Mayor’s Message Wagga Wagga City Council is committed to continuously improving pedestrian infrastructure across the Local Government Area (LGA) to create a place that is welcoming, safe and accessible to all. Well designed, constructed and maintained infrastructure is integral to connecting people to key community services, increasing social interaction, creating a sense of place and enhancing community well-being. I’m pleased to present the Wagga Wagga City Council Pedestrian Access and Mobility Plan (PAMP) 2010. The implementation of this plan will assist people in safely crossing roads throughout the LGA, in particular where pedestrian and traffic movements are high such as the central business district and the health services precinct. The PAMP identifies key infrastructure works to meet the pedestrian access and safety requirements of the community. Plans such as this are an important tool for ensuring the delivery of high quality infrastructure which meets the needs of our community and the goals of Council. To develop the PAMP local community knowledge was combined with the technical expertise of Council staff. Community members and groups, key stakeholders and Government Departments worked with Council staff from across the organisation to develop a plan which will provide economic, environmental and social benefits to the whole community. Thank you all for your efforts, knowledge and commitment to ensuring the accessibility of the Wagga Wagga LGA for all residents through effective infrastructure planning which reflects the needs of the community.

Executive Summary The Wagga Wagga City Council PAMP 2010 aims to improve the accessibility of the Wagga Wagga LGA by identifying pedestrian safety issues relating to crossing intersections and responding to them through the development of an infrastructure works schedule for ramps and refuge islands based on research, data, community engagement outcomes and a prioritised pedestrian network. The PAMP will assist Council to focus resources in critical areas. The PAMP is based on a proritised pedestrian network which reflects pedestrian movement catalyst locations (the destinations where people walk) and the linkages (or routes) to residential areas and integrates these with data gathered from a thorough community engagement process and Council’s surveillance program. The estimated cost to implement the PAMP Works Schedule in 2009 dollars is $1,323,962. The schedule prioritises works to be completed as part of Council’s infrastructure budget and the NSW Roads and Traffic Authority’s (RTA) PAMP program. At the time the PAMP was developed the works schedule was unfunded. It is expected the PAMP will be implemented through a funding partnership between Council and the RTA. The PAMP includes the following recommendations:

1. Develop the Identified pedestrian hazards raised during the community engagement process into individual projects with an allocated budget of $135,000 for investigation and conceptual design.

2. Integrate the PAMP Works Schedule with Council’s Footpath Strategy, Bikeways Plan, Development Control Plans and Master Plans, including Riverside.

3. Integrate the PAMP Works Schedule into Council’s footpath infrastructure surveillance program.

4. Develop PAMP guidelines for new infrastructure and developments. 5. Review the PAMP Works Schedule annually to create an environment

for continuous improvement. 6. Develop and implement strategies to encourage the community to

report PAMP issues as they are aware of them. 7. Audit the accessibility of all Council facilities against PAMP guidelines. 8. Develop Event Pedestrian Safety Guidelines to be incorporated into

large event and festival management processes. 9. Audit pedestrian signals at traffic lights across the city for consistency

in audio and sequencing. The implementation of the PAMP 2010 will assist Council to facilitate improvement in the level of personal mobility and safety for pedestrians across the Wagga Wagga LGA, particularly those with disabilities and older persons through the planning and implementation of infrastructure which caters to their needs and is based on research outcomes.

Wagga Wagga Local Government Area Nestled on the banks of the magnificent Murrumibidgee River, in the heart of Wirradjuri Country, Wagga Wagga is a dynamic and cosmopolitan regional city, centrally located between Sydney, Melbourne and Canberra. The Wagga Wagga LGA is home to approximately 60,000 residents, of which 90% live in the city of Wagga Wagga. The LGA occupies 4,866 sq km and includes the rural villages of Collingullie, Currawarna, Galore, Humula, Ladysmith, Mangoplah, Oura, Tarcutta, and Uranquinty. The villages and surrounding farmland offer a rural community lifestyle in close proximity to the vibrant regional city of Wagga Wagga. The city of Wagga Wagga, the largest in regional NSW is known for its quality industrial, commercial, education and defence facilities together with a rich arts community and sporting culture. Major features include the Murrumbidgee River, Charles Sturt University, TAFE Riverina Institute, Kapooka Army Recruit Training Base, RAAF Base Wagga (Forest Hill), the Wagga Wagga cental business district (CBD), Wagga Wagga Art Gallery and home to the National Art Glass Collection, Museum of the Riverina, Civic Theatre and Performance Spaces, Wagga Wagga Botanic Gardens, Oasis Aquatic Centre, Lake Albert, Livingstone National Park, Willans Hill Reserve and a wide range of boutique wineries. The facilities available in Wagga Wagga make it one of the most attractive, successful and expanding inland cities in Australia. It offers an extensive range of facilities aligned with those available in any capital city. It offers all the amenities of city living with the added bonus of a relaxed, safe, friendly and community-orientated lifestyle.

