Three items of special interest will be discussed at the Open Board Meeting on Oct. 18: Type of radio frequency devices for the east gate; Lake and Parks Committee’s recommendation for limiting size, horsepower and number of watercraft per owner; and lowering the lake level to facilitate needed work projects this winter. Each of these items will have definite consequences to the community, and we encourage you to participate in the process.

Lake Kiowa needs to hear from you. The Board needs your input and would like to listen to your views on several items at the October 18th Open Board Meeting.
1) Lake and Parks Committee recommendation to place limits on: the number of watercraft allowed per member, watercraft size, and engine horsepower.
Pros: The current number of registered watercraft exceeds the capacity of Lake Kiowa for safe boating. As the number of residents increase, so will the amount of power watercraft and so there is an overall concern for safety and wake damage.
Cons: Lake capacity has occasionally been a problem on three holiday weekends a year and safety issues cannot be addressed with size limits alone.
2) Use of “toll tags” for entry at East gate (and potential future use at Main gate) relating to whether permanent mount or moveable type should be selected.
Pros for permanent: Perception of greater security as they are inoperative if removed for use in another vehicle and East gate is unmanned. Either device can be deactivated if a vehicle is sold or other action is necessary.
Cons: Slightly higher cost per unit. Not in wide use and POA would have to bear cost of maintaining inventory. Need one unit for each vehicle that a family wants to use at automated gates and replacement is required if vehicle replaced.
Pros for moveable: Lower unit cost and majority of inventory cost borne by supplier.
Cons: Potential for “passing” tag to unauthorized user for entry.3) There will also be a discussion about lowering the lake this winter
in order to proceed with work projects on #9 island, Iriquois Park, and boat ramps. You may have projects for your own seawall or dock that can be scheduled during this period.

of security is affixed to the windshield of a vehicle. If removed, that device is deleted from the computer program in forty-five seconds. Selection of this unit prevents anyone passing the RF entry device around to unauthorized users. Average use will require the battery to be replaced every four years at which time a new device is required. The other unit offers replaceable batteries and does not require it be affixed to any particular vehicle. An added benefit is that a member could purchase one unit and use it in whatever vehicle they desired. The initial cost difference between the units will be approximately five dollars, but the first one will cost more in the long run.
Lake and Parks Committee has recommended that the Board adopt the following rule changes: The maximum length of any watercraft allowed on Lake Kiowa shall not exceed 24 feet. The maximum allowable engine size of any inboard or inboard/outboard watercraft shall not exceed 335 horsepower, outboard shall not exceed 225 horsepower, and personal watercraft shall not exceed 150 horsepower. The maximum number of watercraft over 15 horsepower allowed on Lake Kiowa per dues paying resident shall not exceed three. No more than two of these shall be classified as personal watercraft. A moratorium shall be placed on all

The Kiowa Homeowners Water Supply Corporation will elect two (2) directors to the Board of Directors in Feb. 2005 to replace two directors who will complete their three-year term in 2005.
Persons interested in serving on the Board of Directors should submit a short resume to the KHWSC office by Dec. 15, 2004. Nominees other than those selected by the nominating committee will be accepted if such nominees are members in good standing, have written endorsements by at least 50 members in good standing, and submit resumes and endorsements before Dec. 15, 2004.

The Community Manager has requested that the level of the lake be lowered this winter to permit completion of the approved project on the golf island. Not only would this action facilitate that project, it would afford members a better opportunity to repair and replace seawalls, docks, etc.
Please note that the Yellow ’03 windshield stickers are invalid. If you approach the gate with one, you will be asked to pull around to the Guardhouse to park and receive the Green ’04 decal.

Early Settlers... New Faces ...Dan and Ann French recently
moved into their new home on Kiowa Drive East. They previously lived in Stonebridge Ranch in McKinney. Dan retired from Oryx Energy and Ann retired from Plano. I.S.D. They have a son, Danny, married, who lives in Highland Village; a daughter, Kathy, married, who lives in Lantana; and another son, Todd, married, who lives in Jacksonville, FL. Dan and Ann have six grandchildren. Welcome to Lake Kiowa!

Long before my move to Lake Kiowa in 1991, my step dad and I were driving to the house he and mother had built at the north end. On the way, he pointed to a house I used to call the “birthday cake house,” because of its colors, and said the owner “had done more for people at Lake Kiowa than anyone I know.” And he knew most of the people here.
My step dad was referring to Marge Tittsworth, who discovered Lake Kiowa in 1975 with her husband Ralph after he retired as manager of a dental lab in California after 35+ years of service. Once here, they quickly became involved with the very new fire department, Ralph as a fireman and Marge as an EMR responder. Marge was also responsible for the successful campaign to get an ambulance that would stay in Kiowa. This is one of the many services those who came later take for granted.
Ralph passed away in 1987 after a long illness. Marge has filled her time doing hundreds of hours of volunteer work for numerous causes in Kiowa and the Gainesville area, such as Meals on Wheels and a Gainesville Chamber of Commerce Ambassador greeting visitors who come in on the train. She has also nurtured an idyllic lawn and is a long time member of Garden and Nature, formerly known as the Bird and Nature Study Group. If you need information about a bird, and Marge doesn’t have it, she certainly knows where to get it.
Marge has been honored twice by the Women’s Club, once in 1997 and last December with the Flowers of Friendship Award, and has been very gracious about the honors despite her dislike of the spotlight. (It took some persuading to get her into this month’s Early Settler’s feature.)
A long list could be made of Marge’s attributes – accessible, engaged, involved, optimistic, understanding.
And I need to mention one more thing, if Gainesville ever gets an indoor, heated swimming pool with facilities for water therapy, thank Marge!

