1. Introduction of the Company
Hyderabad Electric Supply Company Limited; HESCO is a Public Limited Utility
Company, established in 1998 under Companies Ordinance 1984 responsible for
distribution of Electric Power within its territorial jurisdiction and presently serving more
than 0.841 Million customers (Domestic, Commercial, Agricultural, Industrial and others) in
twelve Districts of Sindh Province.
1.1. About Project Management Unit (PMU)
To effectively plan, execute and monitor the Power Distribution Enhancement
Investment Program (Tranche II), a Project Management Unit (PMU) has been established
under General Manager (Development) comprising of five sections i.e. Planning, Scheduling &
Coordination, Procurement, Finance and Environment & Social Safeguard along with the
Project Director (GSC) for physical execution of grid stations and transmission lines.
2. Brief Detail of the Project
Existing conditions of the HESCO power distribution and transmission system are
inadequate to meet rapidly growing demand for electrical power. To cope with this situation,
the existing power infrastructure has to be improved and upgraded. The overall contribution of
power infrastructure requires institutional arrangements, capacity building that support
strategic management of the sector, planning and management of investments.
The basic information/ data about the loan are here as under:-

2.1-Objectives of the Project
HESCO through GoP has undergone a Project Financing agreement with
Asian Development Bank for:
1. Strengthening the capacity of Power Distribution and Transmission networks
2. To meet the increasing electricity demand in the selected areas more efficiently
3. To upgrade the existing power infrastructure.
2.2-Scope Of Work
There are 7 Nos. of projects under ADB Tranche-II. Detail is as under:
1. Construction of 01 No. of New 132 kV Grid Station and allied Transmission Line.
2. Conversion of 03 Nos. of Grid Substations from 66kV to 132kV and allied
Transmission Line
3. Second Circuit stringing of 02 Nos. 132 kV Transmission Lines
4. Construction of 01 No. 132 kV Transmission Line
Overall the proposed MFF has been designed to address both investment and
institutional aspects in electric power sector. Development Objectives/ Project
Purpose will be fully achieved after completion of the proposed Sub-projects.

3. Findings/ Observations of visited Project Sites
Findings/ Observations noted during the site visit. Its detail is as follows:
3.1 New 132kV Jacobabad II Grid Station Site and Transmission Line
• Land has already been purchased by HESCO for the sub-project. (Sale Deed attached in
Annexure C)
• The foundation, erection and stringing work of the transmission line is completed (5
towers). However the civil works for the grid station is 85 % completed.
• HESCO had purchased 8.3 acres of land from one landowner on voluntary sale bases
against negotiated price for construction of new grid station. The purchase land was a
empty dry patch for no constructive use since 6 years therefore no social impacts were
associated with the construction of grid station.
• However, there were some potential social impacts associated with the construction of
transmission line that passed through private farmland affecting crops. The compensation
payment of foundation work is paid to the affectees while the erection and stringing
compensation cases are going through official procedures. (Annexure E)
• Affected people were informed about the public information material, complaint
register which is placed at the construction site and about the process that how can
they record their complaints (if any) about the project activities. This activity was
performed by holding a meeting with the affected people at the grid station site.
• Complaint regarding the late working of laborers was lodged by the affected person
through complaint register and which was amicably resolved by binding the contractor to
stop the work before the sunset.
• They were provided information pamphlets along with offi ce address
information and telephones of concerned persons for any suggestion/complaint.

• During consultation the APs complained about the delay in compensation cases which
was communicated to the Project Director (GSC) SEPCO in the wrap up meeting and he
assured for the timely payments to the APs by 31-08-2014