Aims of the PAMP The Wagga Wagga City Council PAMP 2010 aims to improve the accessibility of the Wagga Wagga LGA by identifying pedestrian safety issues relating to crossing intersections and responding to them through the development of an infrastructure works schedule for ramps and refuge islands based on research, data, community engagement outcomes and a prioritised pedestrian network. The PAMP will assist Council to focus resources in critical areas. Council recognises the link between good health and pedestrian opportunities, by providing high quality pedestrian infrastructure the PAMP contributes to the community well-being and environmental sustainability of the Wagga Wagga LGA (Wagga Wagga City Council, Community Social Plan).

Objectives of the PAMP The objectives of the PAMP are to:

→ improve pedestrian access and priority, particularly in areas of high pedestrian concentration,

→ facilitate improvements in the level of personal mobility and safety for pedestrians, particularly those with disabilities and older persons through the planning of infrastructure which caters to their needs,

→ develop and promote accessible priority routes into the Wagga Wagga’s central business district (CBD) and health services hub (which is also a Strategic Objective of the Community Social Plan),

→ develop accessible priority routes which link residential areas to pedestrian movement catalysts,

→ continue to enhance safe and convenient crossing opportunities on major roads throughout the Wagga Wagga LGA,

→ continue to enhance the safe pedestrian crossing of rail level crossings throughout the Wagga Wagga LGA,

→ continuously upgrade pedestrian facilities and infrastructure in the Wagga Wagga LGA to be consistent with RTA guidelines, and

→ meet the obligations of the Commonwealth Disability Act (1996).

Recommendations of the PAMP In addition to specific pedestrian infrastructure improvement works, the PAMP includes the following recommendations:

1. Develop the Identified pedestrian hazards raised during the community engagement process (as detailed in Section 3) into individual projects with an allocated budget for investigation and conceptual design.

2. Integrate the PAMP Works Schedule with Council’s Footpath Strategy, Bikeways Plan, Development Control Plans and Master Plans, including Riverside.

3. Integrate the PAMP Works Schedule into Council’s footpath infrastructure surveillance program so that each year’s PAMP works are audited in the preceding year.

4. Develop PAMP guidelines for new infrastructure and developments.

Scope of the PAMP The research area for the PAMP is the Wagga Wagga LGA. The PAMP works schedule has been developed based on a hierarchy of pedestrian routes which reflect pedestrian movement catalyst locations and linkages to residential areas and the data collected through the community engagement process and Council’s surveillance program. Pedestrian Movement Catalysts Pedestrian movement catalysts, described in Table 1 are facilities people access. CBD The area located around the CBD spine as defined by

the CBD Development Control Plan. The CBD has high pedestrian and vehicle traffic volumes and many key community services. See Map 1 for details.

Health Services Hub The area containing Wagga Wagga Base Hospital, Calvary Hospital, Wagga Wagga Community Health Centre and specialist medical services. See Map 2 for details.

Major Suburban Service Hub

A precinct that contains a number of key community services, including a medical centre and/or chemist, commercial and retail businesses, community meeting places and locations for outreach of community services. eg. South City – Glenfield Forest Hill Shopping Centre Lake Village

Minor Suburban Service Hub

A precinct that contains a number of key community services such as commercial and retail businesses, community meeting places and locations for outreach of community services. eg. Ashmont Mall

Pedestrian Linkages Pedestrian linkages describe the routes used or where people are walking or using a wheelchair or motorised scooter to access the above pedestrian movement catalysts. Pedestrian linkages are described in Table 2. CBD routes Facilitating pedestrian access within the CBD, from car

parks and public transport services to key community services and between key community services.

Health Services Hub routes

Facilitating pedestrian access within the Health Services Hub, from car parks and public transport services to key community services and between community services.