Clean your closets for a cause. Dallas Metrocare has estimated that there are five thousand temporarily homeless people in the Dallas area. They may be looking forward to a very cold winter on the streets. The Dallas Area Home Builders Association has taken on a project to build shelters for them. They will also collect warm clothing, shoes, blankets, luggage and almost anything else that you might be discarding.
Jacque Waghorne has assumed the task of collecting items for this worthy cause here at Lake Kiowa. She is filling a warehouse and will transport everything to the proper agencies in Dallas.
Many of these people are homeless for less than a year as a result of domestic violence, job loss, catastrophic illness, a crisis pregnancy, desertion or death of a spouse. Their struggle to return to society is made easier by donations of clean clothing and shelter.
If you are disposing of clothing or anything else from your closets as the season changes, call Jacque Waghorne at 665-4502.

Volunteers ...V.I.S.T.O.
(Volunteers In Service To Others)In order to better minister to the
needs of families and individuals on a year-round basis, the Ministerial Alliance, formed “Volunteers In Service To Others” in 1980. The Ministerial Alliance is comprised of some 40 churches in Cooke County.
V.I.S.T.O. contributes food and services to the many needs within the community. Along with all the food and household necessities that are contributed by churches and other organizations, volunteers are the essential part of the organization. Volunteers are always needed to transport, sort, and administer the distribution of the generous contributions to this worthwhile organization.
V.I.S.T.O. is moving to a new location that is being remodeled at 1401 Southland. Volunteers with construction experience such as carpentry, electrical, plumbing, etc. are especially welcome right now to expedite this move. David Gehr (a Lake Kiowa resident) is the volunteer contractor. Many Lake Kiowans volunteer regularly. A list of Lake Kiowa volunteers include: Marti Bassette, Bill Burhans, Jan Burt, Ralph Burt, Ann Butler, Terry Butler, Pat deForest, Evelyn Hoenicke, Bob Manner, Ann Spencer, and Mary Wood.
HABITAT FOR HUMANITY EVENT
Dave Tanner and his band will headline the Habitat For Humanity Dinner Dance at the Civic Center on Saturday, Oct. 9 beginning at 6 p.m. In addition to a delicious catered meal by Donna Hertel, there will be a cash bar with beer and wine, a silent auction and raffle items.
Dave Tanner is well known in the Gainesville area and has one of the most popular bands in the Dallas area. His music appeals to all ages and is wonderful for dancing.
Marilyn Wickersham has planned the table decorations and Board President Bob Wickersham will enlist the help of friends and volunteers to carry out her plans.
Habitat depends on this annual fund-raiser to support the non-denominational Christian ministry that strives to get qualified people in affordable, decent housing. The fifth Habitat home is under construction and many volunteers are needed to complete this structure by November.
To make reservations for the Dinner/Dance, call 665-3091 and talk to Office Manager Lynn Lotman. Tickets are $25 per person.
Cooke County United Way recently kicked off the 2005 campaign with a goal of $315,000. Jim Goldsworthy, United Way President and Campaign Chair, announced “this year’s theme is Results You Can See…Celebrating 50 Years in Cooke County. Last year, the United Way agencies assisted over 23,000 citizens of Cooke County. Considering the total population of Cooke County is approximately 38,000 – that’s results you can definitely see!” He also noted that “this year we are celebrating 50 years of volunteers dedicated to making a difference, 50 years of agencies serving our neighbors, and celebrating the 50 years of people like you choose to care!”
Jack Thies and Frank Winnert are organizing the 2005 Lake Kiowa Campaign and are serving as Co-Chairs. The goal for Lake Kiowa has been set at $12,694. As the second largest community in the county, Lake Kiowa plays an important and vital role in the campaign. Jack Thies, United Way board member, states “Our most sincere wish is that Lake Kiowa will show its caring nature and help us surpass our
goal this year. We know that a wealth of talent here supports many volunteer efforts in Cooke County.”
Campaign letters are being mailed out and residents are being asked to please consider making a pledge. Frank Winnert, former Chairman and present member of Lake & Parks comments, ”Your donation will support 16 local agencies and help over 20,000 children and adults. Your contribution can make a difference in the lives of these people. Please give from your heart as well as you check book.”
The campaign will conclude on November 5th at the Civic Center with a Celebration Luncheon. Since it is the organization’s 50th anniversary, the event will celebrate the campaign and as well as honor the past 50 years. Currently the United Way office is contacting the family members of the charter members and asking the public to come and join in the celebration. UNITED WAY KICKS OFF 2005 CAMPAIGN
Couples Bridge met at the Lodge, Sept. 16, with five tables playing. Winners were: First, Icey and Roy Huddleston; Second, Dee Magee and Bill Hoagland; Third, Terry and Steve Johnson; and Fourth, Roselie and Tom Perryman.

LAKE KIOWANS VISIT COSTA RICA Thirteen Lake Kiowans, led by Dean and Dewey Yeager, joined 20 others
from around Texas and the United States for two weeks in beautiful Costa Rica, Central America.
The group toured the country, starting in San Jose, visiting Poas and Arenal Volcanoes, a flower farm, a school, home pottery-making, river tours (with crocodiles), an ox-cart factory, the Congo Canopy Cable tour, and also learned Salsa Dancing and much more.
This photo was taken at their Flamingo Beach Resort Hotel. As extra joy the group celebrated the Fortieth Anniversary of Ann and Terry Butler and the birthday of Don Willis. Pura Vida!

Thank you, thank you Kiowans for supporting the annual Hamburger Cookout. As you know, this is the primary fundraiser for the Lake Kiowa Kiwanis Club. The monies raised during the year by Kiwanians provide scholarships for Callisburg students and employees and/or employees’ children to attend NCTC.
The Lake Kiowa Kiwanis Club will now turn its attention to the Christmas project. This project helps

needy children and their families in the Callisburg ISD during the holiday season. If you would like to participate is this project, please contact a local Kiwanis Club member and learn how you can help.
The Lake Kiowa Kiwanis Club meets on the first and third Thursdays of each month at the Lodge at 6:30 p.m. with dinner followed by a program. Guests are always welcome.

Did you know there is an investment club right here at Lake Kiowa? This group of men and women meet at the First State Bank (Lake Kiowa) on the second Thursday of each month at 7:00 p.m. with refreshments following the business meeting.
This group is a General Partnership established in accordance with the laws of the State of Texas for the sole purpose of acting jointly in the purchase and sale of stocks, bonds and other securities and to educate members in the fundamental principles of investment practices. The capital of the partnership consists of the funds contributed by the members.

