1.2 MEPCO Introduction
Multan Electric Power Company (MEPCO) is a Public Limited Utility Company,
established in 1998 under Companies Ordinance 1984, responsible for distribution of
Electric Power within t,:rritc.ial jurisdiction in thirteen districts of Punjab Province. To
meet the increased peer demand and to improve the grid stations and transmission
lines infrastructure MEPCO decided to approach the loaning agencies through
Government of Pakistan like Asian Development Bank, World Bank and other financing
sources to arrange financing. Negotiations were carried out with the Asian Development
Bank and the Bank has agreed to support the program through Multi Tranche Financing
Facility-1 (MFF-1) to be imp!emented in three phases i.e. Tranche-I, II, Ill &IV.
1.3 Scope of Work
Asian Development Bank in Tranche - II is financing overall 20 Nos. of projects. The
detail of the subproject is as under.
i. Construction of 02 No. of New 132KV Grid Stations and allied
Transmission Lines
ii. Conversion of 03 Nos. of Grid Substations from 66kV to 132kV &
Transmission Lines
iii. 14 Nos. c' ,vigmentafions
iv. Capacitors installation
Overall the proposed MFF has been designed to address both investment and
institutional aspects in;electric power sector. Development Objectives/ Project Purpose
will be fully achieved after completion of the proposed Sub-projects.
Construction activities are near to completion at Alipur, Fatehpur, Miranpur
(Gallaywal) & Karrieer subprojects in Tranche-II. Construction activities ar
completed at Noosar conversion subproject. Status of Tranche-II subprojects
enclosed. (Annex- I)
Assistant Manager (Environment) & Assistant Manager (Social) are working in
Environment & Social Cell (ESC) under Chief Engineer (Development) MEPCO
Multan in Project Management Unit (PMU)

PD(GSC), Contractor(s) and other related staff have been provided continuous
orientation on Environmental Management & Implementation of ADB guideline
and rules/regulations of Government of Fal:stan.
2. PROJECT WISE SUMMARY OF THE PROJECTS UNDER ADB TRANCHE -
II
2.1 Miranpur (Galleywal) 132 kV New Grid Station and allied Transmission Line
(Social Monitoring)
MEPCO has purchase 5.72 acres of land (see annex II) from two landowners on
voluntary saie bases against nenotiated ;-..rIce for construction new grid station and
compensation payment has been paid to the /Affected Persons (see annex III).
Therefore no social impacts associated with the construction of grid station. However,
there are some minor social impacts associated with the construction of 11.5 km.
transmission line that is being passed through four villages and hamlets.
• 37/42 foundations have been completed
• At foundation stage 55 HHs have been affected by the damages of their crops
and trees.
• Crops compensations cheques have been prepared and are being distributed
among the affected persons. Cheques distribution will be completed within a
week or two.
• Public consultation meeting carried out with general public, adjacent community
io grid station site and with the land owners whose land is being affected by the
construction activities of transmissir:n iin
• The fully implementation of Environment and Social Management Plan not
observed at the grid site i.e. Compia;nt register, social monitoring checklists, first
aid box, use of PPEs, solid waste Management, water sprinkling, and tree
plantation. The site supervisor revealed that work is getting completed therefore,
worst condition seems to be observed •

• Contractor was asked to make sure the provision and use of all safety
gadgets/PPEs. Onsite orientation/training session was arranged for the use of
PPEs. They were also instructed to take into the account of local norms and
values.
2.2 Alipur Conversion of 66kV to 132 kV Grid Station and allied Transmission
Line (Social Monitoring)
Although the conversion works are carried out totally within the boundary of the existing
grid station without acquiring additional land. It is a conversion of 66 kV to 132 kV grid
station and all civil works are carried out at existing grid station. 100% civil works of the
grid station have been completed
• 43/47 foundations have been completed
• Crops compensations cheques have been prepared and are being distributed
among the affected persons. Cheques distribution will be completed within a
week or two.
• Public consultation meeting carried out with general public. adjacent community
to grid station site and with the land owners whose land is being affected by the
construction activities of transmission line.
• Contractor was asked to make sure the provision and use of all safety
gadgets/PPEs. Onsite orientation/training session was arranged for the use of
PPEs. They were also instructed to take into the account of local norms and
values.

