The theme of the contest was “Safety Day – One Thing I Learned”. First and second place winners were chosen from each participating school and grade. Below are the results: Ruthven-Ayrshire – 1st Grade – Mrs. Hersom 1st Place – Rutledge Quinn 2nd Place – Jase Baldwin 1st Place – Rutledge Quinn 2nd Place – Jase Baldwin 4-H Halloween Workshop A 4-H Halloween Workshop was held at the Palo Alto County Exten- sion Office on Saturday, October 12th. Five 4-H members enjoyed a day of making gross-looking food, includ- ing food for their lunch, doing some Halloween-themed science, learning to use oil pastels to do a Halloween art project, and playing a couple of Halloween games. Each participant then got to take home some snack items, their artwork, and a copy of all the recipes/experiments that they did during the workshop. Recipes included Zombie Dirt Cups, Cheesy Brain Dip, Harvest Hash Chex Mix, Mummy Hot Dogs, Spider Web Taco Dip, Pretzel Broomsticks, Apple Pie Mummy Slices, Vampire Drink, and Fanta Jack-O-Lantern Floats. Members present: Craig Merrill, Chair; Roger Faulstick, Linus Solberg, Keith Wirtz, Ron Graettinger. Present: Pe- ter Hart, County Attorney. Unless otherwise indicated, all of the motions offered at this meeting were carried with the following vote: Ayes: Wirtz, Faulstick, Solberg, Mer- rill, Graettinger. Nays: None. Ab- stentions: None. Motion by Graettinger, seconded by Faulstick to approve the agenda for October 15th, 2019. Motion Carried. Motion by Solberg, seconded by Wirtz to approve the minutes for Octo- ber 8th, 2019. The reporting party advised a female was walking on the shoulder of the roadway, screaming and falling down. Following an investigation into the complaint, the Palo Alto County Sher- iff's Office arrested Ladawn Colvin (50) of Curlew for public intoxication, which is a simple misdemeanor. Colvin was transported, without incident, to the Palo Alto County Jail and booked in to await her initial appearance before a magistrate. On October 15, 2019 at 8:51 p.m., the Palo Alto County Sheriff’s Of- fice received a call of a motor vehicle accident in the 3700 Block of 360th Street near Ruthven. A 2015 Chevrolet Silverado owned by Miller Insula- tion Company of Bismarck, ND being operated by David Balderas (46) of Emmetsburg was eastbound on 360th Street. The Balderas vehicle met a westbound semi which was being followed by a 2008 Chevrolet Impala being operated by Luke Bormann (18) of Bode, IA. A cooler in the bed of Balderas’s vehicle flew out as it passed by the semi. The cooler hit the front of Bormann’s vehicle causing approximately $2,500 damage. No injuries were reported at the scene. On 10/15/2019 at 7:39 p.m., the Palo Alto County Sheriff’s Office was called to investigate a car deer accident that occurred in the 4000 block of 400th Ave., Emmetsburg, Iowa. A silver 2018 Ford Explorer owned and operated by Kristina Wojahn (32) of Emmetsburg was north bound when a group of deer emerged from the west ditch and entered the roadway, and one of the deer collided with the vehicle. The vehicle sustained minor damage to the front bumper and grill estimated at $1000.00. Kristina did not report any injuries and the vehicle was able to be driven from the scene. On 10/14/2019 at 07:57 a.m. the Palo Alto County Sheriff’s Office re- ceived a report of a two vehicle accident in the 3400 block of 530th Av- enue. Upon investigation it was determined that a white 2005 Ford F-250 driven by Kory Leonard Hagen of Emmetsburg and registered to Maple Hill Farms of Armstrong was southbound on 530th Avenue. Hagen was pulling a REM grain vac owned by Terry Naig of Cylinder. Hagen was struck from behind as he slowed to turn left onto 350th Street by a southbound blue 2007 Freightliner Classic driven by Cole Fredrick Wegener of Fenton and registered to TMK Farms Inc. of Fenton. Wegener was pulling a white 1993 Cornhusker trailer registered to TMK Farms Inc. The impact caused the REM grain vac to come detached from the Ford. The REM grain vac came to rest on its side in the roadway. The Ford was forced into the west ditch were it came to rest. Hagen was transported to Palo Alto County Hospital by ambulance for treatment of his injuries. Damage to the Ford is estimated at $7,000 and the Rem grain vac is estimated at $15,000. Damage to the Freightliner is estimated at $8,000 and the Cornhusker trailer is estimated at $13,500. The Palo Alto County Sheriff’s Office was assisted on scene by the Cylinder Fire Department and Palo Alto County Ambulance Service. The investigation continues. On Saturday, October 12, 2019, at 9:30 pm, the Palo Alto County Sheriff's Office arrested Bradley Dahl (45) of Algona on a valid Palo Alto County warrant for contempt of court, which is a simple misdemeanor. The warrant stems from an original conviction of driving while suspended and ordered Dahl to serve a 10 day mittimus jail sentence. Dahl was transported, without incident, to the Palo Alto County jail and booked in to serve the remainder of his 10 day mittimus sentence. Two people were arrested following a traffic stop back on September 27th in Emmet County. Authorities say a deputy pulled over a vehicle on 440th Avenue near Ingham Lake and discovered what was alleged to be controlled substances and drug paraphernalia. The driver, 41-year-old Ashley Moritz of Emmetsburg, was charged with possession of a controlled substance... marijuana, possession of drug paraphernalia and driving with a revoked li- cense. A passenger, 53-year-old Timothy Moritz, also of Emmetsburg, was charged with possession of a controlled substance 3rd offense, methamphet- amine and possession of drug paraphernalia. “A Criminal Charge is Merely an Accusation, and the Defendant is Pre- sumed Innocent Until and Unless Proven Guilty.” Ruthven City Council Meeting October 16, 2019 - 6:30 PM The Ruthven City Council, of the City of Ruthven, Iowa, met on the 16th Day of October, 2019, at 6:30 PM, in regular session, in Council Chambers at City Hall, pursuant to law and to the rules of said council. Meeting was called to order by Mayor David J Kirk in the Chair, and the roll being called, the following members were present: Dustin Johnson, Jay Schon- ing and Marci Simington. Absent: Mitch Anderson and Terrance Williams City employees present: Margaret Tatman Public: None Motion Simington, second Schoning to approve: minutes from October 2, 2019 council meeting, summary list of claims and clerk’s financial reports. Vote-Ayes: Johnson, Schoning and Simington. Nays: None. Absent: Anderson and Williams. Clerk Tatman ran through the Fiscal Year End 19 Annual Financial Report with mayor and council. Clerk informed council that the report will be printed in the October 16, 2019 Ruthven Zipcode as required by law. Discussion was held on the continued nuisance property abatements. Council decided to send 4 properties to city attorney for him to handle as munici- pal infraction violators. Property addresses are: 1305 Burns St., 1003 Center St., 1201 Haugen St. and 1501 Ruthven St. All the other properties that have not already completed their cleanup will be sent 15 day clean up letters and further review of the proper- ties will be done before the next city council meeting. Mayor informed council members that Cliff Steffen has given his notice of November 1, 2019 he is done digging graves for the city. PWD Conlon is working on getting quotes from other businesses/individuals interested in filling the position. Mayor and Council asked Clerk Tatman to get the word out about Satellite Voting for City and School Board Elections being held in Ruthven at the Social Center on Tuesday-October 29, 2019 from Noon un- til 7:00 p.m. by putting on the city website, city sign, Ruthven Roll-up and posting throughout town. The Iowa Insurance Division says Joyce and the funeral homes are ordered to cease acting as a preneed seller and sales agent. The action follows a recent request for receivership to protect funds held in trust. Iowa Insurance Division Communi- cations Director Chance McElhaney said in a release “Andrew Joyce’s deceptive and fraudulent activities have violated the public trust by fail- ing to place funds in trust as required by Iowa law and commingling those funds with personal and unrelated expenses, selling without a license, and many other various violations of Iowa law.” Iowans that are known to have worked with Joyce regarding pr- eneed planning or who have out- standing agreements or contracts with Joyce, Joyce Funeral Home, or Joyce-Alesch Funeral Home have been contacted via postal mail. 2019 Monte Thompson Progressive Ag Safety Day Poster Contest Winners Announced