One of the important departments serving our community is the Public Works and Maintenance Department of the Lake Kiowa Property Owners Association. Don Hoover is Director of Public Works. Don has done an exceptional job in this position for 15 years. There are nine people under his supervision, plus three who work for him and David Long and are located in the Central Garage.
This department maintains and services all roads and bridges, parks and lake, and Central Garage. Don’s department implements the remainder of the existing CIP programs. He also is responsible for certain capital assets and equipment. Employees in this department are responsible for cleaning the Lodge and all restrooms, including the one at the Pavilion and the two on the golf course. Maintenance department employees are also responsible for the set up and removal of tables and chairs for each event at the Lodge. Two to four persons are required to accomplish this task.
In addition to normal maintenance, this department has four special projects for this year:
East Gate – While the East Gate exit has been available for several weeks, work has begun on the entrance section of the East Gate. A double gate for entry is being installed. Upon approach to the East Gate from outside, a computer will read a signaling device on the member’s vehicle, and allow the first gate to open. Once the vehicle has entered the first gate, the gate will
close behind it and the second gate will open, allowing access to Lake Kiowa property. The signaling device will be a small transmitter attached to the front of the rear view mirror on a member’s vehicle. Drivers of large vehicles such as trucks and mobile homes must contact Security to obtain entry. A remote control device operated by Security will override the computer and allow both gates to open at once. The installation cost of this project is in the current CIP. Completion is scheduled for the end of October 2004.
No. 9 Green Sea Wall – Number 9 green is on an island that has sea walls, which are washing away. The plan is to install new sea walls around the island with stones similar to those used on Number 13 and Number 16 greens. The cost of this project is partially funded from the 2004 budget and partially by private donations. This project’s completion is expected sometime this winter.
Dredging – Dredging is continuing in Spotted Eagle Cove, and should be complete by the middle of October. Dredging will then begin in Quannah Cove. The cost of this project is in the current CIP.
Iroquois Park – This park is located across Kiowa Drive East where Pueblo meets Kiowa Drive East. There are two drainage ditches in this park that will be covered and converted to underground drainage. This will provide a wider area for park activities. The cost of this project is in the 2004 POA budget.

The site has two areas, one for the general public and one that contains information and services for members that will require a user ID and password. This new site is planned to run parallel with our present site for a period of time and then will become the official web site for Kiowa.
In the near future, active Kiowa residents will receive official notification of the launching of the site along with their ID and password. And, as a service to all members, the Computer Club will be offering classes on how to access and use the site. See ya on the Web!

Earlier this year, The Kiowans took the initiative to develop and present a leadership course at Lake Kiowa. The aim was to present factual information about our community with emphasis on leadership styles, community demographics, interaction with Gainesville and Cooke County structures, the Lake Kiowa social structure, relationships, history, and the decision-making process. From all reports, the program was a success.
The second iteration of this program is underway with 13 participants, a number equal to that the first time the course was presented. The initial session was held Sept. 24, with subsequent
sessions scheduled for Oct. 8 and 22, and Nov. 12. The following are presenting LLK II: LaVerta Burhans, Dave Bowman, Joan Carroll, Linda Fite, Jerry Haubrich, Jerry Hollon, Pat Jessee, Greg Miserak, Peggy Padgham, and Jack Thies. Among this group are several graduates of LLK I, which is an important desired outcome of this program.
The Kiowans intend to continue this program next year so be sure to read the CommuniQue and watch for announcements in key locations throughout our community. There will be a place for you should you desire to participate.

Attendees of the Sept. 13 Quarterly Meeting and potluck dinner in the Lodge enjoyed good food and fellowship. The financials were reported and approved. The next quarterly meeting will be held in December.
Reverend J. L. Williams will minister to the Chapel on Oct. 3 and Oct. 17 with a two-part sermon entitled “How To Know What You Know”. The text for Part One is from II Timothy 1:12 and the text for Part Two will be from I John 2:3, 5, 13, and 18. Rev. John Hare will speak to us on Oct. 10 with his sermon entitled “A Lesson Learned” and his text from Mark 10:17-31. “Revirginization” is the title of the message he will deliver on Oct. 24 with the text from Hebrews 7:23-28.
Chapel Choir continues to practice on Monday mornings and sings for Chapel on the third Sunday of the month. Anyone interested in singing with this

contributed on the third Sunday of every month. All packaged groceries are appreciated but each month identifies a particular item you may wish to target. In October their special needs include canned soups, breakfast items (especially 18 oz. oatmeal), paper bags, and personal items such as toothpaste and toilet paper. The Lake Kiowa Chapel meets regularly every Sunday morning from 8 to 8:30 a.m. in the Lodge. All residents and guests are welcome. This is an interdenominational service that may precede your regular church service or a round of golf. Casual dress is always welcome. Please come and share this time with your friends and neighbors on Sunday morning at 8 a.m.

The Gainesville Christian Women’s Club is having its annual Country Fair on Thursday, Oct. 28 at 11 a.m. Crafts, baked goods and wonderful Christmas items will be sold to benefit Stonecroft’s many Village Missionaries. This event is always a good time and everyone leaves with a headstart on their Christmas shopping. As usual we will enjoy a delicious buffet at the Roadhouse Restaurant in Lindsay.
Mary Mabry from Hurst will be our speaker. She is the charming wife of a now successful businessman, who tells of her search for a “normal” family life. We know you will be encouraged and inspired by her story.
Our Friendship Bible Coffees have returned this fall. At Kiowa, Genny Koziol leads a women’s group, “Connecting with God: A guide to
prayer” on Monday mornings at the home of Frank and Shirley O’ Dell. The evening class, “The Purpose Driven Life” taught by Mike Pulec will be returning Oct. 4 at Tommy and Linda Ford’s home. Anyone is welcome to visit either class at any time.
Christian Women’s Club is a non-denominational organization that is sponsored by Stonecroft Ministries. Stonecroft is dedicated to helping families grow in faith. There are no dues or requirements other than to make a reservation to attend. Please call Shirley at 665-6399 and come prepared to meet new friends and enjoy a delicious buffet luncheon.

