Ang mga mauunlad na bansa ay pinapayuhan na magpatupad ng epektibong integrasyon para sa mga migrante ng syudad. Ang bagong ulat mula sa Organisa-tion for Economic Co-operation and Development (OECD) na pinamagatan nilang �From Im-migration to Integration: Local Solutions to a Global Challenge� na nagsasaad na ang integrasyon ng imigrasyon ay kailangan ng pagpapahalaga at aksyon mula sa nasyunal at lokal na antas. Ang ulat din ang nagpapaalala na ang maayos na pamamalakad ng mi-grasyon na siyang magbibigay ng benepisyo sa bansa at sa pamilya ng migrante at sa kanila mismo. Ito ay pinag aralan ng limang bansa :Canada, Ita ly, Spain,

Switzerland and the United Kin-gdom. Filipinos were the top beneÞ-ciaries of scholarships for post-graduate degrees and short-term training programs granted by a Southeast Asian inter-government organization in the past four deca-des. More than 26,000 Filipinos or 36.5 percent were among the 72,922 graduates from various Southeast Asian countries that have completed master�s degrees (MA and MS) and doctorates (PhD) and special courses cour-tesy of the Southeast Asian Mi-nisters of Education Organization (SEAMEO). Myanmar is the se-cond top beneÞciary of the SEA-MEO nondegree programs with 7,469 graduates, Thailand had 6,894 graduates, Singapore 6,107, and Cambodia 6,098 graduates.

Ang mga mauunlad na bansa ay pinapayuhan na magpatupad ng epektibong integrasyon para sa mga migrante ng syudad. Sa local na antas ang OECD ang kailan-gan magbigay din ng pamamalakad para sa matatag na ordinasyon sa pagitan ng instituttions at ang pakikiba-hagi ng mga employers para sa local partnerships.

Ang Immigrasyon at ang Naturalisasy-on ay nagkaroon ng desisyon kasama ng mga siyentistang researchers at doktor na kung saan ay nagkaroon ng pag aaral na maging isang espesiyalista sa kaalaman ukol sa panukala sa mga migrante.

Ang panukala para sa migrante na may kakayahan ay ibinigay na mabilis na proseso para sa mga dayuhang bansa na makapasok upang magserbisyo sa mga amo na gustong makakakuha ng naturalisasyon na maaring makilahok sa paraan.

Sa panukala ay hindi na kailangan ang permit at aplikasyon ng residence permit na iproseso sa loob ng dalawang linggo sa Departamento ng Immigration at Nat-uralisation Service sa Rijswijk.

Ang kailangan ay ang pinakamaba-bang kita para makapag aaply sa kaso ng kakayahan ng migrante kahit na sa ibang kaso ang residence ay maaaring ibigay na kakayahan sa migrante na walang kita.

Ang kaalaman ng migrante sa kate-gorya ay iniapply sa mga PhD students, postdocs at university lecturers up hang-

gang sa edad na 30. Ito daw ang ipapalit sa lahat ng single category ng lahat ng mga dayuhang migrante na nagtatatraba-ho sa Netherlands na hawak ang kanilang scientiÞc research.

Pinasinayan ng Gobyerno ng UK ang isang konsultasyon tungkol sa pagbibi-gay ng limitado sa migrasyon at kung ano ang tamang kailangan ng mga dayuhan upang makapunta at makapagtrabaho sa bansa. Inimbitahan ng konsultasyon ang pananaw ng Migration Advisory Com-mittee (MAC) upang mabigyang linaw ang tunay na kahulugan ng pagiging isang migrante at isa pa ay ang mabigy-an ng impormasyon ang gobyerno tung-kol sa labour market trends, pasweldo at iba pang bagay na makakatulong sa mabilis na integrasyon ng mga migrante sa bansa. Ayon sa Immigration Minister Liam Byrne: �In 2008 we will introduce a points system for immigration and we want the MAC to help set the bar in the right place.

�The MAC will generate a more open debate about the level of immigration that is good for Britain. For some kinds of migration, such as low skilled labour, the debate is about the right limit, but for others we think the question is about how high the standards need to be for people to come and work here.�

Ang paglulunsad ng Migration Advi-sory Committee Consultation ay binati ng mga Trade Unions. Sinabi ngConfed-eration of British Industry (CBI) Deputy

Director-General, nasi John Cridland: �Migrant workers have brought huge beneÞts to the UK economy and em-ployers support the Government�s man-aged migration policy. It is important that business and the general public are conÞdent that the migration system is controlled - yet open and ßexible.

�The Government is right to listen to the views of business and others on the skills needed by the economy - but obviously Þnal decisions will always be the responsibility of Ministers. The CBI looks forward to working with the Home OfÞce in deÞning the role and shape of the new Committee.�

Ang Trades Union Congress (TUC) General Secretary Brendan Barber ay nagsabi: �Migrant workers make a posi-tive contribution to Britain�s economy and society. An independent body giving impartial advice to Ministers would im-prove decision-making, such as on the provision of public services, and help dispel anti-migrant myths.

