On the invitation of National Institute ofDisaster Management (NIDM), theworkshop for training need assessmentwas attended by Mr. Zahid Mahboob,Director Training & Programme, PBSA on20th May, 2015. The objective of thisworkshop was “to indentfy gaps in theknowledge, skills and competencies ofpeople involved in DRM / DRR andhumanitarian relief work in Pakistan todesign and develop needs based capacitybuilding programme.”

CHAMPIONSHIP - 2015A mega event of All Pakistan InterversityRovering Championship 2015 was held atThe University of the Poonch Rawalakotfrom 25 to 30 May 2015 under the aegis ofHEC, Islamabad. In this Event 18 prominentUniversities of Pakistan participated withfull enthusiasm and interest. The Event
was opened by Prof. Dr. Muhammad RafiqKhan, Dean of UPR, AJK.
The major components of the competitionwere Camp Inspection, Hiking, Tracking,
Knots, Lashing, Cooking, Pioneering, FirstAid, Scouting and Camp Fire.
The Programme Organizing Committee
consisted of AJK Senior Scout Officials,Team Managers & University officials. Mr.Muhammad Younis Khan, Director Sports,
UPR, AJK, was the Secretary of OrganizingCommittee. The Judges panel wascomprised of Raja Abdul Waheed Fitrat, PSAJK, Mr. Abdul Samad Chisty, Dy.Secretary, AJK, Mr. Munawar Hussain, LT,Mr. Zubair Ahmad Khan, ALT and Mr.Shakeel Ahmad Khan, ALT, whereasNational Headquarters, PBSA, wasrepresented by Mr. Usman Pasha, Dy.Director Programme.

During their speeches, the speakers talked
about the prevention strategies. Principal
Umeed-e-Sahar School Mr. Imran Khan
thanked MSOG and guests for arranging
the event. A rally, led by honourable guests
and MSOG members started from Umeed-
e-Sahar School passed through different
routes of Matta bazar and ended near THQ
hospital Matta. GSL Haji Musa Khan
pasban raised different slogans against the
disease with the main theme of
"Prevention of Dengue".
The scouts were also briefed about History
of scouting, badge system, Units, Policy,
scout promise, scout rules etc.
Annual summer hike of MSOG took place
in Shangla district the famous picnic point
Yakh Tangay. Scouts covered 10 Kms
distance from Board to Yakh Tangay. At the
end, the scouts enjoyed an informal camp

Mr. AmanUllahZafar an avid Boy Scout andsportsman known to most of us as A UZafar - presently the Honorary President ofPakistan Scouts and Guides Fellowshiptalks passionately about his involvementand role in the Boy Scout movement inPakistan. From his early childhood he feltinspired by the significance of scouting inone's personal development and wasmotivated to help others which is why hebecame a boy scout at the age of 12. Hewas very keen to learn the advantage ofbeing fit and achieving capability to getselected for difficult tasks facingyoungsters, the experience of challenginghimself, which being a Boy Scout wouldinstill in him. The benefits of leadership,humility and courage would stay with himfor a lifetime, being integral to Scout Oathand Laws. Scouting helped him to mold hischaracter, to form friendships, to provide aworthwhile outlet for the natural energieshe had as a growing boy, and to be trainedas a good citizen. He feels that he was ableto successfully navigate his personal andprofessional life due to the values andcharacter he developed and learned as aBoy Scout. He is the man today due toscouting experiences, having served hiscountry as a responsible respected civil
servant, diplomat, sportsman, friend, andfamily man.Mr. Zafar says that Scouting builds peoplewho are equipped to make ethical andgood choices. It's not unusual to see theleaders of communities come out ofScouting.Charisma and other personalitytraits may determine how far up theladder you go, but the Scout Law defineyour character. If you don't have integrity,you're not a good leader no matter howcharismatic.

A U Zafar as a Rover Scout in 1946Mr. Zafar the son of Rahim Bakhsh aneducationist, was awarded the highestaward in scouting in Pakistan the “SilverCamel” in 1983 as Chief Scout PakistanRailways by President of Pakistan and GoldMedal in 1968 by Air Marshal Noor Khanfor meritorious services rendered to thegame of Hockey in Pakistan. Despite manychallenges Mr. AmanUllah Zafar At theage of 22 was selected to lead the first everPakistan delegation of 15 Rover Scouts toparticipate in the World Rover Moot inNorway in 1949 as well as visit 10 countriesacross Europe and meet with the localScout organizations and leadership. Thethen Govern or Gen eral Khawa jaNazimuddin- the Chief Scout of Pakistan -hosted a reception in Karachi to honourthe delegation. Traveling by ship and trainover a two month period from August toSeptember 1949 in the post-World War IIEurope was a tremendous Experience anddeveloped in him the adership skills andvalues which have been central to his lifeever since.He recalls with excitement about the timethat he along with fellow rover scoutArshad Muneer, both belonging to theMountaineering Society of Pakistan, wereselected to participate in the hike toconquer the highest glacier mountain inEurope -Glitter Tund located in Norway. Hesays that it took them two days to reachthe mountain top and when they werenear the top, suddenly the glacier startedmoving and they were lucky that theyreached the top just as it started slippinguprooting tall trees. Being only three feet

away from the edge of the glacier theywatched the spectacular fall of the Glacier,an achievement for any scout and hiker.Then snow was in the air and nothingcould be seen except large clouds of snowfor about half an hour and then it wascalm, after which they returned to thebase camp. He still has the wooden stickhe used to climb the glacier and theneckerchief he received from jamboreeshe attended as precious mementos andkeepsakes.Mr. Zafar a Chartered MechanicalEngineer from London, UK started hiscareer in the Indian State Railways in 1945before Partition and was doing hisapprenticeship in Jamalpur, BiharProvince at the time of India-Pakistanpartition in 1947. He subsequently servedas General Manager Railways in the 1980s.During his tenure in the Railways, he wasappointed Corps Commander St. JohnsAmbulance Brigade in 1952 and led thePakistan Day Parade. He has also served asFederal Secretary to the Government ofPakistan serving in the Ministry ofPlanning/ Development and EconomicAffairs and in Information& Broadcasting.He also was the first Consul General ofPakistan in Hong Kong and served inPakistan Embassies in Washington D.C.and Belgium and the European Union.
A U Zafar in 1952Mr. Zafar is a prominent leader of thesports community in Pakistan andinternationally. He has lead Pakistan to theWorld Congress in Mexico in football,athletics and basketball. He has served asManager Pakistan National Athletics teamin the Commonwealth games held inPerth, Australia in 1962. He himself hasexcelled in twenty sports during his youthyears breaking national records inathletics in the 1940s.Among the many positions he has heldthrough Elections in National SportsFederation in the country few are givenbelow:1. Mr. Zafar stays in touch with the Boy ScoutAssociation of Pakistan even though he iscurrently living in New York where he isliving these days. He plans to activelyparticipate once he is back in the country.