Major residential routes

Providing a pedestrian link for people from their home to their local suburban service hub.

Providing a pedestrian link for people from their homes which are within suburbs to the major pedestrian linkage routes.

Table 2. – Pedestrian Linkages Identified Pedestrian Hazards All pedestrian safety issues raised during the community engagement process have been considered as part of the PAMP development, regardless of them being on an identified PAMP pedestrian route or in a priority area. The identified pedestrian hazards have been assessed for risk as part of the PAMP. Further investigation and development of conceptual designs is recommended to reduce the risk associated with the identified pedestrian hazards; this will be in the form of individual projects for each.

Infrastructure Works Priorities of the PAMP The outcomes of the community engagement process and workshops with the Project Steering Committee have been used to rank the pedestrian movement catalysts and pedestrian linkages in order of estimated usage volumes. Table 3 ranks the pedestrian movement catalysts based on estimated pedestrian volumes. These estimates are based on the number of key community services located at each pedestrian movement catalyst and the residential areas which surround them. Table 4 ranks the pedestrian linkages in order of the estimated volumes of pedestrians using each type of route. These estimates are based on the hierarchy of pedestrian routes and their proximity to the pedestrian movement catalysts. . The first priority is the CBD of Wagga Wagga, the second is the health services hub. These two priorities are geographic areas and all PAMP infrastructure within the boundaries of these areas is included the works schedule for each. Priorities 3 and 4 form a hierarchy of pedestrian routes which link people to the CBD, the health services hub and their local suburban service hub. Priority 5 creates pedestrian routes which are longer and less orientated towards linking people to services, they provide walking routes for recreation and links between suburbs. Table 5 details the PAMP priorities. Estimated Implementation Cost of the PAMP In 2009 dollars, it is estimated that the implementation of the Investigation and Concept Design Projects (as detailed in Section 3) and the PAMP Works Schedule (as detailed in Section 5) .will cost $1,453,962.

Section 2 – Project Methodology Integrated Planning

The PAMP was developed based on a holistic approach to strategic planning. The principle of integrated planning acknowledges that all Council activities, including the provision of infrastructure have social and economic implications and contribute to ecological sustainable development (Wagga Wagga City Council, Community Social Plan). The Wagga Wagga City Council Community Strategic Plan 2008 - 2018 - Our City, Our Tomorrow includes goals which relate to the key performance areas of Environmental, Social, Economic, and Governance. The PAMP is linked to Council’s following goals directly: Social 1.2.4 Facilitate equal access for residents to community services and facilities 1.4.1 Encourage and facilitate an active and healthy community 1.4.2 Support and promote the safety, health and wellbeing of the community Economic 2.2.1 Provide and maintain appropriate infrastructure and services to support current and future needs Environmental 3.4.3 Reduce greenhouse gas emissions across the Local Government Area Governance 4.2.2 Engage and effectively consult with the community to foster participation and collaboration 4.3.3 Implement strategies to ensure excellence in customer service 4.4.1 Establish agreed levels of service and infrastructure provision to ensure they are aligned with community needs and build Council’s financial and management capacity to deliver (Wagga Wagga City Council, Community Strategic Plan). The PAMP is clearly integrated with the Community Social Plan 2009 – 2013 goal of Active Community Engagement (Goal 2), particularly in relation to increasing the accessibility of the Wagga Wagga LGA (Strategic Objective 2.3). The development of the PAMP is also an identified initiative of the Wagga Wagga Environmental Sustainability Strategy 2009 – 2013.

Research Methodology The project methodology suggested in the NSW Roads and Traffic Authority (RTA) document, How to Prepare a Pedestrian Access and Mobility Plan Guide was used to develop a customised local approach to create the Wagga Wagga City Council PAMP. The research methodology used to develop the PAMP has been successfully implemented by Council in the development other strategic documents over recent years.