3.2 Conversion of 66 kV to 132kV Sukkur Grid Station and Allied Transmission
Line
• Civil works of the grid station is complete and the grid is energized.
• The conversion works were being carried out totally within the boundary of the existing
grid station without acquiring additional land so there was no potential social impacts
associated with this part of the subproject.
• Transmission Line work is completed by successfully energizing it. The
Transmission line consisted of 12 towers and 30 poles. Out of total 12 towers 8
towers fell in private farmland and the compensation for the foundation work
has been paid, the rest of the 4 towers 30 poles fell in the Government land so
no compensation is required for those. The details are given in chapter 4 and
Annexure F.
• Public consultation meeting carried out with APs and they were mostly concerned about
the delay in the second payment of their due compensation.
• Adjacent communities were informed about the public information material,
complaint register and about the process that how can they record their complaints (if
any) about the project activities by organizing a meeting with them and distributing
pamphlets. (Annexure G)
• The Project Director (GSC) SEPCO was informed about the concerns of the affected people
he assured for the timely payments to the APs by 31-08-2014.
3.3 Conversion of 66 kV to 132 kV Larkana Grid Station and Allied Transmission
Line
• 85 % of Civil works inside the Grid Station has been completed and equipment foundation
works were underway during the monitoring visit.
• 70 % of the Transmission Line work has been completed. There are 12 poles and 3 towers
for the transmission line out of which foundation work for the 12 poles and 1 tower has
been completed and they fall inside the Government Land while the remaining two
towers had right of way issues which are now resolved and these are on the verge of
construction.
• Public consultation meeting carried out with general public, adjacent community to
grid station site and they were informed about the progress of the project.

• They were also informed about the public information material complaint register and
about the process that how can they record their complaints (if any) about the project
activities. (Annexure G)
• The community complained about the unattended debris left at some of the poles by
writing a complaint at the complaint register placed at the Grid station site and
subsequently immediate efforts were made by the E&SS Cell , HESCO and the contractor
was asked to remove it which they complied and subsequently removed the debris.
• PD (GSC) SEPCO was informed to pay the compensation payments prior to the foundation of
the remaining two towers to avoid any further delays he assured to pay the compensation by
31-08-2014.
3.4 Conversion of 66 kV to 132 kV Talhar Grid Station and allied Transmission
Line
• Civil works for this subproject has just been 100% complete. The conversion work was
carried out totally within the boundary of the existing grid station without acquiring
additional land so there was no any social issue associated with this aspect.
• The transmission line included 5 towers and foundation, erection and stringing work of all
the towers has been completed alongwith the timely compensation payments to the Aps.
• Post project completion meeting was carried out with APs, they were asked of any
grievance that arose from the sub-project and the community requested to make sure
that compensation payments should be paid without unusual delays in the future projects.
• Overall the community was happy from the future benefits of this sub-project.
3.5 Second circuit Stringing of Shikarpur- Larkana 132 kV T/L
• The civil works have not yet been started and the contract for the material has been awarded
and delivery of the material is awaited.
• The potential social impacts of this subproject will be in the shape of 146.43 ha of crops and
187 trees. 15 structures may also likely be affected by the stringing of conductor activity.
• Public consultation meeting carried out with general public, adjacent community at the
Lodra/Shikarpur Grid Station and they were informed about the expected
commencement o f project activities.

• They were also informed about the public information material complaint register and
about the process that how can they record their complaints (if any) when the project
activities starts.
• They were provided information pamphlets along- with office address information
and telephones of concerned persons for any suggestion/complaint. (Annexure G)
3.6 Second circuit Stringing of Sanghar-Kandiari-MirpurKhas 132 kV T/L
• The civil works have not yet been started and the contract for the material has been awarded
and delivery of the material is awaited.
• The transmission line will pass through twelve villages and will temporarily affect a total of
112.89 ha of crops and 254 trees. 9 structures will also have some effect in this sub project.
• Public consultation meeting was carried out with general public, adjacent community
at the Kandiari Grid station and they were informed about the project activities.
• They were also informed about the public information material complaint register and
about the process that how can they record their complaints (if any) when the project
activities starts.
• They were provided information pamphlets along with office address information
and telephones of concern persons for any suggestion/complaint. (Annexure G)
3.7 Construction of Dadu-Meher-Larkana 132kV DC T/L (New) Transmission
Line
• Contract for construction of 132 kV Dadu-Meher-Larkana has been awarded to M/s LSN
& SEAN in April 2014.
• The LARP will be updated after the detailed/final transmission line route survey including
public consultations final assessment and estimation of crops/structures likely to be
damaged during the construction phase of this sub-project.
• Necessary environment and social clauses have been added in the relevant
bidding/contract documents for implementation by the contractor.

