Greetings!

On behalf of the Structural Engineers Association of Northern California (SEAONC) membership and Board of Directors, I invite you to share in the celebration of SEAONC’s 2011 Excellence in Structural Engineering Awards with this issue of the San Francisco Business Times (SFBT) advertorial supplement. With a record number of award entries and awarded projects this year, this 24-page supplement marks the 5th consecutive year of the SEAONC – SFBT awards advertorial.

Founded in 1930, SEAONC is committed to advancing the art and science of structural engineering and providing the public with structures of safe and dependable performance. SEAONC is respected as an authoritative world leader in the practice of structural and earthquake engineering; as a nationally influential participant in structural code and standard development and as a valuable resource to practicing structural engineers in California.

The SEAONC membership is actively involved in volunteer committee work and outreach in focused areas which include continuing education, structural standards, seismology, existing buildings, disaster and emergency services, construction quality assurance, infrastructure, sustainable design, professional practices, public relations and public affairs. This work, along with SEAONC’s philanthropic initiatives, is central to SEAONC’s leadership role at local, regional, state and national levels. In celebrating these awards with San Francisco Bay Area’s business, government, design and construction community, SEAONC thanks you for your support of its mission and goals.

This year, a distinguished jury panel, selected awarded projects from a highly qualified set of award entries. We offer our congratulations to the SEAONC award recipients, as well as, their owners and project design and construction teams that made these projects a reality. We thank the jury in its difficult and hardworking deliberations in determining the awards from the many project entries exhibiting design excellence and outstanding achievement in creative design, technical innovation, best practices and demonstrated contributions to the public and profession.

I would like to thank the SEAONC Board for their commitment to the awards program, and to the Awards committee, led by Director Richard Dreyer, in orchestrating the Excellence in Structural Engineering Awards program including the organization and layout of this San Francisco Business Times awards supplement. TIANJIN WORLD FINANCIAL CENTER TIANJIN, CHINA

the 1,100 ft tall tianjin World Financial center tower, situated at the

historical heart of tianjin, captures the city’s powerful confluence of history,

culture, geography, and art. With the tower’s slender form, and tianjin’s

long history as the ancient entry port to china and a major center for ship

building and steel production, steel plate shear walls were chosen as major

components of the tower’s lateral-force -resisting system.

to satisfy the requirements of both chinese and uS codes, a unique system

of “buckling restrained” stiffened steel plate shear walls was developed,

and validated in depth using advanced analytical studies as well physical

modeling and testing.

The Jury commented that the project does indeed “create a nuanced public place that embodies the city’s international prominence as a physical and economic gateway to China.” One of the Jury panel members, born in Shanghai, noted

with emphasis that “they are using historicism in the cultural references embedded in the integrated design” – now we know

what a “Landmark” building is!

Structural Engineer of Record

the new ray and Dagmar Dolby regeneration Medicine Building, located

at the university of california, San Francisco’s Parnassus Medical campus,

houses new laboratories for the university’s stem cell research program.

the new 70,000 square foot laboratory and medical facility houses 25

Principal investigators and their teams studying tissue development and cell

based approaches to treating disease.

nabih Youssef associates with rafael Viñoly architects; and Forell/

Elsesser Engineers, inc. with Smithgroup architects and DPr construction

(Design-Build team) collaborated to develop a design that responded to the

demanding and steeply-sloping site, that curves and slopes up to 65 degrees,

ultimately creating a 700 foot long serpentine-shaped building. the teams’

integration of architecture and engineering, on an essentially un-buildable

piece of land, viewed the site constraints and architectural program

demands as both a unique design challenge and opportunity. to achieve the

owner’s desire for seismic performance beyond basic code compliance, a

“triple” Friction Pendulum isolation bearing system was integrated into

the triangular space frame support structure. Furthermore, the design-

build engineer developed, tested, and implemented a unique dynamic uplift

restraint device to address the narrow building’s tendency to uplift during

an earthquake.