Stage 1 – Best Practice Research The PAMP development began with a review of other Local Government PAMP documents and the report by Charles Sturt University, An Evaluation of the Pedestrian Access and Mobility Plan Program from the Roads and Traffic Authority as implemented by Local Councils. The lessons learned from these plans and other similar projects implemented by Council were considered when developing the research and project methodology. Stage 2 – Integrated Strategic Planning Team A PAMP Steering Committee was established during the planning stage of the project. Members of the Steering Committee were Council’s: → Data Management Coordinator, → Infrastructure Planning Coordinator, → Manager Strategic Planning, → PAMP Project Officer, → Road Safety Officer, → Social Planning Coordinator, → Strategic Planner, Parks and Recreation Services, → Supervisor, Civil Maintenance, and → Traffic Officer. Steering Committee members participated in workshops to identify pedestrian access catalysts and linkages, known PAMP issues at specific intersections and develop the PAMP priorities. The Steering Committee was an important tool to ensure the PAMP priorities reflect all areas of Council. The Steering Committee met as required throughout the project and received regular project status reports. Stage 3 – Community Engagement for Information Gathering A Community Engagement Plan was developed for the project. The Plan aimed to provide an effective community engagement process by which the community received information about the project, provided feedback and actively contributed to the PAMP development via the identification of intersections which are difficult for pedestrians to cross. A key element of the community engagement was the pedestrian survey. The survey was customised for rural villages and key community service providers. Surveys were sent to over 300 key community service providers from across the Wagga Wagga LGA, which included schools, childcare centres, community centres and meeting places, health services and local businesses and a number of service providers distributed the surveys to their clients. The rural village surveys were conducted as part of Council’s village community consultation meetings conducted during September 2009. The survey was sent to Wagga Wagga Traffic Committee members, key project stakeholders and Progress Associations in the Wagga Wagga LGA. Council staff distributed surveys at community meetings, like the Aboriginal Interagency, Wagga Youth Interagency Group, Sustainable Wagga and the Seniors Week Committee.

Survey interviews were conducted in the CBD, at Wagga Wagga City Council Immunisation Clinics and at the Wagga Wagga City Library and were available at the Tolland Community Centre, Ashmont Resource Centre, Civic Theatre and the Wagga Wagga City Council Civic Centre as well as on Busabout Buses. In addition the survey was online on Council’s website. The Community Engagement Plan included a special Access Forum, which was conducted in September 2009. This Forum gave community members, particularly those with disabilities and the elderly and their service providers an opportunity to identify PAMP issues as well as learn about the project. As a result of the Community Engagement Plan over 400 surveys were received and 378 individual pedestrian safety issues identified at intersections from across the Wagga Wagga LGA. In addition, drive by surveys were conducted to identify issues in high pedestrian traffic areas. These identified issues were integrated with the data already recorded in Council’s electronic mapping system. Stage 4 – Information Gathering from within Council Information was gathered about pedestrian access from Council facilities like the Oasis, the Tourist Information Centre, the Library, the Museum and the Civic Theatre via workshops with facility managers and surveys. Staff members from Council’s Parks and Recreational Services also participated in a workshop to identify pedestrian access issues at parks and open spaces. Stage 5 – Review of the Integrated Movement Study A review of the Integrated Movement Study for the City of Wagga Wagga, December 2008 was conducted and the recommendations relating to pedestrian safety at road crossings were integrated with data from the community engagement process to develop the PAMP. Stage 6 – Data Collation All data collected was integrated with Council’s existing information and collated using Council’s electronic mapping system. Where the information from the community engagement process or the Integrated Movement Study contradicted the data already existing in the system, a site audit was conducted by Council’s Data Management Section to verify the data. Stage 7 – Pedestrian Priority Routes Developed and Mapped The outcomes of the community engagement process, the recommendations from the Integrated Movement Study, the PAMP priorities and pedestrian movement catalyst locations were mapped and used to establish a hierarchy of pedestrian routes across the city. These routes were mapped and are designed to link pedestrian movement catalysts with residential areas, formalise existing pedestrian linkages and continuously improve off-road pedestrian facilities across the Wagga Wagga LGA. Stage 8 – Auditing the Infrastructure Audits are essential to determine the type and scale of work required along the identified pedestrian routes and at identified pedestrian hazards. Wagga

