IBA, ZAMBALES – The Zambales police dismantled a drug den and arrested six suspects in a buy-bust oper-ation early morning of Tues-day here.

Report sreaching the of-fice of Zambales police di-rector Col. Romano Velayo Cardiño, said at about 12:05 a.m., the joint operatives of Iba Municipal Police Station, provincial intelligence unit and provincial drug enforce-ment unit conducted a drug buy-bust in coordination with PDEA at Gomez Compound, Purok 4, Barangay Sta. Bar-bara and arrested suspects Reynante Patano y Cudal,

50, Mark Kevin Calimlim y Payumo, 25, Romnic Go-mez, 39, Arturo Gomez y Landero, 54, and owner of the compound), Prima Su-manpil y Ventura, 44, and Ronielyn Soriano y Mose, 32, all residents of the said barangay.

Investigation revealed that Patano was a high value target and member of Bue-la Drug Group while Soriano was previously arrested for violation of RA 9165.

The arrest came after the poseur buyer bought one plastic sachet contain-ing suspected shabu from Patano, who immediately ran towards the location of the clandestine drug den af-

ter sensing that he sold ille-gal drugs to a police-poseur buyer.

Seized from the suspects were one heat-sealed trans-parent plastic sachet con-taining suspected shabu (the buy-bust item purchased from suspect) with estimated weight of 0.031grams; one P1000 bill (buy-bust money); 22 heat-sealed transparent plastic sachets containing suspected shabu weighing more or less 5.241 grams with estimated street value of P25,000; three of heat-sealed transparent plastic sachets containing suspect-ed marijuana weighing more or less 0.055 grams with street value of P3,000; used

fuel with traces of suspected shabu; different drug para-phernalia; one converted .22 Armscor pistol with no serial number; 50 pieces of .22 live ammunitions; and 26 pieces of air gun pellets.

Cardiño said, the con-stant arrest of these illegal drug personalities in the area as well as the unremitting commitment of the police to stop its proliferation, illegal drug traders will have less opportunity to propagate ille-gal drugs.

The suspects now face charges for violation of R.A.9165 Section 5, 11, 12 and 14 and Violation of 10591 (Illegal possession of Firearm and Ammunition).

LUNGSOD NG BALANGA -- Sa ulat ng provincial health office ngayong Miyerkules, nagtala ang Bataan ng apat na bagong namatay sa coro-navirus disease kaya umakyat ang kabuuang bilang ng mga nasawi sa 359.

Ang mga bagong pumanaw ay 45-anyos na lalaki mula sa Balanga City, 38-anyos na lalaki sa Marive-les, 77-anyos na babae at 71-anyos na lalaki sa Dinalupihan.

Bumaba naman sa 1,066 ang mga aktibong kaso matapos magka-roon ng 96 na bagong nakarekober na higit na marami kumpara sa nai-talang bagong kumpirmadong kaso na 42.

Mula nang magsimula ang pan-demya hanggang sa kasalukuyan, 10,821 na ang mga nagpositibo sa Covid–19 at 9,396 naman ang mga gumaling na sa lalawigan.

Kabilang sa mga bagong kumpir-madong kaso ang mula sa Dinalupi-han, 14; Balanga City, 10; Abucay, 7; Limay, 5; Mariveles, 2; Morong, 1; Orani, 1; Pilar, 1; at Samal, 1.

Ang mga bagong nakarekober ay mula sa Dinalupihan (19), Bal-anga City (19), Orion (19), Pilar (13), Orani (9), Samal (8), Limay (7) at Abucay (2).

Patuloy naman ang pagsasail-alim ng Bataan sa modified en-hanced community quarantine mula Hunyo 16 hanggang Hulyo 15, 2021 batay sa rekomendasyon ng nation-al Inter-Agency Task Force at De-partment of Health na inaprubahan ni Pangulong Duterte.

“Nauunawaan ko ang mabigat na epekto ng hakbang na ito sa ating buhay at kabuhayan ngunit kailan-gan nating sumunod upang mapig-ilan ang patuloy na pagdami ng mga dinadapuan ng nakamamatay na sakit na ito,” sabi ni Gov. Albert Gar-cia.

MABALACAT CITY — The Integrated Bar of the Philippines (IBP) Pam-panga Chapter dominat-ed the 18th IBP National Convention of Lawyers with the theme “IBP doing more, better, faster amidst change and challenges” held via Zoom on June 26.

With more than 3,600 lawyers in attendance, IBP Pampanga reigned the vir-tual event by winning three major awards including the highest honor as the Hall of Fame Most Outstanding IBP Chapter.

IBP Pampanga also won the Best Practic-es Award for its “Kas-alang Bayan at Binyagan Para sa Katutubo” project which is a collaborative project with the Angeles City local government to provide birth registration for the indigenous people in the province, and the Most Outstanding Legal Aid Lawyer by one of its chapter members, Atty. Ruelan Sagun.

Sagun has been a vol-unteer legal aid lawyer of the chapter since 2017 and has consistently been among the top perform-

ers in the roster of legal aid lawyers based on the number of legal advice, dismissals and legal rep-resentation in court for le-gal aid programs. Sagun was also able to render free legal advice to 124 individuals for 2019-2021 which corresponds to al-most 30 percent of the to-tal number of individuals IBP Pampanga was able to serve with free legal advice. Sagun also holds the most number of pre-pared legal documents and counter-affidavits be-fore the National Prose-cution Service which is 45 percent of the total output of IBP Pampanga’s legal aid committee.

Sagun is also an active community legal aid ser-vice lawyer joining various legal outreach activities in barangays, schools, and malls including regular jail visitation and outreach projects in different deten-tion facilities in the prov-ince such as Pampan-ga Provincial Jail, BJMP Angeles City District Jail, BJMP Guagua, Pampan-ga District Jail, and BJMP Arayat District Jail.

The Most Outstanding Legal Aid Lawyer Award is IBP Pampanga’s third consecutive award for the same category.

IBP Tarlac was also recognized as the Most Outstanding Chapter Cat-egory B first runner-up and Most Outstanding Le-gal Aid Chapter Category B. IBP Zambales also won the Best Practices Award for its “Oplan Birth Right” project and Special Award for the “Writ of Kalikasan.”

Meanwhile, The IBP Central Luzon (IBPCL) likewise held its Region-al Convention at Carmel-ita Resort in Angeles City with the theme: “The Filipi-no Lawyer: Resilient and Competent in the time of Pandemic” on June 25.

IBPCL honored its 2019-2021 Gawad Dan-gal ng Gitnang Luzon Awardees through its seven chapter presidents and officers’ recommen-dations to their region namely: Governor’s com-mendation, IBPCL gen-eral counsel Hon. Jesus Ricardo Degala III; pres-ident Juvy Mell commen-

Heated tobacco products reduce cigarette salesTHE INTRODUCTION of heated tobacco prod-ucts (HTPs), considered a harm reduction ap-proach, has reduced cig-arette sales in Japan by 30 percent in a span of three to four years.

