Project Description:

The Town of Parachute is located on the western slope of Colorado along the I-70 corridor between Grand Junction and Glenwood Springs. Parachute is a small community of approximately 1,300 residents known for its proximity to an abundance of Colorado’s natural resources—the Colorado River, surrounding lakes and mountain ranges—and alluring landscapes. Its economic development strategy is driven by creating access to these natural resources. And the community understands this priority and supports the vision through its comprehensive plan that integrates the town’s land uses with the naturalscape of the area.

To that end, the Town of Parachute purchased seventy (70) acres of open space to be dedicated to outdoor recreational activities. This project will allow the Town of Parachute to methodically plan and develop the open space to be used as a non-motorized trail for pedestrian/hiking, horseback, biking activities.

The property is located in Garfield County, Colorado: Sections 11 and 12; Township: 7; Range: 96. The local BLM field office is located in Silt, CO, and it is near the White River National Forest. There is currently no trail system on the property, and the property is owned by the Town of Parachute.

Stuart McArthur, Town Manager, will oversee the project. The work will be performed by the Town Engineering firm, High Country Engineering (HCE). HCE was selected through a competitive Request for Proposal (RFP) process.

EXHIBIT A 1. COMMUNITY NEED & BENEFIT (1 points)

The Town of Parachute has conducted a Community Assessment Report, and an analysis of current economic conditions. The conclusion led to a set of initiatives consisting of both short- and long-term goals that enhance the quality of the local economic base and improves community “infrastructure” meeting the needs of both residents and visitors. One of the key actionable items included the design and programming for an outdoor recreational area which would be connected to outdoor activities via a non-motorized trail. The trail not only provides recreation used for pedestrian, hiking, horseback riding and biking activities, but will also provide access to adjacent BLM lands, which would otherwise send residents and visitors miles away.

The non-motorized trail will also serve to connect Parachute neighborhoods by creating Pedestrian Priority Areas where land use, demographic factors and development factors begin to form higher levels of walkability throughout the community. These Pedestrian Priority Areas will also create safer routes for all citizens, particularly school age pedestrians, as well as promoting a healthier way to move about the community.

EXHIBIT A 2. URGENCY (5 points)

The Town of Parachute conducted an assessment of economic leakages that revealed a fair amount of commerce not captured, and/or leaving the town and surrounding area. It is the community’s goal to attract and retain residents and visitors to the area. And providing access via a non-motorized trail to valuable natural resources—the Colorado River, surrounding lakes and mountain range—is key to the community’s economic development initiatives.

The Town of Parachute has implemented actionable initiatives that promote economic development with outdoor recreation, and will be launching events in 2020 that will attract visitors from outside the region. The community wants to be ready for these events and has targeted date to completion.

EXHIBIT A 3. CUMULATIVE IMPACTS (15 points)

The Town of Parachute has conducted an assessment that include both environmental and economic impacts.

Environmental impacts of the plans for the non-motorized trail were discussed with the Area Wildlife Manager, Scott Hoyer. Mgr. Hoyer’s report indicated no issues with the proposed application and plan.

Economic impacts of the non-motorized trail will result in more positive economic conditions for the community that will help attract and retain both residents and visitors to the community. This has been quantified through an assessment of economic leakages based on a 15-mile radius around the community. The non-motorized trail will help capture over 10,000 people and a cumulative $18 million in revenue dollars to existing and potential businesses.

The trail will be integrated with the naturalscape of the Colorado River, and the surrounding mountains and lakes, making them more accessible to a regional network of trails along the I-70 corridor.

5. COLLABORATION (15 points) EXHIBIT A

In an effort to build economic and social infrastructure within the community, the Town of Parachute initiated a set of community meetings that resulted in a community assessment report and a charrette on place-making and community asset utilization. This collaborative effort resulted in a set of prioritized actionable items that will enhance the community’s social and economic well-being. The key priority is establishing the Town of Parachute as a center for outdoor recreational activities and access to surrounding Colorado natural resources.

6. IMPLEMENTATION (15 points) EXHIBIT A

The non-motorized trail implementation strategy has been planned to maintain consistency with the larger statewide trail system that increases the accessibility and encourages the use of natural resources by the residents of the state, and encourages an increase in riding, hiking, bicycling and other compatible recreation activities as influences for the improvement of the health and welfare of residents and visitors alike.

The implementation strategy accentuates the importance of natural resources conservation, including wildlife and habitat, in conjunction with trail recreation, in the design, construction, maintenance, and enjoyment of trails. It prioritizes trails development and maintenance that is sustainable and sensitive to the environment, while complementing other land uses (such as adjacent residential and business developments, community recreational facilities and parks). The effect of the connected trail will inevitably serve residents, workers and school commuters.

7. PUBLIC COMMENT & INVOLVEMENT (10 points) EXHIBIT A

The Town of Parachute had conducted several community meetings (as mentioned above) in the form of a Community Assessment Report (10/2017) and a Town Economic Activity Charrette (08/2019).

These public involvement events described several observations, including: • Youth was a huge asset to for the community, but not utilized, • The Town lacked activity and vitality and needed more outdoor recreational spaces

to attract visitors as well as retain residents within the town.• The Town’s proximity to an abundance of Colorado’s natural resources—the

Colorado River, surrounding lakes and mountain ranges—and alluring landscapes offers a low cost investment to create recreational attractions in and around the Town.

