Present Situation• CAAs have provision for “Paper” based

systems but generally not for “Electronic” AMRs (EAMR)

• Need to explicitly encourage EAMR usage

• A regulatory “Void” exists

• Acceptance of “e-Signature” is critical

Challenges to Address

• Acceptance of EAMRs as = to paper “dirty fingerprint”

• Provision for digitizing of current paper systems

• Differing stages of readiness for EAMRs by individual stakeholders - driving more complex regulatory oversight during industry transition

• Developing a harmonised approach for EAMR governing regulations

Property (IP) hurdles that need to be considered

• How to harmonise technology solutions that do allow practical system access and data portability

Present Situation• 50% of world fleet forecast to be under

operating or financial leases in next decade

• More than 1400 aircraft transfers in 2012

• Paper required as EAMRs can be “vetoed” by CAAs

• Drives EAMR/Paper Duplication

• EAMR systems will reduce cost to all stakeholders for lease transfers

• CAA acceptance of EAMR as equivalent to original hardcopy record is necessary

Challenges to Address• Lease agreements almost always mandate that

lessees provide ‘certification paperwork’.

• No industry standards – record management

• Quantifying the cost/benefit & timing of going paperless

Current & Future Actions• Participation in IATA ALAG & PAO:TO

• Still need to keep paper for lease returns –Lessor requirement as next operator may be with different CAA

• High cost of compliance

Airlines, Customers, and Supplier organisations

• Airline readiness for e-business (IT infrastructure, Training, Cost etc)

• Quantifying the cost/benefit & timing of going paperless

Current & Future Actions• Partial or full e-business systems, including

mobility solutions being implemented

• Many airlines are digitising paper records

• Some airlines committing $$ to fixing own problems – may not align with IATA initiative

• Systems, infrastructure, and data migration is costly, with long lead times

• The long term vision for PAO:TO investment needs to be assessed against shorter term ability to resource and fund

developed by IATA and communicated to industry

periods need to be developed