The second Monday and Tuesday of October and Tabletop Treasures have become somewhat synonymous. The ladies of First United Methodist Church are finishing plans for the 14th annual presentation of approximately 30 decorated tables featuring a wide variety of clever ideas from formal to fun!
To accommodate the viewing public, two dates and times are being offered. There will be a Preview Party with dessert on Monday evening, October 11 from 4 p.m. to 7 p.m. On Tuesday, October 12, the doors will open at 10:30 a.m. for viewing and a seated luncheon will be served from 11 a.m. until 2 p.m.
A new feature this year will be a Silent Auction with tantalizing possibilities. Also this year the raffle items are again outstanding: a Santa for the fireside and a lovely bench for the garden or entry. Come see!

Gainesville Police Chief, Carl Dunlap, gave an overview of his pathway into law enforcement. He has had a very fulfilling career. The Gainesville Police Department has been accredited on the national level.
He stated the main difficulties today are drugs and the manufacture of amphetamines. Last year he explained his illness (hematocytolsis) that led to the need of a liver transplant and how very ill he unknowingly was. He was fortunate to receive a liver and gradually

regain good health. The donor family visited him and this is believed to be beneficial to all concerned. Chief Dunlap explained the need for all families to be aware of each other’s desires in this area, as the families of the deceased are the only ones that can make decisions regarding organ donation. Chief Dunlap graciously answered all questions from the group who were grateful to learn this meaningful information.

As 2004 starts to wind down, the LKVFD Auxiliary is gearing up for the last three months of the year. Our October LKVFD OUTPOST Garage Sale will be held Oct. 16 at the LKVFD/Woodbine Community center located on CR211. If you haven’t had a chance to attend one of our sales you will be pleasantly surprised. In October in addition to the LKVFD OUTPOST we will include a community wide Arts and Crafts Faire. The Auxiliary is looking for people who would like to participate in the Arts & Crafts Faire. There is a small fee of $10.00 per six feet of space. This money will be given directly to the Lake Kiowa Fire Department. You’ll need to bring your awning, tables, chairs and your craft. Early set up will be available on the lawn. No flea market items please. Picnic food will be available for purchase. So, if you have a craft such as birdhouses, carvings, candles, quilts, paintings, tole painting, gourmet foods, etc. Hurry and register early by calling Evelyn at 612-3787. The Faire and Garage Sale will run from 8 a.m.–3 p.m. There will be a rain date for the following Saturday.
The Auxiliary Chili Cook-off
scheduled for Oct. 2 was postponed due to numerous conflicting community commitments. We’ll reschedule again next year.
Our next Auxiliary meeting will be Oct. 14 at 7 p.m. at the Lake Kiowa Fire Station. The meeting time was changed from 4 p.m. to 7 p.m. to allow greater participation. Please try and attend as we have a lot of events coming up and need volunteers. Don’t forget October is Fire Prevention Month. Take a little time to look around your home and see what can be discarded inside, and what needs to be cut back outside to keep your families safe. Have your wood burning fireplaces checked too.
November will also be a busy month. The Auxiliary’s annual Thanksgiving Bake Sale will take place on Tuesday, Nov. 23 at 9 a.m. inside First State Bank at the Lake Kiowa Branch. We will be open until goods are sold. Nov. 11 is our LKVFD Auxiliary meeting. Nov. 20 will be our LKVFD OUTPOST Christmas Garage Sale in Woodbine. Christmas trees, lights, decorations, gift items, gift baskets and much more. See you there!

John “Jack” Fenolio, age 59, a loving and devoted husband, suddenly passed away Sunday, Sept. 5 at Harris Methodist Hospital. He was a welder by trade and although he didn’t live within the gates of Lake Kiowa, he dedicated his time over the past eight years as a volunteer for the Lake Kiowa Fire Department. Jack devoted his life to giving and caring for others as well as his huge passion for his horses and dogs. Jack knew that working with the LKVFD as a volunteer meant he did a “little of everything.” He took pride in rarely missing an emergency page to help those with medical needs here in Lake Kiowa and the surrounding
communities. His fellow fire fighters and friends will sorely miss him. Jack also participated in LKVFD fund-raisers. He repaired fire/emergency vehicles and assisted in building two fire trucks. He proudly served his country in the United Stated Army. His loving wife Brenda survives Jack.
An account in his name to help defray medical bills and funeral expenses for his wife Brenda has been established at the First State Bank of Gainesville (any branch).

saying; “We will be known forever by the tracks we leave.” I figured out that no matter how lightly you tread, you’ll leave tracks. So it would be wise to speak kindly while creating those tracks. I’m trying.
I visited with Genny Koziol and Carol Hawkins the other day. Wait until you hear whom they’ve lined up for the Tour of Homes this year. We’ll announce the names at the next meeting on Oct. 14.
And all you ‘newcomers’ to Lake Kiowa – “Come on Down!” We’re joining up with the POA and having a Newcomer’s Mixer at the Lodge on Sunday, Oct. 3, at 1:30 p.m. (there’s no Dallas Cowboy game – or is it Arlington Cowboys? guys, so you have no excuses.) If you’ve never been to a mixer, no matter how long you’ve lived here, then you need to attend. It’ll be great fun and informative, too.
You women who attended the September meeting received an Indian Worry Doll. I sure hope she’s
working for you and you’ve been having more relaxed and cheerful times. If not, we’ll see about trading her in for another model.
We would like to have some feedback about the department meetings you’ll be attending each month. Let a Woman’s Club board member hear the good as well as the not so good points. We want everyone to share and take home memorable experiences.

