I am a hearing person but am writing to you concerning my mother whohas been totally deaf in both ears since age 4. I can remember mymom's life and access to what was going on around her before closecaptioning on tv's and her access to TTY machines. It required mymom to be so dependent on other people for information as to what wasbeing said and in any kind of emergency she had to have herinformation signed to her or written down for her to understand.

I can't begin to tell you how important it is to a deaf person to beable to read close captioning on a tv. It is a difference such asnight and day. My mom has always been an independent person and doesnot like to rely on the hearing world to be able to live her life andto function in society. Close captioning allows her to beindependent and to receive her information without having to rely ona neighbor, family member, or someone else. If she did not havecaptioning on her tv programming she is not able to follow what isgoing on in the program and must rely on trying to lip read or readwhat little if any text is on the screen. I challenge you to turnoff the volume of your tv and see what you can make out as to what isgoing on. Imagine this happening in an emergency situation wherethis is your only source of contact or information. Not having closecaptioning for deaf and hard of hearing folks is something that hasto be available. I cannot imagine my mom's life without it.

I would like an email response that you have received my concernsregarding any changes to the present close captioning requirementsthat are in place now.

Dear FCC Chairman, I protest the recent Orders grantingexemptions from closed captioning issued by CGB. These Ordersappear to create a new regulation, carving out a new exemptionbasis, not in keeping with current regulations. We are outragedand believe the FCC has created a loophole that almost any entitycrying "it costs too much" can now use. Please reconsiderimmediately! We need our closed captioning!I also think it's a shame that people with various degrees of hearing losswould be looked over. Do you realize how many people that really doesaffect? There is something wrong with punishing those who did notchoose to have a hearing loss! Taking away their right to know what isgoing on in their community and around the world via the news. Takingaway their right to watch a leisure show while others who can hear getto watch whatever they want with no problem. That scares me when weare living here in America!!

All I can think is you have no idea what it is to have a hearing loss or to be deaf. If you did, more than likely youwould be against the recent order granting exemptions from closed captioning issued by CGB.

I strongly protest the recent rules granting unfair exemptions from closedcaptioning issued by CGB. These rules appear to create a new regulation, carving out anew exemption basis, harshly discriminating against a large segment of our population,not in keeping with current regulations.

Closed captioning provides a critical link to news, entertainment, and infonnationfor people who are deaf or hard-of-hearing. For individuals whose native language isnot English, English language captions improve comprehension and fluency. Captionsalso help improve literacy skills. You can turn on closed captions through your remotecontrol or on-screen menu

I am outraged at the FCC and I believe they have created a loophole that nearlyany entity crying "it costs too much" can now use. It's not fair! Please reconsiderimmediately! Many, many people need closed captioning!

decision to excuse nonprofit organizations from the requirement to caption Office of the Seoretary

their lV programs. I am a 45 year old deaf man. I was born deaf and grewup without captioned media. I was denied for many years the benefits thathearing people expect, to learn and to be entertained through televisionprograming. The change to captioning has opened the world to deaf and hardof hearing people. When you limit captioning, you limit accessibility tothe world of learning and entertainment for a very large number of people.It is against the spirit of the laws supporting people with disabilities,and it is against the recent trend for increased accessibility throughcaptioning and interpreters that the laws support. We protest the recent Orders granting exemptions from closed captioning issued by CGB. These Ordersappear to create a new regulation, carving out a new exemption basis, not in keeping with currentregulations. We are outraged and believe the FCC has created a loophole that almost any entity crying "itcosts too much" can now use. Please reconsider immediately! Captions on televised programming allowmuch needed access to millions of deaf people all around the United States. In addition, research hasshown that continuous captioning on television is a helpful learning tool for anyone learning English - eitherdeaf individuals or English language learners. Please insure that this valuable resource does not becomeless available to the general public. The deaf community has consistently advocated for this servicebecause it has made information (i.e., news) and entertainment available and accessible. Furthermore, asconsumers, the deaf community would be inclined to invest only in products and programming that isaccessible.

I protest the recent Orders granting exemptions from closed captioning issued by CGB. Creating potentialloopholes is DANGEROUS. I, along many of my colleagues, am outraged and believe the FCC has created aloophole that almost any entity crying "it costs too much" can now use. Please reconsider immediately! Weneed our closed captioning!

This doesn't only have an impact on the deaf community alone. My parents are HEARING and yet they stillwatch television shows with the closed captioning feature on because of Its HUGE benefit. My mother hassome minimal hearing ioss and she RELIES on the captions. Many of my friends are hearing, and theirspouses are deaf, some have deaf chiidren, and they all NEED captions. I just don't want this to cause anydisastrous domino effect to occur later on.

I live in Burnsville, MN my 15 year old daughter attends MN North StarAcademy which is a Charter School for Deaf and Hard of Hearing High Schoolaged students. My husband and I are hearing as well as her brother. We areteaching our daughter that her potential as a Deaf person is limitless and thatnew technology plays a major roll in her advancement. With Closed Captioningshe is able to watch the news with us and ask pertinent questions about what isgoing on in her community as well as how National News effects her life.Without Closed Captioning she would miss everything in the news cast. Shecan watch popular television shows with captioning and enjoy them like hearing15 year olds. Without CC a deaf person can only look at the screen and makeassumptions about what is being said.

I challenge all the groups listed below to turn the volume off of their TV for aweek and that goes for their radio too. Then see how much they miss out on inthe world around them.