J U R Y C O M M E N T

The Jury commented that in recognizing the importance and achievement of design excellence of the project, it moved the

entry from the “New Construction” category to “Landmark” status. This amazing project’s “Integrated Project

Delivery” method was successful in controlling costs and schedule for the University – completing construction in just

two and one-half years after the design-build contract was awarded.

the Shanghai Huawei technologies corporate campus is a technologically

advanced workplace that fosters community and communication across

the various research, development and business departments. With a

total building area of over 3 million sq ft of research and development

space including ancillary areas, the project serves 7,500 employees. the

project comprises six separate but similar r&D building modules and three

separate ancillary hub buildings. the structural systems employed are

efficient and focused on component innovation and optimization. use of

profiled post-tensioned members at typical floor framing elements led to

greater efficiency and a net material savings of 20%. cast concrete roof

truss elements incorporating steel pinned connections unify the multiple

r&D buildings into a complex with a consistent and lasting identity.

UCSF CHILD CARE CENTER

the university of california, San Francisco Kirkham child care center is a

new 9,000 square feet facility that provides child care services to the ucSF

Parnassus campus staff. this two-story structure with partial basement was

designed as a modular building system consisting of multiple prefabricated

building elements constructed off-site. Built on a sloping site, the program

included a large multi-purpose room, 5 classrooms and a multi-level play

yard. this pre-fabricated building was completely erected in just two-and-

a-half days.

The Jury commented that the project is remarkable because it demonstrates “wave of the future” in utilizing modular construction design methods and procedures – very economical while minimizing the amount of noise

and disruption to the surrounding campus and residential neighborhood.

PEDESTRIAN WALKWAY, ST. JOSEPH’S

MEDICAL CENTER, STOCKTON, CA

the Pedestrian Walkway at Saint Joseph Medical center in Stockton is a

new 320 foot long steel curvilinear, elevated pedestrian bridge connecting

the new Pavilion to the existing hospital. Existing geometric constraints at

the site resulted in the final unique shape of the bridge designed to resist

vertical and lateral loads in compliance with OSHPD requirements.

in its well thought out attention to architectural and functional constraints. An excellent example of design integration, the

CYCLISK

SANTA ROSA, CA

structural engineer | ZFA Structural Engineers

the result of a design competition using recycled materials, the cyclisk

was designed by artists Mark grieve and ilana Spector. the project is a

65 foot traditionally shaped obelisk made from discarded bicycles. the

artists collected 340 unusable bicycles from all over california to create

the four-inch-thick skin of this large landmark structure. the cyclisk was

constructed using an efficient steel-trussed superstructure designed to be

both light-weight and efficient using readily available structural steel angles

and reinforced connections. the unusable bicycles were cleaned, then

welded together and attached to the superstructure to create the obelisk

form. the $37,000 community art piece was commissioned by the city of

Santa rosa for Santa rosa nissan as a part of its “art in Public Spaces”

program.

The work demonstrates a straightforward collaboration between artist and structural engineer. While the Obelisk has

marked public space for millennia, the “Cyclisk” is a unique interpretation of monumental public art.

THE BOWLS PROJECT

SAN FRANCISCO, CA

structural engineer | Degenkolb Engineers

the Bowls Project is a unique, pro-bono multimedia art installation in

which antiquity meets high-tech seismic design. it consists of two domes

– totaling 40,000 pounds – that sit atop a state-of-the-art base-isolated

platform designed for seismic safety. the temporary structure housed

various artistic performances and workshops during its run at the Yerba

Buena center for the arts. the tile-vaulted masonry domes are homage to

ritualistic bowls used in ancient Babylon 1,500 years ago. the platform,

supported by 30 Ball-n-cone seismic isolators, was designed employing

unconventional full-scale testing methods in lieu of traditional testing and

served as an alternate means of code compliance while accommodating the

project’s aggressive schedule and budget.

The Jury commented that the completely re-useable, multi-media art installation features a very innovative structural system and a pretty clever testing procedure. The project

demonstrated a collaborative design and approval process for all involved – The City + Artist + Structural Engineer.

UC BERKELEY BOWLES HALL RETRO FIT FOR HAYWARD FAULT OFFSET

BERKELEY, CA

Bowles Hall is the oldest dormitory at the university of california, Berkeley

campus. built in 1927. the building is a tudor style mansion of seven floors

that steps up the slopes of the Berkeley hills. in a study commissioned by

the university, geologists found that two corners of the building sit atop

a potentially active “western trace” of the Hayward fault. to mitigate

the potential hazard of the ground beneath the building moving several

feet along the rupture zone of the fault, a unique retrofit solution was

implemented allowing for large ground movements to occur without causing

significant damage to the building.