“Since 2014, three heated tobacco products have been launched of-ficially nationwide in Ja-pan and these have been penetrating 25 percent [of total smoking popu-lation], and this product has been successful to reduce cigarette smok-ing in Japan so far by 30 percent in three to four years,” Dr. Kumama-ru Hiroya, a preventive physician specializing in smoking cessation, said.

Dr. Hiroya, the Vice Director of the AOI Uni-versal Hospital in Kawa-saki, said this decline in consumption was not ob-served after years of try-ing nicotine replacement therapy (NTP).

He said in contrast with NTPs such as nic-otine patches which proved ineffective in re-ducing the smoking rate in Japan, the commer-cialization of HTPs like IQOS from Philip Mor-ris International (PMI) in 2014 led to a significant decrease in cigarette sales.

HTPs are non-com-bustible alternatives to cigarettes that close-ly mimic the rituals of smoking without com-bustion process. These

electronic devices heat, instead of burn, spe-cially-designed tobac-co units to release nico-tine-containing tobacco vapor. Results of scien-tific studies show that tar and carcinogens found in tobacco smoke, caus-es the death and disease associated with smoking, and not nicotine.

In the United States, the Food and Drug Ad-ministration authorized the marketing of IQOS, the tobacco heating sys-tem of PMI, as a modi-fied risk tobacco product (MRTP) on July 7, 2020.

The FDA authorized the marketing of IQOS in the US with the infor-mation that the IQOS system heats tobacco but does not burn it, and scientific studies have shown that switching completely from conven-tional cigarettes to the IQOS system significant-ly reduces the body’s ex-posure to harmful or po-tentially harmful chemi-cals.

HTP users account for about 30 percent among Japanese male smokers and 25 percent among female smokers, while dual use of ciga-rettes and HTPs remains low at 6.9 percent among male smokers and 4.8 percent among female smokers, noted Dr. Hi-roya.

Cockroaches are natural scaven-gers (like the termites that eat dead trees in the forests). They finish up the little crumbs and scraps, the little bits and pieces of food particles and other biodegradable wastes left lying around, and which you have failed to clean up.

You see, malevolent spirits behave in more or less the same way. St. Mat-thew tells us the demons pleaded with Jesus, “If you drive us out, send us into the herd of pigs.” I think the re-quest suggests that the evil spirits are also choosy with their hosts. A herd of swine is a good figurative description of the kind of environment that the de-mons find attractive. Remember, both the Jewish and Muslim cultures abhor pigs as “unclean animals.”

Even in Tagalog, we use the term “BABOY” as a metaphor for humans who are foul-mouthed, people who are quite used to filthy, corrupt, or moral-ly depraved ways. That is why we have the idiomatic expression “SANAY SA KABABUYAN” in reference to people who are habituated to a life of vulgarity, obscenity, dirty talk, indecency, abusive behavior. It is probably for the same reason why in English people who are used to sexist and misogynist language are also called “chauvinist PIGS.”

The evangelist tells us that the two demoniacs “were so savage, no-body could travel by that road.” Peo-ple avoided them. Meaning, they were experts in commanding fear by delib-erately speaking and acting in an in-timidating way. But there was someone whom they could not scare away with their threats of violence and aggres-siveness—Jesus.

In St. Mark’s version of basically the same story of exorcism, Jesus turns the tables on the demons who try to name him in order to assert power over him. Instead Jesus commands them to identify themselves. They try to intim-idate him again by saying “We are a legion of devils. There are hundreds of us inside!”

After Jesus succeeds in liberating the two men from the legions of de-mons that had possessed them, Mat-thew tells us the evil spirits got out and entered the pigs, which “rushed down the steep bank into the sea and drowned.”

After that, one would think the towns-people should be happy that their two possessed town mates had been spir-itually liberated. But Matthew tells us the people begged him instead to leave their district. Why? Because he is bad for their swine business. I imagine the demons lurking around and smiling and saying to themselves, “Oh good! If the Son of God is not welcome among them, it means we have enough homes to transfer to.”

You see, the practice of hygienic liv-ing is not just about our physical bod-ies and our physical homes. The pan-demic has taught us how to maintain proper hygiene so as to avoid getting infected by a malevolent virus. But we should also learn to practice spiritual hygiene if we do not want to be infected by malevolent spirits. Remember, they are like cockroaches; they know where to find a welcoming home.

SOMEBODY ONCE asked me, “Bishop, if everything that God created has a purpose, can you please tell me why on earth God created cockroaches?!” (Obviously the guy did not like cockroaches. Well, who does, anyway?) My answer to him was, “I think God created them to remind you to keep your house clean.” If your home is infested with cockroaches, it could only mean you may have made it too homely for them.

GAYA NI Pacquiao. Salita nang salita na three times daw tayo na mas corrupt. So I am challenging him. Ituro mo ang opisina na corrupt, at ako na ang bahala.

Within one week, may gawin ako. Maglista ka, Pac-quiao, at sinasabi mong two times kaming mas corrupt. Ilista mo ‘yung mga tao at opisina. Dapat inilista mo na ‘yan noon, at ibigay mo sa akin.

Di ba ang sabi ko noon, if you come to know that is a corruption, let me know. Give me the office … Ga-noon ang dapat na ginawa mo. Wala ka namang sinabi noong all these years, puro ka praises nang praises sa akin, tapos ngayon sabihin mo corrupt.

Every administration will have a share of the prob-lem of corruption. Do not ever think that if you will win as president, na wala nang corruption dito sa Pilipinas

So, maghintay ako sa listahan mo at sa mga tao. Matagal naman tayong magkaibigan. Hanggang ka-hapon, noong isang araw ka lang nagsabi ng corrup-tion. It’s easy, really, to say. Hindi ko sinasabing walang corruption. Kaya nga ituro mo, kasi ‘yung lahat ng itin-uro ng iba, pinaalis ko na sa gobyerno.

It valves into the authentic skills, in-

sights, and expertise you have gained along the way. Creating a new personality from scratch to reinvent yourself is not necessary. The heart of reinvention is growth, without it, one cannot fulfill our fullest potential. Be-gin with a small-scale or with a huge leap of faith that will reward you in the journey.

As the best-selling author and happiness expert Grethen Rubin says what we intui-tively know: “For a happy life, it is import-ant to cultivate an atmosphere of growth-the sense that we’re learning new things, getting stronger, forging a new relationship, making things better, helping other people.”

And whatever the motivation, it’s essen-tial that we continue to grow and change in big or small ways- one day at a time.

MAKING BIG changes in our personal or professional life is most of the time tied with fear and uncertainty, especially this time of the pandemic. Not to mention the agony one undergoes along the process and the contentment denied to the person who strives for it.

For Board Member Rosve Henson, his quest for the mayoralty of the City of San Fernando appears to be within reach. His calm and cool confidence conveys the pal-pable message of how the outcome would likely be. His is the audacity of age and wis-dom.

