1. Estimate the % of STEM workforce needs that will NOT be met by academe (w/o DOD intervention #2).
Who is in the DOD STEM workforce? Enlisted Officers Civilian employees Defense
Contractors University Researchers Others ? Charge focuses us on academia
Don’t forget tech training for 100sK officers and enlisted throughout a career
So I focus on those who create innovation But, I worry about career-long STEM training for all but
military persons and active university researchers

What are Critical DOD STEM needs? Continual survey of broad STEM discipline coverage and
international STEM surveillance Who will do that?
Continually determine those disciplines: In which we cannot afford to have no talent In which DOD steers (not merely rows)
National Defense Responsibilities E.g., in Navy: Ocean Acoustics, Naval Architecture Disciplines which the marketplace will not naturally inspire

Financial aids for students Yes ... Creating interested talent as important as project success Complement 6.1 grants … like NDEA 50 years ago STEM students in non R-I institutions? UG?
Basic research funding levels and stability/commitment Especially where DOD steers (not just rows) Especially in Nat’l Defense Responsibility areas Not just GR research … btw
Investment in the basic teaching/research infrastructure Not just R-I institutions … btw
Career rewards/potential for pursuing STEM Especially for military and civilian DOD employees
