial

    assistance to pay or the child care ees. How should

    I apply?

    Families requiring child care services but are unable toafford the fees can apply through the child care centre foradditional financial assistance under the Centre-BasedFinancial Assistance Scheme for Child Care (CFAC).

    You may wish to discuss your needs with the child carecentre, which will apply for CFAC from the CommunityDevelopment Council (CDC) on your behalf.

    Programme and Curriculum

    Q1. I notice that the centre does not have a xed

    curriculum and I am concerned whether my child

    is well prepared or his ormal education when he

    enters primary school.

    MCYS provides a broad curriculum framework for childcare centres to develop the curriculum and programmes inline with their centres philosophy of care. The curriculumfocuses on the holistic development of a child and aimsto optimize each childs potential. This approach allowsfor flexibility in establishing and delivering the pre-schoolprogramme.

    In addition, a copy of the Nurturing Early Learners: AFramework for a Kindergarten Curriculum in Singaporeissued by the Ministry of Education (MOE) in January 2003

    is extended to child care centres. Centres are guidedby the desired outcomes of pre-school education in thisframework.

    Any pre-school child attending a child care centre wouldreceive a pre-school education of similar standing to MOEregistered kindergarten to prepare him for primary school.

    Q2. My child is asked to participate in the centresoptional speech and drama lessons. Is the centre

    allowed to conduct such lessons with extra charge?

    A child care centre may conduct optional programmeswith extra charge in addition to its child care programme.However, it is important for the centre to assess theneed, suitability and benefits of such programmesbefore implementing them. The centre has to adhereto the Ministrys guidelines on the provision of optionalprogrammes and parents have a choice to decide on theirchildrens participation. The normal child care programmeshould continue for children who are not participating inthe optional programmes.

    Q3. My child has learning diculties and I am

    concerned that he cannot benet rom the child care

    programme.

    Some child care centres provide integrated child careprogrammes for children with learning difficulties so asto maximize their learning potential. The objective of anintegrated programme is to help the child to be includedinto mainstream schooling. Parents who require suchservice should check with centres on their philosophy andprogramme. Parents may refer to http://www.disability.

    Q1. My child had a high ever last night but it subsided

    this morning. Can I bring my child to the child care

    centre?

    Fever is usually a symptom of infection. It would beadvisable to let the child rest at home until the fever hassubsided completely.

    Q2. My child has recovered rom Chicken Pox. Can

    I bring him back to the centre upon expiry o the

    medical certicate?

    A child who is diagnosed with infectious diseases suchas Hand, Foot, Mouth Diseases (HFMD) or Chicken Poxshould not attend classes in the child care centre until aregistered medical practitioner certifies that the child maybe permitted to return to the centre upon the expiry of themedical certificate.

    Q3. My child has been sick or the past ew days. Heis on medication and displays slight symptoms o

    cough and cold. The centre reuses to permit him to

    return unless I have a letter rom a registered medical

    practitioner to prove that he is t. What should I do?

    A letter from the registered medical practitioner certifyingthat your child is fit to return to the centre is required when

    your child is on medication. If a doctor is not prepared tocertify that your child is fit to return to the centre, it is anindication that your child is still unwell and should rest athome. This is advisable because secondary infectionscould occur as your childs immune system is still weak.

    Q4. I am concerned about the hygiene practices in

    my childs child care centre during the outbreak o

    HFMD. With whom can I discuss my concerns?

    Child care centres are required to adhere to the Ministryof Healths Guidelines for the Prevention and Control ofInfectious Diseases in Child Care Centres / Kindergartens

    / Pre-School Centres. You may discuss your specificconcerns with the centres supervisor. If no action is taken,you may contact the Child Care Centre Information Lineat Tel: 1800-2585812. Our officer in charge of the child

    care centre will look into the matter and advise the centreaccordingly.

    Q5. My childs child care centre has an outbreak o

    HFMD. At which point will the centre be instructed to

    close so that the outbreak can be stopped?

    Child care centres are required to inform MCYS and theMinistry of Health (MOH), once there are two or more casesof HFMD. Both Ministries monitor the outbreak of HFMDand other infectious diseases in child care centres closely.

    There are 2 possible types of closure of centres during anHFMD outbreak.

    1. Mandatory ClosureWhere the situation warrants a closure of a child carecentre based on the strain of viruses and the number ofcases, MOH will advise MCYS that the affected centrebe closed to stop further transmission of the disease.Upon the advice of MOH, the Director of FamilyServices at MCYS will order the closure of the child carecentre under the provisions of the Child Care CentresRegulations.

    2. Voluntary Closure

    Child care centres may consider voluntary closure if theyperceive a need to do so. However, this is subject to

    all the parents consent and the clearance from MCYS.MOH has advised that for a transmission to be stoppedcompletely, the minimum closure period is 5 to 7 days.In view of this, someparents may not beable to find alternativecare arrangements fortheir children. Child

    care centres arestrongly encouragedto work with parentswho may not be ableto find alternative carearrangements. MCYSdoes not interfere onmonetary issues suchas refund of child carefees during a centresclosure.

    Centres which choose voluntary closure would dothorough cleaning and disinfecting of their premises,equipment, materials and toys during the closure period.

    Q6. My child oten comes home with mosquito bites.

    I have shared my concerns with the child care centre

    but I do not think they have taken any action. What

    can I do?

    You may follow up with the child care centre on thepreventive measures it has taken to prevent mosquitobreeding. Some of these measures include fogging,spraying insecticide at the beginning or end of the day,and applying mosquito repellant on your child. If themosquito problem persists, the centre can approach the

    National Environment Agency (NEA) or the Town Councilfor advice and assistance.Q7. How will I know i the child care centre is serving

    nutritious ood or my childs meals?