OCTOBER 14: DALLAS TAP DAZZLERS directed by Frances Dempsey
The Dazzlers were organized in 1990 with seven members and have grown to almost 30, their ages ranging from mid-50s to mid-70s. They have won four National Championships in dance competitions, appeared in most Metroplex-area parades and even made several TV appearances.
Eight of these ladies will perform fast paced, jazz-tap routines with colorful quickly changed costumes to a wide variety of music.
This “dazzling” group is proof positive that age is but a number.

October is such a wonderful month for a field trip, so we are off to the Hagerman National Wildlife Refuge in Sherman. The Refuge provides food and shelter, but the main focus is to provide a winter home for thousands of waterfowl. A self-guided auto route will take us through the heart of Hagerman. So, pack your picnic lunch, dust off your binoculars and join us Oct. 18, 8:30 a.m. We will car pool from the Back Porch Cafe, rain or shine.
For the TWITTERS, get your bird feeders spiffed up so you can enjoy the birds at home this fall and winter.
What’s a bloomin’? Some of the great fall BLOOMS are: American beautyberry (a large deciduous shrub).
In the summer it has violet flowers, which become showy wands of purple berries in the fall. Japanese anemone is a perennial, which will grow in some shade and display tall bright flowers in autumn.
I’m seeing lots of webworms. The best way to get rid of them is to cut them out of shrubs, trees and bushes.
Sow Fescue seed for permanent turf or perennial rye as over seeding for bright green color during the winter.

All seven Gourmet groups gathered for the “Fall Football Tailgate” on Sept. 21. Out to Lunch groups followed the theme and some went to sports restaurants. The In-Home groups created Tailgate Luncheons. Some kicked it up a notch and used china and silver for very special luncheons. Gourmet will meet on Tuesday, Oct. 19, for “Hobgoblins Trick or Treat” Luncheons. Costumes may be part of the festivities. We have heard good reports about our Gourmet Department this year.

September was again a busy month for the Angler and Conservation Club. On the 4th we had our annual Kid’s Catfish Tournament. This year it was called “Matt Jones’ Kid’s Catfish Tournament.” More than 80 children attended this event along with many parents and grandparents. The Lake Kiowa Lodge sold hamburgers, hot dogs and drinks. Fifty-six fish were caught during the three-hour event for a total of 115 lbs. The largest catfish caught during the event weighed more than five lbs! The fish were shy at first and seemed not to hit real well on the traditional stinky catfish bait, but they did seem to like chicken livers, shrimp and night crawlers. Trophies were given for the first and second places in three age groups at the end of each hour. Ribbons were also given to the children who caught or almost caught a fish. We hope everyone had as much fun as we did during this event.

Every effort is made to ensure the children have fun and are awarded. Although all winners each hour received trophies, two of the winners’ names were not recorded. If you scan this list and miss a winner’s name that I failed to post, please call me at 940-612-0603. I will make sure their name is posted in the November Communiqué. I personally apologize for any disappointment this might cause. The winners were: Sam Meeks, Tyler Sanderson, Alicia Owens, Loreal Dickerson, Andrew Ciacco, Tanner Cox, Spencer Hand, Alyssa Thompson, Courtney Pace, Luke Wakeland, Josh Oden, Beau Pace, Hudson Moltam, Turner Meeks, Natalie Oden, and Kathlyn Feemer.
We held our last bass tournament of the year the morning of Sept. 4. Michael Otway was the winner with a total string weight of 8.2 lbs. Keith Davis finished 2nd with a total string weight of 6.6 lbs. He also caught the largest bass of the tournament that weighed 4 lbs. Third Place was Bob Bingham with a total string weight of 5.0 lbs.
LKACC’s 2004 Bass Tournament Winner was decided by the last bass tournament. It was close this year, closer than it ever has been. Right down to the end we had four or five people in contention. Our 2004 Angler of the Year and Men’s Division Champion was Bob Bingham of Lake Kiowa with a heaviest 5-string weight of 44.4 lbs. Bob found where the fish were and won the championship as a result. Congratulations Bob!
The 2004 Women’s Champion was Paddy Merolla with heaviest 5-string weight of 41.4 pounds. Paddy almost won the Angler of the Year Award this year. She only missed by 3 lbs. She was also our 2003 Women’s Champion. The guys better watch out next year, because I believe she’s going for the gold! The Children’s Champion of the
2004 Youth Division is Matt Potter with a total string weight of 2.8 lbs.
Mark Guest, son of John and Sydna Guest of Lake Kiowa, had the heaviest bass in 2004. The black bass was caught on March 6 and weighed in at 7.8 lbs. It was a beauty and I’m sure Mark will be back again to see if he can do even better. The winners’ names were placed on the Trophies in the 19th Hole at the Lodge. Go by and check them out. Congratulations to all of the winners of 2004!
The vegetation trials are continuing
with a second type of vegetation now being tested. The plants will be monitored to see how they stand up. We will keep you informed of the progress.
The new public fishing barge that will be moored at the north end of the lake is nearing completion. We have had some problems, but it should be in place soon.
We really hope everyone had a great time fishing our tournaments this year. More people than ever have entered the tournaments meaning the prizes are
getting bigger. First, second and third places are awarded. Keep an eye on the CommuniQue and on the boards at the gate for up coming events and meetings. A complete calendar of events will be sent in the next few months to each member. Come to a meeting this winter, have some fun, and help us plan our events and projects for next year. Our meetings are held the second Wednesday of each month at 7 p.m. at the Lake Kiowa Lodge. Hope to see you there!!!

DID YOU KNOW . . . .Speed of play is important on the Lake Kiowa Golf Course because we
have so many golfers. So unless you are in Tournament play and you find yourself having difficulty staying up with the group in front of you and the group behind you is waiting on every shot, you know you have to do something.
Your score can still be posted on your handicap record if you pick up on a hole or if you skip an entire hole. When you find yourself in trouble on a given hole just pick up and proceed to the next hole. The score you would record on that hole would be perfect shots into the hole plus the strokes you had already hit. (For instance on #2. You hit your drive out of bounds so you have to Tee your ball again. You are laying 3 off the Tee Box. Then you put the next 2 shots in the water. Now you are laying 7. At this point add 1 or 2 strokes to get on the green and 2 putts and move on to hole #3.) This method of scoring is called your most likely score. Place a small x in front of the score you record for that hole. With equitable stoke control that the handicap system uses it will adjust your score lower regardless of whether you actually hit all the strokes you record.
If you are over a hole behind you can skip an entire hole and record Par plus the handicap strokes that you are allowed on the hole. Also place a small x in front of that score. The x designates that you didn’t actually play the hole.