2.3 Fatehpur Conversion of 66kV to 132 kV Grid Station and allied
Transmission Line (Social Monitoring)
Although the conversion works are carried out totally within the boundary of the existing
grid station without acquiring additional land. The construction of transmission line
passing through the two villages and hamlets have affected 12 HHs at foundation stage,
crops compensation to the all households affected at foundation stage have been paid
• 11/11 foundations have been completed
• At foundation stage 12 HHs have been affected by the damages of their crops
and trees.
• Crops compensations cheques have been paid to all 12 HHs
• 8/11 towers erected, assessment of damages for erection stage is being
executed.
• Public consultation meeting carried out with general public, adjacent community
to grid station site and with the land owners whose land is being affected by the
construction activities of transmission line.
• The fully implementation of Environment and Social Management Plan not
observed at the grid site i.e. Complaint register, social monitoring checklists, first
aid box, use of PPEs, solid waste management, and tree plantation.
• It is observed that contractor do not provide the basic facilities to the workers and
they have to go at petrol station for toilet use.
• The site supervisor revealed 200 Nos of plants were planted but only 12 Nos.
were observed at site.
• Contractor was asked to make sure the provision and use of all safety
gadgets/PPEs. Onsite orientation/training session was arranged for the use of
PPEs. They were also instructed to take into the account of local norms and.
values.

2.4 Kameer 132 kV New Grid Station (DDR) ( Social Monitoring)
MEPCO has purchased land (see annex IV) for construction new grid station on willing-
seller, willing-buyer bases and has paid compensation to the landowner (AP). Therefore
no land acquisition or involuntary resettlement impacts are involved in the construction
of new grid station. The construction of transmission is not involved and have nc.;
impact's on crops and tree therefore DDR has been prepared for this sub projects.
• 100% switch yard foundations completed
• 80% control house building completed
• 60% construction of colony work completed
• Construction of transmission line riot involved therefore, crops compensation not
involved.
• Public consultation meeting carried out wit.!-. general public, adjacent community
to grid station site and with the lanc:•owre..-._ whose and is being affected by the
construction activities of transmission line.
• The fully implementation of Envirunment and Social Management Plan not
observed at the grid site i.e. Complaint register, social monitoring checklists, first
aid box, use of PPEs; solid waste management, and tree plantation.
• Bare electric wires observed at site that may cause any incdent
• Contractor was asked to make sure the provision and use of all safety
gadgets/PPEs. Onsite orientation/training session was arranged for the use of
PPEs. They were also instructed to take into the account of local norms and
values.
2.5 Noorsar Conversation of 66 kV u, 132 kV Grid Station (DDR)
Conversion of the Noorsar grid station is being carried out within the existing boundaries
of it. which is already owned by the MEPCO. Therefore no land acquisition and
resettlement impacts are involved in the conversion of the substation. The construction
of transmission is not involved, therefore DDR has been prepared for this sub projects.

There are 03 out of 20 Projects which fall in Category-B (01 No. of New Grid Stations
and allied T/Lines and 02 No of T/L.ines for conversion of 66 KV to 132 KV grid stations)
requires short LARP preparation, implementation, monitoring and uploading/ posting at
ADB and MEPCO official website. While 02 Nos. of subprojects fall in Category-C,
does not require any LARP as projects are being executed within the boundary of
already existing grid stations.

5. Social Safeguard Awareness & Trainings
15- Several Environmental Training sessions are organized at each subproject site for
implementation of Environmental Managew,ent Plan. Awareness sessions with m/S
Siemens, M/S Al-FazI and M/S NeieAlhussain's subcontractor have conducted for
environmental and social safeguard awareness aid ADB's Environmental guidelines
which need be implemented on subproject sites.

6.1. kiircinpur (Galleyy.T.!) New Grid f.itation and Transmission Line
• Three Nos. of consultation meetings were conducted with community members,
workers and affected persons.
• Majority of community people were found aware about the project activities and
they appreciated the project. Thee had no complaint against the workers/project
activities getting underway.
• The major concern of the people was that of load shedding and over billing
charges which needs to curbed at the earliest.
• Permission/consent from the formers (DPs) taken for the construction of
foundation works of transmission line and all protective measures are being
adopted during foundation work.
• Contractor/workers were instructed to take into the account of local norms and
values.
• Prople were informed about the Crops/trees damages and their compensation
payment and process.
• Some of the owner complaints tIlcl their land not properly restored after
construction activities.
6.2. Alipur Grid station and Transmissic,n Line
• Three Nos. of consultation meetings were conducted with workers and
Displaced/Affected persons of transmission line.
• Permission/consent from the formers (DPs) are being taken for the construction
of foundation works of I..an6mit-,sion line ail pcotective measures are being
adopted during foundation work.
• Contractor/workers were instructed to take into the account of local norms and
values.

