Admittedly, the
above said no
less than a
threefold depreciated
qualifying trait makes a
rather negative
perception as well as a
disturbing attributionwhen appended to any
person, whose
humanity is wherefore
in many ways
questioned and even
undermined. Truth to
tell, individuals
sporting such
inhuman traits are by
and large the
misfortune of others
their respective
communities, their own
families well included.
To have a closed mind
is bad enough. It is
definitely much worse
for someone to
furthermore have a
heart that is stone hard
plus a fist that is tight
towards others.
To be closed
minded means a one
track thought process
such that no rational
argument to thecontrary could change
or modify it. It is
enough that the
Church has dogmatic
pronouncements in
the realm of faith and
morals where the
distinction between
facts and fictions
remain defined. But in
basically secular
concerns, the same as
in temporal matters,
rational arguments
and logical
propositions should
be received with
reasonably open
minds under penalty
of some mental
stagnancy or a certain
dysfunction of thejudgment faculty.
Being hard
hearted is the same as
in effect being
heartless in the sense
that an individual thus
described is seen as
devoid of benign
feelings, deprived of
human understanding
and compassion. This
is essentially the same
as being cold hearted
which is predicated of
individuals whose
actions and actuations
are anything but
considerate or kind.
Let it be said that
kindness is one top
value human attribute
that people readily
recognize and
appreciate. In the
same way, to be kind
kind hearted is
tantamount to beingcruel which is a big
shame to humankind.
Having a tight
fisted stance readily
implies being stingy
when some generosity
is reasonably called
for, where some
consideration is
logically expected.
No, this is not in
defense of prodigality
nor in promotion of
foolishness in the
handling of well
earned assets or hard
earned resources. This
is but in deference to
the truth that the
destitution of many as
some claim on the
affluence of fewothers. In the same
way, the abundance of
someone at times has
to yield to the
necessity of another.
In other words, there
is a time to keep just
as there is an occasion
to give.
What is the
relevance of all the
above observations?
How come these
introspection isbrought to fore? Why
address the matter of
being closed minded,
hard hearted and tight
fisted? Here: The
three well known
giant fuel corporations
in the Country might
want to examine their
respective multi-
corporate conscience
specifically in terms
of their big earnings
vis--vis the bigdestitution of their
clients. It is a moral
certitude that they
have been earning
much for such a long
time from
progressively poor
Filipinos. Perhaps
they might want to
lessen their take in
terms of giving back
some of it to their
helpless patrons. Just
perhaps.

radio saying that he
was not around and
belies allegations that
the vice mayor who
was acting mayor that
time was no where to
be found.
He said that he
saw Vice mayor Jose
on his way to rescue
residents whosehouses where already
under water while he
was the one
personally operating
his pay loader truck .
Huwag naman
sanang sabihin na
wala si vice mayor
actually nakita ko siya
nun wala din kasi sya
basta magawa nung
panahon na yun dahil
wala din kasi sya

Zaplan s way of
helping the people at
the moment was even
criticised and
explained that Velasco
zero flood promise in
this town is a
dangerous promise
and said that even
during the time that he
was the vice mayor of
this town and has not
stop from dredging
the water tributaries
the fact reamins that
this town is a catch
basin of the province
in central Pangasinan.Having said this
Zaplan explained that
he has never done
quarrying in this town
and said that what
Velasco was trying to
decieved the public
was the project that he
has been doing in his
own private property
where he was trying to
make his own pond
and velasco brought
with him the DENRand took pictures of
his equipments doing
the said
improvements on his
property.
Zaplan apealed to
Velasco to refrain
from telling that he
has not anything good
for the people of this
town during the
Zaplan ruling for
twelve years.
He admittedthough that there a lot
more things to be done
in this town especially
in terms of
i n f r a s t r u c t u r e
developments and
bringing basic social
services after all this is
what public service is
all about he said.