He’s now 61, becoming a political new-bie at the age of 21, and into his second marriage that not only has proved his alpha male quality, but his mental and physical stamina that have kept him in steady strides through the ups and downs of his political journey. Using golf parlance as metaphor, he feels good at the front nine, but gets to be more excited at the back nine. His en-thusiasm just about fills his cup to the brim. At this point in the game, he’s more forward looking and sees himself a better man from his political battles. His past isn’t only part of his political narrative but offers a fatter resume for the job he seeks.

He disagrees with the emerging notion that he likes his chances now to become mayor of the capital city of Pampanga. He goes one step further: he believes he has the better chance. In a 50-50 ball, that could mean the odds are in his favor many times over. For one thing, this time around he doesn’t have to unseat an incumbent. It’s going to be a vacant position when the term of incumbent expires. In a real sense, he has no opponents, only rivals.

He was already a very much admired local political figure when he first ran for mayor of San Fernando in 1992. He still remembers that he lost the race by only 1,000 votes. If only he had more in his pocket then, he probably would chalked up the prize. He vividly recalls that losing ex-perience not with needling regret but with buoyant nostalgia about his raw sense of idealism when he joined politics.

Idealism still fires him up to serve eager-ly as a true son of San Fernando. He loves his roots, desires to nourish them, and waiting for the time to serve his kabalen the best way he can. But he’s more realis-tic now, has mellowed in time, matured in the ways of governance, honed in the fin-er points of politics. Forty years is a long time, but it’s worth the lessons learned, the valuable political education.

Serving the people, he thinks, is a prac-tical job that involves providing solutions to

practical problems. And he can’t wait to get his hands on what he believes are the three important fields where he can impact the lives of his fellow Fernandinos: health, education and jobs. The city, he says, has the financial resources to address these areas adequately. It’s matter of allocating and husbanding them. He has already several slogans in mind that will come in handy when the time comes.

He’s firm and decisive about the formu-la to make things happen the way he en-visions it. He will use the ‘Nanay’ brand as his template. He has learned the work-ing tools of the template while under the tutelage of the former governor and now vice governor. He saw how it worked in the province. He doesn’t see how it will not work on a smaller scale. And with her on his side, failure isn’t obviously an option.

It’s a double - edge strategy. On the one hand, it’s an approach that is familiar and accessible to most people, especially the poor. On the other hand , it’s also an as-surance that not only will the author of his governance inspiration be supportive of his plan in one sense. One would easily get the quick impression that ‘Nanay’ would walk the extra mile to make sure her study will be able to implement his vision for San Fernando true to her template.

Politics is mostly addition, and Rosve is quick to point out that he has the allianc-es he believes he needs when the race begins. Both Capitol and the Third Dis-trict, including the city, are aligned .Talking about it almost like explaining a supersti-tion that he sees augurs well for his mayor-alty aspiration. It is as if all the bright stars in the firmament are in the right places at the right time.

In other words, people will soon take notice, will know and will be persuaded that this is one mayoralty candidacy that is meant to succeed because it has the nec-essary components to make it so. So will his rivals over whom he thinks he’s more than comparable.

Experience, political alliance ,maturity and means are seen to perfectly combine to power Board Member Rosve’s mayor-alty lift off in few months from now. Rosve has no doubt, about his chances. His time, an ideal one beyond his expectation or imagination, may have come, indeed.

WHEREAS, under the above-named Ordinance, the TOFA is annu-ally held to give recognition to the outstanding men and women of the City of San Fernando, Pampanga, who have excelled in their respective fields;

AN ORDINANCE INSTITUTIONALIZING AND STRENGTHENING THE CITY OF SAN FERNANDO PAMPANGA’S EP-IDEMIOLOGY AND SURVEILLANCE UNIT (ESU) AT THE CITY HEALTH OFFICE. IDENTIFYING ITS MEMBERS, DU-TIES AND RESPONSIBILITIES, MANDATING ALL STAKEHOLDERS TO REPORT ALL NOTIFIABLE DISEASES AND OTHER HEALTH EVENTS/ SYNDROMES/ OUTBREAKS/ EPIDEMICS NECESSARY IN THE IMPLEMENTATION OF AP-PROPRIATE HEALTH PROGRAMS

WHEREAS, Republic Act 7160 otherwise known as the Local Government Code of 1991, Chapter II, Section 16 mandate local government units (LGUs) to ensure and support among other things, the promotion of health and safety;

WHEREAS, Republic Act 11332 (Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act) requires all individuals and health facilities to report notifiable diseases to local and national health authorities;

WHEREAS, In the 2020 Revised Implementing Rules and Regulations of Republic Act 11332, Rule VII, Section I, directs all local health offices in the province, cities and municipalities nationwide the establishment of Epidemiology and Surveillance Units (ESUs) to do mandatory reporting of notifiable diseases and health events of public health concern; WHEREAS, Administrative Order No. 2007-0036 (Guidelines on the Philippine Integrated Disease Surveillance and Re-sponse (PIDSR)) provides the framework for PIDSR to guide its implementation at all levels of the health care delivery system both in public and private sectors;

WHEREAS, a functional, purposeful, well designated and integrated disease surveillance and response system in a locality is essentially important so as to support and upkeep the entire health sector in reducing morbidity and mortality cases secondary to different notifiable diseases. Furthermore, it is also useful for setting priorities, formulating strategies/actions/interventions as well as in monitoring and evaluation of health programs;

WHEREAS, Administrative Order No. 2005-0023 (Implementing Guidelines for Formula One for Health as Framework for Health Programs), Section C2.c.iii, states that, Disease surveillance shall be intensified to ensure that the targets for disease elimination, prevention and control are attained;

WHEREAS, effective disease surveillance plays an important role as it serves an early warning system in every health sector, and it can help and easily identify various public health emergencies thus, guide all stakeholders in initiating suitable mitigat-ing measures, health policies and strategies that will address the health issues including its preventive measures thereafter;

WHEREAS, in reference to the City of San Fernando, Pampanga’s No. 4 Agenda: KALUSUGAN “Malusog na Fernandino Masiglang Pamumuhay ay Sigurado!” The City Health Office’s strategic objective is to provide a highly responsive preventive health care to all Fernandinos so as to reduce and eventually prevent the occurrence of illnesses and deaths brought by var-ious notifiable diseases;

WHEREAS, the Sangguniang Panlungsod deemed fit to organize imperative undertakings to strengthen the capability for disease surveillance, intensify the preparedness and response to public health event of international concern such as the COVID-19, dengue and other notifiable diseases, increase public awareness on their [notifiable diseases] prevention and con-trol, disseminate and advocate strategic health education and promotion activities and other similar initiatives;

WHEREAS, premises considered, the Local Government Unit of San Fernando, Pampanga through the Committee on Health and Sanitation of the Sangguniang Panlungsod, ensures the functionality and continuity of all activities/programs under the City Epidemiology and Surveillance Unit of the City Health Office;