6.3. Fatehpur Grid station and Transmission Line
• Three Nos. of consultation meetings were conducted with community members,
workers and affected persons.
• Majority of community peo-ple were found aware about the project activities and
they appreciated the project. They had no complaint against the workers/project
activities getting underwiy.
• The major concern of the people was that of load shedding. which needs to
curbed at the earliest.
• The communities requested for ,riskAn-.1 to semi-skilled jobs during the
construction and operation of the Project activities.
• Landowners showed their consent about the use of their land for transmission
line and they welcomed the project activity.
7. CONCLUSION AND RECOMMENDATIONS
7.1 COI1CIUSIOliS
Crops compensation for foundation stage of all three subprojects has been prepared
and cheques are being distributed to the affected persons. Crops compensation for
Fatepur subproject has been paid and compensation cheques distribution for Alipur and
Miran Pur (Gallewal) subprojects will be completed within a week or two.Civil works for
grid station of all subprojects have been almost completed except kameer grid station
and for transmission lines 91% foundation works have been completed. Contractor was
asked to make sure the provision and use of all safety gadgets/PPEs. Onsite
orientation/training session was arranged for the use of PPEs. They were also
instructed to take into the account of local norms and values.

7.2 Crops Compensation Assessment Methodology
There is no SOP available to pay crops compensation before the damages occurred.
MEPCO use a traditional way to make crops damages assessment and compensation
disbursement. ADB collaboration with WB drafted an SOP for crops compensation but it
remains a draft and still pending to be finalized. MEPCO follow the following 13 points
from assessment of damages to comperis.i.,tion disbursement.
1. The kanoongo visits the sites and measures the damages and types of crops and
tree.
2. After measurement the Kanoongo makes register of these damages crops/trees
compensation
3. The rates of the crops are taken from the Local Revenue Department (Tehsil dar
office)
4. The rates of trees are taken from Local Forest department
5. After verified by the Kanoongo & SDO/XEN concerned. They are sent to PD
(GSC) office.
6. After assessment sanction orders as per book of financial power is issued by the
officers as per their competency (SDO/XEN, PD& CD (development) etc)
7. Claims are prepared as per sanctioned order
8. Pass order by Division and approved by PD/CE
9. The approved pass order sent to Manager (Pr) and finally sent to FD
10.Amount is released. after getting necessary approval from the competent
authority.
11.The amount involved is trqnsferreci to PryGSC) & then same is further send
through cheque to the XEN concerned
12. XEN concerned then prepares cross Cheques in the names of Affected Person

13. The cross cheques in the name of concerned affected persons is distributed as
per their entitlement
MEPCO is reluctant to "pay before damages" as it has to fulfill departmental procedures
and the formalities mentioned above. MEPCO pay crops compensation to the affected
Persons in three installments i.e. Foundation, Erection and String work. Assessment of
the crops damages has been done and crops compensation cheques are being
distributed to the affected persons.
7.3 Recommendations
From the findings of the Monitoring Visits, the following mitigation measures are
proposed to be implemented in order to minirni7e i-iny potentially significant impacts:
• It is also recommended that the procts of communication and consultation with
the community representatives is aggressively maintained.
• Construction work of new T/lines should be planned in accordance with LARPs.
and DDRs to minimize the affect of construction activities.
• Site should restore properly after the completion of construction activities.
• Proper housekeeping can nvoid littering.
• ciVOit.; any acniclent c-Jntracto. should mace the use of PPEs compulsory.
• Timely compensation to the affected persons can avoid any hindrance and may
lead towards in time execution of the project.
• It is also observed that contractor(s) does not give value to environmental and
social aspects and considered them it unnecessary burden over him. Therefore
to make it effective bill payment:, regarding EMP may dully verified through
environmental and Social Safeguard section.