Residents felt strongly that access to the Colorado River is a prime asset for Parachute and the community. Economic diversification has been a primary priority for the Town, with a focus on outdoor recreation, tourism, and activating the historic downtown as a local and tourist destination. Extra care should be taken in making sure future development is attractive and inviting. Both Parachute and Battlement Mesa are investing in outdoor recreation as a long term economic development strategy; a unified Grand Valley theme of "Basecamp for Adventure" suggests a niche within outdoor recreation. The idea of Basecamp suggests a destination for one to stay-for a full day of activities, a weekend trip or a longer vacation. The term "Basecamp" conjures up imagery of parachutes, battlements, rock climbing, river trips, outfitting, and wilderness- all things this community has to offer.

8. PLANNING PROCESS & OUTCOME (10 points) EXHIBIT A

The Parachute Non-Motorized Trails Plan will provide a comprehensive framework for economic development throughout the Town supporting all forms of human-powered recreation. It addresses interconnected infrastructure systems that serve both off-street routes and sites to key natural destinations throughout the area.

The planning process included a combination of quantitative Geographic Information Systems (GIS) analysis and broad-based community input. This process offered numerous in-person and online opportunities for community members to review and comment on the plan, including twelve different open houses throughout the surrounding area, an online survey, online interactive map, and the ability to comment directly to Town staff. An Advisory Committee representing a wide range of outdoor activity interest groups contributed to the plan. Collaborative planning meetings with regional partners also informed development of the plan.

The outcome of the planning process and the potential outcome of the project will yield access to key areas throughout the town aimed at increasing opportunities for human powered activities while enhancing economic activities. These projects fall into two categories, including: 1) town-wide projects addressing local, regional and system-wide needs, and 2) specific on- and off-road trail projects that improve an existing or establish a new non-motorized route.

We included performance measures that will be specific to evaluating the progress and effectiveness of the non-motorized trails plan, in terms of creating accessibility and generating economic activities. The Town’s tracking of performance measures will be helpful to future planning efforts and quantitatively support future grant applications. We will establish a pre-project baseline measure that will help illustrate the impact of the project.

September 25, 2019 Dear CO Parks and Wildlife, My name is Zoe Manickam and I teach environmental science, outdoor science and fitness at Grand Valley High School in Parachute, CO. This is my first year at this school (5th year in the area), and while the school provides wonderful resources for young people in this community, I have been shocked at how little students are interested in the outdoors. I personally moved to CO to enjoy being outside as much as possible. I have been surprised that many of those who are born and raised here, do not appreciate their “backyard.” I believe the primary issue is a lack of access to being in nature - via limited school programming and very limited accessibility of natural areas. In Parachute, I have only heard of one hiking trail that requires driving to access the trailhead. It would be amazing if we could create a network of trails that people could access closer to town and then use to get deeper into the backcountry. Such trails would provide students and other community-members the opportunity for hiking, mountain biking, camping, having picnics with family and friends, etc. Many youth come from families where adults work full-time or have no interest in outdoor recreation. I I believe that if we “build it [trails], they will come” - and I would love to take a role in introducing my students to outdoor recreation resources as they become available. Assuming they enjoy the outdoor activities they engage in, they might even take their excitement home and get other family members outside. I think having access to outdoor activities could really strengthen the community as a whole by providing its young citizenry with healthy alternatives to drugs and video games, and increasing their connection to the land and each other. Colorado Parks and Wildlife Department of Natural Resources Dear Sir or Madam; I am Ron Olson, the current coordinator of the Battlement Mesa Hiking Group. The Hiking Group was formed 27 years ago, hiking every Thursday from the beginning of April until the week before Thanksgiving. We begin in Rabbit Valley near the Utah border and, as the weather warms and the snow melts, we move up the Grand Valley through Grand Junction, Palisade, Rifle and Glenwood Springs. We go as far as Dotsero and the McClure Pass, which are long drives. Then we go to Grand Mesa and back down the Grand Valley. We do not hike in Battlement Mesa or Parachute, except for the Battlement Reservoir Trail, which is very difficult, because we have lost access to most of the trails that the group has historically hiked here. The group enjoyed these hikes very much. We therefore very strongly support the Town of Parachute’s efforts to develop a trail system here. It would be a welcome addition to have hiking in the immediate area and to enjoy its beauty. It would also save us time, money and gas in that we drive for a half hour to an hour and half for most of our hikes. Please consider awarding a grant to the Town of Parachute to begin the planning process. This would eventually fill a gap in an otherwise extensive hiking network up and down the Grand Valley and bring more hikers to the Parachute/Battlement Mesa area. Thank you for your consideration. September 25, 2019 To: Colorado Parks and Wildlife Department of Natural Resources RE: Letter of Support for New Trails for the Town of Parachute Dear Sir or Madam, I was honored to be asked to write a letter of support for the Town of Parachute’s proposed project for planning new trails development on BLM surrounding the town. The Rifle Area Mountain Biking Organization (RAMBO) is dedicated to promoting and advocating for mountain biking and trail building in the area around Rifle and our surrounding neighbors. Our volunteers help in the creation and maintenance of trails and work to promote the fantastic mountain biking opportunities around Rifle. Currently the land around the Town of Parachute is a gem waiting for development to support new mountain biking and hiking activities. The area has significant potential for providing new outdoor recreational experiences for our group members, the Parachute community, and the broader area beyond it. I believe that any new trail system in the area will be a great benefit to improving the fitness options in our area and getting more people out to experience the rugged beauty of Western Garfield County. Our organization is happy to support the Town of Parachute’s application for funding support for this project, we believe the use of professional trail building consultants, Town officials/vested organizations, and community volunteers will help ensure that any plans to add new trails to the Parachute area will meet the needs of our community and expand opportunities for safe but challenging mountain biking, hiking and outdoor recreation. There is a significant lack of non-motorized outdoor recreation areas spanning from the county line to the Rifle area. We are in full support of this proposed project to bring more outdoor recreation to the town of Parachute and the surrounding areas.