NOW THEREFORE, the Sangguniang Panlungsod of the City of San Fernando, Pampanga in session assembled, adopts as it hereby adopts, the following to wit:

ARTICLE IGENERAL PROVISIONS

Section 1. Title - This Order shall be known as AN ORDINANCE INSTITUTIONALIZING AND STRENGTHENING THE CITY OF SAN FERNANDO PAMPANGA’S EPIDEMIOLOGY AND SURVEILLANCE UNIT (ESU) AT THE CITY HEALTH OFFICE IDENTIFYING ITS MEMBERS, DUTIES AND RESPONSIBILITIES, MANDATING ALL STAKEHOLDERS TO REPORT ALL NOTIFIABLE DISEASES AND OTHER HEALTH EVENTS/ SYNDROMES/ OUTBREAKS/ EPIDEMICS NECESSARY IN THE IMPLEMENTATION OF APPROPRIATE HEALTH PROGRAMS

Section 2. Scope and Coverage – All health facilities (government and private) such as hospitals, medical clinics, infirmaries, health centers, laboratories and all medical health professionals and non-medical entities such as medical doctors, nurses, midwives, allied medical professionals, administrative officers/aides among others are hereby mandated to report all attended cases listed in section 8 of this ordinance either directly to the City Epidemiology and Surveillance Unit of the City of San Fer-nando, Pampanga or through their respective organizational surveillance coordinators.

Section 3. Purpose - The institutionalization and strengthening of the City of San Fernando Pampanga’s Epidemiology and Surveillance Unit (ESU) shall support the entire health sector in reducing the City of San Fernando, Pampanga’s morbidity and mortality rates secondary to various identified notifiable/communicable/infectious diseases of local and national public health concern through proper: 1. Case detection as it prevents the occurrence and/or proliferation of new cases of disease/s, reduce disease incidence rate as well as the reduction of possible and potential exposure of other people to various causal (risk) fac-tors brought by the identified disease. 2. Immediate Notification/Case investigation/Response and Control as it can help in the initiation of investigative process and early implementation of control/mitigating measures. 3. Data Management as reliability and usefulness of data can be guaranteed.

Section 4. Declaration of Policy – The Local Government Unit of San Fernando, Pampanga through its City Health Office is committed to commence its mandate which highly concentrates in the promotion of health and prevention of illness for its constituents as can be garnered from the CSFP’s 4th Agenda “Malusog na Fernandino Masiglang Pamumuhay ay Sigurado”. Every year, through the efforts and initiatives being initiated by its stakeholders, the city government appropriates a portion of its Annual Budget to finance all the funding requirements needed to support various local health programs which are aligned with the Department of Health Programs. To attain the aforesaid endeavor, the Office of the Sangguniang Panlungsod enacted this Ordinance, to unite all concerned health sectors with their leaders/shareholders in combating the various notifiable diseas-es in the City of San Fernando, Pampanga.

Section 5. Definition of Terms - As used in this Order, the following terms shall mean:

a.Active Surveillance – refers to public health officers either collect the data themselves or seek reports from participants in the surveillance system on a regular basis, rather than waiting for the reports.

b.CESU – refers to City Epidemiology and Surveillance Unit. The aforesaid section in collaboration with the concerned agen-cies/stakeholders is the one responsible for detecting notifiable diseases and other health events including its investigation, case confirmation, collecting specimen if necessary, notifying the higher level for the appropriate actions/response to be un-dertaken. Furthermore, safekeeping of pertinent epidemiological information (case registration, data analysis and interpreta-tion) is a key function of the unit as well as the provision of feedback.

c.Disease – refers to a specific illness or medical condition, irrespective of origin or source that directly presents or has the potential to present significant harm to humans.

d.Disease Reporting Unit – refers to any health facility where cases of notifiable diseases are identified and reported (e.g. hospitals, clinics, city health offices, barangay health stations etc.)

e.Disease Surveillance Officer – refers to a fulltime staff of the Epidemiology and Surveillance Unit of the City Health Offic-es, Provincial Health Offices and Regional Offices who has received training on basic epidemiology, public health surveillance and PIDSR.

f.Epidemic – refers to the occurrence in a community or region of cases of an illness, specific health-related behavior, or other health-related events clearly in excess of normal expectancy.

g.Epidemiology – it refers to the study of the distribution and determinants of health-related states or events in specified pop-ulations, and the application of this study to control of health problems

h.ESU Team Leader- refers to Medical Doctor or any Allied Health Professional who is an Epidemiologist or who have re-ceived training on PIDSR.

i.Integrated Disease Surveillance – it refers to the process of coordinating, prioritizing, and streamlining of multiple disease surveillance systems into a unified national disease surveillance system that combines core surveillance activities and support functions into a single integrated activity for the purpose of making the system more efficient and effective in providing timely, accurate and relevant information for action.

j.Morbidity – refers to illness, diseases.

k.Mortality – refers to death.

l.Notifiable Diseases – refers to the disease that, by legal requirements, must be reported to the public health or other au-thority in the pertinent jurisdiction when the diagnosis is made. Such diseases are categorized into two according to the urgen-cy of reporting. Category 1. Immediately Notifiable Diseases Syndrome Events and Condition. Category 2. Weekly Notifiable Disease or Syndrome.

m.Outbreak – refers to an epidemic limited to localized increase in the incidence of a disease.

n.PIDSR – refers to Philippine Integrated Disease Surveillance and Response.

o.Stakeholders - shall refer to health facilities, such as hospitals, clinics, infirmaries, health centers etc.

p.Syndrome – refers to a symptom complex in which the symptoms and/or signs coexist more frequently that would be ex-pected by chance on the assumption of independence.

q.Vaccine Preventable Diseases – refers to diseases such as acute flaccid paralysis, suspected polio, measles, neonatal tetanus etc. caused by vaccines or its component.

r.Zero Case Reporting – refers to the reporting of “zero case” when no case has been detected by the reporting unit.

