8. TRUSTEES’ COMMITTEE REPORTS

A. College Investment Committee – Trustee Davis, the DBOT representative on this committee, reported the College has decided to not diversity its current investments to include short-term funds due to the lack of substantial earning opportunity.

B. Foundation Board of Directors and Executive Committee - Trustee Miedema, the DBOT representative on this committee, reported that the Palm Beach State Foundation (the “Foundation”) is near meeting its annual goal of three million dollars ($3,000,000.00). Trustee Miedema provide an update on the planning for the Foundation’s Annual Golf Tournament that will take place at PGA National Golf Club on April 26, 2019. It was announced that a donor reception will be hosted on May 7, 2019 from 5:30 p.m. – 7:30 p.m. at the Fountains Country Club.

9. PRESIDENT’S REPORT

A. Presentations

1. Loxahatchee Groves Enrollment Update – Dr. Peter Barbatis announced the hiring of Dr. Latanya McNeal, Executive Dean Belle Glade Campus and Mr. Stephen Joyner, Executive Dean Loxahatchee Groves Campus. Dr. Barbatis highlighted the enrollment statistics that are particular to the Loxahatchee Groves Campus. A copy of his presentation is attached hereto and made a part hereof. Mr. Joyner and Dr. McNeal briefly introduced themselves and shared their commitment to the mission of the College.

2. Legislative Update – Mrs. Rachael Bonlarron reported to the Board updates on the recently-filed/addressed legislation. Mrs. Bonlarron highlighted the key differences between the proposed budgets from both chambers of the Florida Legislature. A copy of her presentation is attached hereto and made a part hereof. President Parker reported that at the request of the Governor, the 28 colleges of the Florida College System (“FCS”) adopted a free expression statement that was in line with current law. President Parker will share the adopted statement with the Board at the next DBOT meeting to discuss whether or not it is to be adopted as the College’s policy.

3. Correspondence from the State of Florida Commissioner of Education – President Parker shared with the Board the correspondence received from the Florida Commissioner of Education regarding transportation access fees. President Parker noted that in accordance with the College’s policy, there is a five-dollar ($5.00) transportation access fee charged to all students. A student that does not drive to and/or park on the College’s campuses will be provided an option to opt out from being assessed said fee.

4. President Parker reported the great feedback received from the College-sponsored Boca Chamber breakfast and expressed her gratitude to Trustee Link for her participation as well as Mr. Diego Meeroff and his team for their assistance in the planning and execution of the event. President Parker further reported the College was recognized nationally as one of nineteen Colleges for its leadership on diversity by Diverse Magazine.

B. Informational Items

1. Academic Affairs and Student Services

a. Quarterly College Enrollment Update – Dr. Barbatis reported a college-wide analysis on the state of enrollment and the outreach efforts to not only increase enrollment but, retain our current students. A copy of his presentation is attached hereto and made a part hereof.

b. 2022 Southern Association of Colleges and Schools Commission on Colleges (“SACSCOC”) Accreditation Reaffirmation – Dr. Holly Bennett presented to the Board a timeline of the SACSCOC reaffirmation process and noted the requirement for the Board to regularly evaluate its responsibilities and expectations. A Board self-evaluation survey will be circulated for completion prior to the upcoming Board Retreat that is tentatively scheduled to precede the June 18, 2019 DBOT meeting.

c. Proposed Addition of Marine Service Technology PSAV Program, CIP Code No. 0647061611, Effective Fall, 2019 – Dr. Yohe presented items B.1.C. through B.1.K. for proposed addition/deletion due to either industry demand or as requested by community partners.

d. Proposed Addition of Diesel Maintenance Technician PSAV Program, CIP Code No. 0647060515, Effective Fall, 2019.

e. Proposed Addition of Automotive Maintenance and Light Repair PSAV Program, CIP Code No. 0647060422, Effective Fall, 2019.

f. Proposed Addition of Low Voltage Systems Technician PSAV Program, CIP Code No. 06470110106, Effective Fall, 2019.

g. Proposed Addition of Human Behavior CCC, Effective Fall, 2019.

h. Proposed Addition of Surgical Services A.S. Degree, Effective Fall, 2021.