The Club Championship Tournaments have been completed. Congratulations to all the winners and participants. We started the drainage project on #4 and this should be complete by the time this is published. Just to remind everyone, fall is on the way, maybe! We will let the fairways grow up a bit to make it through the winter. They may get a
Superintendent’s Report...little fuzzy; that is if we can predict the weather correctly. The fall aerification is scheduled for Oct. 18. The greens will be top dressed after the aerification, so the speed will slow on them for a short period of time. Also during the aerification, we will over-seed the tee boxes with our winter mix.

The WGA held its monthly meeting and luncheon Sept. 1 following its monthly play day scramble. The weather was good and the ladies had a great turnout. Neta
Stutzman, President, presided at the meeting. The minutes and treasurer’s report were presented and approved. Mabel Samples reported that the membership remains at 219, with 111 in the hole-in-one, and 62 on the ringer board.
Neta made the following announcements: The Tournament schedule for next year will be given to the Golf Committee. Two members of the board were asked to serve on the nominating committee. They are Mabel Samples and RosaLeigh Wood. Neta asked for nominations from the floor for the other three. Dee Dorman, Sandra Essex and Molly Worthen were nominated and elected to serve. Neta reminded members to donate golf type ornaments for the Christmas Tree in the 19th Hole. The next shoot-out will be Sept. 24. Cost is $10.00.

Reverse pivot occurs when the players don’t shift their weight fully to the right side on the back swing. They leave their weight on the left side, and then on the downswing, shift their weight to the right side. This causes lots of bad things to happen, plus it’s a real distance killer. Shifting your weight fully to your right side on the back swing means more acceleration through impact which means more distance.

On Friday, Saturday, and Sunday, Sept. 17, 18, 19, the Men’s Club Championship was played at Lake Kiowa Golf Club. The Championship flight was 54 holes of medal play with eleven contestants vying for the top prize (sorry, no green jacket). While the Europeans were creaming the American side in the Ryder cup, Preston Klutts came from six strokes off the pace to birdie the par five eighteenth for a strong one under par 71 and a one stroke victory. Preston had about a 5-foot putt for birdie and a win, and joking about the heat in front of the largest gallery (about 50 spectators) in Lake Kiowa history, calmly walked up and drained it. Congratulations, Preston, on some great clutch play. Hal Sutton could have used you on his team.

The Lake Kiowa Men’s Golf Association held its monthly meeting and tournament on Saturday, Sept. 11. It was an absolutely perfect day for golf, bright and cool in the morning and sunny and warm, but not too hot by the finish. We had a full field of 28 four-man teams, 112 players in all. The format for this month was a four-man Shamble. All four players drive, pick the best drive, then all players play

their own ball to the green from that point. Full handicaps were allowed. The scoring was one net and one gross score combined. Ties were broken by a scorecard playoff starting at Hole number 2, the number 1 handicap hole.

On Aug. 25 I had the pleasure of witnessing the 6th hole-in-one at Lake Kiowa this year. Sam Pliler hit a magnificent 5 iron 185 yards into the hole on the 5th hole. Unfortunately the pin was tucked behind the trap on the left, and we couldn’t see the hole from the tee, but when we got to the green there it was, in the hole. Sam will agree that if you hit it close to the hole, it is skill, if it goes in it is luck. You never know when lady luck will smile on you. Of the six aces so far this year, one of the lucky souls had unfortunately not gotten into the hole-in-one pot, so the other five will split the pot, unless one or more of you lucky golfers get another ace. If you aren’t in the pool, it’s not too late to get in. You never know when you’ll get that lucky bounce.

Saturday night Sept. 18, our Sous Chef Ricardo Lopez and Dining Room Manager Carrie Cloer were married and held their reception at the Lodge. We all wish them the very best. This particular event was high lighted by some unique circumstances that I have never seen in my many years of experience. There was a tremendous outpouring from the community in helping arrange, setup and participate in the event. There were monies donated, many hours of work expended that made for an outstanding event this young couple starting out could not have done on their own. This sign of appreciation is something seldom seen from members for their employees. As their supervisor I would like to extend my heart felt appreciation and thanks to the community. God bless all of you who contributed.
With a successful summer behind us we are focusing on the fall and holiday
season ahead of us. On Oct. 19 we will host a wine pairing that will showcase a five-course dinner accompanied by a selection of fine complementary wines and would urge you to attend to see a demonstration of the culinary talents that support the community. Oct. 30 we will be hosting a country and western Halloween Dance. This dance is a POA sponsored event and all members are cordially invited to attend this community event. There will be a $5.00 cover charge which will go towards paying for entertainment provided by “The Rusty Water Band.”
This holiday season the Lodge will be expanding its selection of carryout party trays and complete dinners for your home holiday festivities. Menus for these holiday offerings will be available shortly and customized menus will be offered. It is our goal to make these offerings competively priced while offering the best products available. We hope this added amenity will make your holiday preparations easier and your support for the Lodge will be deeply appreciated.

