There could also be opportunities in the US$8 billion mass transit railway projects in all the four provincial headquarters including the Greater Peshawar Mass Transit Project, Karachi Circular Railways and Quetta Mass Transit Railway, Mr Khan says. The incentives for foreign investors in the Gwadar SEZ and other SEZs include 100 per cent ownership, 10 year tax holiday, leasing of plots for up to 99 years, zero per cent sales tax, exemption from stamp duty and permission to export 50 per cent of the pro- duction from the nine special economic zones to the rest of Pakistan. NARENDRA AGGARWAL A US$60 billion (S$79 billion) government-led regional con- nectivity project focusing on infrastructure and energy deve- lopment in Pakistan offers many new business opportuni- ties to Singapore companies and financial institutions, says the country’s High Commissioner to Singapore, Mr Nasrullah Khan. Singapore companies can in- vest in refineries, factories, ware- houses, logistics centres and much more. The Republic’s finan- cial institutions can participate in the financing of the projects. Mr Khan says the China- Pakistan Economic Corridor (CPEC) will link western China to the Indian Ocean via Paki- stan, and be a game changer for his country, which marks its National Day today. The national project, which is slated for completion in 2030, is intended to modernise Pakistan’s infrastructure and accelerate economic growth. Among oth- ers, it involves the construction of modern transport networks across the country, setting up of new power plants, which will generate 17,045 MW of electric- ity, airports and ports, and the setting up of nine special econo- mic zones spread throughout the country. Many of the early-harvest pro- jects are in the advanced stages of completion. For instance, out of the 10,000 megawatts of power to be added to the national grid this year, half will be contribut- ed by CPEC project power plants, with the rest coming from other projects. The ambitious CPEC project became partly operational in No- vember 2016, when cargo from China was transported over- land to Pakistan’s Gwadar port, which is being developed and commercialised under the CPEC, for onward maritime shipment. The CPEC is an important component of China’s Belt and Road Initiative (BRI), which promotes connectivity and trade across Asia, Europe and Africa. According to some experts, it is the biggest project under the BRI banner. The CPEC will shorten trans- portation distances, bringing Af- rica and the Middle East much closer to the Central and South Asian regions through its network of road and railway linkages in Pakistan, a country with 200 million people. “It will link the port of Gwadar with the land of Kashgar in China through a highway, and it will not only connect Pakistan with Chi- na, but will also provide connec- tivity to the entire Central Asian region and even Europe,” says Mr Khan. Nearly 24 per cent of the pro- posed investment in the CPEC is for infrastructure develop- ment. About 72 per cent of the investment is planned for energy resource development through new power plants. “About US$35 billion is be- ing invested in power genera- tion. This is expected to con- tribute 2 per cent to the annual GDP growth of the country. The corridor will transform Pakistan into a regional economic hub,” says Mr Khan. The CPEC covers the whole country through its Western, Eastern and Central routes. The CPEC is expected to create four million jobs in Pakistan and the government hopes it will also act “as a bulwark against extrem- ism by creating economic op- portunities and employment for young people”, Mr Khan says. He says the CPEC is being financed through commercial loans, concessional loans and interest-free loans from China. “Pakistan — with the sixth larg- est population in the world, a middle class of 80 million people, rich human and natural resourc- es, strategic location, political stability, and attractive invest- ment policies — is a destination no global player should miss,” he adds.