�The best way to make the case for the positive role of migrant workers and prevent undercutting is to ensure they get the same rights and respect that all workers deserve. A new committee needs to focus on preventing migrant

workers facing exploitation from em-ployers evading their legal and moral responsibilities.�

Sinabi ng gobyerno na kahit nasa kamay niya ang huling desisyon ay pa-kikinggan nito ang payo ng Mac. Mag-bibigay din ng payo ang MAC sa goby-erno tungkol sa pagpapapasok sa mga migrante sa taong 2008.

Tinatayang matatapos ang konsulta-syon sa ika-31 ng Enero, at hinahangad na maganda ang kalalabasan ng pagpu-pulong na ito, pagkatapos ng konsulta-syon ay magsisimula nang magtrabaho ang mga kinauukulan simula Abril ng Abril 2008.

Ipinag-tanggol din ni Blair ang karapatan ng bawat isa na magkaroon ng sariling identity at mahalin ang saril-ing pananampalataya sa ano mang relihiyon upang mapanatili ang kanilang mga kultura at sinabi pa niya: �this is what multicultural, multi-faith Britain is about. That is what is legitimately distinctive. But when it comes to our essential values - belief in de-mocracy, the rule of law, tolerance, equal treatment for all, respect for this country and its shared heritage - then that is where we come together, it is what we hold in common; it is what gives us the right to call ourselves British. At that point no distinctive culture or religion supercedes our duty to be part of an inte-grated United Kingdom.�

Binigyan-diin din ni Mr. Blair na �integrating peo-ple whilst preserving their distinctive cultures, is not impossible. It is the norm. The failure of one part of one community to do so, is not a function of a ßawed theory of a multicultural society. It is a function of a particular ideology that arises within one religion at this one time.�

Ayon pa rin sa kaniya ang pangunahing dahilan ng multicultural sa Britain �was to allow people to live harmoniously together, despite their difference; not to make their difference an encouragement to dis-cord. The values that nurtured it were those of soli-darity, of coming together, of peaceful co-existence. The right to be in a multicultural society was always, always implicitly balanced by a duty to integrate, to be part of Britain, to be British and Asian, British and black, British and white,�.

Ipinahayag din ni Mr. Blair na kailangan pa rin ipagpatuloy na ipagdiwang ang mullticultural sa Britain at sa pamamagitan nito ay mapalaganap ang integrasyon upang makapagpatupad ng parehong kaugalian na maliwanag sa bawat mamamayan. �Obedience to the rule of law, to democratic deci-sion-making about who governs us, to freedom from violence and discrimination are not optional for Brit-ish citizens. A good ex-ample is forced marriage. There can be no defence of forced marriage on cultural or any other grounds.�

Hindi binatikos ng sino man ang pagpapatupad ng gobyerno sa religious law, sinabi ni Mr. Blair �We must demand allegiance to the rule of law. Nobody can legitimately ask to stand outside the law of the nation,�. Tungkol naman sa citizenship, sinabi ni Mr.

Blair na ang UK ay mayroong �a very established set of rights that constitute our citizenship� at kailangan mahiya ang bansa sa pagtuturo nito.

Sinabi rin niya na importante ang magkaroon ng parehong wika. �Equal opportunity for all groups requires that they be conversant in that common lan-guage. It is a matter both of cohesion and of justice that we should set the use of English as a condition of citizenship. In addition, for those who wish to take up residence permanently in the UK, we will include a requirement to pass an English test before such per-manent residency is granted.�

Para kay Mr. Blair ang migrasyon ay nakabuti sa Gran Bretanya. �We acknowledge the extraordinary contribution migrants from all faiths and races have made. We are a nation comfortable with the open world of today. London is perhaps the most popular capital city in the world today partly because it is hospitable to so many different nationalities, mixing, working, conversing with each other.�

Then you, and all of us, who want to, can worship God in our own way, take pride in our different cul-tures after our own fashion, respect our distinctive histories according to our own traditions; but do so within a shared space of shared values in which we take no less pride and show no less respect. The right to be different. The duty to integrate. That is what be-ing British means. And neither racists nor extremists should be allowed to destroy it.� pagtatapos niya.

Ayon Kay Blair: Kailangang Matutunan ng mga Migrante ang Kaugalian ng mga British

Ayon sa Home OfÞce ang mga dayuhan na nagnanais manirahan sa UK ay bibigyan ng isang pagsusulit upang suriin ang kanilang kaalaman sa kasaysayan at kaugalian ng UK na sisimulan ngayong taon. Simula ika-24 ng Abril lahat ng mga taong nagnanais manirahan ng permanente dito ay kailangan makapasa sa �Life in the UK� test at ma-kumpleto ang bagong English for Speakers of Other Languages (ESOL) Skills for Life course. Sinabi ni Anne Owers, Chief Inspector of Prisons na ang sen-tro sa Harmondsworth ay ang pinakamababang klase nang im-migration removal center.

Ang Harmondsworth ay ang pinakamalaking immigration removal centre (IRC). Nitong mga nakaraang taon ay napa-karaming issue ang hinarap nito, matatandaan na ito ay in-inspeksyon noong ika-17 hang-gang ika-21 ng Hulyo. Dito pinatutuloy ang lahat ng mga migranteng illegal na nahuli at mga asylum seekers, na ang mga application ay nakapending

pa. Noong una ay dito rin pina-tutuloy ang mga babae bata at pamilya, pero noong maisagawa ang inspeksyon ay mga lalaki na lamang na may hustong gulang ang pinatuloy dito.