CLASH
from P5there are also reports
that he might support
and merged with the
Nacionalista Party
with Senator Manny

The outcome of
this, political
observers here say
would mean a new
political twist for the

Sinungaling! You
know yung sinasabi
nya na mga
eskwelahan we have
here all the records
since 2001,He has
never had any school
building project anong
mga sinansabi nya
(Lier ! all of
schoolbuildings that
he was mentioning )
Ang problema
dito yung unang unayung timing ng
pagsasalita nya nasa
Amerika ako saka
bumabanat hindi
naman kailangan dito
ang grand standing
(The problem here is
the timing first I am in
America then he hits
back grand standing is
not needed here)
W h a t
Sta.Barbara needs
now is the truthbecause the people
can actually see the
truth and what is
really going on and
that the people know
what is right.Velasco
said.
Moreover Velasco
explained that he went
to America to invite
his kabaleyans to
LIAR
from P1come home and see
the actual Sta. Barbara
now.
As a matter of
fact marami na ang
gustong mag donate at
tumulong sa programa
ng ating pamahalaantulad ng Gawad
kalinga at kung anu
ano pa (there are so
many who would like
to donate and help the
programs of the
government like the
Gawad kalinga and
many more) but I told
them to come first and
see for themselves.
Velasco added that
he also did some
explaining to the
people he met in
America since the
attacks against him
has reached them thru
internet.
I told them this is
the time to come home
and see Sta. Barbara
since the local
government has also
the pawil Sta Barbara
program just the right
time to see Sta.Barbara and consider
investing and going
home for good in
times of retirement
and start anew. He
said
F u r t h e r m o r e ,
Velasco believed that
the attacks against
him are pure lies and
the intention will
never materialize.
The records will
show that from 2001and has not build any
school buildings for
the town of Sta.
Barbara.
Mahirap ang mga
ginagawa nyang
ganyan ataki ng ataki
wala naming facts
kaya niya ina ataki
ang mga ginawa kong
eskwelahan dahil
mahigit dalawang
taon lang 246 na
classrooms na ang
naipagawa ko the
issue here is
performance and they
cannot counter that
except for telling alie.
Velasco explained
that this town has a
minimal budget but
because of proper
financial management
they were able to
deliver the services at
a minimal cost but
quality results like the
building of a
classroom amounting
to only 250,000
compared to the cost
of classrooms built by
DPWH and other
agencies, donations of
individuals and
companies in building
a lot of projects has
been happening
because of his
t r a n s p a r e n t
management and
projects are being
done according to its
proper specifications.Velasco however
admits that the
beautification of the
public plaza
amounting to six
million pesos was an
accomplishment of
Z a p l a n s
administration and
that the Maramba
Bridge was a national
government project.
Meanwhile in a
webcast interview bythis reporter Velasco
said that there is no
truth that he was being
personal with Zaplan
with regards to
implementing general
rules set for the people
of this town.
Siya lang naman
ang nagsasabi nyan
Kung talagang
pinepersonal natin
yan bakit pinapayagan
pa nating kumita ang
kanyang sabungan ng
eight Hundred
Thousand per year.
Zaplan being a
former mayor shouldalso pay his taxes to
the government, so the
local government
having no choice but
to run after business
establishments who
are not paying their
duties has to stop him
from operating his
Sabungan without
paying taxes first. He
said.
May utang pa nga
na 69 thousand and
sabungan nayan pero
pinayagan na naming
nung nag partial
siya.he said.
He added that he
has also made an
appeal to the
management of San
Miguel Corporation to
set rules regarding the
falling in line of truck
drivers of the products
distributors since hefound out that some
trucks owned by
Zaplan does not
follow falling in line
rules.
Velasco has also
asked the Department
of Environment and
Natural Resources to
put a stop on the
alleged illegal
quarrying of Zaplan in
the river banks of the
said town.Anu ba ang gusto
nya dyan pabayaan
naming siyang kumita
habang binabaha ang
mga taga rito dahil sa
paghuhukay nya sa
tabi ng ilog e paaano
naman ang perang
ginagastos ng
gobyerno sa pag aayos
niyan.
We have also help