In conjunction with the 2019 Monte Progressive Ag Safety Day, the planning committee offered all the 1st and 2nd grade participants in Palo Alto County a chance to participate in a poster contest. The REM grain vac came to rest on its side in the roadway. The Ford was forced into the west ditch were it came to rest. Hagen was transported to Palo Alto County Hospital by ambulance for treatment of his injuries. Damage to the Ford is estimated at $7,000 and the Rem grain vac is estimated at $15,000. Damage to the Freightliner is estimated at $8,000 and the Cornhusker trailer is estimated at $13,500. The Palo Alto County Sheriff’s Office was assisted on scene by the Cylinder Fire Department and Palo Alto County Ambulance Service. The investigation continues. On Saturday, October 12, 2019, at 9:30 pm, the Palo Alto County Sheriff's Office arrested Bradley Dahl (45) of Algona on a valid Palo Alto County warrant for contempt of court, which is a simple misdemeanor. The warrant stems from an original conviction of driving while suspended and ordered Dahl to serve a 10 day mittimus jail sentence. Dahl was transported, without incident, to the Palo Alto County jail and booked in to serve the remainder of his 10 day mittimus sentence. Two people were arrested following a traffic stop back on September 27th in Emmet County. Authorities say a deputy pulled over a vehicle on 440th Avenue near Ingham Lake and discovered what was alleged to be controlled substances and drug paraphernalia. The driver, 41-year-old Ashley Moritz of Emmetsburg, was charged with possession of a controlled substance...marijuana, possession of drug paraphernalia and driving with a revoked li-cense. A passenger, 53-year-old Timothy Moritz, also of Emmetsburg, was charged with possession of a controlled substance 3rd offense, methamphet-amine and possession of drug paraphernalia. “A Criminal Charge is Merely an Accusation, and the Defendant is Pre-sumed Innocent Until and Unless Proven Guilty.”