Ayon kay Ms Owers: �This is undoubtedly the poorest re-port we have issued on an IRC. Harmondsworth is not an easy place to run, and the serious dis-turbance it had experienced had clearly affected the conÞdence of managers and staff. However, it had been allowed to slip into a culture and approach which was wholly at odds with its stated pur-pose, and inimical to the proper care and treatment of detainees.

�This is not primarily the fault of staff, some of whom were try-ing, without adequate support, to do a good job. It is essentially a problem of management, and it is of some concern that this had not been fully identiÞed and re-solved earlier by the contractor and the Immigration and Nation-ality Directorate.�

Lumabas sa inspeksyon na

Ayon sa report ay halos 60 porsiyento ng mga migranteng pinatutuloy dito ay nagsasabing hindi sila safe dito. Ang pangu-nahing dhailan ay ang pangit na pamamalakad ng mga tagapag-bantay, marami sa kanila ang naging biktima ng mga tagapag-bantay kaya nais nilang magpali-pat sa ibang sentro.

�Anne Owers states that there is too much emphasis on secu-rity, control and punishment in Harmondsworth. This points to a wider problem with detaining asylum seekers. To all intents and

purposes, these detention centres are prisons. Whatever is done to improve these places doesn�t al-ter that fact. We should question whether there is any need to lock up people who�ve committed no crime and who cause no harm to the wider community.�

Filipinos were the top ben-eÞciaries of scholarships for post-graduate degrees and short-term training programs granted by a Southeast Asian inter-government organization in the past four decades. More than 26,000 Filipinos or 36.5 percent were among the 72,922 graduates from various South-east Asian countries that have completed master�s degrees (MA and MS) and doctorates (PhD) and special courses courtesy of the Southeast Asian Ministers of Education Organi-zation (SEAMEO). Myanmar is the second top beneÞciary of the SEAMEO nondegree pro-grams with 7,469 graduates, Thailand had 6,894 graduates, Singapore 6,107, and Cambo-dia 6,098 graduates.

The other SEAMEO mem-bers are Brunei Darussalam, Indonesia, Laos, Malaysia, Vi-etnam, and Timor Leste (East Timor). Associate members include Australia, Canada, France, Germany, New Zea-land, the Netherlands, and Norway. Some 69,618 scholars have completed the non-degree training courses while 3,304 earned doctorates and master�s degrees under the manpower development programs offered in SEAMEO�s 15 �centers of excellence� or schools in vari-

Edilberto de Jesus is the cur-rent head of the SEAMEO secretariat (SEAMES), the executive arm of the organiza-tion based in Bangkok, Thai-land. The policy-making body of the agency is the SEAMEO Council, which is composed of the education ministers of the member-states. The coun-cil implements its objectives through the 15 regional centers it has established in the past 40 years.

The council meets once a year to assess the accomplish-ments and goals of the organi-zation. SEAMEO was founded in 1965 to enhance cooperation among Southeast Asian na-tions in the Þeld of education,

science, and culture, which has made the organization the most successful nonpolitical inter-government agency in the re-gion until now.

The organization is also in-volved in various research works that include tropical medicine, biology, agriculture, science and math, educational innovation and technology, language, education manage-ment, higher education, open and distance education, arche-ology, Þne arts, and vocational and technical education.

Filipino students were also the top beneÞciaries of the post graduate study program of the SEAMEO Regional Center for Graduate Study and Research in Agriculture (SEARCA) based in Los Baños, Laguna

the organization�s oldest learn-ing center established in 1966.

SEARCA is currently headed by former agriculture under-secretary Arsenio Balisacan, a professor at the University of the Philippines. The regional center is tasked to conduct re-search on poverty reduction and food security in Southeast Asia.

SEARCA just celebrated its 40th anniversary last Nov. 27, the day the center launched its initial scholarship program in 1968. The center had produced 422 PhDs and 571 Master�s in Science graduates. Many of SEARCA�s graduates have become presidents and top of-Þcials of universities in their countries, while others became administrators of research and development agencies.

The other SEAMEO units

that offer post-graduate degrees are the Tropical Medicine Net-work and Regional Center for Tropical Biology. The Tropi-cal Medicine Network, which has centers in the Philippines, Indonesia, and Malaysia, offers PhD and MS degrees in public health, rural medicine, hospital administration, and environ-mental and occupational health policy and management.

The Tropical Biology Net-work, which is based in Bogor, Indonesia offers an MS degree program in Information Tech-nology for Natural Resources Management. Another SEAM-EO unit based in Diliman, Quezon City, is the Regional Center for Educational Innova-tion and Technology.

of Filipino families joining their relatives who work abroad, the Overseas Workers Welfare Administration (OWWA) reported yesterday.

�We have observed a noticeable growth in the number of Filipino families joining the workers abroad,� OWWA�s Plans and Program Development OfÞce director Vivian Tornea said.

