Ottawa County Health Department • Governor Mike DeWine has called upon the Ohio National Guard to assist in the state’s

response to COVID-19. Members of the Guard are helping in several ways funded through state and federal dollars. Residents should not panic if they see Ohio National Guard soldiers, airmen, and/or military vehicles in their neighborhoods. For more information on the Guard and its response, visit ong.ohio.gov.

• Genoa Retirement Center continues to be the hot spot within Ottawa County. All but two deaths within the county have unfortunately been from this facility.

• Given that a vast majority of Ohio’s deaths have been nursing home residents, Governor DeWine announced that he is starting a Congregate Care Unified Response Team which will begin nursing home testing with the help of the Ohio National Guard. Testing will be conducted in all facilities licensed by ODH where residents or workers have confirmed or assumed positive cases. Testing will be conducted on all staff, and the testing of residents will be based on a clinically-driven strategy that targets those who have likely been exposed to COVID-19. Testing will begin this week.

• More than half of the reported cases in Ottawa County have come from long-term care facilities. The details: - 62 of 102 cases in Ottawa County have come from three long-term care facilities (61%) - 39% of the cases have been community spread - 16 of the deaths are long-term care related

• Currently monitoring daily 16 active contacts • Continue to receive PPE from the Strategic National Stockpile. • If there are subjects that you feel could be addressed on the OCHD website, ie frequently

asked questions, please make the health department aware. People are eager for information and many times don’t know where to turn.

Ottawa County Emergency Management • Cloth masks are still available for local government entities. If you have a need, please

contact EMA. Available on a first come, first served basis. • We continue to provide PPE for our First Responders and others. If there is a department in

need, please contact Ottawa County EMA. • This will be the last Sitrep unless circumstances justify more. Wednesday EOC conference

calls will continue. • EOC coordination calls will be Wednesday only at 3:00. • The agreement for first responder congregate care accommodations has been signed by the

Commissioners and the local hotel. Use must be coordinated through EMA. • See attached list/links for vendors of PPE if needed. • Copies of Press Releases and the Ottawa County Emergency Declaration are available on the

maintain medical care.

Public Information • Continue to work on press releases and social media. • Situation Reports have been added to the EMA COVID-19 web page. • We request Press Releases should be sent to EMA prior to distribution so we have consistent

messages being sent. EMA can also help with your news releases if needed. • Making Public Information push with social media and press releases.

Magruder Hospital: # of Patients

• There is currently one COVID patient admitted to Magruder Hospital. Patient is not on a vent.

• Urgent Care has reopened with two rooms reserved for possible COVID-19 patients. • 17 Magruder Hospital employees have been tested and have all come back negative. • The alternate care site will remain set up at least until July. • The Fulton Street Café is open for pick up. • The American Red Cross will be holding their Blood Drives at Magruder Hospital 6/12, 7/24

and 8/28 as scheduled. • No visitors are permitted at the hospital at this time. • There are only two entrances open at the hospital at this time:

o Outpatient Entrance Monday – Friday, 7am – 4pm. o Emergency Department is open 24/7.

• The on-site overflow care unit is still mobilized. • Virtual appointments continue to take place at the physician offices. • Re-opening discussions have begun. Each department has been asked to submit their re-

opening plan to Incident Command for approval.

Riverview Healthcare Campus

• The state is allowing OUTDOOR visitation for Assisted Livings and Intermediate Care Facilities. Each facility will be putting out their own protocols, and it will also be determined on cases of COVID-19 at the facility if visitation is permitted. This allowance of visitation DOES NOT extend to Long Term Care Nursing Home Facilities. Some news outlets listed them as opening as well, and unfortunately, this is not the case.

https://ocic.biz/coronavirus/ • COVID-19 is affecting the manufacturing sector.

o On May 14th Fenner Dunlop laid off all employees (approximately 80 people). The intent is for them to return, but there is no date scheduled. They currently have no orders and the business has been brought to a stand-still; thereby necessitating the lay-offs.

o Materion will be doing a large layoff (more than 50 employees) for 1-2 weeks (hopefully no longer) beginning Memorial Day. This is also due to COVID-19, lack of business for this area of the plant. Primarily the business area that relates to the oil & gas industry.

o Similar conversations have been had with other businesses in the manufacturing sector that are also being affected by COVID-19, causing business to be very slow

with little to no orders. One business mentioned waiting for 2-3 months to make a final decision about pulling the plug altogether. Another issue that these businesses are facing is the lack of payment. The product is made, shipped and then payment is 90, 120, and even more days out. Businesses are struggling to function without payment on those products.

