PRINCIPLE ACCOUNTABILITIES Provides leadership and manages the Structural Policy and Investments Division by coordinating Division activities, empowering and assisting staff derive policies and legislation and support other agencies in executing the priorities of the Division. 5. MAJOR DUTIES Ensure improved and consistent performance by all CSAs, better returns on government investments and proper management of Government's financial resources. Ensure that Government direct investment is efficient and consistent with Government policies. Ensure that Government intervention/assistance is consistent with policies. Contribute to Departmental and NEC formulation of Government policy with respect to the fiscal and regulatory framework affecting commercial investment. Advise Secretary on a monthly basis of investment trends and obstacles in a format to be approved by the Secretary. Represent the Department on the Boards of Commercial Statutory Authorities and companies established under the Companies Act. Provide advice on the formulation and implementation of structural policy issues. Provide advice on the formulation and implementation of Competition and Regulatory Reforms. • Provide advice on the implementation of microeconomic reforms. • Oversee the day to day operation of the Division, particularly policy advise provided to the Secretary and

Minister by subordinates.

6. NATURE AND SCOPE 6.1 WORKING RELATIONSHIP

(a) Internal

• This position reports to the Deputy Secretary – Economic and Fiscal Policy. • Supervision of three Assistant Secretaries • Working alongside with other First Assistant Secretaries within the Department of Treasury. • Regular liaison and contacts with other Department of Treasury staff across all divisions.

(b) External

• Liaising with other stakeholders, private, government and Public on policy issues that concerns projects relating to the three objectives listed in the principle responsibilities above.

6.2 WORK ENVIRONMENT

This position is a specialist/technical and management role. 7. CONSTRAINTS FRAMEWORK AND BOUNDARIES

Key legislation and Government policies that govern the work of Treasury include: • Public Finance (Management) Act and related instructions. • Organic Law on Provincial & Local Level Government • Public Service (Management) Act and General Orders. • Fiscal Responsibility Act • Medium Term Fiscal Strategy • PNG Vision 2050 • Development Strategic Plan (2010 – 2030) • PNG Medium Term Development Plan (2011 – 2015) • Public Service Policies on Accounting, Procedures, Systems and Practices. • Government Accounting Systems. • Internal Department of Treasury Policies and Procedures

8. CHALLENGES

• Public Service General Orders require all public sector employees to have a career plan in place – their respective departments and training should be linked to career paths. Help employees align their personal goals with divisional goals, encourage employee communication and cooperation and provide a work environment that is appropriate for the work and conducive to employee well-being so that the staff are more productive.

• Like all government departments, Treasury is operating within limited resources. These limited resources

include but are not limited to salary and allowances/benefits constraints, gender equality issues, and cultural issues. In addition, gaps created as result of staff turnover or staff undertaking long term study at a senior level can influence priorities. The public, relevant portfolios and the Government more broadly need to understand this impact.

• Provide staff the opportunity and resources to identify and acquire the required skills and knowledge to

perform their tasks to produce the desired output. Ensuring that all staff are trained in the operation of all IT or other tools relevant to efficiently undertaking their roles and responsibilities.

3 9. QUALIFICATIONS, EXPERIENCES AND SKILLS

Essential and desirable requirements (formal qualifications for the job, critical skills, knowledge and experience required for the job) Essential 1. Written skills: Able to provide feedback on, and clear team briefs/correspondences and other written documents. 2. Policy analysis: Able to identify and define policy/technical problems, provide feedback on and clear staff policy/technical documents and make sound policy/technical judgments. 3. Teamwork: Able to work well with colleagues and effectively mentor junior staff, manage the teams response to requests in a timely manner, and share relevant information within the Division, the Department and with other stakeholders. Able to identify develop needs and build the capacity and capability of the Branch. 4. Meetings and stakeholder relationships: Able to chair internal & external meetings on more complex issues. Leads consultations and uses presentations/meetings to influence group conclusions. 5. Workload and time management: Able to identify team priorities, allocate specific tasks to team members and manage multiple team tasks to ensure competing deadlines are met. 6. Strategic planning skills: Able to work with Treasury management to identify divisional and departmental strategic goals and develop planning documentation to support the meeting of these strategic goals. 7. Leadership and staff supervision: Able to demonstrate personal qualities of honesty, fairness, and professionalism, communicate to the team how their work fits into Treasury’s broader strategic goals, provide feedback to staff, and deal with conflicts amongst team members in a constructive manner. Involves the team in identifying and developing Branch priorities. Desirable 1. Qualifications: A degree in Finance, Economics, Accounting, Management or related discipline from a recognized university is highly desirable. 2. Work experience: Substantial relevant work experience (for example, experience working on economic or financial policy or analysis) and management experience would be highly regarded. 3. Job Specific skills: A demonstrated knowledge/understanding of competition policy and regulatory reform principles, natural resource sector policies and reforms of government.