The Jury commented that for this historically important building, the design “eliminated the problem” rather than to try

and solve it by brute force – very creative thinking.

THE SHERRY HOUSE & DEPOT SALOON SEISMIC RETROFIT AND RENOVATION

the ramos Sherry House and Depot Saloon constructed circa 1880 in St.

Helena, california are often described as historic jewels and were recently

nominated to the national register of Historic Places. as part of the

preservation and revitalization of this historic site, the goal was to make

each building structurally sound, accessible, and designed to meet 21st

century needs without disturbing the historic and aesthetic architectural

fabric. requiring creative engineering solutions, the seismic upgrade

included reinforcement of the existing stone walls utilizing pressure

injection grouting techniques, as well as, strengthening of the existing floor

and roof diaphragms.

The Jury commented that the design is both “tough” and “delicate” demonstrating as restrained approach as reasonably

possible! The structural design could have been much heavier handed.

SATHER TOWER SPIRE

uc Berkeley’s Sather tower, commonly known as the campanile, was

designed by architect John galen Howard and completed in 1914. the

iconic 307-foot Sather tower is a city of Berkeley landmark, a california

Historic landmark, and is on the national register of Historic Places.

condition assessment and design team investigations revealed needed

restoration work at the significantly corroded upper portions of the spire’s

structural steel frame. a glass- fiber-reinforced-concrete encasement and

a new stainless steel frame was utilized along with careful restoration

techniques to allow the uc Berkeley campus beacon to shine for another

hundred years.

sensitively executed structural solutions – very impressive!

SEISMIC RETROFIT - CORE BART SYSTEM WEST OAKLAND AERIAL STATION OAKLAND, CA

structural engineer | Creegon + D’Angelo Infrastructure Engineers

in 2002, San Francisco’s Bay area rapid transit (Bart) system developed

a $1.2 billion Earthquake Safety Program charged with assessing system

wide vulnerability and expected performance under major earthquakes.

the program provides upgrades using performance-based earthquake

engineering standards to improve the structural integrity of Bart facilities

with the goal to protect public safety, return Bart service quickly and

avoid highway gridlock after a major earthquake.

comprehensive evaluations of existing Bart facilities involved engineering

and statistical analyses, developing scenario earthquakes, computer models,

damage predictions, upgrade options, and cost-benefit analyses. Primary

upgrades at the West Oakland Station, the last station prior to westbound

trains entering the transbay tube, included enlarged and reinforced concrete

foundations/beams, fiber-reinforced polymer wrap jackets around concrete

columns, and additional shear keys.

The Jury commented that the West Oakland Station project, and the program as a whole, represents an excellent example of designing to achieve resilience following major earthquakes engineered to an “Operational Performance Level” under a design basis 500-yr return period event – “Infrastructure” at its best! It deserves its own category.

BULGARI FLAGSHIP STORE

While “Bulgari” is known the world over for high fashion fine jewelry,

watches, handbags and accessories, their existing 10,000 square foot retail

space, located in a 1986 reinforced concrete building in union Square, San

Francisco was a dark, confusing maze of stairs, ramps and low ceilings in

three split levels. Working with an international design team, the retrofit

includes an extensive structural alteration of the building’s lower stories

providing a new four-level store with open atria, accentuated by a glass

elevator, four separate glass-tread stairways, and an architecturally exposed

horizontal truss. the retrofit maintained the building’s structural integrity

and compliance with current seismic code provisions while allowing for the

“Bulgari” brand to shine through.

The Jury commented that the brand name retail store retrofit is an excellent example of transforming an existing building

into a high-profile design focus – utilizing the horizontal steel trusses and making them a design feature was a very

innovative way to open up the space.