Ottawa County Courthouse • All Ottawa County facilities will be by appointment only and closed to the public until at

least July 6th. The courts and administrative offices within Ottawa County will remain open and staff will be working to serve the public by phone, email, on-line or by scheduled appointment if necessary. • Ottawa County Board of Commissioners have signed a Declaration of a State of Emergency due to the Coronavirus Disease 2019 (COVID-19) effective 3/19/2020. (Attached)

Job & Family Services

Public Assistance Programs: • If you have a child in kindergarten through twelfth grade in your household who was

receiving free or reduced-price meals while in school, your child will be receiving additional SNAP assistance through the Pandemic Electronic Benefit Transfer (P-EBT) program. Those families not currently receiving SNAP benefits will receive an EBT card in the child’s name, sent to the address on record with their school system. • www.benefits.ohio.gov - This site allows you to apply, renew, or make changes for cash, food, or Medicaid assistance. You can also call 1-844-640-6446 to apply, renew, or make changes for cash assistance, SNAP and Medicaid benefits.

• We continue to have emergency funds for individuals and families experiencing financial struggles as a result of COVID19. Applications can be completed online at http://ottawacountyjfs.org/ottawa-county-djfs-covid-19-emergency-financial-assistance/

• You can drop off documents to the drop box located in front of the main entrance to the Job and Family Services building, (please do not leave cash or checks in this box) or email them to [email protected].

• Tips for parents returning to work and using reopened childcare settings are attached to this update.

Child Support: • The Child Support web portal gives customers access to view and print case and payment

information as well as report changes. The portal is available at: http://jfs.ohio.gov/ocs/custservwebportalwelcome2.stm

• Please check with the Ottawa County Courts, to determine the status of any court hearings regarding your child support case.

Child and Adult Protective Services: • Continue to report suspected child or elder abuse at 419-707-8639 • Protective Services staff

will remain accessible during normal business hours, Monday through Friday 8 a.m.-4 p.m., and continue to provide emergency on-call coverage 24 hours a day, seven days a week.

Unemployment: • Ohio has removed the option to use the COVID-19 Mass Layoff Number for new applicants

for unemployment benefits. This information has been removed from the State’s website and publications, but there may be versions in print or local social media that need to be pulled. Applicants will now need to provide information on any work done in the last six weeks, including employer’s name, first/last day worked and contact information. If approved, the job search and waiting week are still being waived. The website for employers to report return to work refusals has been updated with the following point of contact: [email protected].

• See attached press release for information on the Pandemic Unemployment Assistance Program. Ohio has the system up and operational, and press release includes details on expanded eligibility for unemployment assistance. Individuals who think they may be eligible should apply online at www.pua.unemployment.ohio.gov . For more details on the program, go to www.unemployment.ohio.gov/expandedeligibility . Benefits will be retroactive to February 2nd.

Social Services

Salvation Army o Funding is still available for those in need to help with: rent, mortgage, utilities and gas,

food by contacting the Salvation Army. o The Bistro will continue to serve meals through the month of June on Wednesday,

Thursday and Friday only. Friday will include two meals so that there will be a meal for Saturday as Saturday pickup has been discontinued without coming to the Bistro.

o Meal deliveries are being done by OCTA. o Wednesday thru Saturday from 4:00 p.m. – 6:00 p.m. meals are available for pick up at

the side door of the Sutton Center through the Bistro. Senior Resources is unable to take new food clients. Meals for them will be available from the Bistro.

