1.0 Introduction
1.1 Work Packages
The environmental monitoring for the up-gradation, widening and improvement of the National
Highways N-70 (Qila Saifullah – Loralai - Waigum Rud) and N-50 (Zhob - Mughal Kot) started
from the month of August 2016. The various work packages are as follows:

1.2 Project Proponent
The proponent of this project is the National Highway Authority (NHA), Ministry of
Communications of the Government of Pakistan. NHA has awarded the construction contracts for
the up-gradation, widening and improvement of the N-70 (Package ICB-7A) to Umar Jan-
Xuchang Guangli (JV) and (Package ICB-7B) to Maqbool- Zarghoon (JV) and for N-50 (Package
ICB-3C) to LIMAK- ZKB (JV) and (ICB-3D) Maqbool- Zarghoon (JV), herein after referred to as
‘The Contractors’.
1.3 Design Review & Construction Supervision Consultants
The design review and supervisory consultancy work is awarded to Minconsult international Ltd.
(Malaysia) in association with Associated Consulting Engineers-ACE (Pvt.) Ltd. herein after
referred to as the ‘Consultant’ or the ‘Engineer’.
1.4 Summary of Findings
The construction works are currently in progress and all the Contractors have prepared and
submitted the Site Specific Environmental Management Plan (SSEMP) for each work package,
which has been approved by NHA and ADB.
For N-70 a total of 13 Affected Person Committees (APCs) and for N-50 a total 7 APCs for the
Grievance Redress Committee (GRC) were constituted. The Contractors have provided the
complaints registers in their main base camps. So far only a few major complaints have been
received and all have been addressed accordingly. There are some minor complaints but they
are being investigated and will be resolved amicably.
All the Contractors have employed their Health, Safety and the Environment (HSE) Managers
who are regularly visiting the construction sites, workshops, plants, dumping sites and borrow

areas. The HSE Managers are regularly inspecting fire extinguishers, hand and power tools,
machinery, personal protective equipment (PPE) and the general housekeeping for the main
camps facilities and plants.
The HSE Managers also conducted the safety toolbox talks at camps, plants and active
construction sites. In the first half of the year 2018, the Contractors’ HSE Managers of N-70
delivered 25 sessions of safety toolbox talk whilst for N-50 58 training sessions were conducted.
All the contractors have provided a mini clinic/dispensary at their main camps as well as an
ambulance and a Paramedic.
The contractors have constructed temporary road diversions to keep the traffic moving during
construction works. These temporary main road diversions and access roads to borrow pits are
being regularly sprinkled with water using water boozers. Flagmen at major road crossings and
diversions are provided to control traffic and prevent accidents between construction machinery
and other road users. Safety signboards at the constructions sites, plants, workshops and traffic
signboards at the service roads and diversions have been installed at strategic locations.
Earth materials for embankments are obtained from approved borrow pits at 500 m away from
the ROW, as well as from cutting areas. So far 56 borrow pits have been approved on N-70 and
on N-50 the total number of borrow pits are 23.
All the contractors have established their base camps for the residence of their site staff, general
workers and security personnel. They have also established their concrete batching plants,
stores, workshops, steel yards, diesel stations and materials testing laboratories. All these base
camps have been completed and fully operational.
Fire extinguishers are installed at all base camps. PPE’s are provided to workers working at
plants, workshops and construction sites; including safety helmets, masks, safety gloves and high
visibility vests. Construction workers and site personnel are regularly briefed about the proper use
of the PPE’s and their importance.
At the base camps, proper wastewater treatment and solid waste management is being
maintained as per the SSEMP. Wastewater is collected into septic tanks and disposed off into
soak away pits. Solid wastes are collected primarily in waste drums provided at strategic
locations, and then collected to waste collection points for segregation; the reusable and
recyclable materials are collected and the remaining wastes are disposed in the municipal solid
waste disposal sites.
Provision of treated drinking water is being maintained for all the workers and staff at site camps
and construction sites. Monitoring of the air, water and noise quality are being conducted regularly
as per the SSEMP. The quality values of the air, water and noise remained within the permissible
limits.
The overall occupational health and safety measures, implemented by the Contractors remained
reasonable and satisfactory. The general environmental conditions were found to be acceptable
as per the approved SSEMP, but further improvements are still possible with regular and serious
monitoring.

1.4 Relationship between All the Parties
The overall relationship among the Contractors, Employer’s Representatives and the Supervision
Consultant’s staff, as well as the Funding Agency remained harmonious during the reporting
period.

