Dear Minister,

As President of the Paramedic Association Canada (PAC), a national organization representative ofalmost 30,000 Paramedics in Canada, we are dedicated to improving the public safety in Canada. Irequest your support for current efforts to secure dedicated 700 MHz spectrum for public safetybroadband, including strongly opposing any potential Industry Canada commercial auction of thatportion of the spectrum.

The use of broadband technology is crucial to the future of public safety here and across Canada. InDecember 2010, the presidents of Canada’s national associations representing police (CACP), fire (CFCA)and emergency medical services (EMSCC) announced the creation of the Tri-Services Special PurposeCommittee on 700 MHz Broadband for Mission Critical Public Safety Data. The creation of theCommittee was in direct response to Industry Canada’s announcement of public consultations on theuse of the 700 MHz band by commercial mobile services (which closes February 28, 2011).

In short, the Committee will be urging Industry Canada to reallocate 8 MHz of spectrum (currentlyassigned to public safety but with unspecified use) to broadband use and allocate an additional 12 MHzof adjacent spectrum to public safety for broadband use. This would result in 20 MHz being assigned forpublic safety broadband use and a total allocation to public safety of 36 MHz — 20 MHz for broadbandand an existing 16 MHz for narrowband/wideband (i.e., voice and low speed data).

Allocating 700 MHz spectrum directly to public safety is the only way to ensure robust, modern, reliablepublic safety grade interoperable networks. First responders must have the right tools to protect andsave lives. This includes interoperable communications networks that allow real-time informationsharing through high speed video and data. This requires an appropriate, dedicated band of spectrumthat can accommodate the everyday needs of police officers, firefighters, and paramedics, as well asprovide excess capacity during times of emergency. The soon to be available 700 MHz block ofspectrum provides this opportunity.

Our organization, the Paramedic Association of Canada is working with like-minded public safetypartners to ensure the voice of responders is considered during the current Industry Canadaconsultations on the 700 MHz band. Dear Tri-Services Committee members,

We are writing on behalf of our organizations, which represent emergency services providers in the Province of Ontario, with respect to the Industry Canada consultation paper, Consultation on a Policy and Technical Framework for the 700 MHz Band and Aspects Related to Commercial Mobile Spectrum (Canada Gazette No. SMSE-018-10).

As Canada moves from analog to digital television and the reallocation of radio spectrum in the 700 MHz range, emergency providers in Ontario believe that there is a historic opportunity to significantly enhance public safety communications interoperability with the United States and equip our emergency responders not just in Ontario, but across Canada with the correct suite of technologies they need to do their jobs.

We respectfully urge Industry Canada to assign 20 MHz of dedicated spectrum to public safety in the 700 MHz band.

At present, public safety wireless networks in Canada are not capable of delivering mission-critical, real-time, multimedia content to public safetypractitioners. Although some Canadian public safety agencies use commercial networks to support their data requirements, existing commercial networks have significant limitations when used to support the mission-critical multimedia applications that public safety providers need today and tomorrow.

It should be noted that commercial networks are not designed to the reliability standards of public safety providers. Such networks tend to be unavailable and overwhelmed in situations when public safety users require access the most – in the earliest moments of emergencies and major disasters. Commercial carriers should not be expected to be inclined to provide public safety with the required priority access and pre-emption capability, as this conflicts with their primary objective of maximizing profitability for their shareholders. This leads directly to the need for a dedicated public safety spectrum allocation of 20 MHz in the 700 MHz band.

Public safety communities across Canada and the United States have been working together to maximize functional interoperability between bordering Canadian provinces and territories and American states. The Obama administration, following on from the President’s 2011 State of the Union

Address, has announced that it will support legislation that allocates a full 20 MHz of spectrum to the US public safety community.

While there are significant challenges with interoperability of communications in other spectrum bands, aligning 700 MHz band spectrum allocations for public safety is entirely feasible, and presents a historic opportunity to markedly enhance our cross-border communications interoperability.

Finally, as Ontario’s detailed response to the consultation questions (sent under separate submission, independent technical studies, including one jointly commissioned by the Canadian Police Research Centre and the Communications Research Council) clearly demonstrates that a full 20 MHz of spectrum in the 700 MHz band is needed to support projected public safety user demands over the next decade. This supports the position of our Provincial Tri-Services Committee and of our National partners, that Industry Canada should allocate 20 MHz of spectrum to public safety and not auction it for commercial use.