She pointed out that family members of overseas Filipino workers leave the country because they want to be reunited with their loved ones and at the same time Þnd high-paying jobs.

Tornea also attributed the exodus of Filipino fami-lies to advances in technology that allow on-line hir-ing and direct hiring of Filipino workers from abroad.

With these new developments, Tornea said the OWWA is looking into expanding the government programs that provide protection to Filipino workers

and their families, whether or not they are document-ed.

Tornea said there is a need to expand the programs due to the increasing number of undocumented Filipi-no workers despite the government�s ongoing efforts to curb illegal migration.

�We have to expand our coverage so we could help those undocumented workers who have no means to enlist themselves with OWWA,� she said.

OWWA is also reviewing its membership policy to be able to reach out to other Filipino migrant workers who may need the services of the Philippine govern-ment.

LEGASPI (AFP) - One week after typhoon-spawned killer mudslides ravaged the eastern Philippines, dead bodies continued to be washed onto the shores of coastal villages as heavy rains hampered rescue and re-lief efforts on Thursday. Even as more aid poured into the Bicol region, east of Manila, the toll of dead and missing continued to rise further, leading government ofÞcials to call for a massive relocation of residents from vulnerable areas. Supertyphoon Reming (interna-tional codename: Durian), which hit the country last week, triggered deadly volcanic mudßows that came cascading down Mayon volcano, inundating dozens of villages near this eastern provincial capital. The civil defense ofÞce on Thursday said it had conÞrmed 1,316 dead or missing from the storm, even as rescue teams found more bodies in the mud. In the coastal village of Puro, two decomposed bodies washed up on the shore after heavy rains, residents and rescuers said. Rescue teams said the bodies may have been washed into the sea from the slopes of the villages of Mayon after being buried by the mudslides.

Late Wednesday, volunteers from local mining com-panies, acting as rescue teams, said they had found four more bodies as they dug through the mud near Legaspi City. Despite an overwhelming stench, the miners used bare hands and shovels to excavate the area, Þnding mostly dead animals. Stunned residents returning to the village of Isarog searched for their homes beneath the deluge of mud that covered their community, and tried to salvage refrigerators, televisions and washing machines. The area continued to be hit by intermittent heavy rains even while most of Bicol suffered from

lack of power, telephone and water services. Anthony Golez, deputy head of the civil defense ofÞce said water and medicine were needed for the thousands of people displaced by the storm and the mudßows.

OfÞcials said the government would have to get se-rious about relocating the thousands of people who live on the slopes of Mayon, a still-active volcano around 350 kilometers (217 miles) southeast of Ma-nila, �It appears that the best option is the permanent evacuation of all the families living within the hazard zones of the Mayon volcano,� said President Gloria Arroyo�s spokesman, Ignacio Bunye.

�We cannot allow the threat of such a tragic incident to hover endlessly over thousands of people who are obviously in danger every time a weather disturbance hits the area,� he remarked. He said Arroyo would make the �clear cut decisions... to end the perennial cycle of death and destruction,� and was willing to al-locate the resources needed to carry out the permanent evacuation, although he did not specify how much money or how many people were involved. Although Mayon is active and has menaced surrounding areas with eruptions in recent years, many villagers refuse to leave their farms on the slopes of Mayon due to the fertile volcanic soil.

Around 30,000 residents of villages on the slopes of Mayon were forced to evacuate in August when the volcano showed signs of erupting. However they returned home in September after it simmered down. More than 1.6 million people were affected by the storm when it passed through the country last week and estimates of damage were placed at 1.266 billion pesos (25.47 million dollars.)

The Philippine government has saved some P2.63 billion due to a new system of textbook procurement, the World Bank said yesterday. World Bank country director Joachim Von Amsberg said the government was able to generate savings after it implemented the new procurement policy.

Amsberg said the cost of textbooks this year is only about half of the cost of textbooks in 2000.

�With the procurement reforms in the De-partment of Education, the (Philippine) gov-ernment was able to signiÞcantly reduce the cost of textbooks. The cost of books acquired in the past six years has been reduced by half,� he said.

Because of the savings, the textbook ratio in public schools for Mathematics, Science, English and Filipino would now be 1:1, or one textbook per one public elementary or high school student. In a text message to The STAR, Education Secretary Jesli Lapus added that the government was able to save a lot because of the World Bank�s new �international competi-tive bidding� for all textbook purchases. Public

biddings have also become transparent. He lamented though that recent calamities

such as the typhoon �Mileny o� and �Rem-ing,� as well as the permanent injunction on textbooks by a Regional Trial Court in Manila prevented the delivery of 12 million textbooks. �We regret the fact that the trial court in Ma-nila has issued an injunction on the delivery of textbooks. These are long awaited textbooks,� Lapus said.

International air travelers will have

to pay P200 or $3.50 more in airport fees beginning Ja nuary, Manila In-ternational Airport Authority (MIAA) general manager Alfonso Cusi said yesterday. Cusi said the additional collection will represent �security and development� charge. The new fees will be in addition to the current P550 �passenger service charge� or terminal fee. This means departing international passengers will have to pay a total of P750 each in �airport user�s fee.�

Cusi said they will still have to dis-cuss when to exactly begin collecting the �security fee.� He stressed it will deÞnitely be after Jan. 1.