Senior Resources • Senior Centers in Ottawa Co. will remain closed through July 1 unless the Governor and

Ohio Dept. of Health say differently. Grab and Go meals will continue. • We have maintained our total meal capacity of 310. • Senior Resources continues to work with the Salvation Army and Bistro 163 to provide meals

to those who are most vulnerable. • We continue to provide cloth masks to seniors who request them. We are always in need of

more donations of masks. To date, we have distributed nearly 300 masks to seniors. • The phone calls have started to return to normal for Home Delivered Meals. • Grab n Go meals have become quite popular with nearly 75 meals handed out daily. • Senior Resources has established a telephone socialization program geared towards our Grab

& Go seniors. • From our grants:

• Family First Coronavirus Grant administered through the Area Office on Aging for Home delivered and Grab and Go Meals UPDATE: This money funded the entire month of April.

• Meals on Wheels COVID-19 Response Fund UPDATE: This grant helped establish our weekend shelf stable meal program for the month of May – 3000 shelf stable meals will be delivered to our Home Delivered Meal and Grab and Go clients.

• Ottawa County Community Foundation Rapid Response Grant UPDATE: this grant provided for about 6 weeks of packing components for our Grab and Go program.

• USDA Free Food program – UPDATE: the first shipment of fresh fruit, vegetables, dairy and meat is due to arrive tomorrow. We have 3 more deliveries anticipated – This was made possible through the Ottawa County Task Force on Aging.

OCTA • All public fares have been waived in effort to reduce the spread of the virus and to help

people economically. • There has been a reduction in service to 6 a.m. - 8 p.m. 7 days per week (in county; out-of-

county services have not changed) • Weekend reservation lines are open from 7 a.m. to 1 p.m. • We have reached out to local agencies and churches to offer assistance for delivering meals.

Fire/EMS/Law Enforcement • Any departments interested in N95 UV sanitation can contact Mike McGinnis at Harris-

Elmore Fire Department. • Regular conference calls continue to take place between agencies. • Dispatch is doing a great job screening calls for symptoms prior to the squad’s arrival. • The Sheriff has asked that law enforcement be notified if they become aware that an offer

assisted with a positive test patient. • Ohio Highway State Patrol is available to assist with many needs. Contact EMA if you are in

need of their assistance.

ODNR • Campgrounds were at capacity and in compliance over the holiday weekend. The

campground offices were closed and all sites were done by reservation without walk-ins. Maximum 2 cars per site with no visitors.

• South Bass has reduced their capacity to 65% to be in compliance. • Boat ramps were at capacity. • There were a few issues with social distancing reported.

Port Clinton Schools • Sports programs opened 5/26/2020 using strict adherence to ODH guidelines and protocols. • All guidance has been shared with players and parents. A 3-day training for coaches will

take place. • Most community youth summer programs have been cancelled for the year.

First Energy and Columbia Gas • The FirstEnergy Foundation is donating $500,000 to 42 local food banks and hunger

centers in communities served by FirstEnergy Corp. • In addition, The FirstEnergy Foundation will accelerate approximately $1.5 million in

matching contributions to 116 United Way agencies throughout the company’s service territory to help support vital health and human services organizations during these uncertain times.

• The FirstEnergy Foundation will infuse $2 million into communities we serve to help families in need during this unprecedented crisis.

• FirstEnergy is focused on the health and safety of our employees and customers as we work to keep the power flowing 24/7 during the pandemic emergency. The attached news release is being sent to the media to highlight their commitment and actions to keep employees and the public safe during this time.

Oak Harbor • In the Village of Oak Harbor, youth sports will be allowed to start after May 26 as the

Governor stated and following ODH protocols. It will be the responsibility of the leagues to enforce those guidelines. Park playgrounds and toys continue to be off limits. Our public restrooms will be opened and disinfected once daily in the morning, M-F. Signage will be in place stating the Covid-19 may be present. Drinking fountains will not be active this summer.

• Employees may travel out of state again and not be subject to the 14-day quarantine unless they show symptoms of illness. Distancing on job sites continues as the tasks allow.

• Our municipal building will remain closed through June as all customers are being served efficiently and effectively via phone and drive-thru use. We are also using this closure to make security improvements to the building.

• Utility disconnections continue to be prohibited by the Governors Executive Order until December 1, 2020 or until the Executive Order is repealed. Entry into customers’ homes by utility staff or police officers continues to be restricted to emergency situations only.