Only the exterior concrete walls of the original 1923 Winters Building, once

an elegant 1920s dance hall and phonograph store, remain preserved in

this important retrofitted urban facility located in the heart of richmond,

california. the gutted retrofit includes new drilled concrete piers, grade

beams and basement level concrete walls supporting steel columns, girders,

beams and seven concentric braced frames. the new facility with the old

walls will boast two theatre spaces, practice rooms and administrative

offices. the non-profit organization offers music and arts training for

disadvantaged youth from in and around the city of richmond.

The Jury commented that they were very much impressed by the comprehensive structural retrofit design. In particular,

the mathematical rigor applied to the “tapered” design of the steel frame gusset plate connections based on the “The Ricker Method” optimization algorithm was very impressive. The carefully executed structural retrofit represents a “significant

contribution” to the community and future young artists of Richmond.

SEISMIC RETROFIT & REHABILITATION OF TERMINAL 2 SAN FRANCISCO INTERNATIONAL AIRPORT

Dating back to the early 1950s, “terminal-2”, previously the old

international terminal at San Francisco international airport, is actually

comprised of five buildings separated by seismic joints. the new 640,000

sq. ft. and $380 million seismic retrofit, rehabilitation and expansion of

terminal-2 have transformed the once shuttered terminal into the newest

“crown jewel” of the San Francisco international airport. the fast-

track construction project was designed and executed utilizing multiple

phased permit and bid packages allowing a remarkable 36 months from

design to finished construction. the lEED™ gold retrofit project utilized

conventional cost-effective measures in upgrading the facility and keeping

the project on-track and within budget.

The Jury commented that the project entailed simple answers to a set of complex and challenging existing

conditions and new program requirements – a practical solution, very competently executed!

located just five miles from california’s Hayward Fault, the california

Department of transportation’s (caltrans) District 4 headquarters, is a

15-story 750,000 square foot steel moment frame structure that houses

the San Francisco Bay area’s transportation management center including

its emergency response team. the team under the direction of Degenkolb

Engineers as prime design consultants, and included the crosby group,

employed extensive state-of-the-art analysis techniques, a building damping

system, and full scale upgraded connection testing program in designing a

retrofit scheme for the building’s original construction consisting of pre-

northridge steel-moment-frame connections. the phased retrofit design

allowed the facility to remain in full operation during construction.

The jury commented that the joint EOR comprehensive seismic retrofit design demonstrates a level of depth,

completed in 2009, the Hamilton Partners Office Building project was

the first major office building complex to be built in Salt lake city in

over ten years. the 22-story office tower and adjacent 7-story concrete

parking garage was carefully designed within neighboring site constraints

to contribute to Salt lake’s urban renaissance. located in a region of high

seismicity, the steel-framed office tower utilized field bolted connections for

the buckling restrained braced frames and special moment resisting frames

in achieving economy of material and time.

the cast-in-place reinforced concrete parking structure included long-span

post-tensioned spans allowing for column free bays and an integrated design

approach between architectural forms for ventilation and natural light. the

complex has been awarded lEED® gOlD certification from the uSgBc.

The Jury commented that the project gets high marks. Entered in the “New Construction” category, the Jury moved

the project to “Sustainable Design” in recognition of its overall achievement in design integration, efficiency, economy of

material and sustainability.

requirements for the determination of anchor bolt capacity when attaching

wood sill plates to concrete foundations, members of the 2008-2009

Structural Engineers association of california Seismology committee

undertook the development of a comprehensive testing program to

characterize typical foundation anchor-bolt to wood sill plate connections.

the committee’s work establishes a basis for evaluating design capacities

while better understanding the behavior of this basic connection. the test

program yielded results indicating that the connection of wood sill plate

to concrete using cast-in-place steel anchor bolts is ductile and that design

capacities (both past and present) are conservative.

PEEr started the tall Buildings initiative to develop performance-based

approaches that would enable tall building construction to reach new

heights while also ensuring safe, usable tall buildings following future

earthquakes. in november 2010 PEEr achieved this goal by publishing

and releasing its “guidelines for Performance-Based Seismic Design of

tall Buildings.” the guidelines present a recommended alternative to the

prescriptive procedures for seismic design of buildings contained in aScE

7 and the international Building code. these guidelines demonstrate how

the earthquake engineering profession can be enhanced by openly and fully

engaging both designers and researchers in a mutually beneficial project.