ARTICLE IIINSTITUTIONALIZATION OF THE CITY EPIDEMIOLOGY

AND SURVEILLANCE UNIT OF THE CITY OF SAN FERNANDO, PAMPANGA

Section 6. Composition - The CESU shall be composed of the following: 1.Medical Epidemiologist or Medical Officer 2.City Epidemiology and Surveillance Officer (Nurse II) 3.Assistant City Epidemiology and Surveillance Officer (Nurse I) 4.Disease Surveillance Coordinators in Rural Health Units, Barangay Health Stations and Birthing Stations 5.Disease Surveillance Coordinators in Hospitals, Clinics etc. 6.Registered Medical Technologist 7.Encoder 8.Volunteers in the community (e.g. BHWs)

Section 7. Duties and Responsibilities - The following shall be the duties and functions of the members of the epidemiol-ogy and surveillance unit:

A.CITY EPIDEMIOLOGY AND SURVEILLANCE UNIT (CESU):

1.Shall maintain a functional disease surveillance system equipped with the necessary resources and adequate finan-cial support. Financial support may come from the disaster, calamity or other appropriate funding sources as deter-mined by their respective stakeholders.2.Shall collect, organize, analyze, interpret and disseminate surveillance data in their respective areas in a timely man-ner.3.Shall maintain an organize surveillance information system through the use of PIDSR software system that generates an accurate, correct, complete and reliable information.4.Shall report all available essential information (e.g. clinical description, laboratory results, numbers of human cases and deaths, sources and type of risk) immediately to the next higher level and other concerned agencies.5.Shall immediately implement appropriate control measures.6.Shall maintain an effective networking with the various disease reporting units and stakeholders.7.Shall establish, operate and maintain a city epidemic preparedness and response plan, including the creation of mul-tidisciplinary/multisectoral teams to respond to events that may constitute a public health emergency.8.Shall facilitate the submission of weekly notifiable disease surveillance reports from public and private hospitals.

B.INDIVIDUAL DUTIES AND RESPONSIBILITIES OF CESU MEMBERS:

1. The ESU Team Leader shall:• Supervise, spearhead and participate in the formulation of policies, programs and guidelines necessary in the initia-tion of the unit’s mandate.• Oversee and monitor the operation of the CESU.• Supervise and evaluate the various interventions being implemented to address a particular event in coordination with the concerned program managers.

2.The CITY EPIDEMIOLOGY AND SURVEILLANCE OFFICER shall:• Conduct Active Disease Surveillance.• Visit health facilities (government and private hospitals and clinics) & regularly check email on possible reports/notifi-cation of diseases/events/syndromes.• Assist the Rural Health Unit (RHU)/Barangay Health Station (BHS) Staff on disease surveillance in the community in coordination with the concerned agency/office /unit (i.e. EHSD, CENRO, HEMS etc.).• Initiate a close collaboration with the health care providers/PIDSR coordinators/disease surveillance coordinators /of-ficers assigned in every healthcare facility (clinics, hospitals etc.) so as to be informed and detect unusual events.• HOSPITAL SETTING

Shall review medical records/charts and other related documents upon the approval of the concerned health facility.• BHS/ RHU SETTINGShall review individual treatment records upon the approval of the concerned health facility.• For CATEGORY I – immediately identify and report the case to Provincial Epidemiology and Surveillance Unit/Re-gional Epidemiology and Surveillance Unit via phone (initial report) and case-based reporting.• For CATEGORY II – report cases on a weekly basis.• Shall do zero reporting – make report even if there is no known case/s found.• Shall prepare and gather all needed equipment/logistics based from the detected or reported case.• Shall initiate multi-sectoral collaboration with other agencies which may assist in the investigation (i.e. HEMS, EPI, EHSD etc.).• Shall obtain an accurate, correct and complete data.• Shall conduct an interview of key informant/s (health worker, patient’s significant others).• Shall do/generate Descriptive and Analytic Epidemiological and Surveillance reports.• Shall initiate a close coordination with the next higher level for technical and logistical assistance.• Shall monitor and identify “silent” disease surveillance units and shall do the appropriate actions to be undertaken in coordination with the Department of Health.• Shall initiate a close coordination with the partner public/private laboratory that has the capability and capacity to un-dertake the necessary test.• Shall ensure an adequate laboratory supplies in Rural Health Units in coordination with the staff concerned.• Shall initiate a close collaboration with the appropriate agency for request of supplies.• Shall ensure a timely submission of specimen with the use of appropriate measures (container etc.) necessary for transport to RITM.• Shall identify the particular disease condition through case classification.• Shall identify the specific specimen to be collected.• Shall coordinate with the trained personnel for collection if necessary.• Shall attach the pre-requisite reporting forms and other pertinent documents required.• Shall maintain an effective and efficient central registry (e.g. Encoding and Analysis, Usage of standardized approach (i.e. use of standard computer-based program).• Shall conduct a regular review of findings in coordination with the skilled personnel and provide feedback to the com-munity and concerned agencies.• Shall conduct training on disease surveillance and response to all new and existing (for updates) Rural Health Unit/Barangay Health Station Personnel as well as those staff who are in the hospitals/clinics within the territorial jurisdiction of the City of San Fernando, Pampanga in coordination with the Department of Health Regional Office III.• Shall conduct technical assistance visit to the concerned disease reporting unit/s upon request and if necessary in addition to the regular monitoring and supportive supervision.• Shall regularly coordinate with the RESU staff for any new software updates to support surveillance database.• Shall monitor PIDSR database to check for completeness, double entries and inconsistencies as well as the availabil-ity of back up files.• Shall ensure regular and timely submission of reports to all concerned agencies/ stakeholders.• Shall initiate a close coordination with the Rapid Response Teams (i.e. Environmental Health and Sanitation Division, Health Emergency Management Staff, Provincial ESU, Regional ESU, Food and Nutrition Team, Mental and Psychoso-cial Support Team, Health Education Promotion Office etc.) most especially in times of disasters.• Shall ensure the availability of appropriate surveillance kits and rapid response to any untoward events/outbreaks.• Shall ensure effective networking to various healthcare facilities in times of outbreaks/untoward events.• Shall conduct regular program implementation review in coordination with the members of CESU Technical Working Group and other concerned stakeholders/program managers.• Other may be assigned from time to time.

3.Disease Surveillance Coordinators from the various disease reporting units shall be responsible for active case find-ing and investigation of all reportable cases and other health information in the hospitals (health professionals) and community (physicians, nurses, midwives, barangay health workers/volunteers). They shall be responsible for the accomplishment and submission of surveillance forms to CESU at the City of San Fernando, Pampanga’s City Health Office.

4.Registered Medical Technologist shall conduct of collection and transport of specimen and assist in surveillance as nec-essary.

5.Encoder shall be in-charge of the data management and assist in the surveillance as necessary.

Section 8. Guidelines in Reporting – The time frame for the reporting of health data to the City Epidemiology and Surveil-lance Unit (CESU) are the following:

1.Notifiable diseases shall be reported in accordance to the guidelines specified under the Philippine Integrated Disease Surveillance and Response (PIDSR) adopting the 2014 3rd edition of Manual of procedures for the PIDSR or to any new guidelines as specified by the Regional Epidemiology and Surveillance Unit of Department of Health.2.Death must be reported by relatives or attending medical or non-medical personnel within 48 hours or within 72 hours if death occurs on a Friday. However, if the cause of death is due to a suspected communicable disease or a medico legal case, it should be reported as soon as possible or within 24 hours.3.Births attended at birthing facilities shall be reported on a monthly basis. Births attended at home or in the community shall be reported by traditional birth attendant, midwife, nurse, doctor or to the Barangay Surveillance Coordinator or to the nearest Health Center as soon as possible or within 48 hours after birth or within 72 hours if birth occurs on a Friday;4.Immunization and Newborn Screening done at health facilities shall be reported on a monthly basis and;5.Birth defects seen at the birthing facilities or in the community must be reported as soon as possible to the CESU or to the nearest health center.