2. Business Administration

a. Quarterly Human Resources Executive Summary for the Period of January 1, 2019 – March 31, 2019 – Mr. Michael Pustizzi presented to the Board the summary of appointments, transfers, promotions, retirements, departures, and temporary assignments for the noted period.

b. Planning and Construction Projects Status Report Dated April 1, 2019 – Mr. John Wasukanis reported all projects, with the exception of the installation of the exterior doors on the Belle Glade Campus, are on schedule. Mr. Wasukanis reported a resolution has been reached with the contractor on record and a deductive change order will be provided in the near future for Board approval. Trustee Davis requested a more in-depth review of the capital improvement process.

c. Financial Review and Analysis for the Seven Months Ending March 31, 2019 – Mr. Robbi Stivers introduced the College’s new Chief of Security, Dr. Delsa Bush. Mr. Stivers further reported the College is expected to remain on budget for the year. Mr. Stivers discussed the implications some of the legislation being considered will have on the manner in which the College operates. Mr. James Duffie presented the key metrics as requested by the Board during the March 19, 2019 DBOT meeting. A copy of his report is attached hereto and made a part hereof.

d. Quarterly Contracts Report Update – In accordance with the College’s policy, Mr. David Chojnacki presented a quarterly report of executed contracts.

3. Information Technology – None

4. Office of the General Counsel – Dr. Kevin Fernander provided a quarterly update on the status of litigation matters for the 2018/2019 fiscal year. A copy of his report is attached hereto and made a part hereof.

12. BOARD MEMBER COMMENTS AND ANNONCEMENTS A. The next, regular District Board of Trustees Meeting is scheduled for 4:00 PM on May 14,

2019 at the Palm Beach Gardens Campus of Palm Beach State College

B. The Palm Beach State College Foundation’s 2019 Golf Classic will take place on April 26, 2019 at the PGA National Resort & Spa.

C. The College will be closed on Friday, April 19, 2019 for the Spring Holiday.

D. Spring 2019 Commencement Ceremonies will be held on Wednesday May 8, 2019 at the Palm Beach County Convention Center, located at 650 Okeechobee Boulevard, West Palm Beach, FL 33401. The ceremony for the Bachelor’s Degrees, Associate in Science Degrees and Certificate Programs will be held at 9:30 a.m. The ceremony for the Associate in Arts Degrees will be held at 2:00 p.m.

The Palm Beach County Office of Equal Opportunity investigated the Claimant’s allegations of discrimination and found no reasonable grounds exist to believe any discrimination or any unlawful practice occurred.

John L. Flynn (Staff/Faculty) The Florida Commission on Human Rights investigated and found no reasonable grounds exist to believe discrimination or any unlawful practice occurred.

The Sabbatical Process

• Sabbatical Leave is For Instructional Faculty, Counselors and Librarians.

• The Sabbatical Application is sent Electronically to the Vice President of Academic Affairs.

• The VPAA Convenes a committee to review applications and recommends to VPAA those to be considered for sabbaticals. The VPAA reviews the proposals and makes a recommendation to the President.

• An employee who is granted sabbatical leave must return to Palm Beach State College for one contractual year of service following such leave, or he/she will be required to repay to the College any salary paid to him while on leave.

One faculty sabbatical application was received by the Vice President of Academic Affair for the 2019-2020 Academic Year for Professor Patty Braga.

Professor Braga, who has worked for the College for more than 15 years, is requesting leave for one term (Spring 2020-2) for Professional Academic Advancement.

(Note: Due to the low number of submissions in 2019, the VPAA opted to review the proposal without convening a committee and provided his recommendation to the President -The VPAA and the President are recommending approval for this proposal.)

What is the benefit to PBSC Students?

Critical thinking skills are important in the field and “flipping” the class will give PBSC students a deeper understanding of the need to think critically which not only translates into success in the classroom and clincials, but also in the employment field.

Additionally, the created textbook will enhance the discipline by offering new and updated study material.

The project supports the College Strategic Goal to expand by attracting and retaining students and to excel by amplifying our impact on the community by providing talented people.