in the filing of case
against him in the
O m b u d s m a n
regarding the Built
Operate System
scheme in the public
market since the localgovernment of this
town has been paying
30 million pesos
worth of loan for the
construction of that
market built during
Zaplans term.
Velasco added
that the collections
collected from this
public market under
Zaplans term was not
properly accounted
for and that the people
has the right to know
since the people is the
one paying for this
loan.
it does not mean
that he can always get
away with,it is just
right that I have
fought for the right of
the people in this town
to be informed legally
of what is happening
if he proves himselfnot guilty well and
good but what if he
does not?
As what I have
sworn I will always
protect the interest of
this town and that is
not personal
I have never also
ordered my men to
removed his
c o n s t r u c t i o n
equipments nor told
him that I will burnthem down if I see
them in any
construction being
done here in my town
that it is not my doing
as a retired gentlemen
in uniform I cannot do
that perhaps thats
what he does during
his term .
Ang Problema ni
former Mayor Zaplan
ipinapasa nya sa akin
ang mga Gawain niya
e trebaho nya yan
gaya ng sinansabi niya
na 55 classrooms sa
barangay nya sa
Maninding may anim
pa diyan na Marcos
type na classrooms
hindi naman naming
ginagalaw yan
Ang laking
kasinungalingan din
ang sinansabi niya na
pinakuha ko sa mga
military men ang mga
materyales na inuwi
nya nung pinagawa
ang Daniel Maramba
High school siay angMayor nun e tapos
kukunin lang sa kanya
ng ganun ang mga
yun? Napaka
sinungaling naman
wala kaming paki
alam dun dahil siya
nag contructor. He
said.
Velasco stressed
on the issue of the
airport that he was just
fighting for the StaBarbara to be the
gateway to the world
and he never said that
he will build an airport
what He was doing up
to now is to look for
possible investors
who will finance this
program and told
Zaplan to stop making
noise about this since
he has not done any
effort to work for therealization of this goal
out of his 12 years
incumbency.
V e l a s c o
challenged Zaplan to
elevate his point of
arguments and told
him to make noise
possible if he is
around and not
abroad.
ONE ON ONE
from P4pobreng mayors na ito
gusto ring kumita pero
wala daw silang
magawa dahil
centralized ang lahat
ng project ni Madam.
Anyway kayo na
ang manirahan kasi sa
kusina ng Malacanang
sa totoo lang matagal
tagal na rin kaming
hindi nag usap ni
congresswoman ni
Rachel pati text kohindi nya sinasagot ito
kaya ay dahil din sa
isang stariray na nai
kwento ko na ewan ko
marahil talagang
ganyan lang ang
buhay.
Dagupan politics
is worth watching if
true that Benjie Lim is
running for mayor
then mayor Al should
not take this news
development lightlyreason-there is now a
comparison between
Al and Benjies
administrations.
Surely, the people
could compare what
Benjie has done and
what Al has achieved
the telling story would
still be on what are we
today that of
yesterday.
People will be
guided on whataccomplishments we
had in our day to day
traffic system,
garbage collection
and disposal our
e n v i r o n m e n tespecially our river ,
our market place and
lastly what kind of
city hall do we have
are only among the
few matters thatshould concern us all.
Anyway, lets
enjoy their
candidacys if ever.
The secret of many a mans successin the world resides in his insight
into the moods of men and his tactin dealing with them.

Projects and Developments
The construction of the Engineering building which will
housed the planning and development office and the
almost finish municipal hall annex in placing different
government agencies and decongesting the old
municipal hall will surely make a statement that this
administration means business in assuring properly in
placed local government office.
The municipal annex hall will housed the new
Sanguniang Bayan session hall giving them a conducive
space to perform their duties in the name of legislation,
part of the building will also include a minimal office space
of every Sanguniang Bayan member for them to receive
their constituents at least in a dignified way.
The concreting of different farm to market roads that
helped the farmers reduced input expenses in bringing
their goods to the market and even other towns.