Unit (ESU) and the ESU of Government and Private Health Facilities

1.The ESU shall have a designated/dedicated space/room in the office including the availability of appropriate equipment and logistics (e.g. computer, printer, internet access, telephone access, fax machine, photocopier machine, LCD, Specimen Col-lection Kit, Refrigerator for Specimen, Specimen Transport Boxes, Ice Packs, Forms (CIFs/CRFs), VPD Organizers) needed for the operation under the direct supervision of the City Health Officer (CHO) or Medical Officer.

2.The CHO shall designate a medical officer who will directly supervise the entire functions of the Epidemiology and Surveil-lance Unit.

3.The CHO shall also designate a disease surveillance officer preferably a nurse to undertake the corresponding duties and responsibilities of the unit to be accompanied by an assistant disease surveillance officer.

4.The CHO in coordination with the Rural Health Physicians (RHPs) shall also designate a disease surveillance coordinator per Rural Health Unit and Barangay Health Station.

5.The CHO shall form a rapid response teams to assist the ESU staff in the initiation of its corresponding tasks when neces-sary.6.All members included in the City Epidemiology and Surveillance Unit of the City Health Office shall receive basic and ad-vance trainings needed in surveillance and response so as to effectively and efficiently render their duties and responsibilities.

7.All health facilities (government and private) e.g. hospitals, clinics etc. in the City of San Fernando, Pampanga shall designate their own disease surveillance coordinators. Appropriate funding requirements shall be allocated by their respective organiza-tions so as to carry out all the necessary undertakings of their ESU. Appropriate trainings on epidemiological surveillance and response shall be requested and coordinated to the Department of Health.

Section 10. Authority to Review and Obtain Health Records – The City Epidemiology and Surveillance Unit’s Disease Sur-veillance Officer or his/her duly authorized representatives, upon written or verbal recommendation or order of the City Health Officer or Medical Officer, as well as in coordination with the designated surveillance officers/coordinators of the concerned health facility shall be authorized to review the chart/medical and laboratory records and obtain a copy thereof of patients sus-pected to have communicable/infectious disease or cases with potentials or significant impact on the health status of the so-ciety. Reviewed and obtained copies of pertinent data/records shall be treated with utmost confidentiality and shall never be used in any manner except for disease or health investigation purposes.

Section 11. Implementing Rules and Regulations on Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern

A.Implementation: The CESU is directed to implement the mandatory reporting of notifiable diseases and health events of public health concern.

B.Persons and Entities Required to do Mandatory Reporting: Subject to the procedure laid down under this section, all of the following, whether public or private, are required to accurately and immediately report notifiable diseases and health events of public health concern provided for under section 14 of this Ordinance or as may be issued by the DOH:

1.Licensed public and private medical and allied health professionals;2.Health facilities and offices as defined under the DOH Administrative Order No. 2019-0060 or the Guidelines on the Imple-mentation of the National Health Facility Registry, or subsequent amendments or revisions thereto;3.Workplaces including those in special economic and/or free port zones;4.Public and private educational institutions providing basic education, higher education, or technical-vocational education and/or training;5.Prisons, jails, or detention centers;6.Major transportation passenger terminals, and seaports and airports;7.Dining and hotel and other accommodation establishments, including other establishments as may be required by public health authorities;8.Communities including household members, the punong barangay, barangay health emergency response teams, homeown-ers’ associations, indigenous people communities, cooperatives, and community-based organizations;9.Other government agencies providing health and emergency frontline services, border control, and other critical services; and10.Professional societies, civic organizations, and other NGOs.

C.Categories of Notifiable Diseases and Health Events of Public Health Concern: All persons or entities under this Sec-tion shall report notifiable diseases and health events of public health concern in accordance with the PIDSR and their cate-gorization or disease surveillance or manual of procedures. The diseases under Section 14, or listed as notifiable diseases or health event of public health concern pursuant thereto, shall be categorized as immediately notifiable (Category I) or weekly notifiable (Category II)

D.Reportable Health Data - The following shall be reported to the City Epidemiology and Surveillance Unit:

1.All notifiable diseases listed in the Philippine Integrated Disease Surveillance and Response (diseases reflected under Cat-egory 1 and 2).

E.Submission of Report to the Local Epidemiology and Surveillance Units- Mandatory reporting of notifiable diseases or health events of public health concern shall be done by submitting the Case Investigation Form (CIF) for diseases under Category I, or the Case Report Form (CRF) for diseases under Category II, to the Local Epidemiology and Surveillance Unit (LESU) mandated to be established under this ordinance.

Upon receipt of reports, the LESU or the Local Health Office shall the timely submit reports in accordance with reporting pro-cedures mandated under the PIDSR or in disease surveillance guidelines or manual of procedures.

F.Deadline of Reporting- Diseases under Category I are considered as immediately notifiable and should be reported to the LESU, RESU and Epidemiology Bureau within 24 hours from detection. Diseases under Category II shall be reported every Friday of the week. G.Minimum Data Needed for Mandatory Reporting- the following data for collection in the official forms under the DOH Man-ual of Procedures such as CIF and CRF are the following:

• Name of Disease Reporting Unit;• Name of interviewer;• Age;• Sex;• Civil Status;• Date of Birth;• Permanent address;• Current address;• Date onset of symptoms or illness;• Contact number;• History of Travel in the last 30 days;• Other health conditions/ comorbidities, medical history, last menstrual period, if applicable

The aforementioned details are crucial and indispensable for the formulation of appropriate policies and disease response activities. Hence, health professionals conducting interview at the onset of illness/ symptoms shall obtain such details from a suspect case, properly informing the data subject that the information sought to be obtained is being processed in accordance with the Republic Act 10173 or “Data Privacy Act of 2012”, and that deliberately providing false or misleading information on the part of the person, may constitute as non-cooperation punishable under this Ordinance.

ARTICLE IIISPECIAL PROVISION

All private medical clinics/medical arts/centers and other similar entities located within the jurisdiction of the City of San Fer-nando, Pampanga are hereby directed to submit reports/data concerning their immunization program on a monthly basis which will serve as basis to determine the vaccination coverage contributed by the private sector as well as to monitor sus-pected and probable cases caused by or related to/secondary to Vaccine Preventable Diseases.

ARTICLE IVFUNDING/APPROPRIATION

Section 12. The City Government of San Fernando, Pampanga shall appropriate adequate funds to achieve the necessary funding requirements of the CESU in order to provide an effective and efficient quality service delivery through its regular in-clusion in the City’s Annual Investment Plan (AIP) / Special Program Appropriation (SPA) / Maintenance and Other Operating Expenses (MOOE) of the City Health Office or through the harmonized transfer of funds from the City Disaster Risk Reduction and Management Council (CDRRMC).