�We�re still choosing a date when to start collecting the fee. So far, we don�t have a date yet,� Cusi told The STAR.

He pointed out that MIAA had sat-

isÞed all the administrative and proce-dural requirements needed to start the collection of additional fees. He said the decision had been subjected to pub-lic hearings and that it was in coordina-tion with the Civil Aeronautics Board (CAB) and even with the OfÞce of the Solicitor General (OSG). Cusi also re-vealed that MIAA is now coordinating with airlines to add the airport users� fees to ticket charges so that departing passengers will not have to make the separate payment at the Ninoy Aquino International Airport. In the public hearings, MIAA said funds from the new fees will be used to purchase secu-rity gadgets and equipment for NAIA Terminals 1 and 2 and for the Domestic Airport. MIAA had originally planned to impose an additional US$5 security fee but this was branded as excessive by international airlines during the public hearings.

PUERTO PRINCESA, Palawan � A national conference that aims to draw attention to the protec-tion and conservation of the open here today. Various stakeholders and government agencies will take part in the Conservation Through Collaboration conference that seeks to address concerns in the management of these rich marine biodiversity sites and issues that af-fect their survival. TRNP manager Angelique Songco pointed out that marine environmentalists are seriously concerned about the risks posed by the possible energy exploration in the Sulu Sea, incidents of oil spills, and international and local ocean navigation. Palawan Gov. Joel Reyes, chairman of the Tubbataha Protected Area Management Board (TPAMB), warned that all of the man-made activities on the TRNP and Greater Sulu Sea might have potential negative impacts on these sites, including initiatives to protect and conserve the areas. �We have invited (to the conference) several key ofÞ-cials, representatives from concerned government agen-cies and community stakeholders who we hope would join us in our quest to address serious issues like the en-forcement of more stringent Þshery laws, guidelines on energy exploration, and sea navigation and similar ac-tivities,� Reyes said. The two-day national conference is in line with the 13th World Heritage Anniversary of Tubbataha Reefs and the 60th anniversary of the Phil-

ippine Membership to the United Nations Educational, ScientiÞc, and Cultural Organization (UNESCO). The TRNP was included in the UNESCO�s World Heritage List on Dec. 11, 1993. Songco also noted that a more effective law enforcement remains a problem in ensur-ing the protection and conservation of the country�s Þrst national marine protected area (MPA), which has been famous for divers and researchers worldwide.

�Although we have plans revised almost constantly just to improve our monitoring of the site, it�s just not that easy... because of the location of the TRNP. That�s why we always have to Þnd ways to really enforce the law effectively,� she said. The Tubbataha Reefs are found at the very center of the Sulu Sea. It lies along the Cagayan Ridge, which traverses the Sulu Sea from the northeast, from the Sultana Shoal in Cagayancillo, to the southwest, to San Miguel Islands of Tawi-Tawi, according to the case study made by the WWF-Philip-pines on the Tubbataha Reefs. The nearest islands to the area are 130 kilometers northeast, which is Cagay-ancillo, the municipality where Tubbataha belongs. The nearest landmass of considerable size to the site is mainland Palawan whose capital Puerto Princesa City lies 150 kilometers northwest of Tubbataha, the case study noted.

Songco said they expect participants from govern-ment and non-government organizations to sign the Tubbataha Declaration of Support, which emphasizes that contributions of the various local, national and in-

ternational institutions are signiÞcant for the long-term conservation of the Tubbataha Reefs. She also said that they expect to garner more support to a proposed meas-ure in Congress, which would further advance Tubba-taha Reefs� protection and conservation.

�We hope to renew congressional zeal in the passage of the TRNP Bill,� Songco said.

More skilled Filipino workers are needed in various countries such as Canada, Korea and the Middle East, according to TESDA. The Department of Labor and Employment pegged the available jobs for skilled workers this year alone at 193,465. ZAMBOANGA CITY � A civilian informant received a P350,000 reward on Monday for helping the authorities neutralize the city�s most wanted kidnapper, police said.

Chief Superintendent Jaime Caringal, Region 9 po-lice director, lauded the informant�s courage in aid-ing the police and the military in locating Romy Aki-lan, who headed a kidnap-for-ransom gang, and killing him in a shootout on Sacol Island. Superintendent Jose Bayani Gucela, spokesman of the regional police, said Akilan faced a string of charges ranging from kidnap-ping with ransom to serious illegal detention in localcourts.

Gucela said the Department of the Interior and Local Government provided the cash reward. Earlier in the day, US Ambassador Kristie Kenney handed over a P80,000 reward to the parents of two Muslim boys who discovered two powerful bombs planted by Jemaah Islamiyah and Abu Sayyaf terrorists near a road in Indanan, Sulu where American and Filipino troops were holding joint military exercises.