In short, our organizations support the National Tri-Services Special Purpose Committee’s urging of Industry Canada to reallocate 8 MHz of spectrum (currently assigned to public safety but with unspecified use) to broadband use, and allocate an additional 12 MHz of adjacent spectrum to public safety for broadband use. This would result in 20 MHz being assigned for public safety broadband use and a total allocation to public safety of 36 MHz — 20 MHz for broadband and an existing 16 MHz for narrowband/wideband (i.e., voice and low speed data).

To effectively andconsistently take advantage of these developments, there is a very real and immediate need for a dedicated band of spectrum that can accommodate the everyday needs of police officers, firefighters, and emergency medical personnel, as well as provide excess capacity during times of emergency. Dear Minister Bradley,

As you may be aware, the issue of communications interoperability presents a significant challenge to Ontario’s first responders. While the Association of Municipal Emergency Medical Services of Ontario (AMEMSO), Ontario Association of Fire Chiefs (OAFC), and Ontario Association of Chiefs of Police (OACP) have been making strides at the federal level on the issue, our associations are looking to Ministry of Community Safety and Correctional Services to support Ontario’s first responders on this critical matter of public safety.

Specifically, our Associations are asking you to take champion our collective efforts to secure future radio and broadband infrastructure requirements, specifically with regard to raising our position with the Minister of Infrastructure.

Interoperability of voice and data, or that lack of it among Ontario public safety providers on the frontline, is a major concern among our provincial associations and the citizens we serve. Hundreds of millions of dollars will be spent in the next few years upgrading aging equipment. Add to that the rapid advances in technology and the potential availability of additional radio spectrum for mission critical broadband data, and Ontario may be well positioned to build on the good work of others in Canada.

In that regard, we would like to draw your attention to the work being done in the Maritimes. In 2010, a public-private partnership investment was struck to improve emergency response services for Maritime people, including the announcement that the Government of Canada will contribute up to $50 million through PPP Canada to support the implementation of the Maritime Radio Communications Initiative. The Governments of Prince Edward Island, New Brunswick, and Nova Scotia will also each contribute to construction and operational costs. Identifying infrastructure requirements was part of the foundational work that lead to this significant outcome.

In Ontario, responder agencies currently operate an array of incompatible emergency radio systems, with many that are at or approaching the end of their useful operating lives. In addition, the potential future availability of public safety dedicated 700 MHz spectrum will enhance communications capabilities, including access to high speed data and video.

In September 2010, our Associations began formally working together by naming a tri-services interoperability committee to focus on information sharing and completing a gap analysis on the current state of communications interoperability in Ontario. The Committee’s work (and ultimately the need to indentify future infrastructure requirements) is in direct response to the National Strategy for Communications Interoperability (NSCI) scheduled to be endorsed by federal, provincial, and territorial ministers on January 26, 2011 in Toronto.

The creation of the NSCI is an excellent example of a practitioner-driven and government-led initiative that will reap significant benefits for Canada. It is now time for Ontario to provide vision, leadership, and funding to improve public safety communications interoperability. Looking forward, we collectively recognize that funding of new communications equipment and/or networks will always present a significant challenge, but we would like to work with our provincial government partners to overcome these obstacles. We also believe that officials at the Ministry of Infrastructure would be willing partners.

Dear Minister Coleman:

As Chief Constable of the Vancouver Police Department I am committed to providing safety for all the citizens of Vancouver. I thereby request your support to secure a dedicated 700 MHz spectrum for public safety broadband, and respectfully ask that you strongly oppose any attempts by Industry Canada to auction off that portion of the spectrum.

The use of broadband technology is crucial to the future of public safety in Vancouver and across Canada. In December 2010, the presidents of Canada’s national associations representing police (CACP), fire (CFCA) and emergency medical services (EMSCC) announced the creation of the Tri-Services Special Purpose Committee on 700 MHz Broadband for Mission Critical Public Safety Data. The creation of the committee was in direct response to Industry Canada’s announcement of public consultations on the use of the 700 MHz band by commercial mobile services (which closes February 28, 2011).

In short, the committee will be urging Industry Canada to reallocate 8 MHz of spectrum (currently assigned to public safety but with unspecified use) to broadband use and allocate an additional 12 MHz of adjacent spectrum to public safety for broadband use. This would result in 20 MHz being assigned for public safety broadband use and a total allocation to public safety of 36 MHz – 20 MHz for broadband and an existing 16 MHz for narrowband/wideband (i.e., voice and low speed data).

Allocating 700 MHz spectrum directly to public safety is the only way to ensure robust, modern, reliable public safety grade interoperable networks. The police and all first responders must have the right tools to protect and save lives. This includes interoperable communications networks that allow real-time information sharing through high speed video and data. This