Chapter 2
2.0 Environmental Monitoring
The qualitative environmental monitoring is being carried out during construction activities and
verified that they are undertaken in compliance with the requirements set in the EIA/EMP and Site
Specific Environmental Management Plan (SSEMP).
2.1 Noise and Vibrations
Noise monitoring is conducted on a quarterly basis at different locations. Noise level results so
far show that most of the construction activities are being conducted within the permissible noise
limits. All machines that are producing noise beyond the threshold levels, such as generator sets,
are being isolated in order to reduce the noise level. To minimize the noise from the construction
vehicles, all machineries are periodically checked for their noise level and notified for repairing
and maintenance. The results of noise monitoring are attached as Annexure IV.
2.2 Drinking Water Quality
At the contractors’ base camps, bottled water and water coolers are provided for drinking
purposes for all personnel. This water supply is also provided to workers at the construction sites.
For all other purposes, clean and treated water are provided through pipes from the local water
supply or pumped from wells.
2.3 Wastewater Treatment
Wastewater from washrooms and kitchens are collected and treated through septic tanks and
soakage pits at all the base camps. No wastewater is released directly into fields and irrigation
water channels from any base camps.
2.4 Air Quality
Ambient air quality monitoring is being carried out once in every four months during the
construction, as per the approved EMP.
2.5 Particulate Matter (PM10)
The particulate matter monitoring was started in the month of August 2017. The particulate matter
(PM10) monitoring done at different locations during the construction activities shows that the level
of PM10 are within the standards specified in the approved contract EMP.

3.0 Environmental Management
All the contractors have prepared and submitted their Site Specific Environment Management
Plan (SSEMP), which has been reviewed and approved by NHA and ADB. The SSEMP is being
implemented strictly at the construction sites.
3.1 Base Camps, Plants and Borrow Pits
The contractors have established their base camps at the following locations:

At the base camps the contractors have constructed offices, workers accommodations,
washrooms, workshops, steel yards and areas for materials storage, fuel tanks, mosques, first
aid facilities, recreational space and also facilities for the security personnel (FC). They have also
established a dispensary with paramedic staff on fulltime duty at the base camps. Adequate and
relevant first aid medicines and bandages are provided at these dispensaries. Ground water is
used as water for general purpose as well as for drinking after some basic treatments.
All types of solid steel scrap metal from the steel yards and workshops are collected in specifically
marked bins and are shifted to scrap the yard. The scrap metal is stored and sold in market when
required. Kitchen and office solid wastes are collected in similar manner and sent to the solid
waste collection points (dustbins placed at various points). These solid wastes are then collected
for final disposal at designated places. As far as the matter of collection of used oil is concerned
it is being collected in fuel spill trays from the motor workshops and shifted to liquid waste
collection point on daily basis where these are stored in drums properly covered with shed and
ultimately sold out to oil dealers on quarterly basis or whenever required.
Wastewater generation and treatment, as per the requirements of IEE and the SSEMP, is carried
out at the base camps. All contractors have constructed septic tanks, soakage pit and small
retention manholes system.
The base camps are fenced and security check-posts are available at the entrance. The kitchen,
dining halls and residence of senior staff and labor staff are properly protected from flies and
mosquitoes and by providing steel gauze on windows.
Emergency contact numbers, fire extinguishers and sand buckets are provided at the camp
offices, fuelling points, workshops and main stores etc. Mosques are also constructed at the
camps for staff and workers. Workshop area for vehicle maintenance is kept paved to avoid oil

contamination. Oil storage area is also paved and covered with shed. Generators are also
provided at the site.
Environmental Education and Awareness about safety measures and good housekeeping at steel
yard, store area, oil/chemical storage area, and kitchen site are done.
Plants & Workshops
Other facilities such as concrete batching plants, crusher plants as well as asphalt plants have
been erected at the sites. These plants have all been located away from populated areas to
reduce the impact of noise and dust pollutants. Mitigation measures like scrubbers and water
sprinklers have also been installed to reduce dust from the operations of these plants.
Borrow pits
The areas from where soil is being taken for the construction of embankment is called borrow
pits. The location and summary of the approved borrow areas is attached as Annexure-II. The
environmental impacts of borrow areas are under observation during soil excavation,
transportation and restoration. Designated routes are being used during soil transportation.
Service roads and adjacent roads used for the transportation of soil are checked regularly, and if
any damage were caused to the public road, it shall be rectified.
3.2 Soil Erosion
This environmental impact is due to the road construction activities. It occurs due to the clearing
and excavation activities at the project site, as these activities are leading to the soil erosion, or
alteration of soil quality resulting from removal of the top soil at the site, to some extent. Mitigation
measures adopted to minimize soil erosion include:
• The depth of the borrow pits are being maintained so that the sides of the excavation have a
slope not steeper than 1 into 4.
• Soil erosion along the borrow pits is being monitored to prevent / mitigate impacts on adjacent
lands.
• Borrow pits after excavation of soil will be rehabilitated as per the SSEMP.
3.3 Dust /Air Emissions Monitoring
The construction activities generate dust due to excavation and filling works. Diesel and other
petroleum products used for the operation of construction machinery and transportation
equipment also cause air pollution. The impacts generated from such activities are of certain
significance and proper mitigation measures are being practiced. The workforce always wears
personal protective equipment (PPE) including dust masks, to minimize health hazards. Vehicle
maintenance is regularly done to minimize the impacts of air pollution on the surrounding
environment. Dust suppression is being maintained by sprinkling water on the service road,
diversions and access routes / approach roads to the borrow areas.
3.4 Waste Management
3.4.1 Waste Water Management
Wastewater is managed as per the SSEMP; at base camps construction of septic tanks and
soakage pits have been completed in the month of November 2016, respectively therefore
wastewater is managed inside the septic tanks and soakage pits.