The Culture Clash Dance Concert of Hiyas Perform-ers and Manoeuvres in Oslo Norway showed Þlipino talents in traditional folkdances with a combination of modern moves last December 3, 2006 at Rockefeller Music Hall. The show was a success and get more than 300 guests to watch the show.Hiyas and Manoeuvres have a wonderful performance and the audience en-joyed watching the Þlipino cultural dances. Ms. Ludi Fjeld said �It truly strenghten our cultural heritage and made us proud to be a Þlipino. The name culture lash was chosen to describe the merging of different cultures in the show. With a wide range of music,dance styles and participants has been a journey through the discovery of inßuences from around the world. The Manoeuvres perform everything from hip-hop to pop to acoustic. Their music being cat-egorized as popular music, they are evolution of many different music styles originating from America and Britain.

The Hiyas Performers has a wide range of Þlipino folk dances. Each dance stems from a different culture: Sapnish, Arabic, Chinese and Malay. The dances in-volve a variety of accessories like the bamboo ploes of tinikling. The hats and ccastenas of subli and bamboo sticks of in the Sakuting. By unting the the two differ-ent groups and all the different inßuences that come with that, they found that the culture clash didn�t need to be a negative thing.

Last December 9, the Cabalen group, celebrated their Christmas party at Montensrud Menighets and there

were a lot of people who attended since it is for free. The food so much good food were served, As we know the kapampangan are good cooks!

Last December 16, the Filipino Chaplency in Oslo is celebrated the Þrst day of �Simbang Gabi� which is from 16-24 of December. After the mass, the party be-gins, its potlock. The Philippine Embassy in Stockholm reported to the De-partment that the annual Christ-mas program of the Filipino community in Stockholm this year raised some PHP 150,000 for rehabilitation efforts in the heavily devastated province of Albay.

Now on its second year, the Pasko ng Bayan 2006 took place at the Stockholm Ol-ympic Stadium on the 9th of December 2006 upon the ini-tiative of the Philippine Em-bassy and support of Filipino organizations in Stockholm. All proceeds of the program�s side events such as the food and handicrafts bazaar as well as rafße draw, were devoted to disaster relief and rehabilita-tion in Albay.

Additionally, in response to the personal appeal of Albay Vice Governor James B. Cali-sin and Mayor Sally Lee of Sorsogon, on-the-spot dona-

tions poured in from Filipino community members present during the program. Both lo-cal government ofÞcials spoke at length on the extent of the damage wrought by Typhoon Reming in Albay and appealed to prospective donors to as-

sist in rehabilitation and re-construction efforts there.Vice Governor Calisin and Mayor Lee arrived in Sweden on of-Þcial business just before Ty-phoon Reming unleashed its fury in the Philippines.

Along with 25 other Philip-pine participants, Vice Gover-nor Calinsin and Mayor Lee at-tended the Training of Trainors on Solid Waste Management sponsored by the SALA Inter-national Development Agency (SALA IDA). SALA IDA is a Swedish agency that supports democratic community plan-ning and administration at the local and regional levels, us-ing knowledge and experience from Swedish local and region-al government. The company is owned by the Swedish Associ-ation of Local Authorities and Regions (SALAR). While in Sweden, the local government ofÞcials took the opportunity to seek the assistance of vari-

ous Swedish agencies and the Filipino community in rebuild-ing hard hit areas in Albay and Sorsogon.

The highlight of the well-at-tended Pasko Ng Bayan 2006 was a program featuring talent-ed performers from the local Filipino community, including second generation Filipino-Swedes. The Filipino Chan-nel (TFC), one of the program sponsors, sent a special team to Stockholm for a taped TV cov-erage of the event.�I hope that the annual holding of the Pasko Ng Bayan, the Piknik Ng Bay-an and the Pulong Ng Bayan initiated by the Embassy would become enduring traditions that would bind the Filipino communities in Sweden and in the Nordics even closer to our motherland.

I am proud of how the sense of camaraderie and cultural identity created by these Em-bassy outreach programs has

�You are an enrichment for the Church in Berlin,� thus said Georg Cardinal Ster-zinsky, Archbishop of Berlin during the PontiÞcal Mass celebrating the 20th An-niversary of the Philippine Community in Berlin on November 12, 2006.

The solemn celebration was attended by Filipinos, Germans and people from other countries who have found a home

in the community during the past years. The Holy Mass reßected this character with readings in English and Tagalog and Prayers of the Faithful in Þve languages, including Bahasa Indonesia. The songs were likewise multicultural. �Sinulog� added color to the offertory procession.

Five other priests concelebrated with the Cardinal: Fr. Herbert Gillessen of the

English-speaking Mission, Fr. Norbert Hessling SVD who spent 20 years as a missionary in the Philippines, Vicar Mar-tin Kalinowski, Fr. Vijay Kumar Tirkey SVD and Chaplain Fr. Adonis Narcelles Jr. SVD. Fr. Gillessen afÞrmed the com-mitment and liveliness of the Filipinos in saying, �You are the most lively commu-nity among the English-speaking com-munities.�

During the Holy Mass, the commu-nity�s 55 liturgical volunteers like Mass Servers, Lectors, Eucharistic Ministers, Liturgical Usher/ettes, Choir Leaders and Altar Servers were presented and blessed. The 100-minute Mass was followed by a Salo-Salo and Cultural Program at the Parish Hall. This one shining moment in Berlin ended with a wish from Fr. Hessling: � Be a blessing in Berlin.�

�Eating live food, regular exercise, positive thinking and keeping the mind and body busy at all times are among the tips given by Mariandy A. Fricke in der recently launched book titled A Gift of Health.� Thus reported the Philippine Daily Inquirer last year as Mariandy Fricke lauched her book on January 5, 2006 at the Cibonny Café in Malate, Manila. On December 3, Ms. Fricke re-launched her book in Berlin and gave some tips how to stay

healthy and young.