5. Social Safeguard Work Status
Land Acquisition and Resettlement Plans (CARP):
(i) All LARPs and DDR Reports in respect of HESCO sub-projects under Tranche-II (both in
English & Urdu versions) have been translated, typed/edited and uploaded/ displayed on
HESCO official websites. (www.hesco.gov.pk) and at each sub-project site.
(ii) Summary of LARPs after translation into Urdu has been sent through mail to the all
Affected Persons.
(iii) These LARPs of subprojects have been revised/updated on actual basis for Tranche-
II in respect HESCO and same have been submitted to the Asian Development Bank for
approval.
(iv) Regular monitoring is being conducted of Grid and Transmission Lines by E&SS Cell
(Annexure A).
(v) Regular meetings with ESM are held to reach out to the problems at site and fortnightly
monitoring sheets are required of them.( Annexure B)
(vi) Urdu version of Environmental Management Plan (EMP) after translation has been
provided to Contractors and is placed at each grid site and HESCO Website.
(vii) Proper compensation on account of loss of crops/ trees on actual basis is being paid
to the affected persons/ households.
(viii) Environmental & Social Complaint Register is made available on each active project
site to record complaints of affected household / persons at each project site.
(ix) Grievance redressal committee has been constituted and documented procedure for
grievance redressal is functional.

6-Social Safeguard Awareness and Training.
For capacity building, HESCO arranged a number of trainings for different cadres / staff of GSC
Directorate, who are responsible for supervision of development projects. On site/ on job
trainings were also arranged during the site visits regarding environmental issues, social
issues, housekeeping, communicable diseases especially Dengue, Malaria, Airborne,
Waterborne diseases & drugs, defensive driving, site restoration after the work and overall
implementation of the Environmental Management Plan (EMP) of the Tranche-II sub-projects.
7-Conclusion
Timely compensation payment is the most outstanding issue in all the bi annual monitoring
reports. As of June 2014, implementation of compensation is fulfilled at the Talhar
Transmission Line sub-project which is in the HESCO Jurisdiction while the remaining
subprojects at the SEPCO jurisdiction are quite late in disbursing the last compensation to
the affected Persons.
The wrap up meeting held with the Project Director SEPCO revolved around the delay in
compensation payments and updated data submission to the PMU on regular basis. PD GSC
SEPCO again confirmed that all the remaining compensation issues will be resolved with two
months.

GRIEVANCE REDRESSAL MECHANISM
All stake holders, interested / affected persons and general public are notified that Hyderabad
Electric Supply Company Limited (HESCO) in Districts of Larkana, Jacobabad, Shikarpur, Mehar,
Dadu, Badin, Talhar, Sanghar, Kandiari and Mirpurkhas is carrying out work of construction of
new Grid stations, extensions, augmentation and conversion of Grid Stations under ADB Tranche-
II of following Sub-Projects.
1 Construction of New 132 kV Jacobabad-II Grid station and allied 132 kV Transmission
Line.
2 Conversion of 66 kV Sukkur City Grid Station into 132 kV Grid Station and allied 132
kV Transmission Line.
3 Conversion of 66 kV Larkana Grid Station into 132 kV Grid Station and allied 132 kV
Transmission Line.
4 Conversion of 66 kV Talhar Grid Station into 132 kV Grid Station and allied 132 kV
Transmission Line.
5 Second Circuit Stringing of Sanghar-Kandiari-Mirpurkhas 132 kV Transmission Line.
6 Second Circuit Stringing of Shikarpur-Larkana 132 kV Transmission Line.
7 Construction of Larkana-Mehar-Dadu 132 kV Double Circuit Transmission Line (New).
All stake holders, interested / affected persons and general public are informed that if they have
any kind of grievance related to the project work, they are requested to register their complaint
along with their contact number in Environmental and Social Complaint Register which is already
available at respective project site. Any action or mitigation measure shall be taken in minimum of
10 days and this would be informed to the complainant. For any further information, you can