The Lake Kiowa community can congratulate itself on the passage of another safe summer boating season. There were no serious injury accidents reported, save that of the nighttime jet ski operator who struck a dock as detailed in the July Security Report. Lake patrol conducted many stops over the course of the summer, but found that overall compliance with boating and safety rules was very good, especially during the recent Labor Day holiday weekend. Boating stops during this reporting period numbered 29 with six citations written. Speeding and stop sign violations continue to be widely observed by Security Patrol. One-hundred-and-seven stops were recorded and 35 citations were written for moving violations.
Animal Control Officers responded to 12 stray dog calls, one stray cat and 16 varmint complaints. One unclaimed canine was transported to the animal shelter in Gainesville. Security patrol assisted six motorists, checked on the welfare of residents six times, investigated four automobile accidents, responded to one domestic disturbance and secured one unlocked
door. Other activity eliciting a response from Security included a littering complaint, two suspicious persons, five suspicious vehicles, a 911 hang up, two unauthorized guests, a ball hawker, and four underage golf cart operators.
Reports were taken on one attempted burglary, two thefts, three incidents of trespassing and nine mostly minor acts of criminal mischief. Response was also indicated to two disturbing the peace complaints and five golf course violations. Cooke County Sheriff’s deputies assisted Security with the domestic and with one of the trespassers. Security gate personnel dispatched for LKVFD on 21 emergency runs.
Much appreciation is expressed to Duane Johnson, Frank Winnert, Billy Bunyard, George Davis and John Davis for helping the Department apply 1,043 stickers during the three sticker parties held in August. The yellow ‘03 stickers are now invalid, so if you approach the gate sporting one of these on your windshield, expect to be asked to pull around the Guardhouse to receive the green ‘04 decal.

COMMUNIQUE POLICY
The policy and purpose of this publication is to inform all residents of events and activities within our community, to report on actions and decisions made by our Lake Kiowa Property Owners Association Board of Directors, and to publish the results of those decisions. Information is important for everyone to know that problems are being worked on and remedies are being sought.
The following items will be accepted for publication: Events and information about Kiowa organizations that are open to all residents; events in our surround-ing communities when Kiowa residents may be involved in them; and Items of a personal nature that reflect on the generous character of our residents or a milestone in their lives.
A Letter to the Editor should be less than 350 words in length and will be ac-cepted if it presents a thoughtful and constructive view to an issue that may be controversial within our community. It may be reviewed and verified for factual accuracy by the appropriate authority. The factual clarification will be published along with the letter. The letter should be typed or in legible handwriting, signed by a verifiable resident, and will be published unedited with misspellings indi-cated when necessary. If handwriting cannot be easily read, it cannot be used. The CommuniQue will not be responsible for misreading a handwritten word. A letter may be refused publication if space is limited. If several letters are re-ceived expressing the same view, one may be chosen for publication. Letters containing personal attacks, self-promotion, or advertising will not be published. CALL TO ORDERPresident Jack Thies called the
meeting to order at 6:00 P.M. All members were present.
OLD BUSINESSPre-board minutes of 8/16 were
approved unanimously on a motion by John Davis and second by Linda Fite.
Open Board minutes were approved unanimously with one change on a motion by John Davis and second by Dave Spangler.
Website Update – Justin McMurry gave a live demonstration of the new Lake Kiowa website. This site has features from the current website plus significant enhancements. Members will be able to review their POA charges for the current month, look at their history as well as pay on line with minor additional fees. Member data is secured by password and can only be viewed by the member. The website
is WWW.LAKEKIOWATX.COM and expected to be live by 11/01/04. If you have questions or suggestions, please send message to Webmaster at the new site.
Justin iterated the need for the Board to create a set of policies concerning the content and use of the website. Justin has done an outstanding job in developing this website with the assistance of several of our members and staff.
Ways and Means A special meeting has been called on September 21 at 6:00pm to have a dialog with the Ways and Means Committee on their findings/data for replacement of assets and recommendations.
East Gate – The East Gate mechanical work is 95% complete. Based on preliminary information, a NEMA type enclosure will probably be constructed on site and will house all of the equipment at a reduced cost rather than purchase an enclosure. Completion date and type of Radio Frequency (RF) devices has not been determined at this time.
Lakes and Parks – The Lakes and
Parks recommendation for limiting size, horsepower and number of watercraft per property owner generated some lively debate. This debate centered on whether restrictions would affect safety today and the need for limiting watercraft for the future. This issue was tabled until the October Open Board meeting where information will be presented in the open meeting and concerned members can have an opportunity for input.
Lodge and Tavern – Lodge and Taverns recommendation for hiring a contract person to develop outside sales was tabled. Discussion centered on expenses to be paid (10% commission on sales plus mileage expense) whether additional sales should be persued as this may limit the amenity benefit of members and whether current staff could fulfill this function.
Zoning – Clarification was requested as to Zoning Committee Charter.
Search Committee – Advertisements have been run and an area on the new website established where candidates can obtain a better definition of the position description as well as
description of Lake Kiowa.On a motion by Charles Huddleston
and second by Stella DiPasqua the Board went into executive session at 7:49P.M. At 8:25 P.M. the Board exited executive session on a motion by John Davis and second by Linda Fite.
It was moved by John Davis and second by Bob Wickersham to uphold Rules Committee decision which had been appealed to the board. The situation involved several violations of the rules by a guest of a member and the related fines that are being assessed to the member. All members voted for the motion except Rick Walker and Randy Howell who recused themselves.
On a motion by Dave Spangler and second by Randy Howell the Board went into executive session at 8:26P.M. The Board exited executive session at 8:50P.m. on a motion by Charles and second by Stella DiPasqua.
A request to purchase the golf course property adjacent (south) to Lot 1753 and north of cart path was tabled.
On a motion by Randy Howell and second by John Davis, the meeting was adjourned at 9:00 P.m.