�A Gift of Health� is a compilation of Mariandy�s holistic studies studies and practice as early as her student days at the University of the Philippines where she studied AB in Broadcasting Communications. She participated in holistic health consultancy training programs in Germany and holds a master�s degree in Education, Guidance and Counselling. She promotes ho-listic healing involving the mind, body and spirit through a healthy lifestyle, physical exercises and spiritual health.

Book on Health lauched in Berlin

Bible enthusiasts from Berlin read, stud-ied and prayed the Word of God during the three Sundays they devoted for the Basic Bible Seminar (BBS). This is the third time that the Philippine Community has offered this introductory course on the Holy Scrip-ture. The Seminar started with the entho-nement of the Sacred Scripture. There were four conferences and two Bible Shar-ing Sessions. The 22 participants showed their interest in knowing more about Bible, how to read it, the differences between a Catholic and a Protestant Bible and the im-portance of Bible Sharing in Community Building. The BBS ended with a gradua-tion during the Holy Mass on December 3 whereby every graduate received the Book

of Life and thereby promising to read, live and share the Bible.

Typhoon devastates Philippines. Scores feared dead after typhoon. More than 1000 dead in the Philippines. Typhoon death toll climbs. Philippines declare state of calamity. Aid arrived for mudslide survivors. Dark, silent Christmas for Bicol typhoon victims�

These headlines from various newspapers around the world with accompanying pictures of the landslide tragedy in Bicol touched the Filipinos and Germans last December 10. The Philippine Community spontaneously respond-ed to this calamity by organizing a fund-raising campaign during the Holy Mass.

More than 1000 Euros were collected on this Sunday alone. The campaign of the Community continued with the Photo Exhibit, �Pictures of Hope� at the Parish Hall. The �Simbang Gabi� collections were also alloted for the victims, likewise part of the sale of the Community�s 20th Anniversary Souvenir Program. Through the Philippine Community, the German Parish Community and the Herder School also donated for the typhoon survivors.

The Philippine Embassy in Stockholm reported to the Department of Foreign Affairs that the Swedish chapter of the PaciÞc Asia Travel Association (PATA) has just completed a study tour of the Philippines with the support of the De-partment of Tourism ofÞce in London and Malaysia Airlines. The familiari-zation trip acquainted 12 Swedish tour operators with tourist sites and facilities in Manila, Tagaytay, Boracay and Cebu from 17 to 22 November 2006 with Bar-on Travel as the group�s ground handler. Among the hosts for the group�s site in-spections were Philippine Plaza Hotel and The Heritage in Manila; The Panoly, Waling-Waling, Seawind Hotel and Fri-day�s in Boracay; and Waterfront Hotel and Marco Polo Plaza in Cebu.

The vision of the group Filipino Asso-ciation in Skane are to work for friendship, unity and solidarity among Filipino immi-grants residing in Skåne, Sweden. Through this association, we can help our future great grand children to maintain the Phil-ippinnes culture and tradition. It all start-ed when Wilma Arvidsson, Juliet Padilla, Anna Velev, and Cristina Persson coinci-dentally met each other at the parties of the Bayanihan organisation.

In one of those parties, it just clicked in their minds that they also want to build their own which is merely for the Filipinos residing in Skåne and also for other na-tionalities who will be interested to join. They contacted Evelyn Barbosa, Marissa Liljekvist, Danny Concepcion, Nerelito Cordon, Erlinda Nordh and others.

Then they had a meeting at the house of Wilma Arvidsson. That same day, FAS, the Filipino Association in Skåne was founded and was Þnally organized on January 2005. So far, this association is still active.

Pelikung Kubrador Nangobra rin sa Italya

The recent typhoon Reming brought total devastation in many parts of the Bi-col region. The Tau Gamma Phi Alumni Association of Italy and France, respond-ing to an urgent call from one of their brods Dr. Kim Repomanta of Barangay Muladbucad, Guinobatan, Albay, imme-diately launched Operation Recovery for the whole barangay Muladbucad.

Homes were totally wrecked to the ground, crops totally destroyed, live-stock swept and drowned by ßoods, and residents are left homeless. Tau Gamma Phi�s Operation Recovery at present is in the process of rebuilding homes quickly by providing a power saw to cut fallen coconut trees for use as coco lumber. Corrugated rooÞng materials are also be-ing given to the residents as there is liter-ally no roof above the residences� heads. Joining this effort are the De La Salle-Araneta TGP Alumni, TGP Guinobatan Chapter, the different Triskelion Interna-tional Chapters around the world, and the Parent Teacher Association of Muladbu-cad Elementary School.

