    Urbanisation Strategy HOW to deal theMayhem

    1. Analyses PNG urbanisation trends and challenges2. Determines the key issues and challenges posed by the

    urbanisation of PNG

    3. Develop policy that is evidence based such as Service

    centres development & customary land development4. Identify Key implementation components a strategy to

    systematically address the key issues and challenges

    5. Policy need to align with higher order strategies and policies

    National Development such as Medium Term DevelopmentPlan (MTDP) and National Strategic Development Plan(NSDP)

    6. NSDP identifies economic growth corridors Need to alignwith Land use and Physical development Master Plans

    Land Development Approach

    Land for Development is in serious short supply hence the NationalLand Development Program with intention to bring 20% of the 47million hectares on to the market by 2020 recognising that 97% of landis in the hands of customary landowners inhibiting development andgrowth

    Freeing up land on the urban periphery for urban expansion is alsonow being trialled under the National Urbanisation Policy and Plan

    Developing and making land available for housing given severeshortage of serviced land cities

    The NRI of PNG estimated that economic growth will be even greater asresult of effective land release for development, under the themeunlocking the wealth potential.

    Capacity is being built in various agencies and pilot projects can berolled over into more areas of the country.

    Unplanned vs Planned Development

    1. Unplanned Development = chaos & anarchy = equalfailed service delivery therefore development must bemanaged through policy & program.

    2. Well planned development of hierarchy of cities townsand service centres can provide basic urban services

    Upon the above premises, a planned approach todevelopment being advocated by Government agencies.Belief is that economic growth can be hastened ifdevelopment is planned and systematically

    implemented. This is manifested in the corridor development concept

    under the DSP shown below neatly aligned by theNational Urbanisation policy transport infrastructure

    development plan

    Hierarchy of Cities Approach

    PNG NUP advocates for 5 mega cities dropping down to majorcities, cities and towns, growth or service centres

    PNG NUP also advocates for connecting the hierarchy of citieswith major transport infrastructure. Goods services and people

    can move freely inducing competitiveness And investment in major primary and trunk infrastructure in the

    cities. These investment can be competitively sought by theconcerned cities to build their infrastructure through aChallenge Fund concept.

    It our firm conviction that if we can get this basics right, thecountry will be on its way to rapid economic growth anddevelopment in the process modernise and urbanise