Specific amount/s to be allocated will be determined through a proper forum with the technical working group and shall be pre-sented upon budget hearing and deliberation.

The funds shall be used to defray the operational costs of equipment, supplies, transportation, communications and logistics needed to support the ESU and response to epidemics or its equivalent events.

ARTICLE VPENAL PROVISIONS

Section 13. The following administrative sanctions shall be imposed upon individuals or institutions or facilities found to have violated the provision of this Ordinance:

1.Against Public Employees, in accordance with the Administrative Code and Pertinent Civil Service Rules and Regu-lations, erring government employees found to be liable shall be sanctioned by disciplining authority:

First Offense Reprimand; Second Offense Suspension from service for One (1) to Thirty (30) Days after determination of culpability by the Disciplinary Board of the City Government of San Fernando, Pampanga; and, Third Offense Dismissal from Office

2.Against Private individuals, health institutions/ facilities, Persons/Institution or Facilities who violate this Ordinance shall upon be punished with the penalty of:

First Offense Fine of Php 3, 000.00;

Second Offense Fine of Php 4, 000.00; and,

Third Offense Fine of Php 5, 000.00 and Suspension of Business Permit and Mayor’s Permit to operate

ARTICLE VIFINAL CLAUSES

Section 14. Repealing Clause – Any Ordinance, Executive Order, Rules and Regulations contrary to or inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

Section 15. Separability Clause – If any provisions of this Order shall be held unconstitutional or invalid, the other provisions hereof shall remain valid and continue to be full force and effect.

Section 16. Effectivity -This Order shall take effect 30 days after its approval, publication in a newspaper of general circula-tion in the Province of Pampanga and its posting in conspicuous places of the City Hall and the city’s 35 barangays.

AN ORDINANCE GRANTING LOCAL FRANCHISE TO OPERATE THE MABUHAY COCKPIT ARENA LOCATED ALONG MC-ARTHUR HIGH-WAY, BARANGAY TELABASTAGAN, CITY OF SAN FERNANDO, PAMPANGA AND FOR OTHER PURPOSES

EXPLANATORY NOTE

WHEREAS, the City Government of San Fernando, Pampanga has enacted Ordinance No. 2015-024, otherwise known as the Games and Amusement Code of the City of San Fernando, Pampanga, and later amended by virtue of SP ordinance no. 2019-008 and further amended by SP Ordinance no. 2021-013, to regulate and protect people going and employed in amusement centers, carnivals, fairs, resorts, amusement parks, cockpit arenas, internet cafes, e-bingo, e-sabong, and the traditional bingo parlors, karaoke bars, among others; WHEREAS, the Mabuhay Cockpit Area, operated by owners of Mabuhay Consolidated, Inc., an entity duly organized and existing under and virtue of Philippine laws, is one among the many business establishments covered by this abovementioned Ordinance; WHEREAS, the Mabuhay Cockpit Arena has been in operation in the City of San Fernando, Pampanga specifically along MacArthur Highway, barangay Telabastagan; WHEREAS, a certain Beldevere Vista Corporation represented by its President, Rogelio R. Morales, clothed with a Lease Contract Agreement with the owners of Mabuhay Consolidated, Inc., has submitted a Letter of Intent to apply for a Permit/License or Authority to operate the Mabuhay Cockpit Arena, which was included in the Order of Business of the Sangguniang Panlungsod on October 19, 2020;

WHEREAS, the Sangguniang Barangay of Telabastagan, this city, passed Barangay Resolution No. 013, series of 2020 “interposing no objection to the operation of the Mabuhay Cockpit Arena located at Barangay Telabastagan, this city”;

WHEREAS, the application was referred to the Committee on Games and Amusements which subsequently conducted a series of committee hearings and studies to determine the merit and purpose of the application to operate the above-mentioned cockpit arena; WHEREAS, the Sangguniang Panlungsod found the application meritorious and in order, thereby grants the applicant, Mr. Rogelio R. Morales, the author-ity to operate the Mabuhay Cockpit Arena in the City of San Fernando, Pampanga (local franchise) as mandated by R.A. 7160 for its operation; renewable every five (5) years from the enactment of SP Ordinance No. 2015- 024;

NOW THEREFORE, BE IT ORDAINED by the Sangguniang Panlungsod of City Government of San Fernando, Pampanga, in session assembled, adopts as it hereby adopts the following Ordinance:

ARTICLE ITitle

Section 1. Title- This Ordinance shall be known as:

“AN ORDINANCE GRANTING LOCAL FRANCHISE TO OPERATE THE MABUHAY COCKPIT ARENA LOCATED ALONG MC-ARTHUR HIGHWAY, BARANGAY TELABASTAGAN, CITY OF SAN FERNANDO, PAMPANGA AND FOR OTHER PURPOSES”

Section 2. Definition of Terms – As used in this Ordinance, the following terms shall mean:

2.1 Business – refers to the trade or commercial activity regularly engaged in as a means of livelihood or with a view of profit;

2.2 Charges – refers to a pecuniary liability, as rents or fees against persons or property;

2.3 Tax – refers to an enforced contribution usually monetary in form, leveled by the law-making body on person and property subject to its jurisdiction for the precise purpose of supporting governmental duties;

2.4 Fee – means a charge fixed by law or ordinance for the regulation or inspection of a business or activity; it shall also include charges fixed by law or agency for the services of a public officer in the discharge of his official duties;

2.5 Franchise – is a right or privilege affected with public interest which is conferred upon private persons or corporations, under such terms and conditions as the government and political subdivisions may impose in the interests of the public welfare

Section 1. Authority to Operate – There is hereby granted to a certain Mr. Rogelio R. Morales, the authority (local franchise) to operate the Mabuhay Cockpit Arena, located along MacArthur Highway, Barangay Telabastagan, this city, with duly approved license from the Games and Amusements Board (GAB) and any other government-controlled corporations and agencies vested with gaming power and authority.

Section 2. Duration of the Authority to Operate – The Authority to Operate herein granted to Mr. Rogelio R. Morales to operate the Mabuhay Cock-pit Arena shall be for three (3) years only, retroactive from January 1, 2020 up to up to December 31, 2023, subject however to the option of Mr. Rogelio R. Morales to renew thereafter.

ARTICLE IIIPayment of Business Taxes

Section 1. Payment of Business, Fees and Charges – Business Taxes, Fees and other charges shall be imposed and made payable yearly by Mr. Ro-gelio R. Morales to the City Treasurer’s Office during the lifetime of this Ordinance and its subsequent renewal.

ARTICLE IVAdherence to Health Protocols

With the COVID 19 pandemic, the Mabuhay Cockpit Arena shall strictly adhere to the Department of Interior and Local Government (DILG) Circular No. 2020-140, re: Guidelines on the Resumption of Cockpit Operations or Cockfighting Activities in areas under Modified General Community Quarantine or lower.