MINUTES OF THE BOARD MEETING
KIOWA HOMEOWNERS WATER SUPPLY CORPORATION
WEDNESDAY, AUGUST 11, 2004INVOCATION: President Ike Gill
opened with a word of prayer.CALL TO ORDER: The meeting was
held at the Kiowa Homeowners Water Supply Corporation Office and called to order at 9:00 a.m. by President Gill.
ESTABLISHMENT OF QUORUM: A quorum was established with all members present.
WELCOME TO BOARD MEMBERS AND RECOGNITION OF VISITORS AND GUESTS: There were no visitors or guests present and therefore, no public comments.
APPROVAL OF THE JULY 21, 2004 MEETING MINUTES: Steve Wood made a motion, seconded by James Robison, to accept the minutes. The motion carried.
MANAGER’S REPORT: Manager Young reported 2 new taps installed at Lot 413, Steve Fairfield, and Lot 1479, Russell Davis. Overtime reported for Robert was 10 hours.
Manager Young reported that installation of new meter devices should be completed by the end of August.
DISCUSSION AND APPROVAL OF FINANCIAL STATEMENTS AND AUTHORIZATION TO PAY BILLS: Manager Young reviewed the monthly statement for the Board. James Robison made a motion to accept the statement as presented and to pay the bills. Dean Dorsch seconded the motion. All were in favor.
COMMITTEE REPORTS:DISCUSSION AND POSSIBLE
ACTION:
BUILDING RELOCATION COMMITTEE: This committee will continue to work on plans and location. The POA committee will consider rezoning the lots. No action was needed.
INSURANCE COMMITTEE: The Insurance Committee met and discussed possible changes to the Health Insurance policy now being offered. Motion by Steve Wood and seconded by Jess Maxwell to provide, for a period of one year, a onetime partial payment of the deductible of the employee or a family member by the corporation for claims involving health insurance. The employee must provide a statement of the charges verifying the claim. By taking this action, the corporation reduces the cost of health insurance to the employee, reduces the cost of the insurance to the corporation and accepts a small known risk which is less than the savings to the corporation. This will allow the corporation to study ways of containing/reducing health costs by paying a few known costs.
DISCUSSION AND POSSIBLE ACTION: General Manager’s Contract
The committee will meet at 9 a.m. on August 18, 2004, at the Water Corporation offices.

TREASURERS REPORTDave Spangler presented the
Treasurers report – July revenue exceeded budget and expenses were slightly greater with net revenue over expense of $11,419 after contingency provision.
MANAGERS REPORTLodge: Revenue exceeded budget
by 9% while expenses were 4% under budget.
Security: July was typical for number of stops. On 7/22 unknown
persons forced open Navajo gate and damaged mailboxes, driveway lights, etc. Question was raised from audience as to when violations will be reported in the Communiqué. Lloyd expects this will occur with September issue and thereafter.
Golf Course: Dave Long reported “maintenance as usual”, cool weather has made for an easier summer. Please remember to fill divots with sand and repair ball marks. He also noted #14 tee box is closed while it is re-built. #1 green damage was due to standing water and this has now been repaired.
Public Works: Don Hoover reported mowing continues and East Gate construction has started. Closures will be posted both at the front gate as well as on Kiowa Drive East.
Nominating Committee: Peggy Padgam stated the nominating committee is meeting and if anyone is interested in serving on the POA Board or knows someone who would be good, to please contact her or one of her committee members.
Meeting was adjourned at 7:37 P.M. on a motion by Charles Huddleston and a second by Stella DiPasqua.

OLD BUSINESSEast Gate: Work is progressing on
the East Gate construction. The board briefly discussed the use of radio frequency (RF) tags. Lloyd will have completion schedule in near future along with recommendation for RF Tags.
Committee Reports:Fees: During the 12 months from 7/1/
2003 to 6/30/2004 there were 169 deed transfers recorded for Lake Kiowa. Of these, 135 were improved with homes and 34 were lots. There were 118 new owners within the 169 transfers or 70%.
Golf Pro Contract: POA is waiting on proposal from Brown McCrory.
Search Committee: Linda Fite reported ads are being run in two different periodicals with 3 additional being considered. Both Community Manager and City Manager backgrounds will be considered. We are requesting resumes to be submitted by the end of October.
Counsel Search: John Davis reported that due to vacation, no work was done but expected group to meet in the near future.
Zoning Committee: Rick Walker said committee would meet within 2 weeks.
Celebration Committee: Charles Huddleston indicated the Committee would meet in early September. Linda Fite reported that Women’s Club decided not to Chair the Christmas Decorations for the Front Gate.
LKVFD: Lake Kiowa Volunteer Fire Department request to use the West Beach parking area for a Chili Cook Off on October 2 was unanimously approved, as there were no conflicts on that date.
Community Manager: A request for appeal of rules violations has been rescheduled to August 30. After some discussion a motion was made by Dave Spangler and Second by Linda Fite that stated unless member appears on 8/30/
04 to appeal rule violation, fines will be accessed immediately and appeal right is forfeited.
Resolution unanimously approved as follows: The Lake Kiowa Property Owner’s Association Board of Directors hereby affirms the sale of a portion of Lot 697 abutting Lot 696 originally approved on February 2, 2004 to Mr. Bill Maddox, owner of Lot 696, so that the properties may be constituted and thereby become useful for residential purposes because the transferred portion of Lot 697, standing alone, has no known useful purpose to either the LKPOA or anyone else.
Architectural Control: Architectural Control recommended approval of permit to extend culvert on 1462-1462 lots and it exceeds all requirements. On a motion by Bob Wickersham and second by Stella DiPasqua approval was unanimous.
Architectural Control recommended POA Board grant a variance on Lot 652 to locate spray heads within 25 feet of Lake. Current septic system has failed and the only solution was granting a variance as recommended by the Architectural Control Committee. (Cooke County had approved a variance of 20 feet from the lake water) On a motion by Randy Howell and second by Charles Huddleston all approved except Stella DiPasqua who was opposed
Architectural Control recommended the following:
RESOLVED: Before any permit shall be approved, the effect of the permitted action on the lot’s on site sewage system shall be considered and no permit shall be approved unless there is ground space available to adequately provide, now and in the future, for an on site sewage system which shall be within the requirements contained in the Lake Kiowa covenants.
The Committee also recommends that Section 5.04 covenants be amended at the next normal opportunity to read as follows:
On Site Sewage Facility: No part of and on site sewage facility including the drain field or other disposal system shall be constructed nearer than seventy-five (75) feet from the normal high water mark of Lake Kiowa (700 feet above sea level).
Motion to accept committee’s recommendations were made by Stella DiPasqua and second by Charles Huddleston and was approved unanimously.