3.4.2 Solid Waste Management
All the solid waste generated at the base camps is being collected in waste bins. Solid waste
after collection is being segregated, the recyclable and reusable are collected and the remaining
wastes are disposed of properly at the municipal solid waste dumping sites (1000 m from
ROW).
3.5 Occupational Health and Safety Management
The construction activities have certain impacts on the occupational and public health. At the
work site hazards are eliminated/ minimized through engineering controls and administrative
controls, if the controls do not eliminate the hazards appropriate PPEs are being provided to the
workers. Workers and staff are being trained and equipped with the appropriate Personnel
Protective Equipment’s (PPEs) as per their job need.
3.5.1 Emergency Preparedness and Response
Emergency Response preparedness and response plan has been designed as per details given
in the approved SSEMP and being implemented accordingly. The following are the contact

3.5.2 Training of Workers
Workers are continuously being trained in order to minimize the risks and impacts of occupational and
environmental hazards. Toolbox talks have been regularly conducted and will be conducted in future. All
the employees are briefed regarding occupational hazards, risks and safety measures. The following are

3.5.3 Personal Protective Equipment (PPE)
The workers are forced to wear their PPE for their safety at work. They have been told to wear
safety helmets, safety shoes, hand gloves, dust mask etc. and other necessary protective
equipment while working at site, plants, workshops and other construction areas as per their job
requirements.
3.5.4 Site Visits / Inspections
The Consultant Environment Specialist is visiting the active construction sites, camps, plants,
workshops, and borrows pits along with the Contractor HSE Managers. Issues and non-
compliances observed are conveyed to the Contractor in writing and verbally and are also
discussed in the fortnightly coordination meetings with the Contractors. The Contractor HSE
Managers are also visiting construction sites, camps, plants and borrows pits; inspects work sites,
welfare facilities, PPEs etc. and also deliver toolbox talks. Workers have been trained to report
near misses and take preventive and corrective actions as envisaged by HSE Managers.

3.7 Security Measures
For the security of employees armed Frontier Corps (FC) and contractors’ armed private security
personnel are deputed. Currently more than 200 security personnel are on duty including 39
private security guards are deputed on the Contractors’ base camps at Qila Saifullah-Loralai-

Waigum Rud (N-70) and Zhob-Mughal Kot Road (N-50). The FC personnel also escort the
Malaysian expatriates’ consultant whenever they travel to the construction sites and other
locations. Moreover at the main gate of base camps barriers are placed to prevent unauthorized
tress passing. Entry and exit record of all vehicles and visitors / employees are also maintained
at both base camps. Security cameras (CCTV) are also installed and functional at the base
camps.
3.8 Protected Areas
There are no protected areas such as wildlife sanctuaries, game reserves, national parks, and
archaeological, historical or cultural heritage sites in the projects’ neighborhoods. Therefore, no
impact is envisaged.
3.9 Social and Cultural Issues / Grievance Redress Mechanism (GRM)
Grievance Redress Mechanism (GRM) is institutions, instruments, methods and processes by
which a resolution to a grievance is sought and provided. People adversely affected (or about to
be affected) by a development project will raise their grievances and dissatisfactions about actual
or perceived impacts in order to find a satisfactory solution. Some grievances may arise during
the project design and planning stage, while others may come up during project implementation.
Not only should affected persons (APs) be able to raise their grievances and be given an adequate
hearing, but also satisfactory solutions should be found that mutually benefit both the APs and
the project.
Currently the Contractor has provided complaint registers in all camps and complaints are duly
registered and redressed. In the reporting period few of the complaint received.
Consultation sessions are being arranged from time to time to improve the environmental
conditions of the project area. The complaints/ grievances received are noted/ recorded in the
complaint registers at camps and are being redressed accordingly. Record of the grievances

Borrow materials are being taken from recommended and approved borrow areas. The
recommended pits for borrowing shall be rehabilitated as soon as excavation of material is
finished. The rehabilitation activity and process will take into consideration the aesthetics of the
area and safety of people, animals and community. Until now no agricultural fields, which exist
near to the project sites, are used as borrow pits.
Restoration of Borrow Pits
Before extraction commences, licenses and permits shall be checked and limits of
disturbance and/or clearing will be clearly marked out on the site before any ground disturbing
activity takes place. This usually requires the sides of the pit to be reshaped with gentle safe
grades. All disturbed areas associated with borrow pits are part of the restoration plan.