Specifically, it shall strictly adhere and abide to the City’s Infection Control Protocols for Gaming Establishments:1.Face masks and face shields shall be worn at all times;2.Implementation of physical distancing of 1- meter apart within the store premises and at queuing areas;3.Employees and customer are required to fill out an employee health declaration form or customer contact tracing form upon entry for contact tracing purposes;4.Maximum number of customers shall be posted at the entrance and strict control of customer inflow shall be observed;5.Separate entrance and exit points shall be implemented, and a queuing line outside the area with physical distancing markers shall be installed; 6.Indoor air ventilation systems should conform with applicable protocols and standards.7.Sanitation areas shall be installed in accessible locations;8.Signages reminding customers to observe minimum health standards, avoid risky behavior such as shouting and talking loudly shall be posted within the establishment;9.Employees shall wear proper PPE, including both face mask and face shield, and shall practice proper handwashing during their duty;10.Company shall delegate at least 1 Safety Health Officer to:a.Monitor all staff through temperature checking, monitoring of covid symptoms and assessing mental health status daily; b.Report employee/s to City Epidemiology and Surveillance Unit (CESU) who develop covid symptoms or who tested covid positive.c.Report to TF WASH of LGU-CSFP for disinfection,d.Remind employees to practice minimum public health standards,e.Monitor regular cleaning of all contact surfaces such as doors, knobs, tables, windows, etc. at least every 2 hours; and 11.Regular daily sanitation/disinfection of the establishment should be done before and after the activity.

ARTICLE VPenalty Clause

Section 1. Penalty – Failure on the part of Mr. Rogelio R. Morales to comply with any or all provisions of this Ordinance shall be meted the following fines and penalties, over and above the penalties imposed by the Office of the City Treasurer of the City of San Fernando, Pampanga, to wit:

a.For First Offense – Any person, natural or juridical, who violates this Ordinance forthe first time shall be fined the amount of Three Thousand (=P=3,000.00) Pesos and a stern warning of revocation of the Business Permit to oper-ate and or the imposition of the penalty of imprisonment for six (6) months;

b.For Second Offense - Any person, natural or juridical, who violates this Ordinance For the first time shall be fined the amount of Five Thousand (=P=5,000.00) Pesos and the cancellation of the Business Permit to operate with the penalty of imprisonment of one (1) year; without prejudice to the filing of other criminal cases in violation of other existing national laws.

The officers of the juridical person such as the manager, operator/administrator or any person in-charge of the management of the Mabuhay Cockpit Arena shall be directly responsible for its operation and shall be fined and penalized as that of the natural person.

ARTICLE VMiscellaneous Provisions

Section 2. Repealing Clause – Local Ordinance, Resolutions, Orders, Rules and Regulations and other issuances of the City Government of San Fer-nando, Pampanga that are inconsistent with this Ordinance are hereby repealed, amended and modified accordingly.

Section 3. Separability Provision – If for any reasons, any section of this Ordinance, or any portion hereof, or the application of such section or provi-sion, or portion hereof to any person, group or circumstance is declared invalid or unconstitutional, the remaining provisions of this Ordinance shall its full force and effect.

Section 4. Effectivity – This Ordinance shall take effect immediately after its approval, publication in a newspaper of general circulation in the Province of Pampanga and the posting of the same in the city’s Bulletin Board and conspicuous places.

cusing on the Japanese market because novel nicotine tobacco products (NNTPs) have been com-mercially available in Ja-pan since 2014. It’s by far the world’s largest market.

Dougan noted that HTPs are based on the principle of eliminating combustion by heating tobacco at about 350 de-grees Centigrade or less instead of burning.

“While these products are clearly not risk-free, they do have the poten-

tial to serve as a comple-mentary strategy to exist-ing smoking-related inter-ventions” for smokers who are otherwise unable or unwilling to quit cigarettes, said Dougan.

Smoking remains the leading preventable cause of death globally with more than 7 million people dying of smoking-related diseas-es each year. Dougan said the number of tobacco us-ers worldwide declined only marginally from about 1.4 billion in 2000 to 1.34 billion in 2018.

“There is a significant

group of smokers in both developed and developing countries who are unable or unwilling to quit using current approaches which is often quite ineffective in actually helping people to quit,” Dougan said.

Henson, who hails from Barangay Del Pilar in this capital city, started his 42-year public service as a two-term councilor in 1980. He ran but lost by some 1,000 votes during the 1992 mayoralty race against then incumbent Pat Guevarra, the time when he was local chair and standard bearer of the Liberal Party.

In 1995, he again ran (his own decision and not party-influenced, he said) for San Fernando’s top post. That attempt led him to other political races which included a congres-sional run until finding his niche as a provincial board member.

“In those times, the situation was not always favorable. All those pres-ent now were absent then, meaning, hindi mo kasangga ang distrito, Capitol, and even the na-tional. I was barely known by the business sector. Now, probably they have seen what I can do,” he said.

“…I believe they know I am qualified as a candi-date for mayor in the com-ing post,” Henson noted.

PINEDA TEMPLATEHe said that if given

the opportunity to be the city’s local chief executive officer, he will pattern his administration on the “Pi-neda template” in which the principal concept is “pwede mo palang gawin ito sa isang local govern-ment unit basta may puso ka para sa tao.”

This means he “will pri-oritize those which need to be prioritized and utilize well the resources of the LGU.”

Henson also said he has a “pattern of my own, like BFF which stands for ‘business-friendly Fernan-dino’ and SAUP which stands for social ameliora-tion upliftment program’.”

A public servant is fo-cused on essential things like creation of an environ-ment that is conducive to business. “Let them (pri-vate sector) invest and run their business but give them what they need like peace and order, fast pro-cessing of permits and no red tape. They should be partners in governance. Once the business sec-tor is good, you could now focus on social services, education and health,” he said.

One important mark Henson said, is that he could work with any official even those who are not with his party.

“That is a hallmark of a good leadership and governance. To be able to work with others for the benefit of Fernandinos re-gardless of party affilia-tion. We are in public ser-vice and we are serving the people,” he stressed.

Henson will reportedly face Vice-Mayor Jimmy T. Lazatin and Association of Barangay Captains pres-ident Vilma Caluag in the mayoralty post.

However, both Lazatin and Caluag have not yet officially declared their re-spective intentions to run for the mayoral post.

Leading to the open-ing of South Wing, the Department of Tourism (DOT) regional director Carol Uy said during her speech at the opening ceremony that DOT has awarded PIRC as a mul-tiple-use hotel and that the agency recognizes its diligent efforts in com-pliance set forth by the Department and other agencies.

Aside from top-of-the-line service, housed with-in the newly-constructed South Wing are 95 Supe-rior Rooms, all of which feature comfortable bed-ding, working desks, mini-bars, sensor-acti-vated air-conditioning, in-room technology such as IPTVs, bedside USB ports and complimentary Wi-Fi, and modern bath-rooms with standalone rain showers.