Clerk Tatman ran through the Fiscal Year End 19 Annual Financial Report with mayor and council. Clerk informed council that the report will be printed in the October 16, 2019 Ruthven Zipcode as required by law.

Discussion was held on the continued nuisance property abatements. Council decided to send 4 properties to city attorney for him to handle as munici-pal infraction violators. Property addresses are: 1305 Burns St., 1003 Center St., 1201 Haugen St. and 1501 Ruthven St. All the other properties that have not already completed their cleanup will be sent 15 day clean up letters and further review of the proper-ties will be done before the next city council meeting.

Mayor informed council members that Cliff Steffen has given his notice of November 1, 2019 he is done digging graves for the city. PWD Conlon is working on getting quotes from other businesses/individuals interested in filling the position.

Mayor and Council asked Clerk Tatman to get the word out about Satellite Voting for City and School Board Elections being held in Ruthven at the Social Center on Tuesday-October 29, 2019 from Noon un-til 7:00 p.m. by putting on the city website, city sign, Ruthven Roll-up and posting throughout town.

Iowa Insurance Division Issues Summary Cease & Desist Against

Joyce The Iowa Insurance Division has issued a summary cease and desist order against Andrew Joyce, Joyce Funeral Home of Emmetsburg and Joyce-Alesch Funeral Home of Graettinger. The Iowa Insurance Division says Joyce and the funeral homes are ordered to cease acting as a preneed seller and sales agent. The action follows a recent request for receivership to protect funds held in trust. Iowa Insurance Division Communi-cations Director Chance McElhaney said in a release “Andrew Joyce’s deceptive and fraudulent activities have violated the public trust by fail-ing to place funds in trust as required by Iowa law and commingling those funds with personal and unrelated expenses, selling without a license, and many other various violations of Iowa law.” Iowans that are known to have worked with Joyce regarding pr-eneed planning or who have out-standing agreements or contracts with Joyce, Joyce Funeral Home, or Joyce-Alesch Funeral Home have been contacted via postal mail. Any Iowans that have not been con-tacted and believe they have out-standing agreements or contracts are urged to contact the Iowa Insurance Division immediately.