    The meals served in the centre should at least includebreakfast, lunch and afternoon tea. The centres weeklymenu should be posted on the Parents Notice Board forparents information. All child care centres have beengiven a copy of the Guide to Healthy Meals in ChildCare Centres which provides centres with resourcesand information on planning nutritionally balanced meals.Should your child have special dietary requirements, dodiscuss them with the centres supervisor.

    Sta Matters

    Q1. What is the sta-child ratio stipulated by the

    Ministry?

    The minimum staff-child ratios during programme hoursbased on the childrens ages are as follow:

    child is early childhood trained?

    The minimum level of training for all child care teachers isthe Certificate in Pre-School Teaching. You may approachthe centres supervisor to discuss the staffs professionaltraining status. Staff who are not trained at the Certificatein Pre-School Teaching level are child care assistants.

    They may help teachers in conducting activities andgeneral supervision of children.

    Subsidy Matters

    Enhanced Subsidies or Centre-based Child Care

    More child care centres will be set up over the next fiveyears to provide quality and affordable child care optionsfor working parents.

    To better support Singaporeans who wish to have childrenand require centre-based care for them, the Governmentgives child care subsidies to parents of Singapore Citizen

    infants and children.

    From 17 August 2008, the subsidy for centre-based childcare will be raised from $150 to a maximum of $300, whilethe subsidy for centre-based infant care will be raised from$400 to a maximum of $600 per child per month. Thisapplies to all Singaporean children.

    Q1. What are the government subsidies available i I

    place my inant/child in an inant/child care centre?

    Centre-based infant and child care subsidies are availablefor children enrolled in licensed child care centres. Thesubsidies help to keep fees affordable for parents.

    The infant care subsidy is available for SingaporeCitizen infants aged 2 to 18 months,

    while the child care subsidy is available for SingaporeCitizen children aged above 18 months to below 7

    years.

    The subsidies are given to working and non-workingmothers/single fathers.

    Subsidy rates are based on the programme type enrolledand the working status of the mother/single father. Toqualify as a working mother, she must work for at least 56hours per month.

    Mothers who place their children inchild care centres on flexible-

    care programmeswill receive pro-ratedsubsidies based onthe number of hourstheir children attend

    the centres.

    Q2. How do I apply or the inant/child care subsidy?

    Application for infant/child care subsidy will be made by

    the child care centre on your behalf. To enable the childcare centre to verify your subsidy claims, please submitsupporting documents such as copies of your NRIC andyour childs birth certificate to the centre upon enrolment ofyour child. You are also required to declare your employmentdetails such as name of your employer, address, contactnumber, income and your total working hours per month.For single fathers or guardians, you will also need to submit

    relevant legal documents such as the decree nisi, deed ofseparation and court order with regard to your divorce andcustody of your children.

    Subsidy will be given to you from the month the applicationis approved by the Ministry. Upon approval,

    you will pay the monthly subsidised childcare fee (child care fee less the governmentsubsidy) to the centre.

    For the purpose of subsidy claim, youare also required to update youremployment status to the child care

    centre at least once a year.

    Q3. Do I need to inorm the child care centre i there

    is a change in my employment status and my childs

    citizenship?

    It is your responsibility to inform the child care centre ofchanges in your employment status and the status of yourchilds citizenship promptly. Please submit a declarationof employment status and supporting documents suchas certificate of your childs citizenship to the centrefor verification. For self-employed applicant, you arerequired to submit a statutory declaration to indicate your

    employment status and total working hours per month.

    Q4. How does a child care centre calculate the GST

    on child care ee and subsidy?

    For GST registered child care centres, the GST will becharged on the full value of the monthly fee. Lets assumethat the child care fee is $500 before child care subsidyand the subsidy is $150. The child care centre will have

    to charge GST on $500. Parents will have to pay thecentre a monthly fee of $385 ($500 + 7% GST

    - $150 child care subsidy).

    Q5. Will I be eligible or subsidy i I place my child on

    trial enrolment?

    Child care centres are required to provide at leasttwo weeks trial period for full-day and half-day careprogramme. You will be entitled for the pro-rated childcare subsidy if you enrol your child for at least 2 weeksand pay at least 2 weeks fee.

    Q6. Will I be eligible or the fexible care subsidy?

    You will need to pay full fee for the flexible care programmeto be eligible for the flexible care subsidy.

    Q7. When will the child care subsidy be terminated

    or my child?

    Child care subsidy will be terminated when your child haswithdrawn from the centre or your child has not attendedthe centre for a minimum of one day within the month. Youmay temporarily withdraw your child from the child caresubsidy scheme if you wish to take your child for a longvacation. If your child is on long medical or hospitalisationleave, please submit supporting documents to the centrefor special consideration of subsidy claims.

    Q8. Will I be entitled or child care subsidy i I give

    advance notice to withdraw my child rom the child

    care centre and paid ull ee or the last month?

    You will be entitled for child care subsidy provided yourchild attends at least one day in the child care centre forthe last month. Please also refer to the centres policy onwithdrawal and liaise with the centres supervisor directlyon this matter.

    Q9. Am I still eligible or the ull rate o inant/child

    care subsidy i I am unable to work or on no pay orstudy leave?

    If you are unable to work because of extenuatingcircumstances which include no pay/study leave orpermanent illness, you may appeal to the Ministry forchild care subsidy. You are required to submit supportingdocuments such as the approval letter of your no pay leave,acceptance letter of your course, medical certificationof your illness to the centre which will apply for specialconsideration on your behalf. All appeals will be consideredon a case-by-case basis and you will be notified of theoutcome of your appeal through the centre.