Wagga City Council has a team of surveillance officers who are continuously auditing the condition of pedestrian infrastructure and up loading the data into Council’s electronic mapping system. The system identifies the PAMP infrastructure which has been audited prior to the PAMP project. This information was integrated with the PAMP priority routes to determine any intersections which needed to be audited prior to the development of the works schedule. Audits were then conducted as required. In addition members of Council’s Surveillance and Asset Condition Assessment teams conducted audits with community champions, who represented people with disabilities, mothers and carers of young children and people who are elderly. As part of the implementation of the PAMP, Council’s Asset Maintenance Surveillance Officers will audit listed locations in the works schedule prior to the end of each financial year. This will ensure the funding applications submitted to the RTA annually will be up to date and accurate and funding received will allow the Civil Maintenance section of Council to implement the works within the allocated budget. Stage 9 – Risk Assessments of Identified Pedestrian Hazards There were seven significant pedestrian hazards identified during the community engagement process which can not be addressed with PAMP infrastructure alone. A sub-committee of the Project Steering Committee was established to assess the risk of these identified pedestrian hazards. The team included Council staff from Traffic Management, Civil Maintenance, Social Planning and Infrastructure Planning sections. The team utilised an industry risk assessment matrix tool for the risk assessments. They then conducted onsite risk assessments of each identified hazard before ranking them based on the findings. The results of the risk assessments were considered by the sub-committee. It was clear that the next step is to conduct further investigation and possibly develop conceptual designs to reduce the risk associated with the pedestrian hazards identified. It is recommended that investigation and concept design projects be developed and implemented for each identified pedestrian hazards. Stage 10 – Works Schedule Developed A detailed works schedule has been developed based on actual costs as at 2009 for ramp and pedestrian refuge infrastructure upgrades and installation. The estimated costs have not been increased over the PAMP implementation phase and will be reviewed annually to reflect increases in actual costs and the CPI.

Implementation, Measurement and Evaluation The PAMP document provides a works schedule for pedestrian infrastructure required at intersections throughout the city of Wagga Wagga based on the data captured in Council’s electronic mapping system as at 2009. To implement this works schedule a budget of $1,323,962 (in 2009 dollars) is required. The works schedule prioritises works to be completed in relation to Council’s infrastructure budget and the RTA’s PAMP funding program relating to ramps and pedestrian refuges. At the time the PAMP document was developed the works schedule was identified but unfunded. It is expected that the implementation of the PAMP will be funded based on a funding partnership between Council and the RTA. To secure State Government funding Council will be required to submit an application to the RTA annually for a partnership project to implement the works schedule. The implementation of the PAMP will be guided by the works schedule and will be subject to funding. The works will be implemented based on the priorities indicated in this PAMP document, which are based on the community engagement outcomes, data and research. The PAMP Works Schedule will be reviewed annually to ensure the priorities are up to date and reflect any changes in pedestrian linkage routes due to new developments and additional data received through Council’s surveillance program or from the community. The estimated costs included in the works schedule will be reviewed annually to ensure the costs included in the funding application to the RTA are accurate. All infrastructure works completed will be evaluated by Council’s internal processes against the Australian Standards and mapped on the electronic mapping system. Council’s Project Management System will be used to develop and implement individual projects to further investigate and develop conceptual designs for each of the identified pedestrian hazards. The estimated cost of implementing these projects is $135,000. In addition to the works schedule the implementation of the PAMP recommendations will also be evaluated annually.

What the Community Told Us A range of pedestrian safety issues were identified in the community engagement process, as displayed in Figure 1, 22% of surveys received identified a lack of pedestrian ramps and 21% identified non-compliant pedestrian ramps at intersections. 20% of the surveys rated intersections as difficult for pedestrians to access, 15% noted traffic issues and other footpath issues were highlighted in 7% of the surveys received.

During the community engagement process many issues relating to pedestrian safety were highlighted. Almost all issues raised related to locations where PAMP funding and works could be implemented to address the issues. However, there were some hazards identified which can not be addressed with the implementation of the PAMP. Seven pedestrian safety hazards identified were investigated during the PAMP project. Most of these hazards were identified on more than one occasion, some were included as recommendations in the Integrated Movement Study and some are issues which Council has received requests to improve from the community prior to the PAMP project. All of these hazards are in locations of high pedestrian and vehicle traffic volumes and are close to key community services or pedestrian movement catalysts. A list of the pedestrian hazards was developed and a sub-committee was formed to conduct a risk assessment of each of the hazards.

Risk Assessment Results On site risk assessments of the identified hazards were conducted by a sub-committee with Council Traffic, Social Planning and Infrastructure Planning representatives. A systematic approach based on a risk assessment and probability matrix, commonly used in the engineering industry was used to rank the hazards. Table 7 details the risk assessment criteria.