Operation Recovery also seeks to go beyond the rebuilding of houses. As the homes are being rebuilt, Triskelions around the globe are now adopting fami-lies residing in Barangay Muladbucad to provide livelihood projects, decent edu-cation for the children, medical attention,

and other life-uplifting projects. The Þrst family adopted, whose house was totally destroyed are couple Hilario and Millet Miranda who have six children. Hilario works as a driver and farmer and wife Millet is housewife and a backyard hog raiser. Tau Gamma Phi, through the co-ordination efforts of Triskelion Dr. Kim Repomanta, plan to make Barangay Mu-ladbucad as a model Triskelion Village. The ultimate goal is to uplift the lives of the poor and to make them stable and

productive self-sustaining citizens who will later stand strong on their own.

We had Filipino food: pancit malabon, sapin-sapin, empana-da, tokwa�t baboy. A group called UMPUK performed a balagtasan that debated whether Filipinos should stay in London. There was also a raf-

ße where practically everybody won something.

It was interesting to meet fellow students and Þnd connections with them.

There�s the LSE stu dent who was from my high school, the IoE grad student who used to work at our telco client, the two Communication gradu-ates who were ahead of me in Ateneo: one worked in fashion and dealt with our magazines; the other is going to

meet David Buckingham of IoE and plans to teach at the Comm dept. More proof that the world is small? Irene, a Filipina involved in The Work, who used to live in Ashwell and is the daughter of the consultant in the com-pany my dad works for (whew) was free that evening. She had been plan-ning to meet me eversince I arrived here. She lived very near the Embassy (and actually used to work there),

so we had dinner--pasta at an Italian place at Queensway. We had a lot to talk about in the span of two hours. Forgot to take photos, but she�s com-ing to the carol concert. We do need the practice, but it was a blessing that we didn�t have choir that afternoon. We practiced onstage last night. It�s a big hall, so we will need some mics.

SPIRITUAL READINGS

�Don�t fail to go to Piazza Navona on January 06. You will be amused if not entertained,� an Italian priest, Don Giancarlo, told me. January 06 is the 12th day of Christ-mas. In the liturgical calendar of the Church, it is the feast of the three Kings. But for the Italians, it is a very spe-cial day for them, a holiday. It is the Christmas day for children. On January 06 of this year, the Romans streets were ex-ceptionally very busy. Piazza Navona was packed with countless people. Children were in their Sunday best, priding themselves with their elegant dresses and beautiful toys as they munched on delicious candies and goodies. I noticed some people in peculiar costumes and masks. They wore long black dresses. They carried huge brooms. Their masks had two front teeth, elongated nose, pro-truding eyes with matching big eyeglasses. They wore oversized straw hats on their heads and colorful shawls on their shoulders. They looked like witches. Yet, children mingled unafraid and unintimidated around them, receiving �caramelle� (candies) or �car-bone� (charcoal). Children called her, �La Befana.� Who is she, this creature they call �La Befana�? According to legend:

Befana was given a rare chance to see the newborn King. The three wise men from the East invited her to go with them to pay a visit and to adore the child Jesus. But she declined, using the excuse that she was very busy. Indeed, so preoccupied was she with many useless things. She did, however, promise to see the baby Jesus once the three returned. But the three wise men �in a dream (were) warmed not to go back to Herod, so they returned to their home

country by another way� (Matthew 2:12). Thus, Befana was doomed to roam the world forever in search of the three wise men who would take her to the child Jesus.

During the feast of the three Kings, especially on the night between January 5 and 6, Italian children believed that Befana wanders around across the skies on her ßy-ing broomstick to Þll their socks and stockings either with candies or chocolates if they have been good dur-ing the past year. But for the �cattivi� or naughty children, Befana puts charcoal in their socks instead. I asked myself what happened in the past year. Was it good for me or for you? Or rather, were we good? Remi-niscing over the past year and looking forward to this New Year, let us reßect on these three essential ques-tions.

First is What we have done?

We exist for a cause. We live for a reason. We have vi-sion to realize. We set goals to achieve. We have mis-sions to accomplish. Now, what we have we done to turn them into reality? What we have done to see our plans and projects mate-rialize? There are always fresh starts given to us. And since there are always new beginning lying ahead of us, what have we done to turn them into golden opportunities, into precious chances and fruitful results?

Second is What should have not been done?

It is our divine calling to sow seeds of good deeds. Our most noble motive must be to try to do the best for oth-ers and for ourselves. Anything contrary to that must be avoided. Anything that hinders that should never be

done. Whatever we did in the past that should have not been done should be forgotten and never repeated again. It is a but a lesson to be learned. A misstep to be sorry about. A mistake to be corrected.

Third is What must we do?

A new year is a fresh start. It is a new beginning with fresh opportunities ahead of us. It offers us another chance and impels in us a renewed hope. A new year means a new day, a new chapter in one�s life. If we ever fell or stumbled along the way of life; if ever we did not meet other�s expectations; if ever we committed some blunders during the past year, it is not the end of every-thing. We can begin again. We can start anew. There is still hope. God will never say to us �You are Þnished. Your are hopeless.� God will not say to us �Let us call it quits.� God will still refresh us. God will for-ever recharge us.
